INTRODUCTIONABOUT US

NGO Green Home was founded by graduated students of biology science on 14th February 2000 as non-governmental, non-profit and non-political organization. Organization appeared from the need for active participation in protection and conservation of environment, as well as taking and active role in protection of biodiversity and realization of the concept of sustainable

development of Montenegro.

PROGRAM FOR ENVIRONMENTAL PROTECTION

Program for environmental protection aims to promote and support the initiatives in the field of environmental protection and sustainable use of natural resources. Program comprises the work on biodiversity protection and sustainable management of natural resources at two levels:

• improving of public policies in the field of environment • work with individuals, society groups and local communities.

During 2014, in the focus of the program were activities related to biodiversity protection and good governance of natural resources with the promotion of sustainable use of natural resources for the purposes of tourism in the area of Šasko and Skadar Lake, the river Cijevna and other areas that are important for conservation. This year was also marked by intensive work on supporting the transposition and implementation of European acquis that was dedicated to the dialogue with state institutions, European commission bodies and non governmental organizations. Also, it is important to emphasize the activities in the field of impact of pollution on environment and health of people, as well as continuous implementation of education of the youngest on the territory of municipality of Podgorica on the importance of environment, valorization of freshwater potential as well as good practices of managing the waste and the education in the field of recycling. During this year, numerous planting actions were organized, as well as waste collection actions in Podgorica, Ulcinj and National Park “Lovćen” at which more than 200 tons of waste were collected. Also, in the focus were initiatives related to green areas, ex-ploration of oil and gas, hunting and invasive species so that the engagement of NGO Green Home on this topic will be continued in the following year.

PROGRAM FOR ENERGY

The basic aim of this program for energy is the promotion of sustainable solutions in the field of energy, through monitoring the consequences of climate change, energy efficiency and alternative energy sources. Program for energy comprises the work on:

• public energy policy and raising of public awareness • practical Do It Yourself trainings and various educative activities

During 2014, activities of the program were focused on monitoring the draft of important national and region-al documents in energy sector such as Strategy on development of energy of Montenegro by 2030, Study on environmental impact of the project of 400kV transmission lines with optical cable from Montenegrin coast to Pljevlja, as well as monitoring decision making process on the construction of the second unit of TPP Pljevlja. Through regional networking, we continued with collecting data and drafting energy model as well as monitor-ing compliance of national legislation with the EU requirements in energy sector.

Our work is divided into two programs: program for environmental protection

and program for energy.

ENVIRONMENTAL PROGRAMInitiative for sustainable hydropower in Dinaric Arch-DASHI

• The aim of this project is to prevent the development of unsustainable hydropower projects in the area of Skadar Lake, Neretva and Livanjsko field, in order to preserve the most important wildlife habitats;

• On the basis of methodology that was developed by team of experts, Working Group was established by NGO Green Home which has developed draft of the Rulebook on eco-logically acceptable flow downstream from the water in-take;

• NGO Green Home organized consultation meeting within the Fair of Energetics, during which it collected technical comments on the draft of the Rulebook;

• Draft of the Law on waters was amended on the initiative of NGO Green Home in the part of replacing terminology and Articles of the Law that now provide a basis for future Rulebook on ecologically acceptable flow, so its adoption is expected right after the Law, i.e. in the first quarter of 2015;

• With one of investor for small hydropower plants (Sistem d.o.o.), comparative economic analysis of loss-es was developed, by the application of methodology of biological minimum and new methodology of ecologically acceptable flow;

• Guide for investors and administrative staff in the field of management of waters was developed, for future application of the Rulebook;

• In cooperation with the World Wide Fund (WWF) proposal of the project “Strenghtening of sustainable hydropower in Montenegro” was developed through which analysis of legal and administrative frame-work in the process of issuing hydropower permits were done, as well as do the recommendations for their improvement;

• First draft of analytical report on quality assessment and strategic assessment of environmental impact for hydro-power plans and projects in Montenegro, for which pub-lic consultations will be conducted in the following year;

• By submitting the answer to the questionnaire and meet-ings with representatives of the Ministry of Agriculture and Rural Development and the International Commis-sion for the protection of Danube basin, first steps are taken towards formulating strategies for the implementa-tion of the guiding principles for sustainable hydropower.

Assistance program for integration and return of displaced and other internally displaced persons that live in the Konik camps.

• Realization of this project started in November 2012 and lasted 18 months. NGO Green Home realized component related to the separation of waste;

• Action of removal of rubble in the east part of the camp was organized. All collected waste is transported on the landfill Livada in cooperation with the company Čistoća d.o.o.;

• In cooperation with coleagues from the organization HELP, two abandoned facilities were identified in the western part of the camp that was used for illegal waste disposal by a part of residents. Residents of the camp were engaged in the cleaning actions of above mentioned facilities;

• Five education workshops for women about applied recycling were held. Participants of the workshop had an opportunity to learn in what way they can make useful things out of waste materials such as used plastic bags.

Support to local communities in implementation of tourist practices based on natural wealth in the area of Šasko Lake.

• Project started with the realization in October 2013 and had an aim to develop responsible tourist destination on Šasko Lake with securing protection and sustainable management of important and vulnerable areas of biodiversity in this area;

• Workshop on the theme “Connection of environmental protection and tourist practices” for local residents of Šasko Lake was organized who can contribute with their products and services to the develop-ment of tourist offer of this area;

• Adaptation of one room into informative visitor center started in the restaurant Shas on the shores of Šasko Lake. Besides information about lake and historical and biodiversity values, this center will enable the purchase of local products and souvenirs to all interested visitors;

• In November 2014, Study Tour in Slovenia was organized with the aim to familiarize local residents of Šasko Lake, representatives of the municipality of Ulcinj, local NGOs and tourist organizations with good practices in rural tourism that can be applicable in our area as well;

• Proposed solutions for Spatial Plan for the municipality of Ulcinj for the period by 2020, would greatly influence the Šasko Lake, and in cooperation with NGO Mogul, a round table named “Careful with the space” was organized. The aim was to draw attention to bad decisions and to react in time in order to prevent devastation of this important biodiversity;

• NGO Green Home prepared comments on Spatial Plan Ulcinj and ac-tively participated in the process of public discussion. Also, represent-ative of NGO Green Home is a member expert committee for consult-ing in the process of adoption of the Spatial Plan for this municipality.

Common environmental actions for preservation of the river Cijevna and sustainable development of trans-boundary region

• The aim of this project is strengthening of trans boundary cooperation of local govern-ance and non governmental organizations on management of natural reaources, pro-tection and promotion of common social and economic sustainable development in the canyon of the river Cijevna;

• Educative workshops were held in four elementary and one high school on the territory of urban municipality of Tuzi. Workshops on environmental protection were organized during both school terms with fund of 40 additional teaching classes per school. 130 students of 7th, 8th and 9th grades were educated, as well as 20 students of the first grade of high school;

• During the occasion of celebrating international environmental protection day, visit of the students of elementary school “29. novembar” to sites of great importance for birds was organized, as well as visit to Ulcinj Saltwork and the Šasko Lake;

• The brochure on recycling is published and available on Montenegrin, Albanian and English language which is covered by an animation movie;

• Visit for 15 most successful participants of additional school classes on environmen-tal protection from elementary school “Mahmut Lekić” to Skadar was organized and together with students of private school “Hope for the Future” they made exhibit on recycling;

• Two magazines on biodiversity values of the river Cijevna based on earlier research of NGO Green Home were published. Magazines are available on Albanian and Montene-grin languages at www.cemiriver.me;

• National conference on the protection of the canyon of the river Cijevna was organized with the aim of informing expert and lay public on initiative of proclamation of the can-yon as a natural monument (IUCN III category of protection).

Support to long term sustainable management of Skadar Lake

• The aim of this project is to encourage effective management of biodiversity of the Skadar Lake through improvement of practices and capacities for management of protected areas;

• Four workshops were organized with the technical assistance of IUCN experts with members of the Working Group that will work on drafting of the Plan on management of National Park Skadar Lake 2015-2020;

• Within the small rangers program, two visits to NP Skadar Lake were organized with the aim of education higher class-es of elementary school that are situated near the lake;

• Green line for reporting illegal activities was opened, through which citizens will be able to report all the irregularities that affect environment on the territory of NP Skadar Lake and on the rivers Morača, Zeta and Cijevna;

• For the need of functional monitoring of citizens’ reports, softwer base was developed through which keeping the re-cord on successful report and results will be facilitated.

Drin Day

• Implementation of this project started at the end of 2013 and lasted by June 2014. Celebrating Drin Day was organized at Ada Bojana in Ulcinj on 17th May 2014, with the presence of students from the both river banks, i.e. from Skadar and Ulcinj;

• Within the manifestation, fair of local products including souvenirs, food (honey, olives,cheese, etc..), as well as presentation of local costumes was organized;

• Competition of children’s work on the theme „Man and river“ was opened, where the best works were awarded and presented at the event;

• Outdoor workshops were held for interested participants by experts in the field of ornithology and botany where the participants had the opportunity to get familiar with the most important bird and plant species from this area;

• Volunteers of our organization and biology students demonstrated experiments related to water and climate changes for the present students;

• Present had the opportunity to try out kayaking on the river Bojana;

• As final activity within the celebration of Drin Day, concert of Adrian Lulgjuraj was held with the Akademia band.

I am not waste!

• The aim of this project is the education of teaching staff and students in elementary schools in Podgor-ica through the development of Guidebook for teaching on environmental protection, through creative activities focused on the promotion of reduction of waste, reuse and recycling;

• Planting actions were organized in following elementary schools: “Pavle Rovinski”, “Radojica Perović”, “Oktoih”, “Mahmut Lekić”, “29. Novembar” and Resource center for children and youth;

• Park in the street of Crnogorskih Serdara was revitalized that is a result from 2011 action, when we re-paired landfill into the green oasis for citizens;

• Webpage www.pokloni.me was launched at which citizens can anonymously give and ask for used and useful things such as furniture, clothing or books.

Travel in Europe

• This program which NGO Green Home implements since 2011, enables stu-dents of the final years of studies from all the Universities of Montenegro to get familiar with other European cit-ies and values through travelling and meeting their peers from the region and the European Union;

• On contest 2014 ten students from undergraduate, graduate or master studies with GPA above 8.5 who are younger than 26 and did not have the opportunity to travel in the countries of the European Union and fill the condition to speak at least one foreign language were elected;

• Travel in Europe started by three-night stay in Berlin where students met their coleagues from the region on organized formal reception in Robert Bosh foundation. Besides, they had the opportunity to hear presentations as well as to participate in discussion about current situation in the Europe-an Union, with the representative of German Parliament. At the end, tour through Berlin was organized for stu-dents, that enabled them to get know the city;

• After Berlin, students have visited nu-merous European cities in the follow-ing 22 days by using inter-rail train tickets, that were provided through this program.

Round table „Protection, care and revitalization of avenue of trees and park trees“

• Round table was organized regarding the case of fell-ing of cedar trees in the street of Jola Piletica, as well as because of general condition of wooden plants and green areas in Podgorica. Besides the lecturers among which are: Prof. dr Jelisava Kalezić – associate professor of Faculty of Civil Engineering in Podgorica, Lazarela Kalezić from Secretariat for Spatial Planning and Envi-ronmental Protection of Capital City, Željko Vidaković, B. Sc. in agronomy, Snežana Mišović i Željka Čurović, B. Sc. of landscape architecture and Radmila Vujošević director of PC Zelenilo, more than 20 persons partici-pated to the round table who have expressed their at-titude during the discussion. The need for the adoption of the Law on protection and improvement of green ar-eas was emphasized, as well as development of cadas-tre that would represent the basis for all the activities aimed at preservation of urban green areas.

ENERGY PROGRAMNGO network for advocacy of sustainable use of energy and natural resources - ETNAR

• Project has an aim to strengthen capacities of NGOs in the countries of the Western Balkans and Turkey in cooperation with wide network of NGOs from Europe (Friends of the Earth and Heinrich Boll Stiftung) to in-fluence the process of harmonization of national pol-icies with the EU in the field of energy, transport and natural resources through public advocacy and regional networking;

• During 2014. workshop for ecologic activists from Mon-tenegro on the subject of managing campaigns and public advocacy in the field of environment;

• Regional training on the subject of monitoring EU inte-grations and Chapter 27 was organized;

• Number of consultations and discussions on current themes in the field of energy and natural resources were held;

• Regional guideline “Legal instruments in environmental protection” was prepared;

• Public campaign “Ecologic or energetic” was organized, through which we want to draw attention on environ-mental threats that are carried by large energetic pro-jects planned by the Strategy of energy development of Montenegro by 2030;

• Public campaign on hunting was organized which in-dicated to the need of urgent reform on hunting and amendment of legal framework of this area;

• Program of small grants by which projects of local or-ganizations are financed was realized.

Sustainable energy policy in South East Europe (SEE SEP)

• Project has an aim to increase collaborative capacity of the network of organizations of civil society as well as encourage citizens on in-volving in dialogue with the decision makers in order to influence on policies and practices for more sustainable energy system in South East Europe which is harmonized with EU policies and directives;

• Analysis of collected data for sector of demand and supply of energy was done and small en-ergy models for these two sectors were pre-pared;

• Technical consultations for sectors of supply and demand for energy were held with ex-perts in these fields and data for revision of small energy models were collected;

• Evaluation and planning of future activities on the project were realized within the workshop that was held in May 2014 in Tivat;

• Publication: “Winners and losers. Who bene-fits from high-level corruption in energy sec-tor of South East Europe?” was published.

Clean air for Montenegro – phase II

• Project has an aim to draw attention on long term bad condition of environment in Pljevlja, especially on the air quality as well as planned construction of the new unit of thermal power plant “Pljevlja”;

• Study of alternative possibilities for development of Pljevlja which is based on clean technologies named “Development of energy complex Pljevlja” was pre-pared and presented;

• NGO Green Home prepared comments on Strategy of energy development of Montenegro by 2030 and actively participated in the process of public discus-sion for its adoption;

• Public campaign “For healthier Pljevlja” was organ-ized by which we wanted to draw attention on the issue of endangering health of people due to com-bustion of large amount of coal for the purpose of electricity production and heating;

• Discussion on impact of pollution in Pljevlja on peo-ple’s health was organized, with the promotion of documentary “Pljevlja, devastated town” and pho-tography exchibition “Expressions of dissapproval”;

• In cooperation with colleagues from NGO “Da zaživi selo” 12 000 signatures were collected for the initi-ative for deployment of environmental inspector in Pljevlja and examination of causes of increased de-sease burden of the citizens of Pljevlja.

CIVIL INITIATIVES AND CAMPAIGNS

Earth Hour campaign

• Earth Hour is a global campaign for fight against climate changes that was launched by WWF and since 2007, it in-volves more and more individuals, organizations and cities. Campaign comprises turning off the lights on 60 minutes every year in the last week of March. Therefore, citizens from 7000 cities and 162 countries turned the lights down in 2014;

• In 2014, ten workshops for children in elementary school „Pavle Rovinski“, kindergartens „Suncokrili“ and „Đina Vrbi-ca“ were held;

• Company Public Transport Podgorica also joined the cam-paign, which was driving citizens on Saturday, 29th March in the period from 20.30 to 21.30 for free in the whole city zone and on all lines, thus giving symbolic contribution for cleaner and healthier future of Podgorica. In buses of pub-lic transport, volunteers of NGO Green Home set informa-tion panels on benefits that citizens exercise by using public transport;

• Promotive Earth Hour video was broadcasted before show-ing of movies in cinema Cineplexx multiple times a day, while Montenegrin mobile network operators informed cit-izens about this event by sending SMS;

• Central Earth Hour event gathered around 200 citizens on the main city square. During the event, local band Zoon Politikon, Mira Dobrkovic who had a performance with fire, as well as musician Marko Vukčević, Balloon Association of Montenegro, as well as children from elementary school “Pavle Rovinski” participated in the event;

• Lights on city monuments were off in Tivat, Herceg Novi, Kotor, Cetinje, Petrovac, Nikšić and Pljevlja;

• During Earth Hour, Montenegrin electric transmission sys-tem recorded reduced electricity consumption in Montene-gro, compared to average consumption in this period and in amount of 2.7%;

• In 2014, by switching off the lights in their business facili-ties, Uniqa insurance, Montenegrin Telecom, Telenor, m:tel Montenegro, Mercator, Porto Montenegro, markets, hotel as well as Mall of Montenegro joined the action.

STRENGHTENING OF CORPORATE SOCIAL RESPONSIBILITY AND VOLUNTEERISM THROUGH ENVIRONMENTAL INITIATIVES

VOLUNTEER CENTER

Volunteer center of NGO Green Home gathers all interested persons to contribute to the protection and preservation of environment. Application form of volunteer center can be found on internet presentation at

www.greenhome.co.me, in the section “Volunteers”.

Volunteers of Green Home participated in numerous activities outdoor in cooperation with other organizations such as planting actions, cleaning actions, different events etc.

Cleaning action of National Park Lovćen in cooperation with Adventure Park In cooperation with Adven-ture Park and NP Lovćen, NGO Green Home organized clean-ing action in this national park. 10 volunteers of Green Home participated in this action and on this occasion all waste in the very park was collected, as well as consequences of bad weather conditions during the winter were rehabilitated. Af-ter cleaning action, volunteers tested their skills in the Adven-ture Park.

Celebrating Earth Day Earth Day, 22nd April, was celebrated by organizing educative-entertainment workshop for children from kindergarten “Sunce” as well as cleaning actions of Ćemovsko land with students from high school “Sergije Stanić”.

Workshop has an aim to familiarize the youngest with the importance of celebrating this day, as well as at which way every individual can contribute to the environmental protection through presentation and short cartoon.

Cleaning action was organized in cooperation with NGO “Naša akcija” in which 60 students of the second grade of high school participated, as well as volunteers of both organizations. In the part of Ćemovsko land where you can find trim trail, large amount of municipal waste was collected.

PARK(ing) Day

• “PARK(ing)” Day is the event which is held once a year world-wide. On that day, citizens, artists, NGO activists and all interested persons convert parkings into tem-porary public spaces. Volunteers of NGO Green Home educated visi-tors of the event “PARK(ing) Day” on the manners of preparation of herbarium. The event was organ-ized by NGO Expeditio in coopera-tion with NGO Naša akcija.

Fair of NGOs

Centre for Vocational Education organized within the event “XIII days of education of adults in Montenegro” second in a row fair of NGOs that provide programs for youths and adults. NGO Green Home together with ten other non-governmental organizations had a chance to represent itself, while volunteers participated in preparation of both, promo material as well as presentation of our activities to all interested public. Fair was organized in the lobby of cultural and informational centre (KIC) Budo Tomovic on 20th October.

MEMBERSHIP IN WORKING GROUPS Forum for environment and climate (ECF-ECRAN)

• ECF as part of international ECRAN project, has an aim to ensure active role of selected NGOs from coun-tries of south east Europe and Turkey in pre-accession process, transparency of work and cooperation among European Commission, civil society, government and other stakeholders.

• During 2014, members of this Forum had direct communication with representatives of European Com-mission in Brussels, related to issues that arise in the process of accession to the EU;

• In cooperation with ECF, NGO Green Home facilitated and participated in founding meeting of the Forum that was held in Montenegro, during which 23 presented members harmonized two-year activity plan;

• NGO Green Home, Društvo Mladih ekologa-Nikšić and Center for protec-tion and study of birds as members of this forum from Montenegro organ-ized national public dialogue related to priority themes in pre-accession process on relation EU-Montenegro for which recommentations were pre-pared;

• In November 2014, NGO Green Home participated on annual meeting in Brussels during which problemat-ic topics and positions of Forum as a whole were presented to the high representatives of the European Com-mission, on the basis of national rec-ommendations of all members;

• On the first trening module for non-governmental organizations that was organized by Forum in Novem-ber 2014, NGO Green Home presented their experiences in working and participating in the Working Group 27- Environment, in the accession process to the EU;

• As member of Forum, representatives of NGO Green Home had a chance to participate on numerous trainings related to application of strategic and environmental impact assessment, inspection control etc.

Participation in the Working Group for negotiation chapter 27- Environment in the Montenegro accession process to the European Union

• At the beginning of 2013, NGO Green Home was chosen as legitimate member in the Working Group for negotiation chapter 27- Environment. During 2013, we had an opportunity to participate in explanatory (4-8 February 2013) and bilateral screening (18-22 March 2013). After presentation of analytical report of European Commission with starting criteria for opening the chapter, since December 2013, activities and participation of NGO Green Home significantly intensified;

• Comments on Montenegro Accession Program to the EU 2014-2018 were prepared and presented at two meetings held between Ministry of Foreign Affairs and European Integrations (MVPEI) and NGOs as well as at the meeting of the Working Group for negotiation chapter 27;

• Representative of NGO Green Home passed eight-day training on skills of academic writing and negoti-ating, that was organized for members of the Working Group by British Council and Ministry of Foreign Affairs and European Integrations;

• NGO Green Home participated in preparation of Approximation Strategy for negotiation chapter 27 for the period 2014-2020, especially for segments: water quality, environmental protection and horizontal legislation;

• Analysis was done and opinion on proposal for national monitoring of environmental segments was giv-en, that are presented to do subgroup coordinator for horizontal legislation;

• Analysis was done and comments on draft Law on environment were submitted;

• Through participation on regular week meetings, thanks to the NGOs, issues related to participation of public during the preparation of legal acts (Law on waters, Law on wildlife and hunting) by mechanisms for application of specific legislation (water use fees, methodologies of variable flows, assessment of acceptability etc.) were initiated;

National convention on European integration (NKEI)

• Since 2011, NGO Green Home participates in co-chairmanship of the Working Group “Environ-ment” within the project of National convention on European integration that realizes European movement in Montenegro with the help of Euro-pean Union Delegation and Ministry of Foreign Af-fairs of Slovakia.

• During 2014, three meetings of the Working Group were held, with professional engagement of ex-perts from public and civil sector; Recommenda-tions from previous convocation of the Working Group as well as annual working plan were pre-sented on the first Plenary conference to repre-sentatives of the Parliament of Montenegro, high officials of the Government as well as presidency of National Convention on European integration;

• Representatives of civil sector and public institu-tions, with participation of foreign experts and through open discussion defined recommenda-tions for overcoming obstacles in the process of European integration for:

• Establishing the basis for development of plans for management of water flows and implementation of the Water Framework Directive;

• Administration and financing the process of establishing NATURA 2000 ecology networks;

• Strenghtening of efficiency of inspection supervision for implementing legal obligations from the area of environmental protection.

Council for sustainable development and climate change

• NGO Green Home is member of the Council for sustainable development and climate change that is made of representatives of all social structures (overall 21 members) and it is chaired by the head of state. Council strengthened its mandate in the domain of climate change by reform in 2013, as strategic priority towards creating low-carbon society.

• Within the Council, three Working Groups are operating, and they are:

• Working Group for monitoring and revision of the National strategy of sustainable development of Montenegro,

• Working Group for sustainable management of resources and

• Working Group for mitigation and adaptation on climate change.

• Green Home is active in working of the first two groups within which it participates to the meetings and gives comments and suggestions on strategies, plans and other documens that are discussed within the Council. Also, it participates to the sessions of the Council that are held twice a year.

• National council for sustainable development (NSzOR) was based in 2002 shortly before the World Sum-mit on sustainable development in Johannesbourg as advisory body of the Government of Montenegro with the mission to influence the policy of the Government by its advice, in the field of sustainable de-velopment.
