    The research process began earlier this year aspropositions were added to the November ballot.The Legislative Action Committee scheduled

    August and September meetings nearly exclusiveto hearing rom both sides the propositionswhere there existed organized campaigns. Inbetween meetings, members o the 20 personcommittee did their own research into eachproposition.     County races. The recommendations rom thecommittee were made on September 13th tothe Executive Committee, and then brought tothe board or nal decision on September 20th.The Napa Chamber reers to its 5 Year Com-munity Vision to develop relevant interviewquestions or the candidates and to guide theendorsement process.     The Napa Chamber o Commerce ispleased to announce the addition o LindaBausch, Event Planner, to their in-house sta.Linda joins the sta at the Chamber ater cov-ering sick leave as a temporary employee ortwo months. Chamber CEO Lisa Batto says, Iteels good to be able to expand our sta, espe-cially during this time o high unemployment.Linda will take over our entire event scheduleliting this responsibility rom Sr. Administra-tor Lynn Page, and will also be working as our

    Membership Retention Manager. At our upcoming planning retreatour Board will be looking at growth strategies and Linda will bevery involved in the implementation o those outcomes.

    Linda comes to the Chamber with a wealth o experience inevent planning and production. Her background with the ChristianBrothers Retreat and Conerence Center, where she directed specialevents or nine years, will enhance the Chambers ability to produceexciting and proessional unctions. Linda says o her extensivehistory with the Chamber, I have been a long time member o the

    Napa Chamber o Commerce. I have spent the past 15 years in thehospitality industry, many o those as a Sales and Marketing Exective. In that capacity I quickly learned that utilizing the Chamber Commerce and making the most o the opportunities that membership brought, was by ar one o the best ways to increase businessam very proud now to join all the ne people at the Chamber. Thehelped me grow as a business person and as a community membeNow I look orward to helping all our members grow their busi-nesses! Clearly, this is a perect t or the Chambers needs anduture plans.

    The addition o Linda to the sta allows Lynn Page, who jointhe Chamber in 2004 as an oce administrator, to add ExecutiveAssistant to her current Sr. Administrator role. Lynn will be suppoing Ms. Batto, while remaining rmly in charge o Chamber admiistrative operations. Lynn says, I look orward to better serving omembers and the broader Napa Valley business community.     Recently I was asked to serve on the localSan Francisco | Napa Valley committee orthe Great Wine Capitals Global Network asthe Business & Industry Chair. Our region isone o 9 designated globally renowned winecapitals. There can be only ONE Capital percountry. What does it mean to be global? Andwhy should the everyday Joe care? Well, hereare a ew examples o the importance o con-necting with our global partners:

    First, the European Grapevine Moth hitthe Napa Valley with a vengeance! Silentlyknocking out a crop beore we really knewwhat hit us. Our Ag department, led by DaveWhitmer, got on the job with his sta tryingto nd out what the pest was and how to stop

    it. Im generalizing a bit, but the point hereis he didnt stop at the usual channels. Davealso serves on the local committee or GreatWine Capitals. He stepped out o the box andcontacted his global industry colleagues inthe Great Wine Capitals. The Europeans havebeen living with this pest or years and theireorts are working! Hav-ing the connections tobroaden your expanse oknowledge is a benet oattending participating inthe Great Wine Capitals.

    Second, the commit-

    tee that I am serving on isthe Business & Industrycommittee. Im lookingorward to meeting mycounterparts around the globe in New Zealandat the end o October. Im excited to nd outwhat kind o recycling practices, energy sav-ing and water processes are happening aroundthe world; and discovering new mechanical in-novations and sharing our unique AgriculturePreserve with the regions. Most winemakingregions are double the size or more than ourbeloved Napa Valley. Limiting the commercial

    activity always seems to be met with a quizzcal expression and I think they wonder, wa

    there something lost in translation? Still, haing an Agriculture Preserve grants us uniquestatus among these elite regions.

    Finally, what does it mean to the averagbusiness owner that may not serve the visitoo this community? Having this status amonthe excellent world regions o wine sets usrmly in the mindset o the visitors that valu

    good wine, good ood andwellness. This is just the tyo visitor we want to continto attract to Napa Valley. Athey come, staying multipledays, spending money, paying sales tax etc., the businecollects the money, payswages and the workorcespends money locally at locshops! Yes, this is a simple

    model the better our wine and tourism en-gines hum along, the better our small busineengines sound!

    Ater over two years o painul reces-sion, and almost no activity in the new andreurbished buildings in downtown Napa,we are seeing the changes taking eectand empty windows nally housing newbusinesses.

    There seems to be a change in thetypes o businesses in downtown, rom theretail-style business to more service-stylebusinesses. The register reported in July

    that The west end o First Street is turninginto downtown Napas newest, hippest zoneor dining and wine tasting, with a growingbuzz at night that may someday match MainStreets restaurant row.

    Napa Square and the AVIA hotelcomplex are bringing shops that includea wine bar, a toy store, an art gallery anda kitchen store. Two new restaurants,Norman Rose and Oenotri, are booming.I have had to wait to be seated at both o

    these restaurants most o the times I haveeaten there.

    The growth is not limited to the westend o First Street. With the new restaurantsand shops opening in the Riverront, andrevitalized business all along First Street,we are beginning to see signs o pulling outo the recession in many areas o Napa.

    I have heard a ew people complainabout how downtown is not local-riendly,but as a local Napan, I have to disagree. Notall o the restaurants are out o my budget

    or dining on a regular basis, and although

    urniture and appliance or grocery and drugstores in the heart o downtown are missing these are not what many locals are reallyseeking when visiting downtown any longer.Times have changed, and the businessesmoving into downtown seem to be thriving.I nd it convenient to visit the many winetasting bars where I can sample more thanone winerys vintages in one place. I amalso impressed with the revitalized OperaHouse and Uptown Theatre. And I am

    happy the Downtown Association and theCity o Napa are providing ree events oreveryone. I always run into local riendsand associates when I visit downtown. Thmajority o people I know believe Napais making a come back and has become adestination city.

    The Chamber believes the changing othe one-way streets on First, Second andThird as well as some North/South one-wstreets back to two-way streets will bene

    downtown signicantly. We are happythe Downtown Specic Plan is working tochange these rom Main Street to Jeersovery soon. There is also a push to explorehow to make the change happen with thosstreets rom Jeerson to Caliornia as sooas it is easible.

    With our upcoming elections you camake a dierence in what you want dowtown to look like by making your voiceheard in voting or the candidates who beidentiy with your wishes. Please taketime to read all o the details in this issueconcerning the Chambers recommenda-

    tions. Chamber volunteers on the Legisltive Action and Candidate Endorsementcommittees spent long hours evaluating tpropositions and interviewing candidateson the ballot this November. These werealso discussed at length in Executive Committee and by your Board o Directors. Wbelieve the recommendations are the besor Napa in all areas o The Chambers Vsion and Goals.

Heis committed to making it more attrac-tive and convenient or those businesseswishing to open and succeed in Napa.Both candidates are passionate abouttheir service to the community and thinkoutside the connes o weve alwaysdone things this way.Jeff Parady, Napa County SupervisorDistrict 3

The committeeeels that the eects o AB32 will add to the greater good o the com-munity. There are many incentive programs and assistance programsavailable or business to use to bring in to compliance. This legislatiowill cause disruption in an already innovative process to look or cleaenergy sources by abruptly suspending the goal to move orward in2012.
