community policing forum’s spokespersonMario Oostendurp, is not enough.Residents are more than fed up with the
lengthy response times police take to get toa crime scene.Residents have been begging for over a

Major General Jeremy Vearey says deploy-ing additional officers is a lengthy process.“Deployment of additional officers is not
driven by demands. That is stupid logic.Crime fluctuates with sporadic incidents soyou cannot base deployment on this varia-ble,” he explains.Oostendurp says they have fewer active
police officers than at the beginning of theyear. “Student constables were deployed toStrandfontein and later moved back toMitchell’s Plain. Given that crime is escalat-ing we need experienced police officers whoare permanently stationed here,” he argues.“Criminals know the routes officers take,
when their shifts change and where crimeis happening. They use this to their advan-tage to evade arrest.”A Strandfontein resident, who asks not to
be named, says she lives opposite a drughouse and requires swifter action.“We call the police when we see the sus-
pects operating at the premises. But policecome threehours later, longafter these char-acters have left,” she seethes.Vearey says the smallest policing sector in
Mitchell’s Plain has only one sector van anda sector commander, but has the same if notmore crime reported than Strandfontein.Meanwhile, Ebrahim Abrahams from the
neighbourhood watch says the communitysafety structure seems ineffective becausethey do not have the backing of the police.“We catch criminals and immediately call
on the police to arrest them, but two hourslater then only do the police officers arrive.Weare limited inwhatwe cando anddependon the police to arrest them,” he says.Resident Carl Hendricks says locals are
coming to the party by reporting crime, butpolice need to do their bit too.“We understand the police have a big job,
butwe are doing our duty by reporting crim-
inals as police always request, but they areso understaffed they are not able to respondto our complaints timeously enough to catchthe criminals,” he says.However, station commander Captain Lu-
lama Qavana says she cannot confirm thenumber of officers and patrol vans on dutyat any given time.“The two sector commanders are onpatrol
every day. We also have two officers in acomplaints van on patrol,” she says.But crime prevention is a joint effort and
residents, community safety structures as
well as the police need to unite, Abrahamssays. “Yes we need more police officers, butthe community only adds to the problem.Everyone complains but no one offers solu-tionsaboutwhat theycando toaddressprob-lems.We constantly put out requests for res-idents to volunteer their time to patrol withthe neighbourhood watch, but few peoplecome forward. There is no medication to treat itand those affected never achievetheir full potential. This is the hor-rifying tragedy of Fetal AlcoholSyndrome (FAS) stalking commu-nities across the globe.
Drinking may be an adult’s de-light, but it is deadly to an unbornchild.
Professor Denis Viljoen, an hon-orary professor in genetics at uni-versities of Stellenbosch and Wit-watersrand and chairperson of theFoundation for Alcohol Related Re-search, says booze affects the cen-tral nervous system, and the effectson a child still in development is farreaching.
“Fetal Alcohol Syndrome in thechild is determined by the mother’s alcoholusage during pregnancy,” he says.
“Some mothers who drink appear to havenormal children, but once they’re tested itcomes to the fore that they’re not like aver-age children.
“The mother’s genetic makeup also deter-mines the health of the child. If the mother’smetabolism is fast, alcohol will be metabo-lised quickly and won’t have serious effectson the child. There is no blood test for alco-hol syndrome, which makes it difficult todetermine FAS within children.”
Viljoen says no woman knows when she’spregnant. “Most women only find outthey’re pregnant weeks or months after shewas sexually active,” he says.
Consuming alcohol during pregnancycan affect up to 90% of the baby’s nervoussystem and can also result in skeletal andorgan defects.
“This can have an array of effects on thechild’s intellect, language, executive func-tions, behaviour and attention span,” Vil-joen explains.
“At least 15% of children in poor commu-nities are born with FAS. This meansthere’s an estimate of two million people inthe country who’ve been affected by the syn-drome.”
These children don’t have the usual inhi-bitions of their peers free of FAS and get in-volved with risky and unsavoury activities.
“Their [age] of death is reduced whencompared to the normal population because
they get involved in unsavoury activities.They cost society money, because the educa-tion system can’t cope with them.
“These individuals generally disrupt theclassroom and mainstream teachers are notequipped to teach them. Social servicesdoesn’t accommodate FAS individuals un-less they are handicapped in a certain way.Not a lot is afforded to these individuals andit will literally take years to get to the topof this problem,” Viljoen says.
A Grade 6 teacher at a mainstream school,who spoke to People’s Post on condition ofanonymity, says she has FAS children inher class and struggles to fulfil her duty toteach them. “They struggle to grasp con-cepts and react differently to situations.Some are very passive while others are ag-gressive,” she says.
“These pupils need individual attentionand explaining concepts to them takes along time. Some can’t concentrate and willwalk around after sitting still for five min-utes to disturb the rest of the class.”
Teaching these children is a trial.“Instead of using numbers I use sweets as
numbers to explain. An average child in myclass takes up to three days to grasp some-thing, but a FAS child can take up to threeweeks before they understand,” she says.“I’ve learned that FAS children come fromabusive situations, single-parent house-holds and environments where people haveturned to alcohol as a saving grace. The sadreality is that many of the children know
they have FAS.”The education system does not
accommodate children with FAS,so many of them are promoted tothe next grade regardless if theyare competent at concepts taught atlower levels. “Compared with theirpeers it is evident FAS childrenhave different features such as asmaller head and hands, their earsare positioned lower on their headsand their faces are tiny,” she says.
“They read phonetically withoutcomprehension by breaking upwords as they go along a sentence.Most of them are more practicallyinclined and should be accommo-dated at special schools.”
Founder and CEO of FAS FactsFrancois Grobbelaar says they’vestarted a mentorship programme
for expectant mothers.“The mentor visits the mother twice a
month and over weekends to ensure she’sstopped drinking because some womenstruggle to stop consuming alcohol duringpregnancy,” he says. “The responsibilitylies with the woman to confirm she’sstopped drinking and the mentor will alsoask her family members and companion toconfirm this. The mentor also observes thewoman’s attitude to determine her behav-iour.
“We’ve had a lot of success with this pro-gramme because of the 37 participants, 25stopped drinking completely, while the oth-er 12 drink less.”
The foundation’s CEO Leana Olivier saysthey have launched various projects ena-bling teachers with skills on how to teachFAS children. They also have another pro-gramme focusing on promoting a healthierlifestyle to mothers. “Everybody shouldtake responsibility for the huge FAS prob-lem South Africa is experiencing,” she says.
This has led to the foundation approach-ing the liquor industry to sponsor and assistwith prevention and awareness work.
“Even though FAS is not considered a dis-ability there’s an international movementlobbying to get it listed in the American Psy-chiatric Association’s Diagnostic and Sta-tistical Manual of Mental Disorders(DSM-V),” she says.
“This will ensure for better managementand resources to deal with this condition.”

The sanctified ground of a church in Mitch-ell’s Plain has been tainted by allegations ofchild rape, drug abuse and prostitution.A tent used by the Hosanna MinistriesChurch inNewWoodlands has beendisman-tled after a church employee was arrestedfor the alleged rape of his seven-year-olddaughter.It’s alleged the 47-year-oldMitchell’s Plainman raped the girl inside the church tentwhile her mother was asleep.Another suspect has also been arrested.Zainonesa Ismail (57) lives opposite thechurchand says the girl came toher andcon-fided how her father had sexually assaultedher.“She told me her father and his friendscratched her private parts,” she says.The Mitchell’s Plain Family Violence,Child Protection and Sexual Offences Unitis investigating, says provincial policespokesperson Captain FC van Wyk.“The alleged rape occurred on Saturday 3August. A 47-year-old man was arrested andthe accused appeared in theMitchell’s PlainMagistrate’s Court on Friday 16 August.”Residents say the church is a cesspit of de-pravity.Ismail says: “The tent is left open and usedfor prostitution and drinking. This raucousbehaviour continues into the early hours ofthe morning,” she says in revulsion.Regina Martin (56) is glad an arrest hasbeen made.The community leader says she had con-tacted the church’s pastor on numerous oc-casions but her efforts proved to be futile.“We called the pastor about our concernsregarding the use of the tent for criminal ac-tivities, but our pleas fall on deaf ears,” sheseethes.Martin is part of the block committee pa-trolling the streets and echoes Ismail’s alle-gation of prostitution.“There are all kinds of criminal activitieshappening at that tent. People use the placeto do drugs and store stolen goods.We thankthe police officers for their swift action inarresting the suspects,” Martin says.It was Martin who brought chargesagainst the father.“I was told about the incident two weeks
after it had happened. Something had to bedone. There are so many children livinghere and it is because of my concerns fortheir safety that I reported the matter,” shesays. “Wewill not allowanyplace ofworshipto erect tents and have it used for criminalactivity.”The tent is in the process of being re-moved.However, the pastor of the church says itis due to the bad weather.Martin says: “This tent has been here forfour years and it’s time they either build achurch or stop using the land for churchservices.”

Homeowners who need assistance topay theirmonthlymunicipal accountsnow have until the end of the monthto apply for special rates rebates fromthe City of Cape Town.Senior citizens who are 60 years orolder, as well as recipients of a disabil-ity grant or pension, could qualify forrates rebates ranging from 10% to100%.“We know that there are many peo-ple in our city who struggle to paytheir municipal accounts. The City iscommitted to assisting them as far aswe are able,” says deputy mayor andMayoral Committee member for Fi-nance Ian Neilson.The upper limit of total householdincome has also been raised fromR10 500 to R12 000 per month.This year council has budgetedR1,97b to help the poor.In addition, all property ownerswith a total household income ofR3 000 or less per month may apply tobe registered as indigent and mayqualify for a 100% rates and refuse re-bate.Their arrears may also be writtenoff once during occupation of the prop-erty.Apart from the full rates rebate onhouseholds earning R3 500 or less permonth orwhose residential propertiesare valued at R200 000 or less, the Cityhas added new indigent categories forpeople who have an income greaterthan R3 500 and not more than R5 000per month.If a total household income is be-tween:• R3 501 and R4 000, residents will re-ceive a 75% rates rebate;• R4 001 and R4 500, residents will re-ceive a 50% rates rebate; and• R4 501 and R5 000, residents will re-ceive a 25% rates rebate“We call on community leaders toassist potential beneficiaries in regis-tering for this financial assistance.The rebates start from the date thatthe City receives applications and re-main valid until the end of June nextyear,” Neilson says.“Todate, some9 922peoplehave reg-istered, but we know that there aremanymorewho can take advantage ofthis financial lifeline.”Residents who registered for finan-cial relief in the past need to re-regis-ter to prove that the circumstancesthat enabled them to benefit from thepolicy still apply.Rebates are also available to NGOs.For more information on how to ap-ply for the rebates contact the City ofCape Town’s Call Centre on 0860 103089 or visit your nearest municipal of-fice.

Police reservists last week marched to theUnion Buildings to let Minister NathiMtethwa know they wanted to be includedin the formal policing sector.
A police reservist, who asks not to benamed, says he’s been volunteering for 13years and does the same job as normal policeofficers. “I usually work over weekends fora total of 16 hours per month. When I’m onduty, I do the same job which police officersdo. The only difference is I’m not gettingpaid for the service I deliver,” he says.
“Some policemen are not as committed tothe job and take their time to get the sceneof the crime, where reservists do the workbecause they’re passionate about their com-munities.”
Unlike police officers, reservists work inthe areas in which they live.
Reservists wear police uniforms, haveguns, drive state vehicles, receive bulletproof vests and undergo the same trainingas policemen. “If I get shot while on duty Iwill receive the same treatment as regularpolice officers,” he says.
“Reservists don’t get paid but we shouldbe recognised for the contribution we’remaking to the community by increasing ourrank to increase the morale among passion-ate reservists.”
Those who want to work in the police forceneed a Grade 12 certificate, a driver’s licenseand need to be younger than 35.
South African Policing Union (SAPU) gen-eral secretary Oscar Skommere says this isnot the first time incensed reservists havespoken out.
“Some time ago after the issue was raised,Minister of Police Nathi Mtethwa employed
some of the reservists as policemen,” hesays. “The only reason I can think of whichexcluded some reservists is the criteria.”
Police and Prisons Civil Rights Union(POPCRU) spokesperson Theto Mahlakoanasays they’re declining to comment until per-tinent internal issues are been resolved.
Suspended chairperson of the WesternCape Community Policing Board HanifLoonat says reservists deliver better servic-es to communities. “They do the job for thelove of it and serve with commitment,” hesays. “They’re becoming a threat to the po-lice service, because they’re less corrupt. Re-servists work at the police stations closestto their homes, so if they do become corruptthey will be exposed by community mem-bers.”
Loonat believes the moratorium placed onthe police stations to allow reservists backinto the system needs to be lifted. “We needto employ dedicated reservists again be-cause they ensure safer communities.”
Zweli Mnisi, spokesperson for Minister ofPolice Nathi Mthethwa, says their depart-ment won’t include the reservists.
“The minister’s already relaxed the re-quirements for police officers by increasingthe viable age to 40, a driver’s license is nolonger a prerequisite and you no longer needa matric certificate,” he says.
“We recognise the role reservists haveplayed in reducing crime and have lifted themoratorium placed on appointing reserv-ists. Mthethwa would like to see reservists,who are interested in the service go to a po-lice college, where they will be assessed indi-vidually.”
Mnisi says there’s no guarantee that re-servists will automatically become a police-man.

manded money back, stating they’vereached the end of their ropewith owner Eb-rahim Abrahams and his promise of low-
cost housing.But many who have pumped money into
the project say they fear their investmentwill bear no fruit as, to date, no houses havebeen built.Manyof the aggrieved investors paid their

first client, says she invested with the com-pany several years ago. She was put into a
show house and subse-quently evicted.But Abrahams says
Peters is at fault. “I puther in that house. Isigned on the dotted line,but she failed to pay oc-cupational rent of R5500which is why she wasevicted,” he explains.The seniors says Abra-
hams is fooling the pub-lic. “He has never deliv-ered on the promises hemademe. I am an elderlywoman and he felt noshame watching me getevicted,” she says.Community activist
Suleiman Stellenboomcondemns the eviction,stating “ only a sheriff ofthe court can evict some-one”.
Another woman,who spoke to People’sPost on condition of anonymity, says sherefuses to wait three years for a house.“Wehave lost trust in him. It is not possi-
ble to wait three years for a house. You arebound to get frustrated especially becausethere is no line of communication betweenthe clients and the owner of the company,”she seethes.A seething investor, who also wishes to
remainanonymous, is demandingher cashback – with interest.“There is no surety about when houses
will be built. We paid R3000 and have stillnot received any answers from Ebrahimabout where the houses will be built. Hisofferings sounded promising three yearsago, but now it reeks of fraud,” she says.“Whenever we request a meeting, he is
unavailable.Whenever we call he is not in.That money can be better used on buildingabetter future formyself andpossibly stud-ying further,” she explains.While Abrahams has committed to re-
funding unhappy clients, he has refused topay back the money with interest.“Don’t threaten me. I do not feel threat-
ened by anyone, not even the police,” hescreamed at the murmuring mob.Stellenboom says two fraud cases
against Abrahams is being investigated.“People have lost trust in him. He is not
delivering on what he promises. He sayspeople should make appointments with
him, but he is never available. He is not evenable to tell his clients when the houses willbe built,” he explains.Abrahams says the delays stem from third
parties.“I am not running this business onmy own.
Ihave toworkaccording to government’s planand that iswhere thedelays stem from,”Abra-hams says.

come a norm as schools are locatedbetween turf “ruled by rivalgangs”, Donkers says.Absenteeism has soared at pri-
mary schools in the area.Mothers who spoke to People’s
Post say their children have beengiven transfers as gangsters havethreatened to kill their young oneson the school grounds.Innocent children are being in-
timidated and lured into gangs.Fatima Daniels (34), a mother of
six, is battling to findplacement for
her 16-year-old son.The teenagerwas suspended and
given a transfer after a group ofgangsters threatened to stabhim todeath at Woodlands High.“The school fears for the other
pupils’ safety, but what about myson’s future? Having not finishedschool myself, I know education isthe only way out of a life of povertyfor my children,” Daniels says.“Gangsters have been on my
doorstep with knives and bricks.My son is not involved in gangs.His refusal to join a gang has himliving in fear,” she explains.With only R1740 to survive, Dan-
iels lives with her children andboyfriend in a bedroom.“With no job this is all we can af-
ford. I cannot afford to send him toa school outside the area unless Iallow him to live with family.”After paying rent, water, tele-
phone and electricity bills, she isleft with R800.
“After the first week we are leftto borrow money from the loanshark, or I will ask the neigh-bours,” she says.“Some nights we go to bed hun-
gry. My children go to school hun-gry and have to learn on an emptystomach,” she says.Donkers says you can’t teach a
hungry child. “These childrencan’t concentrate.”Resident Wajied Bailey has two
daughters aged 14 and seven. Hegrew up in Hanover Park and haslived inWoodlands for eight years.Both his children attend school.The unemployed father believes
negligent parents are partly toblame for the high absenteeismand drop-out rates at primaryschools. “Financially, it is not easyputting children through school,but where there is a will there isa way. It is sad to see other parentsjust sitting by idly while their chil-dren play in the streets unsuper-
vised. Children deserve better,” hesays.Woodville Primary principal
Keith Riddles says absenteeism athis school fluctuates.“Absenteeism at our school in-
creases during times of inclementweather when there are winterstorms and often because of soci-
etal or contextual factors. Violencedoes become a factor which pro-motes absenteeism. When gangsfight, parents would come get theirchildren immediately from school,and sometimes keep them at homethe following days,” he explains.These are isolated occurrences,
Riddles insists.

The lives and minds of pupils at WestridgeHigh are on the brink of positive changewith the opening of their very own library.PrincipalWendyVergotine is rubbing her
hands in glee at the opportunity her youngscholars now have to excel.The new facility will open on Wednesday
11 September.To help stock the library, The Book
Lounge is calling for public support.They have committed to donate 5000
books, but for the project to work all roleplayers need to be on the same page.Megan Hitchin of The Book Lounge says
they have received in excess of R10 000 in do-nations from the public.“We have also received book donations
from local publishers,which is fantastic, but
there is still a long way to go,” she cautions.The librarywill transform the lives of 1100
pupils.“A library would be giving them access to
new worlds and tools of education that theyhave so far been denied,” Hitchin says.Westridge High was chosen for the book
donation project because of its lack of a user-friendly library and its desperate need forone, Hitchin says.“It is also not far from our chosen school
of last year, Parkhurst Primary. Parkhurstfeeds into Westridge High so this library ap-peal will give these pupils access to readingmaterial throughout their entire school ca-reer,” she explains.Vergotine says the benefits attached to
their new library is the boost pupils need toempower themselves and achieve a qualityeducation.
“The pupils will now have access to re-searchbookswhichare relevant to their cur-riculum. It will also help develop in them alove for reading,” she explains.Vergotine is alsokeen to see literacy levels
at the school rise.Hitchin says bookshave been selected, but
still need to be purchased.“We would be most grateful if you would
consider contributing to the appeal – anyamount between R100 to R10 000 would behugely appreciated. Just choose how much,and we will select books to that amount andsend you an invoice for an EFT.”The Book Lounge, in Roeland Street, Cape

A District Six claimants organisation hasraised their voice against the land restitu-tion process. TheDistrict SixWorking Com-mittee is now demanding the claimants begiven the full 150ha of land as restitution.
In ameeting on the weekend, chairpersonof the committee Shahied Ajam called onclaimants to stand up for the land theywereforcibly removed from during apartheid.
This was spurred on by a recent handoverof property to claimants in ahousing projectin the former District Six. “Last week, 70families had keys and were happy. Another900 has a set of numbers and didn’t get any-thing,” Ajam says. “We are thankful forthose houses, but that is only the beginning.We want restorative justice,” he says.
Ajam says the former District Six wasmade up on 150ha, but only 40ha has beenmade available for land claims.
“Wewant theground,nothouses.Thepeo-ple are entitled to land,” he says.
However, the land is simply not available,District SixRedevelopment andBeneficiaryTrust chairperson Anwah Nagia insists.“District Six was only 98ha historically, ofwhich only 42 is left. Unless we’re meant todemolish the University of Technology,roads and homes, wherewill the space comefrom?”
Nagia says the only solution is to ask theCity of Cape Town tomake land in other are-as in the city available, but this would notfall into District Six.

Theamendment to theRestitutionofLandRights Act no 22 of 1994 has been publishedfor consideration of Parliament, and will al-low for the re-opening of the registrationprocess to lodge claims, says VuyaniNkasayi, provincial spokesperson for theDepartment of Rural Development andLand Reform.
“At this stage the process of lodgement ofland claims is still closed. The departmenthas published an amendment bill to amendthe Restitution of Land Rights Act no 22 of1994 as amended. This actwill deal with peo-ple who have lost land before the 1913 Na-tives Land Act and also help people who didnot lodge claims before the closing date of31 December 1998,” he says.
Nkasayi says claims will be dealt withonce the process is underway.
“In terms of the District Six WorkingCommittee, we will deal with their claimsonce lodged when the process is opened. Ican also mention that there will be a lot ofnew claims on claims already settled.”
Nagia says the Trust will welcome anynumber of claimants coming back to the ar-ea.

A group of cyclists will start a 20-day,1 400km trek across the country onSunday to help raise awareness for a
new cycling safety campaign.The Pedal Power Association’s (PPA)Toy-
ota Ride for your Life South Africa Tour willsee the group start in Johannesburg on Sun-day 8 September and make their waythrough several towns en route to CapeTown.The tour forms part of PPA’s Cyclists Stay
Alive at 1.5m campaign, which urges motor-ists to pass cyclists with a safe berth of 1.5m.PPA chairman Steven Hayward says the
organisation hopes the campaign will makemotorists take greater care when drivingnear cyclists.“With the shocking number of cycling-re-
lateddeaths onour roads in recent times, thelaunch of theCyclists Stay Alive at 1.5m cam-paign in the Western Cape last year createdcritically important awareness around cy-cling safety,” he says.“By launching theRide for your Life South
Africa Tour, we aim to expand on the cam-paign’s success and reinforce safety and tol-erance amongst drivers and cyclists on allSouth Africa’s roads.”The cyclists will make their first tour stop
in Bloemfontein on Wednesday 11 Septem-ber, reach Oudtshoorn on Friday 20 Septem-ber and arrive in Cape Town on Saturday 28
September.A series of events will take place along the
route, including mass rides from Johannes-burg, Bloemfontein and Oudsthoorn on de-parture days. Celebrities, local business-men, professional cyclists and eager ama-teurs are all expected to participate, drivinghome the cycling safety message.They will accompany the Tour partici-
pants to a predetermined spot along wherea “ghost bike” – a bicycle paintedwhite – hasbeen erected in memory of those cyclistswho lost their lives on the country’s roads.Thereafter, the Tour participants will con-tinue and those participating in the massride will return to the departure point.Hayward adds thatmany of the increasing

volved supporters and players, but the ex-act details are not yet clear.Violence has plagued club rugby in the
union for some years, leading to criticismof the WPRFU.But most clubs believe it is up to clubs,
and not the union, to ensure that theseevents do not occur.Hamiltons RFC chaiperson Michael Rey-
nolds believes the union has done its partto ensure that violence does not occur.“I believe the WPRFU Disciplinary Com-
mittee is doing (its) part. WP has put in theeffort to clean it up, but it’s up to the clubs,”he says.“Tempers flare and there is nothing
wrong with banter, but it’s up to clubs’ (ex-ecutive) committees to make an effort tostamp it out.“You do not hear about the incidents as
often as in the past. I must compliment theDisciplinary Committee, but they can onlyact if a case gets brought before them. Theclubs are responsible for the control (onthese matters). They must root it out andreport it, so that Province can take action.”Reynolds adds Hamiltons has forced un-
ruly fans and members out of the club inthe past, to prevent violence.Mitchell’s Plain club Collegians had one
of the worst reputations for violence atmatches, but junior vice president Nasiefvan der Schyff says the club has managedto stamp it out by taking ownership of theproblem.“At times tolerance needs to be shown to
each other’s cultures and where we comefrom; where there is not enough toleranceshown,weget situation like thatwhichhap-pened at False Bay,” he says.“There have been initiatives to foster in-
clusivity and diversity, respect and toler-ance, but I think the responsibility lieswithclub officials – they have to take responsi-bility
“AtCollegianswehavemade tremendousstrides in improving our discipline since2006. All our players have signed a code ofconduct. They are continuously remindedof the code and to respect each other, theopposition and the game. Our disciplinaryrecord has been exemplary over the lastfour years.”Bruce Fraser, chairperson at Claremont
club Villager, says the club officials andplayers need to set the example.“It startswith the clubattitude. If the club
has the right attitude, it filters through tothe fans,” he says.“For example, if I am standing on the side
of the field and one of our spectators startshurling abuse at the referee, I won’t allowit. It’s a question of education and havingthe committee involved to control whathappens on match days.”Retreat RFC chairperson Ivan van der
Merwe shares Fraser’s views, adding thatbetter performing referees would aid solv-
ing the problem.“There is a lot contributing to it; I have
always said that capabilities of the refereesare a big contributor to it,” he says.“It would help if the officials go to crucial
games to assess the referees. If the peoplesee that the officials are there, it pushesdown the testosterone. I firmly believe thatthere is no excuse for people to behave (ina rowdy manner).“Emotions run high, but you should be in
control of your emotions.”WPRFU will hold a disciplinary hearing
to deal with the incident in Constantia laterthis week. The exact date of the hearingcould not be confirmed at the time of goingto print.
