I b&ve the honor to sul:lni. t for your consideration a draft of a proposed provision pertaining to the appropriation for tbe purcb&se, transportatio.n and distribution ot agricultural, lledioal and other ~pl1ce for the relief of refUgee men, women and cbildren cootained in Section 40(b) of the Eloergeney Relief Appropriation Act, 11acal year 1941.
Draft of a Propoeed Provision
Not to exceed $12?, 000 of the appropriation of $50,000,000 for the purchase, transportation and distribution of agricultural, medical and oU>er supplies for the relief of refUgee. men, 110men and children contained in Sec . 40( b) of the Elnergency Rel1ef Appropriation Act, :Nacal year 1941, 11 hereby made avellable for allocation by the President to the Children's Bureau, Department of Labor, for ell expenses necessary tor the establ1sbment and maintenance of stmdardo for the care of children obtaining refUge in the llnited States from conditions arising out of the war in Europe, including the maintenance of a r egister of such children, such expenses to include personal. services in the District of Col1111bia and elsewhere .
The coming into the United States un<!er visitor or immigration viea of great nmbers of children b-om Europe is illlposing on the Children's Bureau of the Depar111lent of Labor tbe duty of establ1sbing end mainta1n1Jl! standards to govern the recaption and care of these children while in the United States, and the establ1sllc.ent of a register of such children. These standards will cover such factors as conditions of foster homes or institutions, •dieal, nutritional and educational facilities, and procedures of pllbl1e and pri"V1lte societies 111d institutions who will eoncem themselves with the plac ... ent of these children. '!he erlsting appropriations for the Children'• Bureau are not outtl.cient to absorb this additional blrdon and 1\mde will b&ve to be provided for that Bureau to enable it to perform the additional duties :Imposed on it by this ...,rgeney.
