At 7.40pm there will be a presentation and discussion on the Council’s strategy for the Notting Hill Carnival. At 8.10pm there will be an opportunity for you to discuss Ward Budgets. After School Clubs Provider: College Park School; Cost: £1,872 For the provision of a PE programme, art club, cookery classes and film club, funding was put towards After School Clubs at the School. IT Supplies Provider: Paddington Library; Cost: £950 To support the Library in its aim to provide better life chances for adults and children, the ward Councillors decided to support their bid for IT equipment. Library Seating Provider: Paddington Library; Cost: £1,750 The Bayswater Councillors elected to fund the renewal of the library seating as this would provide a comfortable environment for library users of all ages. Hanging Baskets Provider: Parks; Cost: £2,242.80 The Bayswater Councillors continue to fund Hanging Baskets in the ward. Library Refurbishment Provider: St Stephen’s Primary School; Cost: £14,630 Following the refurbishment of the school library, furnishing, new books and a computer system were funded by the Bayswater Ward Budget. Festive Lights Provider: Bayswater BID; Cost: £2,007.20 The Bayswater Councillors continued funding of festive lights in the Bayswater Ward.

Hyde Park

Short Term Letting Project in Westminster Provider: Westminster Planning Enforcement Team; Contribution £48,300 Members have jointly funded with Bryanston & Dorset Square and Lancaster Gate wards services to tackle the short term letting issues which affect these wards in Westminster. Edgware Road Area Night-time Warden Patrols Provider: Westminster Street Management Team; Contribution £24,120 Members have jointly funded with Bryanston & Dorset Square ward night time patrols to improve compliance on the Edgware Road and the surrounding streets. Anti-Begging Leaflets Provider: Community Protection Service; Cost £100 Joint project with Bryanston and Dorset Square to raise awareness of begging in these areas was funded £100 by each ward. ASSET Vice Officer Patrols Provider: Community Protection Service; Cost £3,700 To address the sex worker issue in the ward, extra patrol officers were funded by the ward budget from December 2012 until February 2013. Room Hire for Short Lets Seminar Provider: Planning Enforcement; Cost £198 A seminar is to be held to build up partnership working between the Council, freeholders, management and letting agents to address the ongoing issue of short lets in the ward

WAES Lunches Provider: WAES; Cost £6,408 Members have funded lunches for older residents of the ward to encourage social interaction. WAES Trips Provider: WAES; Cost £3,062.75 Thanks to the Ward Budget, older residents will have the opportunity to go on two trips, the first to Runnymede and the second to the theatre. Hanging Baskets Provider: Parks; Cost: £1,721.40 The Lancaster Gate Councillors continue to fund Hanging Baskets in the ward. The Lancaster Gate-rs Day Trips Provider: CityWest Homes; Cost: £580 Lancaster Gate-rs +65 Social Club has again received funding from the Lancaster Gate Ward Budget. Supported Housing Lunches Provider: Housing with Care team; Cost: £1,200 Funding has enabled the weekly lunches for people in supported housing to continue until March 2013.

Lancaster Gate Primary Schools Trips Provider: The Electric Barge-The Floating Classroom; Cost: £4,620 Provided funding for trips to take place aboard the floating classroom, where pupils from local schools can spend the afternoon learning about local history and practical skills. Matilda School Production and Trip to the West End Provider: Hallfield Primary School; Cost: £2,300 Support for the Y6 production of Matilda as well as enabling them to see the West End version of the play has seen ward funds being put towards this project.

A summer programme will be delivered by Paddington Arts during the summer holiday

period for 30 young people from Harrow Road, Queen’s Park and Westbourne wards. The

programme will include a full range or creative arts workshops, sports and trips.

Summer residential trip for young people 2013 Provider: Paddington Arts; Contribution: £1,273.33 The ward budget will contribute towards a one week residential summer holiday in the country for ten children from the inner-city (Harrow Road, Queens Park, Westbourne wards) Paddington Festival Coordinator Provider: Paddington Arts; Contribution: £3,300 (joint with Queen’s Park & Harrow Road) The Harrow Road, Queen’s Park and Westbourne Councillors have funded £3,300 each towards Paddington Arts coordinating the Paddington Festival which will take place over the summer. Carers Network Westminster ‘Empowering Carers’ Project Provider: Carers Network Westminster; Contribution: £3,000 (joint with Harrow Road & Queen’s Park) The ward budget has contributed towards the empowering carer’s pilot project, creating work, experience, training and networking opportunities for unpaid carers within the three wards. North Paddington Timebank Extension Provider: Paddington Development Trust; Contribution: £765.97 (joint with Harrow Road and Queen’s Park) The ward budget has contributed towards the three month extension of the North Paddington Timebank to support the transition to Spice Timebank.

Step Up 2 Fitness Provider: PDT: Contribution: £5,000 (joint with Harrow Road and Queen’s Park) The ward budget has contributed towards running costs of ‘Step Up 2 Fitness’, a Muslim and BME women’s fitness project run by Al Bahja in partnership with Paddington Development Trust. The classes provide fitness to music and also ongoing support and health information to many of the women. ‘Money Matters’ advice session contribution Provider: A2Dominion; Contribution: £8,000 (joint Church Street, Queen’s Park, Westbourne, Harrow Road). The ward budget has contributed towards the cost of the solicitor to attend the weekly welfare advice sessions for local residents.

AEG and Royal Parks Summer Plans The Royal Parks and summer concerts in Hyde Park 2013 onwards In 2012, The Royal Parks (TRP) decided to revisit its existing summer concert offering in Hyde Park with a view to refreshing the proposition, minimising impact on the park, its users and local communities and having greater ownership of the events overall. Following an invitation to the market to pitch for this new opportunity, a partnership was formed with AEG Live and in December 2012, a new look concert series was born. TRP and AEG Live Partnership The five year partnership with AEG Live was formed to create and deliver a bespoke, quality outdoor music and entertainment event in Hyde Park. This partnership has enabled TRP to have more say and control in the detail of this event from artist selection to how the event site is configured. Barclaycard presents British Summer Time Hyde Park 5th – 14th July 2013 AEG Live has secured Barclaycard as the presenting partners for the event and which will take place between Friday 5th and Sunday 14th July 2013. Music concerts will take place on the Friday, Saturday and Sunday on two consecutive weekends. Artists already confirmed include Bon Jovi and The Rolling Stones. One key objective for The Royal Parks is that the installation, operational and removal period of the event is kept to a minimum and park users are able to access the Parade Ground area for as long as possible. We are pleased to say this has been achieved and in addition, park users will be able to access the site in-between the two concert weekends i.e. from Monday to Thursday. From Monday 8th to Thursday 11th July the Parade Ground will come alive with a packed midweek programme which will include the very best in music, comedy, theatre, cinema, performance art, sport and wellbeing, and food and drink, as well performances from members of the local community. The majority of the daytime activity will be free of charge, with a modest charge for some of the evening shows – details to be confirmed. Access to the free of charge mid week events will be controlled to manage capacity restrictions detailed in the premises licence. We have been working closely with the local community and there are many ways for residents, businesses, cultural organisations and schools to get involved, from volunteering to performing during the event. This year we are engaging up to 300 volunteers, following on from the success of similar programmes at AEG’s venue, The 02. We are offering 4,000 free theatre places for London primary school children to see two different shows (for KS1 and KS2). In addition to performance spaces on the bandstand for local choirs and musical groups, we are also hosting Dance Fever which is Westminster schools annual dance festival - inside the event’s theatre venue. Over the next five years of the contract we will be working with the Westminster Business Council to further engage local SMEs, such as food vendors.

The event will have ISO 2012-1 accreditation, which is a benchmark for event sustainability and means an independent audit of the great lengths AEG are going to, to protect the park and its environs. We are aiming for a silver standard in access for those with disabilities (silver is the highest standard available for a year one event), by going far beyond the legal requirement for accessibility provision. Barclaycard presents British Summer Time Friends Group We have set-up a consultation Friends group comprising representatives of local resident groups and Westminster City Councillors which has enabled us to listen to concerns about the event and address these wherever possible. We discuss matters including reducing impact of the event, sound control, stewarding, toilet provision, policing and waste management. The group has been invited to join an event site tour to see how the operations will work, and this will include a visit to the sound control decks to see how we ensure the sound levels are kept within the premise licence limits. This forum has been very well received and both AEG Live and TRP have very much enjoyed meeting with and discussing the event with the group’s members. We would like to thank the members of the groups for participating for being so constructive and we hope they have enjoyed the experience as much as us. This is a new era in concerts for Hyde Park and we are very excited to be working with AEG Live to deliver what we hope will be an unforgettable event for all to enjoy.

Q & A Session with the Cabinet Member for Adults and Public Health Cllr Rachel Robathan is attending the Area Forum to set out her aims and priorities for the coming year as well as discussing Westminster’s Health and Wellbeing Strategy consultation, and would welcome your thoughts on questions. Cllr Robathan’s portfolio includes adult services, carers, mental health, rough sleeping and public health. Tonight she will also focus on the Westminster Joint Health and Wellbeing Strategy. What is the Westminster Health and Wellbeing Strategy Changes to the law mean that from April 2013 Primary Care Trusts will be replaced by more than 200 GP-led organisations called Clinical Commissioning Groups (CCGs). Councils will also take on new responsibilities for public health. Every local area will have a Health and Wellbeing Board which brings together leaders from across health services, adults and children services and the community. Health and Wellbeing Boards must set out a strategy for how we can work together to improve the health and wellbeing of people who live and work in Westminster. The Westminster Health and Wellbeing Strategy identifies five priorities for action from 2013 to 2016:

Priority 1: Every child has the best start in life

Priority 2: Supporting young people into a healthy adulthood

Priority 3: Supporting economic and social wellbeing and opportunity

Priority 4: Ensuring access to appropriate care at the right time

Priority 5: Supporting people to remain independent for longer

Why should you be interested? Your health is the most important factor in your life. But it is not just about GPs and hospitals, there are many factors which affect our health - access to leisure facilitates, upbringing and family circumstances, employment, housing, the food we eat etc. We want our health and wellbeing services to address the wide range of factors which affect people’s health. We want to hear about the challenges you and your family face to remain healthy and what support you need from the council, GP and other health services to overcome these. We will outline the actions we are planning to tackle the very worst health problems in the area and will look to residents to give use your views on whether these actions are right or not. This strategy will shape the services we provide to you for the next three years. But these services only work if they provide the support you need to remain healthy so your views are critical to their success. We really hope you can join us at our workshop to tell us what you think.
