AN ORDINANCE CALLING A GENERAL ELECTION, IN ACCORDANCE WITH THE ORDER OF THE MAYOR, TO BE HELD WITHIN THE CITY OF PORT NECHES, TEXAS ON THE 5TH DAY OF NOVEMBER, 2019, FOR THE PURPOSE OF ELECTING A COUNCILMEMBER FOR PLACE ONE AND ELECTING A COUNCILMEMBER FOR PLACE TWO; FIXING THE HOURS THEREOF; DECLARING THE QUALIFICATIONS OF CANDIDATES; PROVIDING MEANS BY WHICH CANDIDATES MAY SECURE A PLACE UPON THE BALLOT; DECLARING THE QUALIFICATIONS OF ELECTORS; PROVIDING TERMS OF OFFICE; PROVIDING FOR POLLING PLACES; PROVIDING FOR PUBLICATION AND POSTING OF NOTICES; PROVIDING FOR POSTING A LIST OF CANDIDATES; PROVIDING FOR PREPARATION OF BALLOTS AND EXPENSES OF ELECTION; PROVIDING THAT ALL NOTICES, BALLOTS AND OTHER MATERIALS BE BILINGUAL, TO-WIT: ENGLISH AND SPANISH; PROVIDING FOR ELECTRONIC VOTING; AND PROVIDING AN EFFECTIVE DATE

BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF PORT NECHES, TEXAS:

SECTION 1: That pursuant to the Texas Election Code, a general election has been ordered by the Mayor and will be held in the City of Port Neches on Tuesday, November 5, 2019, between the hours of 7:00a.m. and 7:00p.m. for the purpose of electing a Councilmember for Place One and Councilmember for Place Two, each being a three (3) year term. The election will be conducted by Jefferson County, Texas pursuant to an agreement with the City of Port Neches (Election Agreement) made under Chapter 31 Texas Election Code and Chapter 791 Texas Government Code.

SECTION 2: That the candidates for the office for which this election is held shall be a qualified elector, and shall have resided within the corporate limits of the City of Port Neches at least one (1) year immediately preceding this election; that each candidate shall file his/her application for a place on the ballot with the City Secretary not later than 5:00 p.m. of the 78th day before election day, to-wit: August 19, 2019. An application may not be filed earlier than the 30th day before the date of the filing deadline. The application shall be a sworn application that said candidate meets all the qualifications prescribed by the Charter of said City and the Texas Election Code for a person to hold office; there shall be a filing fee of $100.00, or in lieu of a filing fee, a petition signed by a minimum number of twenty-five (25) qualified voters from the City; the application shall be verified before an officer qualified to administer oaths.

SECTION 3: That the persons elected Councilmember for Place One and Council member for Place Two shall hold office for a period of three (3) year terms, or until his/her successor shall have duly qualified. The City Council of the City of Port Neches shall meet on the 14th day of November, 2019, and canvass the returns and declare the results of said election, and the candidate receiving a majority of the votes cast at said election shall be declared to be elected. Should any candidate fail to receive a majority of the votes cast at said election for the office to which he/she is a candidate, then the City Council shall immediately order a runoff election to be held not less than

twenty (20) days, nor more than forty- five (45) days after the final canvass is completed, at which runoff election the names only of the two (2) candidates receiving the highest number of votes at the general election for the office for which they were candidates shall be printed on the ballots, and the candidate receiving the majority of the votes at the runoff election for which he/she is a candidate shall be duly elected. The order in which names will appear on the ballots for the general election and a runoff election will be determined by a drawing conducted by the City Secretary.

SECTION 4: Said election to be held at the place or places stated in the last sentence of this section, with persons qualified to serve under the provisions of the Texas Election Code as officers of said election, with the assistance of such duly qualified clerks or assistants as may be properly designated now or hereafter. The place for voting and the precinct judges for this election on Election Day are those locations designated by Jefferson County for countywide polling locations.

SECTION 5: (a) The City Secretary shall cause Notice of said election to be published in the Port Arthur News, a newspaper of general circulation in the City of Port Neches, at least once, not earlier than the 30th day or later than the lOth day before Election Day.

(b) The City Secretary shall cause Notice of said election to be posted on the bulletin board used for posting notices of meetings, at the City Hall, not later than the 2Pt day before election day and should remain posted through election day.

SECTION 6: That pursuant to the Election Agreement the Jefferson County Clerk is hereby requested to furnish Notice to each Presiding Judge and Alternate Judge as provided by the Texas Election Code.

SECTION 7: That an electronic voting system, as defined and described by the Texas Election Code shall be used for said election and the Commissioner's Court of Jefferson County shall appoint a qualified person to serve as Presiding Judge of the Central Counting Station, and he/she shall perform the duties and assume the responsibilities inherent in that office. The manner in which said election shall be conducted shall be governed by the Texas Election Code, and Jefferson County, Texas, will furnish all necessary ballots and other election supplies requisite to said election pursuant to the Election Agreement.

SECTION 8: (a) Early voting by personal appearance: Voting units for casting early voting ballots in person for candidates in this election will be provided by Jefferson County, Texas. Early voting dates, times, and locations are provided in Attachment A.

(b) Early voting by mail shall be in accordance with the Texas Election Code. The Office of the County Clerk of Jefferson County shall be the voting place for all early voting by mail, and the name and mailing address of the Early Voting Clerk is: Carolyn Guidry, Jefferson County Clerk, P.O. Box 1151, Beaumont, TX 77704-1151.

(c) The Early Voting Ballot Board shall consist of a Presiding Judge and alternate clerks to be appointed by the Commissioner's Court of Jefferson County, Texas, in

accordance with Section 87.001 of the Texas Election Code.

SECTION 9: The Jefferson County Clerk is hereby requested to prepare the official ballots for use at said election and the printing of the ballots can be delayed until after the 53rd day before the election and the Jefferson County Clerk is hereby empowered to incur such reasonable expenses in connection with securing supplies, ballots, and assistance as may be required to perform its duties under the law and the Election Agreement.

SECTION 10: This Ordinance, all notices, ballots, and other election materials shall be bilingual, to-wit: English and Spanish.

SECTION 11: The City Council shall meet on the 14th day of November, 2019, at 4:00 p.m.

at its regular meeting place and canvass the returns and declare the results of said election.

SECTION 12: This Ordinance shall take effect from and after its passage.

SECCION 1: Que en conformidad con el Codigo Electoral de Texas, el Alcalde ha ordenado una eleccion general, Ia cual se llevara a cabo en Ia Ciudad de Port Neches el martes 5 de noviembre de 2019 en el horario de 7:00a.m. a 7:00p.m. con elfin de elegir un Concejal para

Ia Posicion Uno y un Concejal para Ia Posicion Dos, cada uno par un mandata de tres (3) af\os. El Condado de Jefferson, Texas, llevara a cabo Ia eleccion de conformidad con un convenio celebrado con Ia Ciudad de Port Neches (Convenio ElectoraiL firmado en virtud del Capitulo 31 del Codigo Electoral de Texas y el Capitulo 791 del Codigo de Gobierno de Texas.

SECCION 2: Que los candidates para cada uno de los cargos para los cuales se celebra esta eleccion deberan ser votantes habilitados y deben haber residido dentro de los lfmites corporativos de Ia Ciudad de Port Neches par al menos un (1) af\o inmediatamente precedente a esta eleccion; que cada candidate debera presentar su solicitud de un Iugar en Ia boleta de votacion ante Ia Secretaria de Ia Ciudad a mas tardar a las 5:00 p.m. del 78.Q dia precedente a esta eleccion, a saber: el 19 de agosto de 2019. No se puede presentar una solicitud antes del 30.Q dia anterior a Ia fecha limite para presentar Ia solicitud. La solicitud debe ser una solicitud jurada donde se indique que dicho candidate satisface los requisites prescritos en Ia Carta Organica de dicha Ciudad yen el Codigo Electoral de Texas para que una persona pueda ocupar un cargo; habra un costa de tramitacion de $100.00, o en Iugar del cargo de tramitacion, una peticion firmada par un minima de veinticinco (25) votantes habilitados de Ia Ciudad; Ia solicitud debera verificarse ante un funcionario calificado para administrar juramentos.

SECCION 3: Que las personas electas a los cargos de Concejal para Ia Posicion Uno y Concejal para Ia Posicion Dos ocuparan sus cargos par periodos de tres (3) af\os o hasta que sus sucesores hayan satisfecho todos los requisites debidos. El Concejo Municipal de Ia Ciudad de Port Neches se reunira el dia 14 de noviembre de 2019 para escrutar los votos y declarar los

resultados de dicha elecci6n, y el candidato que reciba una mayorfa de votos emitidos en dicha elecci6n sera declarado electo. Si ningun candidato alcanza una mayorfa de los votos emitidos en dicha elecci6n para el cargo para el que es candidato, entonces el Concejo Municipal ordenara de inmediato Ia celebraci6n de una elecci6n de desempate, Ia cual se celebrara no menos de veinte (20) dfas ni mas de cuarenta y cinco (45) dfas despues de concluido el escrutinio finat elecci6n de desempate en Ia cual solamente los nombres de los dos (2) candidatos que hayan recibido el mayor numero de votos en Ia elecci6n general para el cargo para el cual son candidatos seran impresos en las boletas de votaci6n, y el candidato que reciba Ia mayorfa de los votos en Ia elecci6n de desempate en Ia que es candidato sera debidamente electo. El orden en el cual apareceran los nombres en Ia boleta de votaci6n para Ia elecci6n general y Ia elecci6n de desempate sera determinado mediante un sorteo realizado porIa Secretaria de Ia Ciudad.

SECCION 4: Dicha elecci6n se llevara a cabo en el o los lugares indicados en Ia ultima oraci6n de Ia presente secci6n, con personas habilitadas para desempef\arse como funcionarios de dicha elecci6n segun las disposiciones del C6digo Electoral de Texas, con Ia colaboraci6n de ciertos funcionarios o asistentes debidamente habilitados, segun se designen de forma adecuada ahora o de aquf en adelante. El Iugar para votary los jueces de los precintos para esta elecci6n el Dfa de Elecci6n son aquellos sitios designados por el Condado de Jefferson como los sitios de votaci6n en todo el condado.

SECCION 5: (a) La Secretaria de Ia Ciudad debera hacer que el Aviso de dicha elecci6n sea publicado en el Port Arthur News, un peri6dico de amplia circulaci6n en Ia Ciudad de Port Neches, por lo menos una vez, no antes del 3Q.Q dfa previa ni despues del lQ.Q dfa previa al Dfa de Elecci6n.

(b) La Secretaria de Ia Ciudad debera hacer que el Aviso de dicha elecci6n sea colocado en el tablero de anuncios que se utiliza para colocar anuncios de asambleas en el City Hall a mas tardar el 2l.er dfa previa al dfa de elecci6n y este debera permanecer colocado hasta el dfa de elecci6n, inclusive.

SECCION 6: Que, de conformidad con el Convenio Electoral, Ia Secretaria del Condado de Jefferson debera entregar un Aviso a cada Juez Presidente y a cada Juez Alterno segun lo dispone el C6digo Electoral de Texas.

SECCION 7: Que en dicha elecci6n se debera usar un sistema electr6nico de votaci6n, segun lo define y describe el C6digo Electoral de Texas, y que el Tribunal de Comisionados del Condado de Jefferson debera designar una persona calificada para fungir como Juez Presidente de Ia Estaci6n Central de Conteo, quien desempenara las funciones y asumira las responsabilidades inherentes a tal cargo. La forma en que dicha elecci6n se llevara a cabo estara gobernada por el C6digo Electoral de Texas, y el Condado de Jefferson, Texas, suministrara todas las boletas de

votaci6n necesarias y otros suministros electorales requeridos en dicha elecci6n, de conformidad con el Convenio Electoral.

SECCION 8: (a) Votaci6n anticipada en persona: las unidades de votaci6n para emitir votos por anticipado en persona por candidates en esta elecci6n seran proporcionadas por el Condado de Jefferson, Texas. Las fechas, horarios y lugares de votaci6n anticipada se indican en el Anexo A.

AN ORDINANCE CALLING A SPECIAL ELECTION, IN ACCORDANCE WITH THE ORDER OF THE MAYOR, TO BE HELD WITHIN THE CITY OF PORT NECHES, TEXAS ON THE 5TH DAY OF NOVEMBER, 2019, FOR THE PURPOSE OF AUTHORIZING THE CITY OF PORT NECHES TO DECREASE THE MUNICIPAL SALES AND USE TAX FOR ITS TYPE B ECONOMIC DEVELOPMENT CORPORATION FROM ITS CURRENT RATE OF ONE-HALF OF ONE PERCENT TO THE RATE OF ONE-FOURTH OF ONE PERCENT AND TO ADOPT A MUNICIPAL SALES AND USE TAX AT THE RATE OF ONE-FOURTH OF ONE PERCENT FOR MUNICIPAL STREET MAINTENANCE AND REPAIRS; FIXING THE HOURS THEREOF; PROVIDING FOR POLLING PLACES; PROVIDING FOR PUBLICATION AND POSTING OF NOTICES; PROVIDING FOR PREPARATION OF BALLOTS AND EXPENSES OF ELECTION; PROVIDING THAT ALL NOTICES, BALLOTS AND OTHER MATERIALS BE BILINGUAL, TOWIT: ENGLISH AND SPANISH; PROVIDING FOR ELECTRONIC VOTING; AND PROVIDING AN EFFECTIVE DATE

WHEREAS, the voters of the City of Port Neches, Texas (the "City") have previously authorized a local sales and use tax for a Type B economic development corporation at the rate of one half of one percent; and

WHEREAS, the City Council desires to have the voters of the City consider a reduction of the Type B economic development corporation sales and use tax from one-half of one percent to one-fourth of one percent and to adopt a municipal sales and use tax at the rate of one-fourth of one percent for street maintenance and repairs; and

WHEREAS, the City Secretary has advised the City Council that the next authorized date to call a Special Election is November 5, 2019.

BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF PORT NECHES, TEXAS:

SECTION 1. That pursuant to the Texas Election Code, a Special Election has been ordered by the Mayor and will be held in the City of Port Neches on Tuesday, November 5, 2019 between the hours of 7:00 a.m. and 7:00 p.m. for the purpose of submitting to the qualified

voters the herein described proposition. The election will be conducted by Jefferson County, Texas pursuant to an agreement with the City of Port Neches (Election Agreement) made under Chapter 31 Texas Election Code and Chapter 791 Texas Government Code.

SECTION 2. At such Special Election, the following measure shall be submitted:

PROPOSITION

"Shall the City of Port Neches be authorized to reduce the Type B economic development sales tax from one-half of one percent (0.50%) to one-quarter of one

percent (0.25%) for the adoption of a local sales and use tax in the City of Port Neches at the rate of one-fourth of one percent (0.25%) to provide revenue for maintenance and repair of municipal streets."

SECTION 3. That the ballot of said Special Election shall conform to the requirements of the Texas Election Code, as amended, and on such ballot shall appear a proposition corresponding to the proposition set forth above in Section 2, with the provision on such ballot permitting voters to vote "for" or "Against" as follows:

"Shall the City of Port Neches be authorized to reduce the Type B economic development sales tax from one-half of one percent (0.50%) to one-quarter of one percent (0.25%) for the adoption of a local sales and use tax in the City of Port Neches at the rate of one-fourth of one percent (0.25%) to provide revenue for maintenance and repair of municipal streets."

SECTION 7: That pursuant to the Election Agreement the Jefferson County Clerk is hereby requested to furnish Notice to each Presiding Judge and Alternate Judge as provided by the Texas Election Code.

SECTION 8: That an electronic voting system, as defined and described by the Texas

Election Code shall be used for said Special Election and the Commissioner's Court of Jefferson County shall appoint a qualified person to serve as Presiding Judge of the Central Counting Station, and he/she shall perform the duties and assume the responsibilities inherent in that office. The

manner in which said Special Election shall be conducted shall be governed by the Texas Election

Code, and Jefferson County, Texas, will furnish all necessary ballots and other election supplies requisite to said Special Election pursuant to the Election Agreement.

SECTION 9: (a) Early voting by personal appearance: Voting units for casting early voting ballots in person for candidates in this Special Election will be provided by Jefferson County, Texas. Early voting dates, times, and locations are provided in Attachment A.

(b) Early voting by mail shall be in accordance with the Texas Election Code. The Office of the County Clerk of Jefferson County shall be the voting place for all early voting by mail, and the name and mailing address of the Early Voting Clerk is: Carolyn Guidry, Jefferson County Clerk, P.O. Box 1151, Beaumont, TX 77704-1151.

(c) The Early Voting Ballot Board shall consist of a Presiding Judge and alternate clerks to be appointed by the Commissioner's Court of Jefferson County, Texas, in

accordance with Section 87.001 of the Texas Election Code.

SECTION 10: The Jefferson County Clerk is hereby requested to prepare the official ballots for use at said Special Election and the printing of the ballots can be delayed until after the 53rd day before the Special Election and the Jefferson County Clerk is hereby empowered to incur such reasonable expenses in connection with securing supplies, ballots, and assistance as may be required to perform its duties under the law and the Election Agreement.

SECTION 11: This Ordinance, all notices, ballots, and other election materials shall be bilingual, to-wit: English and Spanish.

SECTION 12: This Ordinance shall take effect from and after its passage.

5 DE NOVIEMBRE DE 2019, CON EL FIN DE AUTORIZAR A LA CIUDAD DE PORT

NECHES A REDUCIR EL IMPUESTO MUNICIPAL A LAS VENTAS Y AL USO PARA SU

CORPORACION DE DESARROLLO ECONOMICO TIPO B DE SU TASA ACTUAL DE LA

EN VISTA DE QUE, los votantes de Ia Ciudad de Port Neches, Texas (Ia "Ciudad") autorizaron

anteriormente un impuesto local a las ventas y al uso para una corporaci6n de desarrollo

econ6mico Tipo B a una tasa de Ia mitad del uno par ciento; y

EN VISTA DE QUE, el Consejo Municipal desea que los votantes de Ia Ciudad consideren una

reducci6n del impuesto a las ventas y al usa para Ia corporaci6n de desarrollo econ6mico Tipo B

de Ia mitad del uno por ciento a un cuarto del uno par ciento y Ia adopci6n de un impuesto

municipal a las ventas y al uso a una tasa de un cuarto del uno por ciento para el mantenimiento

y reparaci6n de calles municipales; y

EN VISTA DE QUE, Ia Secretaria de Ia Ciudad inform6 al Consejo Municipal que Ia proxima

fecha autorizada para convocar una Elecci6n Especial es el 5 de noviembre de 2019.

EL CONCEJO MUNICIPAL DE LA CIUDAD DE PORT NECHES, TEXAS, ORDENA:

SECCION 1. Que en conformidad con el C6digo Electoral de Texas, el Alcalde ha

ordenado una Elecci6n Especial, Ia cual se llevara a cabo en Ia Ciudad de Port Neches el martes 5

de noviembre de 2019 en el horario de 7:00 a.m. a 7:00 p.m. con el fin de presentar ante los

votantes habilitados Ia proposici6n descrita en Ia presente. El Condado de Jefferson, Texas,

llevara a cabo Ia elecci6n de conformidad con un convenio celebrado con Ia Ciudad de Port

Neches (Convenio Electoral), firmado en virtud del Capitulo 31 del C6digo Electoral de Texas y el

Capitulo 791 del C6digo de Gobierno de Texas.

SECCION 2. En tal Elecci6n Especial se presentara Ia siguiente medida:

PROPOSICION

"lDebera ser autorizada Ia Ciudad de Port Neches para reducir el impuesto a las ventas para desarrollo econ6mico Tipo B de Ia mitad del uno por ciento (0.50%) a un cuarto del uno par ciento (0.25%) para adoptar un impuesto local a las ventas y al uso en Ia Ciudad de Port Nches a una tasa de un cuarto del uno por ciento (0.25%) para generar ingresos para el mantenimiento y reparaci6n de calles municipales?"

SECCION 3. La boleta de votaci6n de dicha Elecci6n Especial cumplira con los requisitos del C6digo Electoral de Texas, segun enmendado, y en tal boleta de votaci6n aparecera una proposici6n correspondiendo a Ia proposici6n descrita en Ia Secci6n 2, con Ia disposici6n en tal boleta que permita a los votantes votar "a favor" o "en contra" de Ia siguiente forma:

"lDebera ser autorizada Ia Ciudad de Port Neches para reducir el impuesto a las ventas para desarrollo econ6mico Tipo B de Ia mitad del uno por ciento (0.50%) a un cuarto del uno por ciento (0.25%) para adoptar un impuesto local a las ventas y al uso en Ia Ciudad de Port Nches a una tasa de un cuarto del uno por ciento (0.25%) para generar ingresos para el mantenimiento y reparaci6n de calles mu nicipales ?"

SECCION 4: El Concejo Municipal de Ia Ciudad de Port Neches se reunira el dfa 14 de noviembre de 2019 para escrutar los votos y declarar los resultados de dicha Elecci6n Especial.

SECCION 5: Dicha Elecci6n Especial se llevara a cabo en el o los lugares indicados en Ia ultima oraci6n de Ia presente secci6n, con personas habilitadas para desempenarse como funcionarios de dicha elecci6n bajo las disposiciones del C6digo Electoral de Texas, con Ia

colaboraci6n de ciertos oficiales o asistentes debidamente habilitados como fueren designados de forma adecuada ahara ode aquf en adelante. Ellugar para votary los jueces de los precintos para esta Elecci6n Especial el Dfa de Elecci6n son aquellos sitios designados por el Condado de Jefferson como los sitios de votaci6n en todo el condado.

SECCION 6: (a) La Secretaria de Ia Ciudad debera hacer que el Aviso de dicha Elecci6n

Especial sea publicado en el Port Arthur News, un peri6dico de amplia circulaci6n en Ia Ciudad de Port Neches, por lo menos una vez, no antes del 30.mo dfa previa ni despues del 10.mo dfa previa al Dfa de Elecci6n.

(b) La Secretaria de Ia Ciudad debera hacer que el Aviso de dicha Elecci6n Especial sea colocado en el tablero de anuncios que se utiliza para colocar anuncios de asambleas en el City Hall a mas tardar el 21.er dfa previa al dfa de elecci6n y este debera permanecer colocado hasta el Dfa de Elecci6n, inclusive.

SECCION 7: Que, de conformidad con el Convenio Electoral, Ia Secretaria del Condado de Jefferson debera entregar un Aviso a cada Juez Presidente y a cada Juez Alterno segun Ia dispone el C6digo Electoral de Texas.

SECCION 8: Que en dicha Elecci6n Especial se debera usar un sistema electr6nico de votaci6n segun Ia define y describe el C6digo Electoral de Texas, y que el Tribunal de Comisionados del Con dado de Jefferson debera designar una persona calificada para fungir como Juez Presidente de Ia Estaci6n Central de Conteo, quien desempenara las funciones y asumira las responsabilidades inherentes a tal cargo. La forma en que dicha Elecci6n Especial se llevara a cabo estara gobernada par el C6digo Electoral de Texas, y el Condado de Jefferson, Texas, suministrara todas las boletas de votaci6n necesarias y otros suministros electorales requeridos en dicha Elecci6n Especial, de conformidad con el Convenio Electoral.

SECCION 9: (a} Votaci6n anticipada en persona: las unidades de votaci6n para emitir votos par anticipado en persona par candidates en esta Elecci6n Especial seran proporcionadas par el Condado de Jefferson, Texas. Las fechas, horarios y lugares de votaci6n anticipada se indican en el Anexo A.

(b) La votaci6n anticipada par correo se hara de acuerdo con el C6digo Electoral de Texas. La Oficina de Ia Secretaria del Condado de Jefferson sera el Iugar de votaci6n

para toda Ia votaci6n anticipada par correo, y el nombre y direcci6n postal de Ia Oficial de Votaci6n Anticipada es: Carolyn Guidry, Jefferson County Clerk, P.O. Box 1151, Beaumont, TX 77704-1151.

(c) El Consejo de Boletas de Votaci6n Anticipada estara formado par un Juez Presidente y funcionarios alternos designados par el Tribunal de Comisionados del Condado de Jefferson, Texas, de acuerdo con Ia Secci6n 87.001 del C6digo Electoral de Texas.

SECCION 10: Par Ia presente, se solicita a Ia Secretaria del Condado de Jefferson que prepare las boletas oficiales de votaci6n para ser utilizadas en dicha Elecci6n Especial, cuya

impresi6n se puede demorar hasta despues del 53.er dfa antes de Ia Elecci6n Especial y, par Ia presente, se confiere Ia autoridad a Ia Secreta ria del Condado de Jefferson para que incurra en tales gastos razonables para asegurar los suministros, las boletas de votaci6n y Ia asistencia segun se requiera para que desempene su funci6n conforme a Ia ley y al Convenio Electoral.

SECCION 11: Esta Ordenanza, todos los avisos, boletas de votaci6n y otros materiales electorales deberan ser bilingues, a saber: en ingles yen espanol.

SECCION 12: Esta Ordenanza entrara en vigencia a partir del momenta de su aprobaci6n.
