Dear 4-H Families and Friends,

Research has found appreciation, time together, communication,

commitment and problem solving are key factors in a strong

family. Today we would like to highlight the importance of “time

together”.

Strong families go out of their way to organize their lives so that

they have time to spend together. They don’t just take advantage

of spare time that comes up. They deliberately plan for time

together and they are willing to give up other activities in order to

keep the time for the family. These families value and enjoy each

member's special qualities and abilities, and they go our of their

way to support and enhance each family member a s an individual.

Here is a possible family activity that you can share as spring is

here and more birds are bound to appear.

Birdseed Biscuits

3/4 cup of birdseed Foil

1 1/2 Tablespoon of flour Cookie sheet

3 Tablespoons water Straw

3 in. cookie cutter Ribbon

oil/cooking spray

Instructions:

1. Mix together birdseed, flour, and water.

2. Spray the cookie cutter and foil with cooking spray or rub with

oil. Place cookie cutter on foil-covered cookie sheet. Pack the

mixture into the cutter, inserting half a straw near the top to create

a hole for hanging.

3. Bake the biscuit (with the straw) in a 170 degree oven until

biscuit is hard, about 1 hour. Let it cool.

4. Remove the straw and thread ribbon through the hole and hang

it outside in a sheltered spot. Have fun and enjoy!

Changes to 4-H Volunteer Background Check Process

4-H Volunteers have background checks conducted on them when they become volunteers and every four years of service after that. The process of conducting background checks on continuing volunteers is changing. Volunteers with four years of service or more will be receiving a letter both surface copy and e-mail copy in late March with instructions on how to complete this new process. The letter will state that: “In accordance with UW Regent Policy #20-19 and UW Colleges & UW-Extension Criminal Background Check policy, we are required to conduct a national criminal background check for employees and volunteers holding a “position of trust with access to vulnerable populations”. Employees and volunteers holding a position of trust with access to vulnerable populations shall be subject to a criminal background check every four years during employment (or volunteering) and shall be required to self-disclose certain criminal offenses. Your current position is identified as a position of trust with access to vulnerable populations.” The letter will go on to say that volunteers will be receiving an e-mail from the General Information Services (GIS) with instructions on how to complete the process online. Please do not ignore these e-mails, consider them spam, or ignore this process. With this new process, the cost for running a national criminal background check will be paid for by the University, thus saving the Pepin County 4-H program money. Volunteers are key to our program outreach, but keeping our kids safe is of the utmost importance for us all. Thank you for volunteering!! Our office will work with those volunteers who do not have access to e-mail to get through this process.

Volunteer Mandated Reporter Online Training Now Available

We now have the online version of the Mandated Reporter Training available for volunteers. They can take this training by logging into 4HOnline and going to the training section. On the following pages are specific instructions to help you through this training. All currently enrolled volunteers are encouraged to take this training. It will be tracked in 4HOnline under trainings completed. You are encouraged to print a certificate off and keep for your records. We will be rolling out the new Volunteer in Preparation Training this spring. Once the new training is launched all new volunteers who go through the new Volunteer in Preparation Training are required to take this training. R Kidz Rock Visit

The 4-H Senior Youth Council paid a visit to the RKids Rock after school program on Feb. 18 with a Valentine's Day project. The SYC members that came to help Wendy with the project were Stephanie Brantner and Lauren Hendel. We made a wooden "LOVE" sign out of blocks of 2 x 4 boards. Wendy had painted the blocks white and the hearts red ahead of time. The kids got to pick out 3 different pieces of patterned scrapbook paper and glue one piece of paper on each block. Then they used stencils to make the letters L, V, and E and cut them out. They glued the letters to each block then brought all of their blocks and the heart block to Wendy so she could hot glue the blocks together to spell out the word "LOVE". The kids always seem to enjoy making the projects and look forward to our next visit.

New Business Craft show coming up – does anyone want to volunteer? Feb. 27th Katelynn and Emily will demonstrate a fair project next meeting and we plan to

have other members volunteer each month to demonstrate a fair project of their choice.

Bo went over new letter. We talked about going to Eau Claire Sports center on April 4th for a group fun day. We made valentines for the Homeplace and Oak Gardens in Altoona Kevin adjourned meeting, Jacob 2nd

Next Meeting will be Monday, March 7th at 6 pm. Afdahls will bring the snack.

2017 Citizenship Washington Focus (CWF) Presidential Inauguration Program

There is a unique opportunity for 4-H members (age 14-18 as of Jan. 1, 2017) to participate in a CWF Presidential Inauguration Program. Members wishing to enroll must have participated in the P/L Federation Interview Process in November 2015 or willing to fulfill this requirement before March 1st. Those successfully registered and accepted will not be able to participate in another trip during the 2016-2017 4-H Year. See below for more information. (Please note that the cost of this experience will be funded by you/your family “up front”. The amount of financial support, if any, from the Pepin County 4-H Leaders and Youth Leaders will be determined in the fall of 2016)

WHAT? Wisconsin 4-H Youth are invited to participate in this citizenship program in Washington, DC. Through hands-on workshops; speakers; field trips to national memorials, historical sites, and museums; and experiencing Presidential Inauguration Day events, you will learn the importance of social responsibility and the meaning of the Democratic process. Explore the history of the Presidency, the election process, and the role of the press, discover the intricacies of the Executive Branch and careers in politics, and practice your role in citizenship through service, civic education, and engagement.

WHEN? Departure will be on Tuesday, Jan. 17 with return to Wisconsin on Saturday, Jan. 21, 2017. A mandatory orientation teleconference will be held between 7:30-8:45 p.m. Thursday, Nov. 17, 2016. Invoices, details and a Participant Guide will be sent via mail. The Participant Guide will be posted for referenced at (http://fyi.uwex.edu/wi4hedopp/cwf-delegate-info/)

WHERE? National 4-H Center, Chevy Chase, MD and nearby Washington D.C. Participants will fly round trip on commercial airlines between Madison, Milwaukee, or Minneapolis and Washington, D.C. Return sites are the same. National 4-H Council will be responsible for transportation within the Washington D.C. area.

WHO? The program is open to thirty (30) enrolled Wisconsin 4-H members in good standing, age 14-18 as of Jan. 1, 2017, who carry county approval through time of program. UW Extension 4-H Youth Development Staff Advisors at a ratio of one per ten youth will accompany the youth from each airport and throughout the program.

HOW MUCH? Tentative registration fees are approximately $1,300 including round trip flight between Madison, Minneapolis, or Milwaukee and Washington D.C., four nights lodging, most meals, transportation during the program, shirt, drawstring backpack, button, lanyard, and cold weather accessories. Final cost is dependent on airfare and will be announced in August. Please contact your county 4-H Youth Development office regarding possible financial assistance/scholarship support. The remaining amount is the responsibility of the delegate and his/her family. Those whose written cancellations received prior to 4:00 p.m., June 29 to [email protected] will have no financial penalty. For cancellations received after 4 p.m., June 29, full registration fees will be assessed. Medical emergencies will be considered for partial refund on a case by case basis. Same-gender substitutions might be possible till fall. Invoices will be mailed to parents in April for $700 due June 30 and in August for the balance which will be sue Oct. 15. Payments should be written payable to UW-Extension.

HOW: Registrations for Wisconsin 4-H Online for Citizenship Washington Focus Presidential Inauguration 2017 will be accepted first come, first served. Registration will be through your 4-HOnline account. Opens 6:00 p.m. March 1, 2016 and closes midnight March 16. Youth will be assigned on a first-come, first-served basis. All registered youth will be notified whether they are confirmed or on a waiting list in March. You will be asked to complete your 4-H Online health form at a later date.

Wisconsin Farm Broadcaster Pam Jahnke would like to promote 4-H over the next year by featuring interviews with 4-Hers, volunteers and staff. She is not interested in agriculture only – she is interested in stories from kids and adults who have benefitted from 4-H, and

that means traditional club members, after school program participants, at-risk youth, first generation families, Upham campers, and anyone else who has a 4-H story to tell.

4-H SCHOLARSHIP SPONSORED BY PEPIN COUNTY 4-H PARENT LEADER FEDERATION

To qualify for a $500.00 scholarship, you must be a high school senior who resides in or near Pepin County and a current Pepin County 4-H member. You must be planning to attend a technical college, university, or other applicable short course in any area of study. Payment of the award takes place following the first semester of the first year of higher education or upon completion of short course. It must be used within one year and will be paid directly to scholarship recipient after first semester grade transcripts are received by the 4-H Youth Development Agent of the Pepin County UW-Extension Office. Deadline is April 1, 2016 . Application is available online at :

Wisconsin 4-H Foundation Scholarship

The Wisconsin 4-H Foundation will award more than $10,000 in scholarships to outstanding Wisconsin students pursuing higher education in 2016. To be considered for financial support, applications must be received via email by the Wisconsin 4-H Foundation on or before March 15, 2016.

Wisconsin 4-H Foundation scholarships are awarded to students based on demonstrated personal growth, development and leadership, academic performance and future educational goals.

To be eligible for Wisconsin 4-H Foundation scholarships, students must have been a 4-H member for at least one year, have a grade point average of at least 2.5 on a 4.0 scale, and be enrolled or planning to enroll at a university, college or technical school during the 2016-2017 academic school year. The 2016 Wisconsin Towns Association Scholarship Program, funded together with our scholarship

partners Rural Mutual Insurance Company and Scott Construction, Inc. All applicants must be

graduating from a Wisconsin public or private high school in 2016 and plan to attend a Wisconsin

public or private college or vocational technical institute in 2016. Several prizes will be awarded.

This year's topic is: “What strategies should legislators consider to address the dilemma of

increasing town/village fire and emergency medical service costs?” The deadline for submissions is

It is time for the 11th Annual Pepin County Conservation Grocery

Bag project celebrating Earth Day, April 22, 2016. Please have

your students make a difference by decorating as many grocery

bags as they wish with colorful, environmental messages and

pictures showing how they feel about Earth Day. All decorated

grocery bags will be given to EconoFoods in Durand and be

handed out the during the week of Earth Day. Please let me

know by Friday, March 11, 2016 how many bags you would like.,

www.earthbags.org. Thank you for your support with this conservation project.

Scrapbooking is a one of the many projects that 4-Hers can enter into the Pepin County Fair. Shirley Merker, a Stampin' Up demonstrator, was contacted and asked to conduct a scrapbooking class for any 4-H member to attend to learn basic scrapbooking techniques. She designed a 2-page layout for Halloween, Christmas and summer fun. She provided all of the supplies and the cost was $10 for the 6 completed pages. She is a great instructor and showed how easy it is to decorate pages and have fun doing it. For anyone that missed this class and is

still interested in doing this project, contact Wendy Brantner from the Lima Lads and Lassies 4-H club and a class can be arranged.

Lima Lads and Lassies 4-H Club Update

The Lima Lads and Lassies held their monthly meeting on Feb. 21 at the City Hall. Stephanie called the meeting to order and Lauren gave a the treasurer's report. We discussed 4-H camp, what it's all about, when it is, and the cost. We encouraged kids to sign up and go have a great time by having new adventures and meeting new people. A fair booth theme contest and fairbook cover design contest are being held so get your thinking caps on and submit an idea to the Extension office. Our March activity will be a visit to The Homeplace Assisted Living place. Each family will bring 2 dozen sugar cookies and we will decorate cookies with the residents and leave all of the cookies with them to enjoy throughout the week. Marie Ritscher came to our meeting to explain changes that will be occurring due to the state budget cuts and to talk about changes that may be happening with the fair since the school is up for sale. She also brought a video camera to tape parts of our meeting to make a promotional video encouraging kids to join 4-H and tell others what 4-H is all about. Weber's were the "Family In Charge" and the project they brought was string art. Each person was given a piece of wood and a piece of paper with their monogram letter on. We laid the paper on the wood and took small nails and pounded them in the wood to make an outline of the letter. Then we ripped the paper off and started with a sting and wrapped it around the nails to outline the letter. Next you go back and forth weaving the string through the nails to fill in the letter. Once the paper was ripped off the board it was a challenge to follow the flow of the nails to make the outline of the letter. Finally we ended our meeting with a snack and time to visit. CHIPPEWA 4-H CLUB NEWS

FEBRUARY MEETING MINUTES On SUNDAY, FEBRUARY 7 @ 1:00 PM the Chippewa 4-H Club meet for a sledding party at the McMahon's Hill. We had a beautiful 40 degree day. Our host families were McMahon, Ingli, Hass. The families had a great time sledding, making smores, drinking hot chocolate, roasting hot dogs and sitting around the camp fire. There was over 20 4-H members in attendance and overall about 35 people. MARCH MEETING: DATE: Sunday, March 13 PLACE: Pepin Area School TIME: 5:00PM ACTIVITY: Sanding & Painting Yard Dice (bring appropriate painting clothes, all other supplies provided) Each family will go home with a set of dice & game instructions. HOST Families: Brevick, Glander & Westberg APRIL MEETING: HOST Families: Ingli & Riesgraf HOST FAMILIES NEEDED: We need host families for some upcoming meetings – We need 1 more family for the following months April, May, June, July, August & September. If every year each family takes a minimum of one month to help host and if you are able please take 2 months. The host families are responsible for confirming the meeting location, a club activity (a club activity should be about 15-30 minutes) & provide a snack

The Buffalo County Farm Bureau Board of Directors have decided to renew their

$300.00 calf grant program to help FFA and 4H members (between the ages of 11-16 by

January 1 of the receiving year) in Buffalo or Pepin county purchase a dairy heifer for

showing purposes. For grant requirements and application, contact Marie at 715-672-

5214 or [email protected] . The deadline is March 11, 2016.

The Wisconsin Ayrshire Breeders Association (WABA) are now accepting applications for their 2016

Shayr-A-Heifer Program.

The Shayr-A-Heifer Program is designed to give young people the opportunity to work with a registered

Ayrshire as a project animal. Ownership will be on 50/50 basis between qualified candidate and the

WABA. Those selected will be expected to sign a contract defining terms of the ownership agreement and

are required to become members of the WABA.

Wisconsin Dairy Goat Association Share-A Kid Contest

Cindy Hoehne ,coordinator for the Wisconsin Dairy Goat Association Share-a-Kid Contest requests your help in getting their Share-a-Kid

Contest out to interested youth. The contest is open to Wisconsin youth ages 10-17. The youth write an essay about why they would like a goat and how they are going to take care of her. We give away 6-8 goats per

Adult and Youth Horse Judging Clinic April 16-17, 2016 The clinic is intended for 4-H and FFA youth members as well as Agricultural Education coaches wanting to prepare or improve their horse judging skills. During the two-day program, participants will learn the basic information regarding judging horse conformation with a focus on rules and judging criteria used to evaluate different classes. Participants will also learn how to effectively take notes for classes and then organize them into sets of reasons. Some focus sessions will include evaluation and discussion of live horses.
