Attached is a recent photo of one of the few remaining copies of the 200 0 Code, tatteredand well-used; it was last printed during Ms. Neal's tenure and is in seriously shortsupply today. One of the recommendations made by the IMF technical advisory team in

November 2006 was that more copies of this law be made available to staff in theMinistry of Finance.10. Ms. Neal currently remains in Liberia as a mem ber of the business comm unity, and in hercapacity as a private citizen continues to advocate for other IMF-recommendedlegislative reforms.

The Security Council Committee established pursuant to resolution 1521 (2003) concerning Liberia, today,1B March 2004, approved the list of Individuals subject to the travel restrictions imposed by paragraph 4 (a) ofresolution 1521 (2003).Paragraph 4 (a) and (c) reads as follows:"The Secur ity Cou nci l . . .4. (a) Decides also that all States shall take the necessary measures to prevent the entry into or transitthrough their territories of all such individuals, as designated by the Committee, who constitute a threat to the peaceprocess in Liberia, or who are engaged in activities aimed at undermining peace and stability in Liberia and thesubregion, including those sen ior members of former President Charles Taylor's Governmen t and their spouses andmembers of Liberia's former armed forces who retain links to former President Charles Taylor, those individualsdetermined by the Com mittee to be in violation of paragraph2 above, and any other individuals, or individuals associated with entities, providing financial or military support toarmed rebel groups in Liberia or in countries in the region, provided that nothing In this paragraph shall oblige a Stateto refuse entry into its territory to its own nationals;(c) Decides that the measures imposed by subparagraph 4 (a) above shall not apply where the Committeedetermines that suc h travel is justif ied on the grounds of humanitarian need, including religious obligation, or where

I am writing t o verify tha t Mrs. Juanita E. Neal worked in the position ofSecretary General at the Liberia National Red Cross Society inMonrovia, Liberia, from February to October 1995. In that capacity, sheserved our clients by fulfilling the following duties: Implementing day-to-day activities; and administering andcoordinating th e affairs of the LNRCS. Conducting fundraising activities; Collaborating on projects with Liberian government agencies andother humanitarian organizations; Impro ving the physical appearance of the facilities by engagingthe public's participation in physical labor, and remodeled andimproved the national Headquarters to be more functional andserviceable to the vulnera ble. Impro ved the health care delivery system through collaborationwith the Ministry of Health who seconded a doctor and health care *specialists, to the LNRCS. Coordinating the d istribution of relief items, health care todisplaced centers around the country; Upgraded the level of the LNRCS respond to the most vulnerableof the society by using the available resources to reach them.
