1. Captured documents, agent reports, and PW's indicate the 806th Bn, 6th NVA degt, formerly carried as unlocated in rAOS, is again operating in THUA THIEN (P) south of Base Area 101 and west of Base Area 114.

2. On the basis of three agent reports, APD emissions and other sources the 38th LF En is now located vic (2S 6880).

3. On the basis of eight agent reports and other sources the 48th LF Bn has now been located vic (BS 6880).

$1 •• ANNEX C (COUNTERINTELLIGENCE) TO III MAF PERINTREP 7-69

1. GENERAL. Viet Cong activity during the reporting period continued to emphasize political activity, propaganda, and food and tax collection, although reports were again received from ~uang Nam and ~uang Tin concerning increased recruitment of civilian labor. The reporting of VCI-related activity, however, has not been sufficiently definitive to draw conclusions as to future courses of actions by the enemy. The infrastructure maintains the capability to support whatever options are elected by those in authority. The political and propaganda activity not only conditions the populace and other audiences for a possible offensive, but also contributes to the long term communist political objectives. Food and tax collection and labor conscription may be for short term or long term purposes; the reported incidents do not distinguish the ultimate purpose of such activity. Although the nature and timing of future enemy actions are not discernible, it is increasingly obvious that his infrastructure continues to meet with difficulties. PoU tical demons tra tions were again called for, but have as yet failed to materialize. Propaganda and food and tax collection in several provinces can only be accomplished when infrastructure cadre are accompanied by armed guerrillas. In some cases, food and taxes must be brought out to the va units by villagers due to increased GVN control measures in the highly contested areas. The success of the Accelerated Pacification Campaign is reflected in a concerted effort by VC forces to destroy or carry out reprisals against GVN participating agencies. In general, a disparity continues to be seen between Viet Cong aspiration:s and activities. But, despite tactical and intelligence operations which have caused serious damage to the infrastructure and placed it on the defensive in many key areas, it remains a potent political, intelligence, and logistical support adjunct of the enemy's overall effort. (Note: See Appendix 3 for a listing of VCI functional elements. This listing is intended to facilitate exploitation of higher level VCl targets.)

a. SUlmg Tri. Reported va activity in Quang Tri decreased significantly during the pepiod, although interdiction attempts on the Cua Viet River were resumed. Reports of va intentions to attack Quang Tri City in the near future ~ontinued to be received, but few tangible indications of major offensive activity were present.

and taxes. Reports indicate that attempts are being made to reestablish commo-liaison routes disrupted since the start of the Accelerated Pacification Campaign.

c. Quang Nam. Reported activity was light in Quang Nam Province with several reports or preparations ror demonstrations and recruitment or civilian. labor as the most significant. It is evident rrom the number and content of reports that serious preparations for demonstra­tions were made. However, the planned date of the demonstrations has already passed and they have again railed to materialize.

d. Quang Tin. The level of VC activity increased in Quang Tin during the week with emphasis on tax collection, recruitment.of civilian labor and propaganda. Preparations ror demonstrations were also noted.

e. Quan~ Ngai. Although little activity was reported in Quang Ngal Province during the week, the pattern 0r VCI­related activity was similar to that of Quang Tin and Quang Nam.

2. ESPIONAGE

a. Quang Tri

(1) During a visit with his family in Cua Thi (H), Hai Lang (D), a soldier from the 51st Regiment was report~dly recruited by the VC as a penetration agent.

(2) The C.2l NVA Reconnaissance Company is reportedly operating between the Cua Viet River and Dong Ha (vicinity of YD276S) with the mission of collecting information on US and ARVN forces.

(3) Intelligence cadre, disguised as market-goers were dispatched from Quang Ha and other locations to Quang Tri City and along the routes connecting Quang Tri City, Hai Lang and Trieu Phong. Their mission was to locate targets to be destroyed during future offensive actions.

b. Quang Tin. A VC cadre of Phuoc Tien (V) (BTI45l23) reportedly organized a number of loyal farmers and former Communist Party members to disguise themselves as city dwellers and enter Tam Ky. Their mission is to organize agents and determine the number of ARVN troops in the city.

3. SABOTAGE

a. ~,ang Tri

(1) Four armed VC were reported in the vicinity of Vinh Quang Ha (YD265250) with the mission to lay mines along the Cua Viet River from YD2806SJ to YD273645.

(2) Eight watermines were found in the Cua Viet River at YD2906,8 and YD268627.

(J) An LCPL on routine patrol sighted four to five individuals entering the water from the north bank YD306678, They were carrying a large object believed to be a mine. The individuals were dispersed by fire and,upon investigation, drag marks le~ding away from the river were found. A patrol craft employing concussi9n grenades observed a small 8~condary E~.x:-'1:dsion in the area

b. Quang Nam. A southbound train was derailed at AT92SBSS when three SOlb plas tic char-ges were detonated 25 meters apart. The track was cut and the engine and four freight cars derailed. Three civilians were wounded. This attack was probably conducted by elements of the T-87 Sapper Bn which reportedly operates in this area.

4. POLITICAL AND PROPAGANDA. VC political and propaganda ac ti vi ty remained at a high level dur'ing the week. (See Appendix I for list of Peoples Liberation Committees).

a. .ff:,ANS AND POLICIES

(1) Quang Tri. On 31 January 1969, the VO District Chief of Hai Lang (D) sent orders to subordinate village and hamlet chiefs to prepare for Tet, at which time general attacks would be launched throughout South Vietnam. They were instructed to organize the people for demonstrations against the South Vietnamese government and call for the release of ARVN servicemen to celebrate the Tet holidays at home.

(2) Quang Nam

(a) An agent from the Nam 0 area (AT93S835) reported t~at the VC are preparing ror a general attack ~fth rockets and sabotage directed against ARVN and Allied forces after Tet. In conjunction with this plan the VC intend to incite the rural populace to demonstrate tor peace.

(b) A notebook captured in Xuyen Thai (V) (BT123540) contained an order from an unspecified agency that the people were to purchase white cloth and paints in order to make flags and banners for the ve. Preparations were to be completed prior to 28 January 1969. Additionally, each hamlet was instructed to organize one armed propaganda e cell.

(J ) Quang Tin

(a) On 14 January, approximately SO VC cadre met at Lac Son (H)· (BTI64259) to discuss future missions. During the meeting, cadre were instructed to carry out their duties more efficently, stress those activities which would undermine GVN pacification efforts, and strengthen their control in the rural areas in order to create a strong base for future attacks into the cities.

(b) On the night of 30 January 1969, approximately 40 VC cadre attended a meeting in Tam Phu (H) (BT200235) to discuss ways of undermining GVN pacification efforts. The VC drew up a plan to intensify indoctrination activties, set up defense systems, and comp~le lists of those people who aid the GVN for future punishment.

(4) Quang Ngai. On 2 February, a group of provincial level VC cadre were observed in Bich Chieu (H) (BS750410). The mission of the group was to discuss methods for the construction of village bases which are militarily, politically,and economically strong. The villages of Pho Long, Pho Loi, Pho Xuan and Pho Trung will be used as model villages for the construction of such bases.

b. ACTIVITY.

(1) Quang Tri. VC political and propaganda ae ti vi ty decreas ad significantly in Quang 'l'ri (P) during the period. Items of significance include:

(a) Between 30 January and 2 February, approxi~ately 200 men of the K-2 NVA Battalion and C-113 Local Force Company were reportedly located along the border area of Hai Lang (D) and Phong Dien (D). The unit conducted propaganda meetings and organized the people into cooperatives to produce goods for sale so as to aid in financing VC operations.

(b) On 2 February,a VC company was observed in the vicinity of Ho LUlJ. Buu (H) (YD330452). The unit's

(c) A VC squad entered Phuoc Mon (H) #2 (YD325475) on 4 February and disseminated propaganda urging the people, to support the NLF. The VC also said they would celebrate Tet with the people.

(c~) Thua Thien. Enemy poli tical and propaganda acti vi ty i.ncreas ed slightly in Thua 'rhien (P).

(a) On the night of 1 Pebruary, an unidentified armed propaganda unit moved to the Xuan Hoa area (YD790238) and along the banks of a river from YD789240 to YD790244. The unit divided into eight to ten man groups to infiltrate the populated areas and appeal for money and rice to support "Liberation Troopsll who will be operating in the Hue City area during Tet.

(b) On the night of 4 February, a VC squad infiltrated into the Long Ho area (YD705187) of Huong Hoa (V) and dropped a number of propaganda leaflets for the people. One type of leaflet related that the Americans are being defeated on the battlefield of South Vietnam and appeals to ARVN soldiers to drop their weapons and join the NLF. Another type calls on the people to rise up, overthrow the GVN and Americans, and establish a peace cabinet.

(c) VC operating in the areas around Hue (C) are spreading rumors that the GVN viII int~nsify efforts to conscript youths into the armed forces beginning 11 February in order to replace U. S. troops who will withdraw in early 1969. Youths residing in the VC-controlled and contested areas are urged to remain in their homes. A number of political cadre have been dispatched to the GVN-controlled areas to calIon young men to take shelter in areas under VC control.

(3) Quang Nam. During the evening of 8 February, leaflets were spread on two streets in Hoi An (C). These leaflets called for the withdrawal of US troops, establish­ment of an alliance government, organization of free elections, and the reunification of Vietnam.

(4) Quang Tin. Activity of a political and propaganda nature increased significantly in Quang Tin (P) during the week. The cited examples best portray the present trend in activity.

(a) On 29 January,VC held an indoctrination course for approximately 60 villagers in Hamlet #6, Phuoc Lang (V). Villagers, as well as cadre, were instructed to prepare enough food for 15 days and to participate in a street demonstration which would occur .in conjunction with a communist attack against Tam Ky CitYe e

(b) On the night of 2 February, the VC Front Committee of Ky An (V) held an indoctrination course for about 70 villagers in Ohu Lai (H) (BT2l0231). Its purpose was to encoursge the people to participate in labor missions supporting VC military forces and indoctrinate them on the methods of political struggle in preparation for Tet.

(c) Villagers temporarily residing in Ky Bich Refugee Camp were forced to attend a VC indoctrination course in Ky Tra (V). The VC plan to initiate a struggle movement which will be divided into two phases. The first phase will last from 11 February to the Tet holiday, and the second phase from 20 February to 26 February.

(d) Commencing 2 February, three VC district cadre held a three day meeting at Cam Lon(H) (BTI72225). The purpose or the meeting was to prevent people wishing to find asylum in the GVN controlled areas from leaving, and to urge those people trusted by the VC to infiltrate the GVN controlled areas and support their political struggle on the occasion or Tet.

(4 ) Quang Ngai

(8) On the nights of 2, 3 and 4 February, the VC held meetings at Pho Trang, Pho Tan and Pho Thanh villages to motivate the people to conduct demonstrations during Tet.

(b) The VC are asking the people to celebrate Tet prior to 15-16 February so that everyone can participate in political demonstrations to be held on 17 February 1969.

5. TERROR. The level of reported VC terrorist incidents during the period dropped signiricantly. The reason for this sharp drop may be attributed to the VC desire not to alienate the people with widespread terrorism immediately prior to the Tet holidays or to a preoccupation with their own well-advertised lIear1;y-" Tet celebration. a. Quang Tri. Reported VC purchases of food and supplies were at a much lower level during the week. There were no reports of tax collection.

b. Thua Thien. Many reports continue to be received of extensive VC food collection in T'hua Thien Province. Most of the food collection is accomplished by local rorce guerrilla units, indicating that the regular tax collection functions of the Finance Economy Sections have been disrupted. ARVN sources reported that the VC were placing particular emphasis on the purchase of US canned rations in the vicinity of Phu Bai.

c. Quan~ Tin. Several reports were received of counteJrfeitOO$VN notes during the week. The establishment of tax collection points being set up on several roads in Quang ~rin Province was also reported.

(1) The VC reportedly stopped merchants in the vicinity of Phuoc Tan (V) (BT172183) and the Oa Dong River to for(~e them to exchange genuine GVN currency for coun'ter­feit 500$VN bank notes.

(2) A VC tax collection point was set up on 2 February on the road between Tam Ky (BT243177) and Tien Phuoc (BT220168). Tax on luxury goods was 50$VN per kilo and 25$VN per kilo for necessities.

(3) The VC cadre of Ky My (BT2325) and Ky An (BT2123) villages told the residents to go to GVN markets and purchase food, clothes and two meters of white cloth for the VC before 10 FebI>uary 1969. After that date, no one was to travel into GVN-controlled areas.

7. MISCELLANEOUS

a. Quang Tri. The VC Trieu Phong District Headquarters reportEldly planned to have vendors sell poisoned food to US soldi.ers .in the area of An Huu (H) (YD393582).

b. Quang Nam. Approximately 120 laborers were reportedly mobilized from one village in Que Son (D) and 350 laborers from four villages in Dien Ban (D).

c. Quang Tin. The VC held a meeting in Tam Phu (H~ (BT200;:~30) and forced 70 men to join a labor group. The mission was to last 10 days.

Incident

A 12 year old boy was apprehended by the Nation­al Police after he threw a bomb ,which turned out to be a dud) into a cafe. He admitted being a member of a sapper team consisting of three boys and one girl, all 10-12 years of age.

The VC captured one to four civilians from each of the following hamlets: Nhon Tho #1, Ha Dong, Ha Tay and Tan Hanh. All of these civilians had relatives working for the GVN.

Three VC entered Ninh An. (H) and assassinated a local elementary school­teacher.

A VC squad infiltrated Sa Huynh refuge~ camp and kidnapped four CrDG members. Two of those kidnapped returned the next day.

20 military aged males were kidnapped and transported to a village in the vicinity of BS9020.
