1. PROJECT OVERVIEW

NCTD is implementing an interoperable Positive Train Control (PTC) System on the San Diego Subdivision where passenger operations are conducted (as set forth in the Rail Safety Improvement Act of 2008 (RSIA08) and 49 CFR 236 Subpart I).

The purpose of a PTC System is to prevent:

Train-to-train collisions Over speed accidents Incursion into work zones Movements through a misaligned switch by requiring automatic control systems to override

mistakes by human operators

This PTC System will be designed and implemented to follow the standard and guidelines established by the Interoperable Train Control (ITC) Committee. The ITC Committee is comprised of the four largest US freight railroads – BNSF, CSX, NS, and UPRR.

The NCTD goal for PTC implementation is May 2015. This is seven months in advance of the required December 31, 2015 completion date stipulated in the Federal Rail Safety Act of 2008. In August 2011, NCTD procured a Vendor/Integrator contractor to design, install, commission, and maintain the PTC System.

In addition to and in advance of the implementation of the PTC System, NCTD is assuming management control of the San Diego Subdivision by installing a new computer-aided dispatch system for the control of the centralized traffic control system currently managed by SCRRA.

The new system will be located at the Rail Operations Center (ROC) within the Sprinter Operations Facility (SOF) in Escondido CA. A backup facility will be located at the General Administration Office building in Oceanside CA to provide geographic redundancy for both the command and control functions as well as the PTC back office functions.

2. PROGRAM MANAGEMENT

2.1. Integration Management

This section describes the status of integration management, program governance, program controls, change management process and program/project management information systems.

2.1.1. Program Governance

In recent months, NCTD’s PTC program and the PTC project have undergone some changes. The governance for the PTC program is organized as follows:

A project retreat was held August 7, 2013 in an effort to formalize roles and responsibilities of NCTD and their consultants (HTI, HNTB, Wabtec and TASI) for the PTC project. The agenda included: reviewing and reaffirming roles and expectations, lines of communication, contract requirements, issue resolution processes, and documentation of resulting action items. NCTD and the consultant team are considering the benefits and feasibility of holding a quarterly retreat workshop to maintain and enhance the progress of the PTC program.

2.1.2. Program Control

The PTC program has 16 active vendor-implemented projects within the PTC program. The status of each of the 16 projects is described in Section 4 of this report. The following projects are in the process of closing out:

North Coaster Fiber (PO # 13013 OS) PTC Network Design (PO # 30066 OP) Centralized Traffic Control (PO # 10054 OS)

The San Diego Coaster Fiber (PO # 13035 OS) and the Signal Upgrade CP Friar/Taylor St (PO # 13007 OS) are two of the 16 projects to be constructed – bids will be received from contractors in September. Both of these projects will be added to the list of projects being tracked.

The total dollar value of the 16 vendor-implemented (active and closed) projects is $57,227,027.

2.1.3. Change Management

The changes that are currently in process for the 16 active vendor-implemented projects are:

Positive Train Control (PO # 11046 OS)

Change Order #3 is routing for signatures and consists of Wayside Status Rely Services (WSRS), Meteorcomm licenses and fees, Interoperable Train Control Messaging (ITCM) related additions, additional validation and test tools, Soledad to Wye Tower Microwave, and a Back Office Server (BOS) change to Hewlett Packard. The total of this change order is $2,456,863.

Change Orders #4 and #5 were initiated to transfer work under PTC Network Design (PO # 30066 OP) into the PTC project (PO # 10046 OS). Due to the time critical nature of this work, the transfer was submitted as two change orders: Change Order #4 deletes existing scope associated with the Wayside Segment that is no longer being implemented including field installation – labor and equipment, wayside communications component material, spare material, test equipment and special tool allowance, and training. The fee associated with that work was transferred to network design activities in order to complete the design and begin to order long lead items in an effort to mitigate schedule impact of the transfer of this work. Change Order #5 is primarily the installation and testing of the fiber network.

Change Order #4 has been negotiated and will be transmitted to the NCTD Board for approval. This change order consists of scope adjustments and reallocation of funds to adjust to project needs, and correlates to the Change Order #5 in transferring work under PTC Network Design (PO # 30066 OP) into the PTC project (PO # 10046 OS). The total of this change order is approximately -$54,200 and includes: material such as batteries, cables, routers, switches, and spare parts; engineering design and associated project controls; subcontractor support including network design services, test plans, hardware configurations.

Change Order #5 correlates to Change Order #4 and is under negotiation and will be transmitted to the NCTD Board for approval. This change order transfers work under PTC Network Design (PO # 30066 OP) into the PTC project (PO # 10046 OS). The change order is estimated to be approximately $1.2M and includes: network and communications network adapter equipment installations, fiber optic installation and testing, site testing of the network and communications network adapter, office testing for the network, communications network adapter cutovers, office migration/Escondido remodel, and field supervision.

South Coaster Fiber (PO # 13020 OS)

Change Orders #3, #4, and #5 are under negotiation. Additional change orders are anticipated to be initiated in September.

A Change Order is in process for the completion of construction activities from milepost 241.1 to 241.9.

2.1.4. Program/Project Management Information Systems

Training is currently underway for the RailDocs Configuration Management Software (PO#12024 OS) as described in Section 4.

A meeting regarding document control was held in August. HTI and NCTD are looking into issues raised during the meeting concerning workflow and trackability in September.

2.2. Scope Management

The Contract Document Requirements List (CDRL) for the PTC project is being updated and will be cross-checked against the schedule in October to ensure contract requirements. Other projects supporting the PTC program will be monitored for incorporation into the PTC project.

2.3. Schedule Management

2.3.1. Schedule Development

The PTC program schedule is being updated to incorporate CIP projects affecting inputs into the PTC system.

The program Work Breakdown Structure is under development.

2.3.2. Critical Path

The critical path is as follows: TMDS to BOS Onboard Testing (with ICTM) – B/O Functionality Testing – Integration Testing – Interoperability Testing – FRA Certification Testing – Finalize SP and Review/Approve Final SP – FRA Review and FRA Approve and Accept Final PTC Safety Plan – Availability Testing and NCTD Final Acceptance.

The critical path activities are being monitored on a weekly basis. A meeting with the FRA was held on August 27, 2013 to better understand the FRA approval process, scheduling of field observations, and approval process for the PTCSP. Discussed submittal of draft PTC Implementation Plan and Request For Addendum. Review periods and coordination with FRA was discussed; the FRA provided a sample test waiver. An outcome of this initial meeting will be a monthly conference call between FRA, NCTD and HTI.

2.4. Quality Management

2.4.1. Quality Plan

Drafts of the Configuration Control Management Plan (CCMP) and Field Configuration Management Plan (FCMP) were received in July and meetings to discuss the draft CCMP and FCMP were held in August to solicit feedback on the draft plans. Another meeting with be held in September prior to finalization of the CCMP and FCMP.

A Control Change Board (CCB) is under development and proposed candidates for the CCB will be reviewed in September 2013.

2.4.2. PTC Safety Plan (PTCSP)

The draft PTCSP is in progress. Input received as part of the FRA meeting held on August 27, 2013 will be incorporated into the final draft version of the PTCSP.

2.5. Risk Management

Monitoring of project risk is ongoing by the NCTD and HTI project teams.

A Risk Management Plan (RMP) is under development. The draft RMP is scheduled for completion in November and the final RMP is expected to be completed by the end of 2013.

2.6. Stakeholder and Communications Management

NCTD communicated to stakeholders about the broader PTC project, antenna installations, and fiber network. This included communications with City Staff, SANDAG, neighbors, written notices, e-mail communications, and website updates. Outreach prior to each tower installation and alongside the fiber work will be occurring in September.

3. PROGRAM PROGRESS

The latest schedule rollup for the PTC project is shown below. The schedule is showing a six month schedule slip from the baseline schedule. HTI is working to develop a recovery schedule in September, submittal to NCTD anticipated in October.

4. MILESTONES AND DELIVERABLES BY CONTRACT

4.1. Positive Train Control System for the LOSSAN Corridor Herzog Technologies, Inc. (HTI) NCTD Purchase Order: 11046

This is the primary contract for implementation of the PTC system.

PROJECT STATUS The project team is negotiating Change Orders 4 and 5.

HTI continues to prepare the radio tower locations for tower installation. HTI has installed three antennas on three existing towers on the right-of-way, and has encountered delays due to FCC required Tower Installation Applications. This issue is under discussion between NCTD and HTI. HTI is also coordinating directly with the FCC.

Construction of a testing and training facility is continuing and HTI is continuing to install hardware on the racks in the TTF. A new issue has been raised regarding the sufficiency of the Tremont HVAC – this is being discussed and assessed.

HTI performed the HyRail training with WRE and radio frequency validation testing is continuing on the locomotive radios.

WIU vehicle installation began this month and is ongoing. NCTD inspected and documented WRE deviation from the installation guide – this issue is being addressed. Inspection deficiencies at CP FARR Tower have been corrected.

This contract is one of three contracts for fiber conduit and cable installation along the San Diego Subdivision right-of-way to provide fiber for the PTC communication system. Project limits are from the Orange County Line to Oceanside Transit Center.

PROJECT STATUS Nexlevel completed pulling fiber and terminating it throughout project limits with the exception of the location from MP 241.1 to MP 241.9. This area was found to have unforseen conditions and will require a FWD to complete the effort. All other Owner directed changes have been completed. The project is estimated at 85 % complete.

5. CUMULATIVE FINANCIAL TRENDS

5.1. Expenditures

Through August 31, 2013, expenditures to date on the project total $31,661,905, or 36 percent of the project budget. The period (July and August) expenditures total $3,394,964 and were primarily composed of contractor charges, followed by NCTD staff, engineering, and consultant charges. Overall, expenditures are in line with the current $87,292,969 estimate at completion.
