    FROM THE DESK

    It is with sadness that we send this newsletter when Pakistan

    Armed Forces have lost three brave sons of the soil in Upper Dir

    as a result of attack by militants. Our heartfelt condolences to

    the Pakistan Army and the bereaved families.

    In this issue we have included a letter from the President of

    Islamic Council of WA regarding Criminal Investigation

    (Identifying People) Bill 2013 that is before the LegislativeCouncil in the second reading stage as a result of the meeting

    with different stakeholders. The readers will also recall that we

    have approached Hon. Ms. Margaret Quirk, MLA the Shadow

    Minister for Multicultural Interests about the complete absence

    of Halal food at Perth Airport.Ms. Quirk has forwarded our

    office a copy of the letter received from the administration of

    Perth Airport which is also included. A series of events will be

    happening in Perth in next two months and just a reminder that

    Junaid Jamshed will be visiting Perth while Pakistan HockeyTeam visits Perth in October to participate in the International

    Super Series with Argentina, Malaysia and Australia.

    Preparations are also underway for the Australia Day 2014.

    INTERNATIONAL SUPER HOCKEY SERIES IN PERTHPakistan Hockey Team is visiting Perth to play against Australia, Argentina and Malaysia. A special

    Every year we have tried to celebrate Australia Day in Pakistan with a non-governmental organisation. F

    the upcoming Australia Day we will be supporting one of the government schools in Kuthiala

    Government Primary School, Kuthiala, is located in village Kuthiala, Tehsil Sambrial, District Sialko

    Province Punjab, Pakistan, located 200 kilometers south from Islamabad, the capital of Pakistan. Th

    School was formed in 1974, wiped off many times by flood. The present concrete building was final

    erected in 1982. The building consists of four class rooms which are in quite poor condition with n

    furniture fixtures and fittings, and electrical appliances. There is neither clean drinking water facility in th

    school nor any playing facility for the students. The class rooms present gloomy dark environment

    there are no tube lights or bulbs and thus the students have to study in dark. the windows are broke

    with writing boards which have been painted black on the broken grey cement, on which chalk does no

    write.

    We need to provide for furniture, fixtures, and black boards, clean drinking water facility, paint the room

    and stationary for 150 kids, as the course books are provided by the government of Punjab.We all are privileged that our kids are studying in the best schools with ideal environments. So lets join

    our efforts together and make a difference in the life of these children who have to study in such adverse

    conditions. Please donate generously as every penny we donate will be worth a fortune for the future of

    these children. If you can support in any way it will be highly appreciated. This year the Australia Day

    Project will be led by our secretary Fatima Khushnud.

    FINANCIAL AUDIT

    Although the Department of Commerce does not require the incorporated groups to get the accountsaudited, in our constitution we have specially included the clause that accounts will be audited if the

    budget exceeds 3000 Aus Dollars. For the current year we have already crossed the limit so will be

    presenting audited accounts. We will be grateful if you can recommend an auditor.

    AUSTRALIA DAY 2014

    BEENAI PROJECT

    If you have any spare eye glasses please donate it to us so they can be used by those who cannot

    afford to buy them in Pakistan. So far we have collected only six pairs.

    UPDATE FROM ISLAMIC COUNCIL OF WA

    Assalamu Alaikom

    This communiqu is for the Western Australian Muslim community. This afternoon delegates from Muslim Communities

    Western Australia and leaders of Sikh community attended a high level community heads meeting with the Minister of Polic

    Hon Liz Harvey, Deputy Commissioner of WA Police Services Assistant Commissioner Chris Dawson Service, senior members

    Police Service and Office Multicultural Interests Policy Advisor.

    The purpose of this special meeting was to discuss and dispel concerns about the proposed Criminal Investigation (Identifyi

    People) Bill 2013 that is before the Legislative Council in the second reading stage.

    The Minister of Police welcomed the delegates and sincerely apologised on behalf of her Department for lack of thoroug

    community consultation regarding the proposed Bill.

    Assistant Commissioner Chris Dawson outlined the rationale behind the proposed Bill and the necessity for an improve

    legislation to fight crime that includes serious organised crime. The proposed amendments to the legislation are needed

    help in identification of suspects and non suspects in criminal investigation. He reassured the delegates that the Bill is who

    aimed at criminals such as Bikie associations and not targeted at any particular community or minority religious group

    Western Australia.

    Delegates from the Sikh and Muslim community argued that section 16 (4A) ,C & D are too broad as amendment to propos

    law that requires a person to remove ones religious headdress to show ones head rather than face for forensic identificati

    purposes. The delegates arguments were highly persuasive and logical from their religious and commonsense points of view

    Both Muslim and Sikh leaders passionately articulated that religious sensitivities and human rights must be protected. Assista

    Commissioner reiterated that any likelihood of rouge police harassing members of any community will be seriously dealt wi

    and will not be tolerated by WA Police.

    The Assistant Commissioner appreciated the deeply held concerns of Sikh and Muslim communities regarding the propose

    law and is happy for the Minister of Police to reconsider the Bill for redrafting for precision and clarity so that religious minor

    groups are not singled out via mere mis-wording in the legislation.

    The Minister of Police Hon Liz Harvey appreciated concerns on both sides of the argument and is prepared to suspend furthe

    debate on this Bill. Therefore this Bill will be now be referred to Legislative Council Committee for re-drafting taking in

    consideration concerns of Muslim and Sikh communities of Western Australia. Further community consultation will be planne

    by WA Police and Office of Multicultural Interests to keep the diverse ethnic communities informed of the legislation if neede

    Therefore it is now likely that the Bill which was listed to be debated today and tomorrow as No.20 in the order list of Bills

    Legislative Council will be suspended effectively. The Legislative Council is our House of Review where elected Membe

    scrutinize Bills before it. If a Bill requires further amendment or legislative corrections it is put to further consultation

    Legislative Councils Committee charged to oversee Bills. These Bills are subjected to further redrafting for clarity and precisiif necessary to outline the clear the intent of our legislators. This is what will occur to this proposed bill.

    The controversial wording of head will be changed to face in consultation with Attorney Generals Department to give th

    bill its logical intent when identifying suspect or non-suspects who wear a religious headwear.

    Islamic Council of Western Australia takes this opportunity to thank everyone in our community who remained patien

    steadfast and offered dua. With Allahs help everything is possible.
