    PPA rules and regulations

    PPA time is covered by paragraphs 78.2 to 78.4 of the School Teachers Pay and Conditions

    Document 2008. The STPCD is statutory guidance from the DCSF. All state schools are required

    to follow it.

    Paragraph 78.2 states that: -

    PPA time must amount to not less than 10% of the teachers timetabled teaching time.

    This is the time that the Head has assigned to the teacher to teach pupils.

    Paragraph 78.3 states that: -

    PPA time must be provided in units of not less than half an hour.

    This must be during teaching time.

    Paragraph 78.4 states that: -

    a teacher must not be required to carry out any other duties, including the provision of

    coverduring his PPA time.

    In summary: -

    Different amounts of PPA can be given as the amount would be determined by the number of

    hours taught.

    PPA must be timetabled

    PPA must not be re-arranged by those who organise it unless it is to ensure that the classteacher does not miss it. For example, if PPA is at a time on which the teacher is on a course or

    a trip; it may be re-arranged so that he/she does not miss out

    PPA must be in chunks of at least half an hour.

    PPA cannot be taken away for any reason whether it be to cover during PPA, for hospital

    appointments etc.

    Timetabled teaching time is from the time class starts, until if finishes minus lunchtime.

    Directed hours

    Directed time begins when the Head expects the teacher to be school. The first lot of direct

    time stops at lunch time. Morning breaks are included in directed time whether staff are on duty

    or not because it is time which cannot be classified as your own time.

    Directed time begins again when your lunch break ends up until the end of day.

    In some schools teachers are not expected to stay behind after the children are dismissed. In

    other schools they are expected to be available to meet parents. Thus end of directed time foreach day would depend on expectations set by the Head.

    Toilet facilities

    Now this may seem a strange thing to be concerned about but if you are teaching in a Middle

    School which is gaining Year 3 or if you work in a High School which is gaining Year 7; you may

    not comply with the existing guidelines.

    Toilet and Washing Facilities for Pupils

    All schools must contain at least a basic number of toilet fittings for pupils, based on one toilet

    for every 10 pupils under the age of five; one toilet for every 20 pupils aged five and over; one

    toilet for every 10 pupils in special schools. In each case the figure arrived at should be rounded

    up to the nearest whole even number. The number may need to be increased in order that it is

    adequate according to any special requirements which pupils have.

    All schools must have separate washrooms for male and female pupils aged 8 and over. In mixed

    washrooms and in washrooms for female pupils, all toilet fittings should be WCs

    In schools where most pupils are under 11, there must be as many washbasins as toilet fittings.

    In schools where most pupils are 11 or older, washrooms with one toilet fitting should include at

    least one washbasin and washrooms with two toilet fittings should contain at least two

    washbasins, while in all other washrooms the number of washbasins should be at least two thirds

    of the number of toilet fittings.

    Nursery schools and schools with pupils under 5 should have one deep sink, shower or bath for

    every 40 such pupils. Again the figure arrived at should be rounded up to the next wholenumber.

    Changing accommodation, including showers, must be provided for children over 11 taking PE.

    In washrooms for male pupils, at least one third of toilet fittings should be WCs.

    Pupils welfare may be a particular issue when showering or changing the welfare of some pupilsmay demand stringent privacy.

    Water Supplies

    An adequate supply of wholesome drinking water must be provided for all persons at work in a

    workplace. The water must be readily accessible and a sufficient number of cups must be

    provided unless the source is a drinking fountain. (This provision does not cover pupils access

    to drinking water).

    A school shall have a wholesome supply of water for domestic purposes including a supply of

    drinking water. (This provision can be used to support pupils access to drinking water).

    Washbasins, baths and showers must have an adequate supply of hot and cold water. The

    temperature of hot water supplies to baths and showers must not exceed 43oC.

    Facilities for Trade Union Officials

    This is an agreement between the borough of Harrow and the NUT. There are some gems of

    information in here. Please have a look through it.

    1.

    Facilities for Nominated/recognised Officers of Trade Unions1.1 One nominated officer (normally the Secretary) from each recognised Union and theSecretary of HTCC will be granted absence from teaching duties for the purpose of

    their organisations function without deduction of pay and schools so affected have

    corresponding additions to their staffing establishment.

    Absence will be granted to the nominated officer of each recognised Union and the

    Secretary of HTCC according to the following scales.

    Less than 250 members - 0.5 days per week

    250 500 members - 1 day per week

    500+ members - 2 days per week

    Secretary HTCC - 0.5 days per week

    1.2The principle of reasonable absence from teaching duties without deductions ofpay for the following representatives of recognised teacher organisations is

    accepted subject to (d) of (e) :-

    (a)Members of the National Executive or other National Committee of eachrecognised organisation.

    (b)Representatives of a recognised organisation appointed by the Executive toserve on a National Body.

    (c)Members of the harrow Teachers Consultative Committee.(d)Time off without loss of pay, subject to prior approval by the Director of

    Education to be allowed for attendance at courses for Union representatives

    in Schools, together with payment of appropriate fares and subsistence.

    (e)Subject to prior confirmation by the Director of Education time off with pay toattend Conferences and Courses held under the auspices of the Association(not including those conferences held in school vacation periods) and not

    involving more than one member for more than one day.

    1.3The Authority will allow individual Association officers to keep engagements withother Association Officers or with the Authoritys officers within school hours by

    prior arrangements with the Headteacher without loss of pay. Details of all such

    engagements are to be recorded and if the number or duration are found to be

    excessive, they are to be arranged at the discretion of the Headteacher and the

    Director of Education.

    1.4Facilities for the Association officers to interview members during the school day byprior arrangement with the Headteacher.

    1.5HTCC Representatives shall have the right to be present at an Induction Courseorganised by the Advisory Service.

    1.6The Authority will provide without charge, to the Secretary of each recognisedAssociation:-

    (a)Lists of newly appointed teachers in the Borough (each term).(b) Lists of teachers employed in the Schools of the Local Education

    Authority (by the means most convenient to the Local Education

    Authority).

    (c)All non confidential documents relating to the work of the EducationCommittee and its Sub-committee.

    (d)The documents which set out the Pay, Conditions of Service andregulations of the Local Authority which may apply to the teachers

    employed in the Authoritys area.

    2. Provision of Union Facilities in Schools and for School Representatives2.1The Authority will make arrangements to provide for the teacher organisations

    within each school.

    (a)Notice-Board facilities within the Staff Room without charge;(b)Access to school duplicating facilities, provided that organisations pay for

    materials used;

    (c)The use of a room for meeting outside time-table hours without charge up to6.30 p.m. on school days thus not involving the Caretaker in working overtime.

    2.2The Authority recognises that Members of each Professional Association within aschool have the right to express their views to the Headteacher through their School

    Representatives.

    2.3Accredited School Representatives of recognised unions to be given a time-tabledallowance for Union duties to the following scale:-

    0 4 Members 0 periods a week

    5 19 Members 1 period per week

    20+ Members 2 periods per week(+1 period defined as being 35 minutes or the period prevailing in the School

    i.e. 30 or 40 minutes)

    In each case the periods shall be absorbed by internal arrangements of the School

    from existing preparation/marking time subject to arrangement and agreement with

    the Headteacher, to be reviewed annually.

    2.4The Authority will ensure that School Representatives are able to make and receiveprivate telephone calls and all such telephone calls will be recorded and charged to the

    Representative.2.5The Authority will ensure that School Representatives are provided with:-

    (a)Access to documents which set out the Pay, Conditions of Service and regulationsof the Authority which apply to the teachers employed in the Authoritys area;

    (b)Information as to the structure and allocation of promoted posts, such informationto give details of scales but not actual salaries.

    (c)Articles of Government applicable to their own Schools.3. Provision of Facilities for Recognised Unions

    3.1 The Authority will provide use of a furnished office in a school in the Borough but notat the Civic Centre (details to be worked out by HTCC Working Party and Officers).

    3.2The Authority confirms the arrangement for use of the Local Education Authoritysinternal distribution to Schools for the purposes of Official Professional Association

    communications.

    3.3The details of the secretary of each recognised Association are to be included in theInternal Telephone Directory and also included in the list of Schools.

    4. Provision of Information by Teacher UnionsTeachers Associations to provide lists of their officers to the Authority.
