The meeting was held on Thursday in the Portland Indoor Centre to elect subcouncil chairpersons for Subcouncils 12 and 23. At the start of the Subcouncil 12 meeting, councillors were given a chance to review amendments to their regulations and code of conduct. Before these could be ratified, however, councillor Daniel Williams voiced his opposi- tion on the grounds that the amended docu- ments were “unconstitutional”. Williams, reading out the subcouncil rules, said the subcouncil must, at its first meeting and whenever a vacancy opens, elect chair- persons after a nomination process via a show of hands. Adams and Williams called for a motion that the vote for a chairperson “be a secret ballot instead of a show of hands”. Otherwise, Adams argued, “the DA is going against its own open society policy, which says that in an opportunity society that also values individual freedom, the state’s role must be to facilitate, not direct, the activity of citizens”. Williams backed Adams sentiments, and the matter was debated at length, revealing that a number of other DA councillors felt a show of hands was “undemocratic”. Councillor Christians also backed the mo- tion to vote by secret ballot. “Voting by a show of hands could jeopard- ize the councillors’ position in the matter. I suggest that we cast our votes through a se- cret ballot instead of a show of hands.” Speaking up, alderman Cavanagh said the matter had been workshopped at the highest levels in Cape Town, and that the guideline under so much scrutiny must be accepted as it was constituted by council. This comes in the wake of government’s re- shuffling of wards among subcouncils. Before new legislation, Subcouncil 12 consisted of Wards 43, 75, 76, 78, 79 and 81. Following changes instituted by the Cape Town Sub- council Further Amendment Bylaw of 2011, Subcouncil 12 now consists of the following wards: Ward 78, under councillor Edward An- drews, which includes parts of Beacon Val- ley, the Mitchell’s Plain CBD, Portlands, Rocklands, Westridge and Westgate; Ward 79, under councillor Solomon Phi- lander, which comprises parts of Beacon Val- ley, Portlands and the Mitchell’s Plain CBD; • Ward 81, under councillor Daniel Chris- tiaans, which includes parts of Portland, Rocklands, Strandfontein and Westridge; Ward 82, under councillor Sheval Arendse, which covers Tafelsig, and the west- ern half of Wolfgat Nature Reserve. Proportional representative councillors for Subcouncil 12 are alderman Garin Cavan- agh, Stuart Diamond, Philiswa Marman; Achmat Williams and Yagyah Adams. In his opening speech, he emphasised that councillors exist to deliver services to the people – in this case, the people of Mitchell’s Plain. “We can deliver these services if we work together, as the previous chairpersons, coun- cillors Pascoe and Bent, have laid the foun- dations. Politicians are accountable to the community they serve, and their needs should be a compass to ensure delivery for all. “The task is bigger than ourselves.” Adams issued a little friendly advice after congratulating him on his position as the new chairperson. “You have councillors in your subcouncil who have a wealth of experience,” he said. “Don’t make the mistakes of others you may feel threatened by. “This is your first term, and you are young, energetic and enthusiastic. Howev- er, you still need to gather knowledge and wisdom. What is important is that the peo- ple of Mitchell’s Plain benefit.” The election of councillor Bent as Sub- council 23 chairperson went off without any objections. Subcouncil 23 held its first meeting yes- terday (Monday) in the Colorado Community Centre. Subcouncil 12 will meet tomorrow at 10:00 in the Portlands Community Centre. THE inaugural meeting of new subcoun-cil chairpersons in Mitchell’s Plain start-ed off with a heated debate on how a newchairperson is supposed to be elected –some councillors felt a “show of handswas unconstitutional”.

The meeting was held on Thursday in thePortland Indoor Centre to elect subcouncilchairpersons for Subcouncils 12 and 23.

At the start of the Subcouncil 12 meeting,councillors were given a chance to reviewamendments to their regulations and code ofconduct.

Before these could be ratified, however,councillor Daniel Williams voiced his opposi-tion on the grounds that the amended docu-ments were “unconstitutional”.

Williams, reading out the subcouncil rules,said the subcouncil must, at its first meetingand whenever a vacancy opens, elect chair-persons after a nomination process via ashow of hands.

Adams and Williams called for a motionthat the vote for a chairperson “be a secretballot instead of a show of hands”.

Otherwise, Adams argued, “the DA is goingagainst its own open society policy, whichsays that in an opportunity society that alsovalues individual freedom, the state’s rolemust be to facilitate, not direct, the activityof citizens”.

Williams backed Adams sentiments, andthe matter was debated at length, revealingthat a number of other DA councillors felt ashow of hands was “undemocratic”.

Realising the dream of jobsMANY South Africans

With less than half of the SouthAfrican population being regularlyemployed, the need for job creationis clear. To create jobs requires aconcerted effort by individuals andbusiness leaders, and 93 000 Jobsfor Mandela Day, headed by Proud-ly South African (PSA), aims to in-spire everybody to create jobs for asustainable future.

To follow are the details of anumber of programmes working insynergy toward this goal.

The New Growth PathThe government’s New Growth

Path states that employment crea-tion will be the most important ba-rometer of South Africa’s progressin economic development, and pro-vides the framework to help meetthe goal of creating five million jobsin South Africa by 2012, reducingunemployment from 25% to 15%.

Infrastructure development, ag-riculture, mining, manufacturing,green economy and tourism are keyareas under focus in the plan.

The Jobs FundAnnounced by president Jacob

Zuma in his state of the nation ad-dress in February, this fund isaimed at supporting initiativesworking toward job creating.

The Jobs Fund is also targeted at

helping the country’s youthacquireskills while they’re employed.

It is envisaged that the fund’s ac-tivities will include planning, fi-nancing and oversight of the imple-mentation of job creation projectsin the country.

Enterprise development, infra-structural investment, job-seekersupport and assistance to job-crea-tion institutions form a pivotal partof the fund’s programme.

Expanded Public Works Programme(EPWP)

The EPWP – established in 2004 toprovide essential services and facil-ities to poor communities, as wellas skills development and trainingopportunities for the unemployed –

has developed further under theEmployment Intensive InvestmentProgramme.

The first phase of the EPWP, im-plemented between 2005 and 2009,created more than 100 000 work op-portunities.

The second phase will be carriedout up until December 2014, duringwhich R73 billion is expected to bespent.

About one million short-termjobs have been created since the be-ginning of the second phase in April2009, with another 800 000 short-term jobs (with anaveragedurationof 104 days) anticipated for 2011-2012.

The Youth Employment SubsidyThis subsidy aims to raise de-

mand for young workers in thecountry.

To incentivise this, the subsidycompensates employers for takingon young employees in cases wherethe productivity of the new recruitis unknown.

The young individuals, in turn,have the opportunity to gain valua-ble work experience.

It is envisaged that the Youth Em-ployment Subsidy will support423 000 new jobs for young workersin South Africa over its three-yearspending period, which will costR5 billion.

The National Skills FundThe National Skills Fund puts

money into undergraduate bursa-ries through the National StudentFinancial Aid Scheme and post-graduate bursaries through the Na-tional Research Foundation.

It also funds training of unem-ployed people.

Fear after fatalshooting in WestridgeMELISSA PAPIER

AMAN from Bangladesh hasbeen shot and killed in an

apparent robbery in Westridge,and the police remain unclearon the motive behind the mur-der.

Khorshed Alam (30) was mur-dered last Wednesday evening inHarvester Way. A shop owner,who wishes to remain anonymousfor fear of victimisation, tells Peo-ple’s Post that he and his brotherwere present when the killing un-folded.

“At about 19:45, there were threepeople in the shop – my brother,myself and a visitor – and two girlssmoking outside. I was in the shop,and our visitor, Khorshed Alam,was standing outside the shop, lis-tening to music on his cellphone.A few minutes later, we heard aloud noise and someone shoutingthat Khorshed had been shot, andhis cellphone was missing.”

The shop owner says drug ad-dicts loiter outside his establish-ment, but this is the first violentincident he has seen since he andhis brother arrived in the area.

“Alam was a guest who came tovisit us. It is terrible thing thathappened to him,” says the shakenshopkeeper, who points out thatKhorshed was the breadwinner ofhis family back in Bangladesh.

“We came from our countryseeking a safer place, and now lookat what has happened. What mustwe do now? We don’t feel safe inthis area any more.”

Constable Jerome Voegt,spokesperson for Mitchell’s PlainPolice Station, says officers alert-

ed about the shooting arrived tofind Alam lying in the street witha bullet wound to his stomach.

The “circumstances surround-ing the murder, the motive andsuspect areunknown”,Voegt says.

The shooting has happened inthe midst of rising tension amongresidents about foreign-ownedtuckshops, which they claim areimpossible to compete with.

People’s Post previously report-ed on an incident in Mitchell’s Vil-lage, Tafelsig, where a containerinMongooseStreet, ownedbyaSo-malian, was attacked by a groupof people on 16 July (“Boy injuredduring violent attack”, 26 July).

A 10-year-old boy who wit-nessed the attack was injuredwhen somebody threw a beer bot-

tle at him, and Ricardo Norton,chairperson of the Mitchell’s Vil-lage Civic Association, says the at-tack was “not the first incident ofthis nature”.

BazilCoetzee, chairpersonof theLentegeur West and New Wood-lands Community Police Forum(CPF) sub-forum, says the sub-fo-rum has received a number ofcomplaints from shop owners whofeel their livelihood is beingthreatened.

Cassiem Gamiet, chairperson ofthe Mitchell’s Plain CommunityPolice Forum (CPF), says he doesnot yet have enough informationto comment “properly” on the mat-ter.

“I will be meeting with all theCPF sub-forums in the area togather a holistic view of what ishappening in each area,” saysGamiet, who assures People’s Posthe will speak more on the issuewhen he has his facts in place.

THE League of the Friends ofthe Blind (‘the League’) wantsgovernment to throw itsweight behind the fight for atreaty that will allow blind peo-ple to share reading materialacross borders.

The League is an associatemember of the World Blind Un-ion (‘the Union’) which is cur-rently fighting to ease the copy-right restrictions on books.

The Union’s President, Mar-yanne Diamond, said: “If thistreaty is implemented millionsof visually impaired people allover the world will benefit.Braille books cannot currentlybe share and exchanged be-cause of copyright, if this trea-ty is put into progress, blindpeople would have access to avariety of book titles.

The League’s Executive Di-rector, Phillip Bam, said theimportance of the proposedtreaty cannot be underestimat-ed. “People living with a printdisability still have very limit-ed access to books and otherpublished works. Only some5% of published books are evermade accessible in richercountries and less than 1% inpoorer ones. So this will defi-nitely help the people of SouthAfrica in a big way.”

Asking Principal FletcherFisher from Athlone School forthe blind how this would affectthe staff and students at theschool he said: “This treatywill be a big help for our schooland blind people in general. Itwill make it easier for ourlearners to be educated proper-ly and itwill alsomake it easierfor me and the staff to teachthese children properly.”

Diamond said: “The Union iscommitted to a legally bindinginstrument, a treaty. If it is nota treaty, guidelines or volun-tary laws, we believe there willbe no real commitment tochange.

The treaty now lies in thehands of the World IntellectualProperty Organisation’s stand-ing committee on copyrightand related rights. The Unionsaid it is very encouraged bythe progress made at the mid-year meeting in June and islooking forward to the commit-tee’s next meeting in Novem-ber.

A GROUP of Mitchell’s Plainresidents received a wealthof information when they at-

tended a workshop focusing on theopportunities available to smallbusinesses.

Haedons Training Academy, work-ing with two experienced business con-sultants from Starfair Business Con-sulting, offered the free advice lastThursday at the Mitchell’s Plain Thu-song Service Centre in Tafelsig.

During the workshop, Haedonsfounder John Prinsloo and consultantsBruce Bouwers and Ezzad Fakier in-teracted with residents and answeredvarious questions.

Many people sought clarity on thegovernment tender process, and anumber of other topics were dealt with,including skills development, book-keeping, business administration,planning, forms of ownership and at-taining capital. Bouwers and Fakier al-

so touched on topics like marketingand working out the financial viabilityof a business.

Extending a helping hand beyondthe workshop, the advisers urged resi-dents to call them should they need anyhelp. And there will be more to come:Haedons Training Academy, with thehelp of the Starfair consultants, in-tends to offer a series of free informa-tion sessions to enterprising residents.The next free information session willtake place at Westridge Library onWednesday 24 August, from 09:00 until11:00.

Portlands resident Zuleigah Londtsays the advisers are “very humblepeople” who have the “interests ofsmall businesses at heart”.

“I’ve had a house shop for over 16years, and have never thought of regis-tering myself and my business,” Londtsays. “With the recession, my businesstook a dip, and it was not doing well,but then I was introduced to these peo-ple, who help me in many ways withmy business.”

Thanks to the advice on offer, shesays, she has registered her businessand will now be able to apply for ten-ders. “These people were very helpfulwhen I approached them. I have ap-proached many institutions for assist-ance, and in the end I was never suc-cessful. I always ended up feelingsmall, and they simply refused to assistme. These people from the academyhave been walking with me through-out, and have been very supportive inmy venture.”

Chatting to People’s Post, Prinsloosays that, through the partnership,“we want to give back to the communi-ty”.

“There are so many marginalisedcommunities in Cape Town, and somany people are not aware of the op-portunities available,” Prinsloo says.

TRAFFIC on the R300 highway inboth directions came to a halt last

Thursday after two major accidents,involving six cars, five bakkies, twotaxis and a bus, caused a pile-up.

Both accidents occurred at about 08:00,near the Vanguard Drive turn-off on theR300. Nine vehicles were involved in thefirst accident, which occurred in the di-rection of Vanguard Drive. In the oppositedirection, five vehicles – a bakkie, two tax-is and a bus – collided.

Andre Visser, spokesperson for ER24,says heavy mist was behind the accidents.

“Misty weather had engulfed the high-way, and adverse driving conditionscould be observed on most of the freeway.The cause of the collision is still un-known, but it seems that a single vehiclehad crossed the centre median into on-coming traffic. What happened next is un-known.”

Visser adds that various ambulanceservices, including Rescue Services andthe provincial Department of Health’sEmergency Medical Services, attendedthe scene. Debris and wrecked vehicleswere spread over a 30m radius, coveringboth incoming and outgoing lanes.

“A total of 12 patients were treated forinjuries ranging from suspected back andneck injuries to multiple scrapes andbruises, and were transported to varioushospitals in various ambulances,” Vissersays.

The freeway was closed while rescuepersonnel attended the scene. The inci-dent is still under investigation.

THE Mitchell’s Plain police say theirongoing operations have caused a dipin the area’s crime, though drugs con-tinue to be a focal point.

Constable Jerome Voegt, spokesper-son for Mitchell’s Plain Police Station,says officers on patrol in LindseyStreet, Eastridge, at 02:30 on Saturdayacted on their suspicions and stoppeda man in the street.

“The suspect was searched, and inhis possession police found 10 packetsof tik.” A 31-year-old man was arrest-ed, says Voegt.

Later that day, at 22:45, police werewarned about a person loitering inAtletiek Street, Beacon Valley.

“Upon arrival at the scene, officerssearched the suspect and found in hispossession 21 units of heroin,” Voegtsays. “A 39-year-old man was arrest-ed.” Then, on Sunday at 01:30, officersraided a house in Bertha Street, Mon-trose Park. “Police searched thepremises and found 10 plastic packetsof tik,” Voegt retells. A 35-year-oldman was arrested in connection withthe crime.

All suspects appeared in the Mitch-ell’s Plain Magistrate Court yesterday(Monday) on charges relating to pos-session of drugs. People’s Post couldnot determine the court outcomes atthe time of going to print.

Voegt concludes by thanking thecommunity for its continued supportin bringing criminals to book.

HEIGHTENED security measures havebeen put in place at all municipal buildingsacross the city for the second day in a rowas the facilities brace for the last day of themunicipal workers’ strike.

Police in black riot gear watched as an esti-mated 5 000 protesters “quietly” rioted outsidethe civic centre in theCBDyesterday (Monday),beating bins and chanting songs; they were de-manding a wage increase of 18% or R2 000,whichever comes out to more.

The South African Municipal Workers’ Un-ion (Samwu) will again take to the streets today

to reiterate the demand.According to Captain Ezra October, spokes-

person for the Cape Town central police, thefirst day of the scheduled two-day strike wentdown peacefully, and commenced without anyserious incidents or injuries.

“The strike started off OK, with normal inci-dents taking place – like throwing papers andlittering.”

October says the protesters started gatheringinKeizergracht Street at 09:00, andmoveddownOswald Pirow and Hertzog Boulevard, reach-ing the civic centre at around 13:00 to hand overa memorandum to the city.

In a press release issued by the City on Fri-day, Alderman Demetri Qually, Mayoral Com-mittee member for Corporate Services, said thewage demands were “unrealistic”.

“If implemented, they will force the City tore-prioritise its budget to meet these wage in-creases, thereby impacting on service deliveryand on the city’s ability to fill vacancies”, saidQually.

Today’s march will see Samwu take the sameroute to the civic centre to hand over a memo-randum to representatives of the South AfricanLocal Government Association.

The City asks residents to report any acts ofviolence or vandalism related to the strike, aswell as intimidationorharassment of either thepublic or employees not participating in thestrike, to the Metro Police Control Centre on(021) 596-1999.

has grown into a project that will surelybring smiles and tears of gratitude to 25women who bravely face a battle againstcancer.

Toshow locals the respect shehas for thosewho have been bravely fighting the life-threateningdisease, PriyaChavda, a studentfrom Penlyn Estate, has been collecting toi-letries that will go into making care packsfor people at the Eikehof Interim Home inAthlone.

Eikehof hosts cancer patients from out-side the Cape Metropole, and even from oth-er provinces, who are in town to receivetreatment at either Groote Schuur or Tyger-berg Hospitals.

The cost of supporting each resident – in-cluding meals and transport to the hospitals– amounts to over R200 per person per day.Thanks to the Cancer Association of SouthAfrica (CANSA), which pays for these basiccosts, the patients don’t need shoulder the fi-nancial burden.

For the extra comforts, though, Eikehof re-lies heavily on the generosity of donors likePriya.

This enterprising 24-year-old, after simplyposting a request for donations for her causeon Facebook, now has a room filled with eve-rything from deodorant to hand towels. “Iwas blown away by the kindness of myfriends and family, who opened their heartsto this initiative,” the overwhelmed womansays. “This turned out 100 times better thanI expected.” Priya, who is also a volunteerwith CANSA, explains that she decided to doher bit when she heard that those living atthe home were in desperate need of sanitaryproducts.

“Most of the people at Eikehof are from ru-ral areas and dependant on governmentgrants, which they send home to supporttheir families. I thought that doing this for

them would be a great way to make theirlives a little better, especially in light of thebrave battle they will be fighting,” she says.

In June, she decided to use the world’s big-gest social networking site to spread theword and, within days, she had knocks at thedoor from loved ones who had come to dropoff specially-purchased goods.

“It was a fantastic feeling to see the prod-ucts coming in,” Priya enthuses. “Whatwould have been a pack containing only theessentials has grown to a special basket witheverything the patients could want.”

Each basket will contain a tub of aqueouscream, body lotion, a few bars of soap, atoothbrush, toothpaste, body powder, bodyspray, deodorant, face cloths and a hand tow-el. Thanks to MR Traders in Rylands, a hotwater bottle will also help spread thewarmth.

“I am so touched by people’s willingnessto make this change,” Priya says. “While itmay seem small to some, it will be such a spe-cial experience for these patients. I can’twait for next week so that we can hand itover.” No-one could be more proud than Pri-ya’s mother Madhuri, who, after winningher fight against cancer six years ago, wasalso active in spreading cancer awarenesswithin the Athlone basin.

“Words can’t describe how I feel aboutwhat my daughter has done,” Madhuri says.“She is so young, and yet she is spending hertime trying to bring about positive changein her community. Priya really is an exam-ple to other young people about what can bedone with an idea and a whole lot of faith.”

But this is merely the start for Priya, whoplans to focus on spreading her special packsamong children with cancer later this year.

THE paralysing altitude hasa way of exacerbating every

step.

Just putting one foot in front ofthe other is a victory in itself whenaltitude sickness sets in.

Imagine climbing a mountainwhile feeling nauseous, dizzy, se-verely fatigued and completelydrained. Now throw in a head-ache, loss of appetite and a lack ofsleep, and see why the word“loom” is just one letter away from“doom”.

Day six on Kilimanjaro was al-ways going to be the most difficultfor People’s Post advertising con-sultant Sheryl Haupt, her hus-band Oswald and their fourfriends.

They woke up at midnight atBarafu Camp, 4 600m above sealevel, and then the final ascent toUhuru Peak (5 898m) started inearnest. All they had with themwere their light backpacks andheadlamps, but every kilogrammetranslated into an exclamationmark.

Other hikers farther up theslope resembled a twirling snakeof light, but those below focusedsolely on the next step. “I remem-ber walking but not moving,” saysSheryl, while animating how herprogress halted at one stage, “butthe guide gave me a push, and sud-denly I was energised again!”

She and Oswald, the vice chair-person of Cape Mountain Club,

have scaled many peaks in SouthAfrica, but the immense Kiliman-jaro pushed their endurance andwillpower to the max. On day six,they had to climb 1 200m, spend afew minutes on the summit anddescend 2 800m to Mweka Camp.

“Those five days were the build-up to this,” says Oswald.

“We must hike 1 200m – 200mhigher than Table Mountain – onthe final day! That’s when pole-pole comes into play.”

The constant warning by theguides to walk slower – “pole-pole” in Swahili – will stay withthem forever.

Oswald continues, “At that alti-tude everything is an effort. Get-ting into your sleeping bag is aneffort, putting your clothes on isan effort. Even going to the toiletis an effort.”

Even though the group huffedand puffed during the first fewdays, it was day six that blewthem away. “You can’t see be-cause it’s pitch black. You feelcold, you walk so slowly...” saysOswald.

“Stella Point is basically on topof the mountain, but it isn’t quiteat the peak. When you get thereyou are obviously exhausted. Youcan’t even lift your legs. Fromthere you can see the peak, but it’sa good 45 to 50 minutes to go.

“I promise you, I can see whypeople just fall asleep on their feet.It is an easy walk, but it’s a never-ending walk.”

Sheryl adds to this when shegets up and imitates a person

walking sluggishly: “This is whatyou’re doing, and you know if youkeep doing this you’ll get there! Ithink to myself, ‘I’m here, I’m atthe top, but I have to apparentlyget to that peak!’”

When they finally reached thehighest point in Africa, the sheermagnificence of the world (and thelack of oxygen) left them breath-less. They stayed up there for abrief 15 minutes, which for Sherylwas probably 14 minutes too long.“You feel as if your head’s aboutto explode,” she explains. “I knew

that this was too much for me, soI just wanted to go down.”

The group took a few photos andstarted their descent at 09:00.About nine hours later, and2 800m lower, the exhausted grouparrived at Mweka Camp, wherethey spent the final night.

As one walks down the barrenmountain, the vegetation quicklyproliferates into a thick rain for-est, and from there it’s just a fewsteps to terrain so level that itbrings tears to eyes of those de-scending from the “cone of endur-

ance”. The Haupts have climbedmany mountains, but their adven-ture in Tanzania has given thema whole new frame of reference.

Despite going through difficultperiods, their group of six defiedthe odds – one in four people areforced to turn back before theyreach the peak.

The hike up Kilimanjaro wasplanned for Oswald’s 50th birth-day celebration, but when he wasasked whether they are going toclimb Everest on his 60th, he justshook his head and laughed.

AZ Berman gets lost in the beatLILLIAN AMOS

THE STUDENTS of AZ Berman PrimarySchool in Beacon Valley let the musictake hold when a speaker-splitting hiphop roadshow arrived to upstage thestage.

The African Hip Hop Indaba, presented bySprite and Heal the Hood, sees finalists ofpopular “Step Up Or Step Out” perform liveon stage at schools all over.

Taking place on the AZ Berman’s weeklycultural day, the event had the crowd cheer-ing throughout its packed half-hour session.Even pupils and teachers got their chance toshine when they were invited to join the per-formers on stage, and the youngsters kepttheir thirst subdued with soft drinks provid-ed by Sprite.

Many were given promotional T-shirts assouvenirs, and, by its end, the show had left

a certain shine in the pupils’ eyes.“The children were very pleased and eager

to see the show,” says AZ Berman deputyprincipal Lawrence Pretorius.

The roadshow, aimed at increasing aware-ness around arts and culture among youths,was put together after “Step Up” judge andHeal the Hood project head Emile LesterJansen, also known as Emile YX?, was ap-proached by Flawless Victory Promotions.

“Youths need constant exposure to vari-ous forms of arts and culture, as these arethe main forces against a stagnant society –breeding richness in diversity,” elaboratesShihaam Isaacs, Flawless Victory Promo-tions manager and co-owner.

Indeed, these constructive festivities areset to continue, with a number of eventsgeared to grab attention for the remainderof the year.

How to save on ratesWARD COUNCILLORS will soon host aseries of “clinics” for residents who needassistance with rates rebates.

The City of Cape Town’s 2011-2012 budgetmakes provision for a record R1,26 billion tobe set aside for support and rebates for thepoor.

The fund is intended to ensure fair accessto the city’s services, and to provide finan-cial relief for homeowners who are finan-cially vulnerable.

The clinics, set to be hosted locally byWard 57’s councillor Brett Herron and pro-portional representative councillor PaddyChapple, will help residents with their appli-cations for grants or rates rebates.

“We encourage anyone who wants to makean application, or who wants to find outabout the rebates, to pop in to see us,” saysHerron.

The household income threshold for sen-ior citizens’ rebates has been increased fromR8 500 per month to R10 000 per month,meaning that elderly people whose totalhousehold income is at or below R10 000qualify for rebates.

Other homeowners whose household in-

come is R3 000 per month or less will receivea 100% rates rebate, while those whosehousehold income is between R3 000 andR4 000 per month qualify for a 50% rebate.

Fight or plightYESTERDAY close to 150 000 municipal workers em-barked on a nationwide strike that has the potentialto bring the economy to its knees.

In an ironic twist, industrial action – coined as“strike season” by analysts – has become fashionablein SA, a country with an alarmingly high (25%) unem-ployment rate.

The mining industry, as well as paper and pharma-ceutical sectors, have seen workers downing tools forhigher wages. While this strike is a desperate bid bySA Municipal Workers’ Union (Samwu) members foran 18% increase, it is also a tragedy for a country ashard hit by global recession as any First World nation.

Samwu maintains: “Our demand of an 18% increaseacross the board, or R2 000, whichever is greater, isvery necessary to meet the economic hardships thatmunicipal workers suffer.”

Employers’ offer of a 6,08% wage increase falls scari-ly short.

Previous Samwu strikes have led to garbage pilingup in the streets. Knowing this, why have municipalbosses not done more to resolve the issue and preventa strike?

The South African Local Government Association(Salga) contends that, if met, the impact of the union’s“unreasonable” demands would have to be passed onto local communities. A further consequence could bejob shedding to offset a higher wage bill. The horriblejob reality for thousands of municipal workers encom-passes rats jumping out of bins into their faces andfinding dead babies – for R4 300 a month, a plight wor-thy of compassion.

While empathy is in order, it does not give strikerslicence to punctuate their strike with violence.

Support for a good cause will abound when the fightis conducted in an orderly, legal way; not the case yes-terday, as media reports cited police being pelted withonions and sticks.

It is reassuring to know that the city has contingen-cy plans to ensure service delivery during the strike.

It is scary to consider what would happen if Eskom’scurrent talks with unions, aimed at averting industri-al action, were to fail. Should an Eskom and Samwustrike run concurrently, we may just find ourselveseating dirt in the dark.

IS South Africa becoming a haven for killers fromabroad, especially from the United Kingdom, withalleged perpetrators attempting to murder their fel-low countrymen who are a “thorn in their sides”?

The perception has become increasingly evidentthat, if you need to “bump someone off” compara-tively easily and attempt to get away with the deed,the seeming lawlessness in South Africa has led tothe fallacy that Cape Town is the place where it canbe done.

I refer specifically to the Shrien Dewani murderand its fateful twists and turns, and of late, BritisherShumsheer Singh Ghuman, who is accused of com-ing to South Africa to have members of a Cliftonfamily killed.

Hence, I am not surprised at the sheer frustrationof National Police Commissioner Bheki Cele, whois alleged to have uttered that “a monkey has cometo this country to commit murder”.

South Africa boasts one of the most prolific consti-tutions in the world, protecting the rights of all citi-

zens and immigrants against any form of oppres-sion and xenophobia. Yet there is a misconceptionby overseas visitors that lawlessness and rampantcrime leave the door open for the evil schemes ofcriminals from abroad. No ways must we allow thisto happen. Down with this ill conceived misconcep-tion. Our constitution has been shaped by the blood,sweat, tears, incarceration, and ultimately our lib-eration, by sheer hard work over many years by ourstruggleheroes suchas living iconsNelsonMandelaand Desmond Tutu. We have proved to the worldthat we are a land of the rainbow nation with recon-ciliation as the order of the day, not criminal activi-ties.

ADELEGATION fromthe International Soft-ball Federation (ISF)

tasked with scrutinising CapeTown’s readiness to host the2011 Junior World Champion-ship has lauded the progressof preparations.

Both the ISF director of com-petitions, Laurie Gouthr, andthe world-controlling body’s sec-retary general, Low Beng Choo,sang the praises of the local or-ganising committee’s chairper-son, Noore Nacerodien.

City last week, also attended thelaunch and draw of the tourna-ment, which takes place fromWednesday 7 to Thursday 17 De-cember at the Turfhall Stadiumin Crawford, Athlone.

Sixteen countries will be par-ticipating in the tournament,and the City of Cape Town ispresently upgrading the stadi-um to the tune of more thanR16 million.

Nacerodien said he is confi-dent the construction will becompleted by early November.Some of the improvements in-clude the laying-on of new turfon the two main fields, the resur-facing of the gravel infield areas,the construction of additionaltemporary stands, the replace-ment of all perimeter fencingaround the fields, and new seat-ing in the main pavilion.

“I am very confident that allthe building works will be com-pleted way before the scheduledstart,” said Nacerodien. “Ourplanning is also going accordingto schedule, and I am very confi-dent and excited that we are ca-pable of delivering a world classevent.”

South Africa is seeded 12th forthe 10-day event, and has beendrawn in Pool A along with thedefending champions – the USA– and fourth-seeded Canada.

The hosts start their campaignagainst neighbours Botswana,while the third African side,Zimbabwe, has been grouped inPool B.

WHEN Ajax Cape Town take to the fieldto face Maritzburg United at Cape TownStadium tomorrow (Wednesday)evening, they will be looking to forgetabout the last time the two sides met atthat very stadium.

It was just nearly three months ago whenthe hearts and hopes of every Ajax CT play-er, staffer and supporterwere shatteredaftera vital mistake by then goalkeeper, HansVonk, led to a goal for the Pietermaritzburg-based team and saw the Cape side losing thePSL title because of the 2-2 draw.

And with the new season underway,Maarten Stekelenburg’s chargers will alsobe looking to forget their season opener,which saw them go down 2-0 to PlatinumStars in Rustenberg this past weekend. Twogoals by Stars midfielder Lantshane Phalanein the first half sealed the fate of the UrbanWarriors.
