The events leading up to and throughout the flotilla incident are recounted in the video, as presented by the team of experts led by Maj. Gen. (res.) Giora Eiland in the IDF’s internal inquiry. In light of weapons smuggling attempts, a maritime closure was established during the 2008-2009 Gaza Operation. Under the guise of providing humanitarian aid, a number of ships have attempted to reach the Gaza Strip, some permitted to enter, while others were stopped. Due to these attempts, the IDF General Staff and Navy outlined orders to prepare for future attempts to break the closure, and in preparing for the May 31st flotilla, the IDF planned far in advance with extended discussion, and various simulation model scenarios. IDF attaches abroad and foreign attaches to Israel were all briefed in advance. In addition, the Chief of the General Staff, Lt. Gen. Gabi Ashkenazi sent a letter to the Defense Minister and Prime Minister emphasizing the following: “Cooperation between nation ministries is required and the military option which includes seizing, confiscating and detaining the ship’s activists is a last resort and at a low priority.” The video goes on to describe the various ships in the flotilla and the courses of their attempted journey to the Gaza Strip, as well as the number and extent of Israeli response ships, aircraft, and absorption center for the ships’ passengers. The video also outlines the orders given to the IDF soldiers boarding the flotilla ships, including the policy of using gradual force, and using live weapons only in life threatening scenarios. The first phase of the operation: The IDF relayed the message that the flotilla ships were in an area of a maritime closure, and offered the ships to transfer their cargo from the Ashdod Port to the Gaza Strip. The Sofia ship did not respond at all, while the other ships responded with refusal and/or profanity. The IDF forces were divided and each group boarded a different ship. The soldiers arrived at the Mavi Marmara at 4:28 AM, but could not board the ship due to metal objects being thrown at them, and electric buzz saws used by the demonstrators to slice the ladders IDF soldiers needed to board the Marmara. After an unsuccessful attempt to board the ship by smaller boats, a helicopter arrived at 4:30 AM with 15 IDF soldiers. The first rope dropped by the helicopters was tied by the demonstrators to the deck of the ship in order to prevent the soldiers’ descent. This video is in two parts. Let’s go to the videotape. In Part 2 of the Eiland Presentation, the final phases of the flotilla incident are recounted. Soldiers that descended down the second rope were met by 2-4 demonstrators each who wielded knives, axes, and metal poles. The second soldier to descend was shot in the stomach by a demonstrator. The soldiers who were in danger of their lives were forced to use their live weapons. Five soldiers were injured by stabbing, blows and live fire by the demonstrators. Within seconds of boarding the ships, three soldiers were thrown off the deck by demonstrators. The injured were dragged to the hull of the ship. A reinforcement of soldiers arrives from a second helicopter, which is also attacked by demonstrators, and the soldiers are met with violence when they attempt to access the lower deck of the ship. At 4:46 AM a third helicopter arrives to the Mavi Marmara, and the two groups of soldiers combine forces on the ship roof and descend to the other parts of the ship, where they are also met with lethal violence, and thus respond with live fire. Many of the demonstrators enter inside of the ship as the smaller boats arrive at the side of the ship, however some still violently attack the incoming boats and the soldiers respond with live fire. The Commander of the Special Navy Forces boards the ship, and while evaluating the forces, it is discovered that three soldiers are missing. The missing and injured soldiers are discovered to have been abducted by a number of violent demonstrators, who abandon the soldiers and run back into the ship when fired at. Two of the injured soldiers jump off the ship so that they can be picked up by the IDF boats. The third injured soldier is on the bow of the boat and slipping out of consciousness. IDF soldiers remaining on the boat come to his aid. At 5:17 AM the situation is evaluated and some of the findings: live fire was used by demonstrators towards IDF soldiers who were on the ship, including one soldier who descended down the rope and was shot in the abdomen. Live fire by the demonstrators was also aimed at the soldiers on the small Israeli Navy boats next to the Marmara. The first occurence of live fire was that used by the demonstrators. In addition, a gun with emptied magazines was found in the hull of the ship. IDF forces had boarded the other ships without incident. Treatment and evacuation was carried out for the injured soldiers and demonstrators alike. 38 injured were airlifted, 7 of them soldiers. The three soldiers who had been attempted to be kidnapped and were taken to the hull of the ship were witness to an argument between the violent demonstrators, and other passengers of the Marmara who asked the violent demonstrators to cease their violent activity. 24 of the injured passengers were diagnosed at the Ashdod Port and treated in hospitals in Israel. After the operation ended, the ships arrived at the Ashdod Port accompanied by Israeli Naval forces. An intelligence investigation following the flotilla incident found that 40 of the IHH activists previously boarded the Marmara ship from Istanbul before joining the others. The 8 of the 9 demonstrators killed were members of the IHH or other allied groups. Around half of those killed had declared in front of their families their aspiration to die as martyrs (“shahids”). Footage on the Marmara shows that the violence had been prepared: metal poles and chains were prepared, slingshots, buzzsaws, gas masks, tear gas, bulletproof vests, knives, and more. A briefing had taken place before the IDF had boarded the ship, with the leader of the violent demonstrators telling the group to attack the IDF soldiers at any cost. There were 718 total passengers of the flotilla ships. Most were released without undergoing any investigation. The last passenger left on June 6th. Here’s the second part. Let’s go to the videotape. The PST found passport photos ofseveral men in Davud’s home, one ofwhich is a person identified as amember of al-Qaeda. VG Nett and Dagbladet report thatthe PST and Jakobsen’s lawyerconfirm that Jakobsen was aninformant for the PST since 2009.According to his lawyer, Jakobsenapproached the PST after his friend,Davud, asked him to get a person into

Norway illegally. Jakobsen says thatat the time Davud showed himseveral passport photos, and the PSThe now trying to link the request tothe photos they’ve seized. Jakobsen had two contact peoplewith whom he met 3-4 times a month.He didn’t report about the buying ofthe chemicals, which he now regrets.———– Davud met the Uzbek suspect in amosque in Sarpsborg. According toimam Shaikhjami Abdulquddus thetwo regularly visited the MuslimCulture Center.“Davud last visited three weeks ago.Both appeared to me as honest, kindp e o p l e . Klassekampenreported in April 2009 that themosque’s imam previously defendedthe death sentence against Muslimswho conve r t t o Chr i s t i an i ty .Previously he also claimed that“Islamic law is above Norwegianlaw”. Provorst Dag Mysen has been inregular contact with the imam andothers f rom the mosque, anddescribes the imam as welcoming andpleasant, though firm in his attitudes.“He insisted in talks with us priestson the death sentence for convertingand that our culture is on a collisioncourse with Islam.” Mysen stresses that there are manyintelligent Muslims in this mosquewho have other attitudes regardingthe major social issues and that theimam’s view is not representative ofMuslims in Sarpsborg. Aftenposten spoke with otherMuslim communities in Østfold whodisagree. In 2008 a group of Kurdsformed their own community inSarpsborg, following a conflict withother mosque members, also on theissue of supporting suicide bombersin Northern Iraq. A former member of the mosquewho wished to remain anonymoussays that the authorities should have

better control of then. The I s l amic Assoc ia t ion inFredrikstad also distances itself fromthe mosque in Sarpsborg.“We are modern Muslims. We havenothing to do with them,” says HajiAsif Husain. But theyspoke out against terrorism andstressed that supporters of al-Qaedawere not welcome there. At 4:46 AM a third helicopter arrivesto the Mavi Marmara, and the twogroups of soldiers combine forces onthe ship roof and descend to the otherparts of the ship, where they are alsomet with lethal violence, and thusrespond with live fire. Many of the demonstrators enter

inside of the ship as the smaller boatsarrive at the side of the ship, howeversome sti l l violently attack theincoming boats and the soldiersrespond with live fire. The Commander of the Special NavyForces boards the ship, and whileevaluating the forces, it is discoveredthat three soldiers are missing. Themissing and injured soldiers arediscovered to have been abducted bya number of violent demonstrators,who abandon the soldiers and runback into the ship when fired at. Two of the injured soldiers jump offthe ship so that they can be picked upby the IDF boats. The third injuredsoldier is on the bow of the boat andslipping out of consciousness. IDFsoldiers remaining on the boat cometo his aid. At 5:17 AM the s i tuat ion isevaluated and some of the findings:live fire was used by demonstratorstowards IDF soldiers who were on theship, including one soldier whodescended down the rope and wasshot in the abdomen. Live fire by thedemonstrators was also aimed at thesoldiers on the small Israeli Navyboats next to the Marmara. The firstoccurence of live fire was that usedby the demonstrators. In addition, agun with emptied magazines wasfound in the hull of the ship. IDF forces had boarded the otherships without incident. Treatment andevacuation was carried out for theinjured soldiers and demonstratorsalike. 38 injured were airlifted, 7 ofthem soldiers. The three soldiers who had beenattempted to be kidnapped and weretaken to the hull of the ship werewitness to an argument between theviolent demonstrators, and otherpassengers of the Marmara whoasked the violent demonstrators tocease their violent activity. 24 of the injured passengers werediagnosed at the Ashdod Port andtreated in hospitals in Israel. After the operation ended, the shipsa r r i v e d a t t h e A s h d o d P o r taccompanied by Israeli Naval forces.An in te l l igence inves t iga t ion

following the flotilla incident foundtha t 40 of the IHH ac t iv i s t spreviously boarded the Marmara shipfrom Istanbul before joining theothers. The 8 of the 9 demonstrators killedwere members of the IHH or otherallied groups. Around half of thosekilled had declared in front of theirfamilies their aspiration to die asmartyrs (“shahids”). Footage on theMarmara shows that the violence hadbeen prepared: metal poles and chainswere prepared, slingshots, buzzsaws,gas masks, tear gas, bulletproof vests,knives, and more. A briefing hadtaken place before the IDF hadboarded the ship, with the leader ofthe violent demonstrators telling thegroup to attack the IDF soldiers atany cost. There were 718 total passengers ofthe flotilla ships. Most were releasedwithout undergoing any investigation.The last passenger left on June 6th. Ending a nine-month freeze ondemolitions of Palestinian homes inEast Jerusalem, municipal workersthis week razed three houses in thea r e a , p r o v o k i n g a s t o r m o fcontroversy both at home and abroad.The freeze came about as a result ofdiplomatic outrage last time Israelcarried out demolitions in EastJerusalem during Hilary Clinton’svisit to the region in March 2009 –actions described by Clinton as“unhelpful” and a violation of Israel’sRoad Map commitments. Since then, Israel has continued toflout agreements for a moratorium oni l legal construct ion in Israel isettlements, while continuing topursue a hardline, heavy-handedapproach towards Pa les t in ianresidents of East Jerusalem. Evictionsof Palestinian families to make wayfor incoming settlers continue apacein Sheikh Jarrah; in Silwan, 22 homesare slated for demolition so that alandscaped public garden can bedeveloped; and throughout the easternhalf of the city nonstop pressure isapplied as part of what activists termthe policy of “quiet transfer”. According to Angela Godfrey-Goldstein of the Israeli CommitteeAgainst House Demolitions, the“quiet transfer” denotes the gradual

wearing down of the Palestinians tothe point that they throw their handsup in despair, quit the area and headeast. Housing permits are also part ofthe quiet transfer, she says. Much of East Jerusalem has beendeclared an “open green zone”,preventing houses being constructed,which in turn leads to a severehousing shortage in the region. Fewerhouses than people means that thecost of property soars, pricing thelocals out of the market and forcingthem to seek cheaper accommodationon the other side of the security wall.Once they leave, they rescind theirrights to Jerusalem ID papers,destroying any hopes of employmentin Israel proper – effectively keepingthem caged in the poverty of the WestBank for ever. Meanwhile, green lights are given tosettler construction left, right andcentre – a blatant case of doublestandards, Godfrey-Goldstein pointsout. In the rare event that Israelicourts condemn settlement buildingsas illegal – such as Bet Yehonatan inSilwan – eviction orders are ignoredby the settlers and unenforced by theauthorities, proving the duplicity ofthe municipality when it comes tobuilding violations by those on eitherside of the political divide. On top of the awful implications forthe families made homeless by thebulldozers this week, the demolitionsare another blow to Israeli-Palestinianrelations. The destruction of thehomes in Issawiya and Bet Haninaare as clear a sign as any that Israelileaders care little for concessions andcompromise, preferring to makequick political capital on the domesticfront by kowtowing to the ultra-nationalists in their midst. Israeli politicians have been treadingsuch a path for months, their resolvest rengthened by the toothlessinternational response to theirflouting of both international law andbasic moral codes. Nir Barkat, Jerusalem’s incumbentmayor, famously dismissed Hilary

C l i n t o n ’ s c r i t i c i s m o f h o m edemolitions last year as “air”,summing up the sneering and self-confident attitude of the majority ofthose at the helm of Israeli politics. Unfortunately, it is not hard to seewhere their arrogance stems from: foryears, no American or Europeanleader has dared match their angrywords with concrete actions, such assanctions against Israel. Despite all the hype surroundingBarack Obama’s accession to thethrone of American politics, it is stillbusiness as usual in the relationshipbetween the US and its client state inthe Middle East. Moves to dealsensibly and seriously with the issueof dividing Jerusalem have stalled inline with every other major bone ofcontention – such as the issues ofillegal settlements, water rights in theWest Bank and Palestinian refugees. Against such a backdrop, Israel’sresumption of demolition in EastJerusalem can be seen for what it is: abrash statement of intent on both themicro and macro political levels.“Judaising” East Jerusalem is a statedpolicy of numerous settler groups andtheir financial and political backers,and every home demolition andfamily eviction expedites the processof ethnic cleansing already embarkedupon. If nothing is done to stop the rot, theinevitable outcome will be a totalbreakdown in talks between the twosides, likely sparking a wave ofviolent clashes in its wake. The only way to prevent such adisastrous turn of events is for theUS, EU and others to force Israel’shand – for it is Israel who holds allt he ca rds when i t comes t onegotiations. Anything less will notdo: time has all but run out to bringthe two sides to the table, and theonly winners from the current statusquo are the extremists. Israelis andPalestinians alike don’t deserve, norcan they afford, the consequences ofano the r i n t i f ada , hence f i rmin te rven t ion i s a neces s i ty .

Home demolitions are only the tip ofthe i ceberg , bu t they a re ascombustible an issue as any in termsof the political implications theyengender. Ofcourse, despite wanting to appear tobe pragmatic, Ghaddafi and hisregime are staunch enemies of Israel. In recent years, Ghaddafi’s regimehas made efforts to paint his son, Saifal-Islam, as a moderate pragmatistwho should be welcomed as a voiceof wisdom and common sense (nevermind that the Libyan state is amongt h e w o r l d ’ s m o s t r e p r e s s i v edictatorships, and that Saif al-Islamsits at the center of this dictatorship).Saif al-Islam’s press statements in thewake of the ship drama project asane, pragmatic image, to an extentthat actually surprised me.‘Do you want the grapes or to kill thevineyard’s guard?’ To tell you thetruth, we want the grapes and we gotthem – so there’s no reason to causeany problems. The problem was not a naval conflictwith Israel, but rebuilding Gaza andhelping our Palestinians brothers. Of course, the man also spreadsnonsense about Gazan conditions andabout Israel. We’re not talking abouta man who really cares very muchabout the truth. But I’m slightlyimpressed that he’s willing to dismissthe idea of mindlessly attacking Israelfor its own sake. In a region whereludicrous flights of romanticizedgenocidal fantasy are the norm, this isan unusually rational stance. Unexpected Wins The Ghaddafi regime has won a hugetactical PR victory – a much biggerwin than I expected them to secure,and clear ly much bigger thanGhaddafi ever hoped to secure. At thesame time, Egypt has come out

signif icant ly ahead and Israelachieved its objective. The UNRWAreceived a windfall. Hamas, whichhas been demanding that the Libyanship dock in Gaza, looks mildlystupid. What Libya Won* The Libyan regime received a lot ofpress attention (especially for theHeir Apparent).* It spun itself as being moremoderate and stable than Turkey.Under normal circumstances, thiswould have been a very difficult feat,but Erdogan has watered downTurkey’s reputation significantly, andLibya was very quick to takeadvantage.* It showed itself to be more effectualthan Iran, Hezbollah and its fellowArab states, who for all their talk,have not yet launched any ships.* It gets to play the hero in Gaza, andshould therefore look good in theArab media and certainly in the west.* It looks good at the UN, becauseit’s funding Gaza repairs via theUNRWA.* I t a l lowed Egypt to act asintermediary between Israel andLibya (I’ll come to this in a minute).* It made Israel look aggressive,particularly while the navy wasshadowing the ship and nobody knewwhat would happen, without lookingaggressive itself.* It got Israel to sign off on a Libyaninitiative in Gaza. Ghaddafi accomplished all of this atthe low price of a ship, a bit of cargoand the promise of about $50M to theUNRWA (assuming that the moneyactually flows, and assuming that thisis not money that Libya had alreadypromised in the past but witheld). I’msure that Ghaddafi’s s taff arecelebrat ing. rwise “impossible” agreements

between Arabs and Israelis , amediator that is essential to the peaceprocess. This repuation has takensome blows in recent years. Iran andHamas have consciously taken aim atEgyptian diplomatic prestige and atEgyptian influence over Gaza, andEgyptian influence and prestige havebeen battered by the obstructionismand hostility of an obnoxious littlestatelet (Gaza). The Libya-Egypt/Egypt-Israelagreement allowed the Egyptiangovernment to demonstrate both itsskill as a mediator and its ability tobring Israel to the table. Egypt canclaim an unexpected diplomatic win,one that has no downside for theArabs. Furthermore, in doing the two-part Gaza deal with Egypt, Libyatacitly acknowledged that Gaza lieswithin Egypt’s sphere of influence. The fact that the flow of aid is goingto filter through UNRWA instead ofbeing handed directly and openly toHamas embarasses Hamas somewhat,and Cairo must be smiling about that;Hamas has been sticking its finger inMubarak’s eye, and there is no lovelost between the Egyptians andHamas. So this looks like a huge win forEgypt. In only a few days, Egyptset t led a crisis , negotiated anagreement between two states thatdon’t talk to each other, beefed up itsd i p l o m a i c r e s u m e , r e c e i v e dacknowledgement of its influenceover Gaza and embarassed Hamas.Mubarak and Suleiman have everyreason to be happy with this outcome. Egypt evidently had mediationassistance from Austrian businessmanMartin Schlaff, but Ghaddafi Jr. onlymentions the Egyptians. What Israel Won Israel’s interest was always to keepthe ship from running the blockade.

Israel wanted to set a precedent,according to which any real aidvessels will unload at Ashdod or,failing that, somewhere else, and thea id must f low in to Gaza v iacontrolled channels rather thanconfronting the Israeli navy. Israel certainly isn’t worried about a$50M influx of aid via the UNRWA.The amount of money sloshingaround in Gaza already dwarfs $50M. Conclusion Ghaddafi is a murderous tyrant and avery strange man. His regime is oneof the worst in the world. But I’ll tipmy hat, this once, to whomeverhandled this situation on their side; Ican appreciate Olympic-calibergymnastics. Arab nations haveconsis tent ly spurned UNRWAappeals for cash and have equallyconsistently failed to pay on theirpledges to UNRWA. In fact, Luxembourg has given morecash to UNRWA’s annual budgetthan any Arab country. If Libya decides to give $50 millionto UNRWA, it will suddenly becomeUNRWA’s biggest Arab supporter,and it might be the biggest singlecontribution ever from an Arabcountry in UNRWA’s his tory.Compare that to the $267M the USgave in 2009, or the $48M that wasgiven to UNRWA by – Sweden. Goldstone II The UN ‘Human RightsCouncil’ has appointed a secondcommission whose job is to look intothe implementation of the GoldstoneReport from last fall. I guess you willall be shocked to hear that theoutcome of this commission’s reporthas been predetermined just like theoriginal Goldstone Commission was. This second rendition of Goldstonewas crafted by a March 2010resolution of the Human RightsCouncil. That resolution first declaresthat Israel – and only Israel –committed “unlawful acts” in theGaza war. And then it establishes acommittee of experts to monitor andassess a l l jud ic ia l and o therproceedings taken by Israel torespond to the General Assembly’sendorsement of the Goldstone reportand its long list of supposed Israelicrimes. The mandate also asks the newcommittee to assess the proceedingsof the enigmatic “Palestinian side.” Inthe many resolutions on the Gaza warfrom the General Assembly and theHuman Rights Council no mention isever made of “Hamas,” which keepswith the UN fiction that the warentailed wanton Israeli aggression ina vacuum. Instead of eight years ofrocket attacks on Israel’s civilianpopulation and an elected governmentthat openly advocates genocide, theresolution creating the Goldstoneinquiry describes the problem withthe Palestinian side as “crude

rockets…result[ing] in the loss offour civilian lives and some injuries.” The fact that the mandate of theGoldstone inquiry was tainted fromthe outset, and that its successor is cutfrom the same cloth, did not deterthree more lawyers from taking thislatest UN job. They are GermanChr i s t i an Tomuscha t ( cha i r ) ,Malaysian Param Cumaraswamy, andAmerican Mary Davis. As it turnsout , the takers and the i r UNassociates have more in common thanfirst meets the eye. The members of the new committeewere appointed on June 14 by the UNhigh commissioner for human rights,South African Navi Pillay. One ofPillay’s two legal advisers, and chiefof her office’s “rule of law” branch, isPalestinian Mona Rishmawi, formerexecutive director of the PalestinianNGO al-Haq and until 2000 aprominent director of a unit of theInternational Commission of Jurists

(ICJ). All three of the new committeemembers are affiliated with the ICJ.Committee members Chris t ianTomuschat and Param Cumaraswamywere members of the ICJ’s executivecommittee during Rishmawi’s term atthe ICJ. Cumaraswamy was ICJ’svice president until 2006. Currentlyboth are honorary members. MaryDavis is currently on the board of theAmerican Association for the ICJ. Here’s a television ad in oppositionto the mosque. Let’s go to thevideotape and then I’ll have more. Two of the major US televisionnetworks – NBC and CBS – arerefusing to run the ad. In her letter rejecting the spot, NBCUniversal advertising standardsmanager Jennifer Riley wrote:“An ad questioning the wisdom ofbuilding a mosque at ground zerowould meet our issues of publiccontroversy advertising criteria.However, this ad which ambiguouslydefines ‘they’ as referenced in thespot makes it unclear as to whetherthe reference is to terrorists or to theIslamic religious organization that is

Let’s go to the videotape. Ramey’s attempt to make the 9/11attacks something other than Islamicis totally disingenuous. There is no way that a mosquebelongs at Ground Zero. Why shouldGround Zero be turned into anIslamic Holy Site as happened inNazareth and as nearly happened inBethlehem’s Church of the Nativity? The amount of political correctnessin America today is appalling. I readPam’s blog fairly regularly and I amamazed at how difficult she’s findingit to get the message out regardingmilitant Islam. I’m not suggestingthat people don’t have a right todisagree with her – I’m suggestingthat it’s amazing how many entitiesare not willing to run her ads. Wake up America, before it’s toolate. Evelyn Gordon updates us on whathas happened since. But a few weeks ago, somethingdreadfu l happened : a F renchcontingent of UNIFIL actually triedto carry out this mission. It beganusing sniffer dogs to detect illegalweapons and explosives and insistedon searching homes and yards whereit had reason to believe Hezbollahwas stockpiling such arms. Theimmediate result was a series ofclashes apparently either staged orencouraged by Hezbollah betweenLebanese villagers and UNIFILtroops. In the most serious incident,vi l lagers hurled s tones at thepeacekeepers, seized their weapons,and vandalized their vehicle. Thesecond result was that, at the end oflast week, UNIFIL agreed to stopusing sniffer dogs and refrain fromentering homes and yards – or, inother words, to stop carrying out itsmission of detecting illegal Hezbollahweapons. Its commander, Maj. Gen.

Alberto Asarta Cuevas, followed thatup with a fawning apology for the“mis takes ,” pub l i shed in theLebanese press as an open letter tothe Lebanese people. In fairness, youcan’t really blame UNIFIL. Soldiersare expected to risk their lives todefend their own countries and theiro w n p e o p l e , b u t i t ’ s q u i t eunderstandable that they are lessenthusiastic about risking their livesto defend someone else’s country andsomeone else’s people unless theirown country sees a vital nationalinterest in so doing (as the U.S. doesin Afghanistan). And the risks arereal: in 2007, for instance, sixSpanish UNIFIL members whomIsrae l cons idered par t icular lyeffective were killed by a roadsidebomb in what appeared to be a clearmessage from Hezbollah. Indeed. And the fact that we are stilldepending on UNIFIL for securityalong our Lebanese border is a severeand immediate problem.
