FOREWORDPrefazione del signor Paolo De CastroQuesto volume raccoglie le principali attività einiziative realizzate dalla commissione agricoltura esviluppo rurale che ho avuto l’onore di presiederedurante l’intero corso della VII legislatura europea.L’avvio della nuova legislatura è coinciso con lachiusura del processo di ratifica del Trattato diLisbona e l’entrata in vigore della procedura dellacodecisione, che ha assegnato al Parlamento Europeonuovi poteri e nuove competenze nell’ambito deiprocessi legislativi.Tra le politiche trattate la Politica AgricolaComunitaria, appena riformata, ha sottolineato il ruoloche il Parlamento Europeo ha rivestito nellacollaborazione all'elaborazione dei testi definitivi della riforma garantendo agliagricoltori e ai cittadini europei un nuovo quadro di riferimento per lo sviluppo di unsettore che è cruciale in termini economici, ambientali e sociali. Non ci siamo occupatisolo della riforma della PAC, ma di una serie di altre tematiche quali le nuove regolecontrattuali della filiera lattiero-casearia e la rinnovata politica di qualità dei prodottiagricoli. Infine, non si può tralasciare l’importante ruolo consultivo e di controllosvolto dalla commissione agricoltura su determinate materie di portata strategica,come la sicurezza alimentare, la gestione delle emergenze alimentari e gli impegni asostegno del benessere degli animali, dei cittadini indigenti e delle crisi di mercato.In definitiva, quelli trascorsi, sono stati cinque anni in cui il lavoro parlamentare èstato intenso all’interno di un percorso portato avanti con impegno e responsabilitàper la realizzazione di risultati concreti a salvaguardia e tutela del sistema agricolocomunitario.

Le début de la nouvelle législaturecoïncida avec l'achèvement du processus de ratification du traité de Lisbonne etl'entrée en vigueur de la procédure de codécision, qui confère au Parlement européende nouveaux pouvoirs et de nouvelles compétences dans le cadre des processuslégislatifs.Parmi les politiques abordées, la politique agricole commune, qui vient d'êtreréformée, a mis en évidence le rôle joué par le Parlement européen dans l'élaborationdes textes définitifs de la réforme, garantissant aux agriculteurs et aux citoyens

Enfin, on ne peut ignorer le rôleimportant, aux niveaux consultatif et de contrôle, exercé par la commission del'agriculture dans des domaines stratégiques précis tels que la sécurité alimentaire, lagestion des situations d'urgence alimentaire et les engagements en faveur du bien-être animal, des citoyens les plus démunis et des crises qui affectent le marché.En définitive, les cinq années écoulées ont été marquées par un travail parlementaireintense, mené avec engagement et responsabilité, en vue d’aboutir à des résultatsconcrets pour sauvegarder et protéger le système agricole communautaire.Foreword by Mr Paolo De CastroThis document gives an overview of the main activities and initiatives of theCommittee on Agriculture and Rural Development, which it has been my privilege tochair, during the 7th term of the European Parliament. The beginning of thatparliamentary term coincided with the completion of the Lisbon Treaty ratificationprocess and application of the codecision procedure, giving Parliament new powersand remits in the legislative process in this area.It was perhaps the common agricultural policy and its recent reform that highlightedbetter than any other dossier the role played by Parliament, which helped draft thefinal texts on the reform and provide farmers and the European public with a newreference framework for the development of a sector that is crucial in economic,environmental and social terms. However, besides the reform of the CAP, we alsoaddressed a range of other themes such as the new rules on contracts in the dairysector and updating of the policy on agricultural product quality. Last but not least,the Committee played an important advisory and monitoring role in certain dossiersof strategic interest such as food safety, the management of food crises andcommitments in support of animal welfare, the poorest members of society andmarket crises.In short, the past five years have been ones of intensive parliamentary work whichthe Committee has performed with diligence and responsibility, moving mattersforward to achieve tangible results to protect and safeguard the EU's agriculturalsystem.

INTRODUCTIONThe Committee on Agriculture and Rural Development (AGRI) is primarilyresponsible for examining and, where necessary, amending the EuropeanCommission's legislative proposals by preparing reports on agricultural policy forsubsequent adoption by the European Parliament in plenary.Under Annex VII of the Rules of Procedure, the Committee on Agriculture isresponsible for:- the operation and development of the common agricultural policy;- the rural development, including the activities of the relevant financial instruments;- legislation on:a) veterinary and plant-health matters, animal feedingstuffs provided suchmeasures are not intended to protect against risks to human health,b) animal husbandry and welfare;- the improvement of the quality of agricultural products;- supplies of agricultural raw materials;-the Community Plant Variety Office;- forestry.The powers and responsibilities of this committee are more important than ever nowthat, since the entry into force of the Treaty of Lisbon, the European Parliament hasthe power of codecision, with the Council of Agriculture Ministers, on the commonagricultural policy (CAP).HIGHLIGHTS

REFORM OF THE COMMON AGRICULTURAL POLICYThe adoption of the reform of the Common Agricultural Policy (CAP) for 2014-2020 -the first CAP reform to be decided by co-decision - was without doubt the mainchallenge faced by the AGRI Committee and the European Parliament in theagricultural field during the 7th legislative term.Prior to the formal adoption of the proposal by the European Commission in October2011, the Committee outlined its position by adopting a series of own-initiativereports in 2010 and 2011. In addition, during the autumn of 2011, the Committeeorganised a series of public events to discuss the Commission's proposals. During thesame period, EP rapporteurs were named and started to work on the four mainlegislative proposals: Luis Manuel Capoulas Santos (S&D, PT) for the proposalsrelated to direct aids to farmers and rural development support, Michel Dantin (EPP,

FR) for the common organisation of the agricultural markets, and Giovanni La Via(EPP, IT) for the horizontal rules of the CAP including the financial rules.The rapporteurs presented their draft reports in the spring 2012. Not surprisingly,both the Commission proposals and the draft reports by the EP rapporteurs elicited agreat deal of interest and in July 2012, almost 8 000 amendments - a record numberin Parliament - were tabled by MEPs to the whole package prior to the vote in theAGRI Committee. Furthermore between April and June 2013, more than 40 trilogueswere held between the Parliament, the Council, and the Commission in order to find aglobal agreement on the whole package. A political agreement was reached on mostof the proposed elements of the reform on 26 June 2013 and a final agreement on theoutstanding issues related to the negotiations on the Multi-annual FinancialFramework (MFF) for 2014-2020 was reached during a final trilogue meeting on 25September 2013. Subsequently the legislative texts were formally approved byParliament and Council in November-December 2013.THE DAIRY PACKAGEThe dairy package (Rapporteur: James Nicholson, ECR - UK) agreed in December2011 between Parliament and Council negotiators was the first major CAP file agreedunder the codecision procedure introduced by the Lisbon Treaty. The key aim of thispackage, which was the institutions’ answer to the 2009 milk crisis, was to boostdairy farmers' bargaining power by giving them the tools to negotiate fairer contractswith dairies, and thus ensure fairer prices for the raw milk they produce and helpthem to prepare for the end of milk quotas in 2015. In 2013, these new rules wereintegrated into the new common market organisation in 2013 within the context ofthe CAP reform.QUALITY SCHEMESAnother important piece of legislation adopted by the Parliament under the 7thlegislature is the new regulation on quality schemes (Rapporteur: Iratxe García Pérez,S&D - ES). This regulation was agreed in plenary in September 2012, following a first-reading agreement with the Council. These new rules include simpler registrationprocedures for the European quality label schemes. A new label for mountainproducts was also introduced at the request of the Parliament.THE ANIMAL TESTING DIRECTIVEIn September 2010, the Parliament adopted a directive on the use of animals inscientific experiments, which aimed at striking a better balance between animalwelfare and the need for research into diseases (Rapporteur: Elisabeth Jeggle, EPP –DE). This directive requires national authorities to assess the animal welfareimplications of each experiment, with a view to promoting alternative testingmethods and reducing the level of pains inflicted on animals. At Parliament’sinsistence, the Council agreed to introduce a system to classify uniformly the severityof procedures.

The amendments adopted in plenary were theresult of a compromise reached between the European Parliament and the Counciland concerned the major changes brought about by this Regulation, includingstrengthening the role of producer organisations in collective negotiations, themodernisation of market intervention tools, the introduction of new crisismanagement tools, the end of the milk and sugar quotas in 2015 and 2017respectively, and the introduction of a more flexible system for vine planting.European Agricultural Fund for Rural Development (EAFRD): support for ruraldevelopment (RD) 2014-2020 - 2011/0282(COD)Rapporteur: Luís Manuel Capoulas Santoshttp://www.europarl.europa.eu/oeil/popups/ficheprocedure.do?reference=2011/0282(COD)&l=enSimultaneously with the other files of the CAP reform, in November 2013, theEuropean Parliament adopted its first reading position on a regulation on support forrural development by the European Agricultural Fund for Rural Development(EAFRD). Transitional provisions on support for rural development by the EuropeanAgricultural Fund for Rural Development (EAFRD) - 2013/0117(COD)Rapporteur: Albert Deßhttp://www.europarl.europa.eu/oeil/popups/ficheprocedure.do?reference=2013/0117(COD)&l=enAlso in November 2013, the European Parliament adopted its first reading positionon a regulation laying down certain transitional provisions on support for ruraldevelopment by the European Agricultural Fund for Rural Development (EAFRD) andamending Regulation (EU) No [RD] as regards resources and their distribution inrespect of the year 2014 and amending Council Regulation (EC) No 73/2009 andRegulations relating to the new Common Agricultural Policy (CAP) as regards theirapplication in the year 2014. This regulation provides transitional provisions for2014 regarding certain rules relating to the Common Agricultural Policy (CAP), inparticular the system of direct payments. Transitional rules are needed to definetechnical arrangements which will permit a smooth adaptation to the new rules,whilst at the same time ensuring continuity of the different forms of support underthe CAP. The amendments adopted in plenary were the result of a compromisereached between the European Parliament and the Council.Own-initiative reports (INI)The CAP towards 2020: Meeting the food, natural resources and territorialchallenges of the future - 2011/2051(INI)Rapporteur: Albert Deßhttp://www.europarl.europa.eu/oeil/popups/ficheprocedure.do?reference=2011/2051(INI)&l=enAdopted in June 2011, this own-initiative report was the EP's formal response to theCommission's Communication of November 2010 on the CAP towards 2020.Following up on the Lyon report on the future of the CAP, this report argued that theEU's agriculture spending should remain unchanged until 2020 in view of the manychallenges facing EU agriculture, such as food security, climate change, environment,biodiversity, and territorial balance. The EP supported a strong and sustainable CAP,a fair distribution of CAP funding, a 'degressivity' system according to farm size fordirect payments, an EU-wide incentivisation scheme for further "greening", andretaining the existing two pillars structure with some adaptations for a bettertargeting of measures. Simplifying the CAP rules and guaranteeing the high standardsof EU agriculture at global level were also central elements of the Dess report.The future of the CAP after 2013 - 2009/2236(INI)Rapporteur: George Lyonhttp://www.europarl.europa.eu/oeil/popups/ficheprocedure.do?reference=2009/2236(INI)This own-initiative report, adopted in July 2010, aimed to provide the Parliament'sposition prior to the adoption of the 2011 CAP reform package. Reports under the ordinary legislative procedure (COD)Common agricultural policy (CAP): adjustment rate to direct payments inrespect of the year 2013 - 2013/0087(COD)Rapporteur: Luís Manuel Capoulas Santoshttp://www.europarl.europa.eu/oeil/popups/ficheprocedure.do?reference=2013/0087(COD)&l=enIn June 2013, the Parliament adopted its report on a proposal fixing an adjustmentrate to direct payments for the calendar year 2013, known as 'financial discipline'.The proposed regulation set out a cut of 4.98% to direct payments in excess of EUR5,000 to be granted to farmers' applications lodged in calendar year 2013. Itsobjective was to reduce the total amount of direct payments by EUR 1,471.4 million inorder to respect the EAGF net ceiling for financial year 2014 and to establish areserve for crises in the agricultural sector (EUR 424.5 million). In its report, theParliament rejected the cut of about 5% to direct payment claims, largely because atthat time it had not yet struck a deal with the Council on the Multiannual FinancialFramework (MFF) for the 2014-20 period, which took place only a few weeks later.
