Event Summary:   

Dr. Prajapati Trivedi, a former Secretary to the Government of India based in the Cabinet Secretariat, will share his experience on the implementation of one of the most ambitious and far‐reaching projects dealing with improving government performance ‐ the Government of India’s Performance Monitoring and Evaluation System for Government departments.    

The cornerstone of this policy is the Results Framework Document (RFD). The RFD is an agreement between the Minister and Secretary of a Government department about the department’s Vision, Mission, Objectives, priorities for the year, key performance indicators, success indicators, and targets. Today, some 80 Government departments and 800 responsibility centers under them are covered by this policy.    

Thirteen Indian states (Maharashtra, Punjab, Kerala, Assam, Karnataka, Haryana, Chhattisgarh, Himachal Pradesh, Andhra Pradesh, Rajasthan, Tripura, Jammu & Kashmir, and Mizoram) have also adopted the RFD policy at the state‐level.   

While the focus of Dr. Trivedi’s presentation will be on RFD implementation in India, he will also briefly survey international experience with regards to practical tools and techniques for improving government performance. The talk will cover topics such as: perceptions about government performance; explanations about government performance; the meaning of government performance; how to improve government performance; and performance management versus project management.  A paper on this subject is attached here.   

Presenter’s Bio:   Prajapati Trivedi is the former Secretary to the Government of India (GoI) responsible for reviewing and reporting on the performance of all government departments. He designed and implemented the Performance Monitoring and Evaluation System for GoI. He was also involved with a large number of administrative reforms including the implementation of the Results‐Framework Documents, Citizens’ Charter and Grievance Redress Mechanisms, and the Corruption Mitigation Action Plans. Prior to joining the Government of India (from 1995‐2009), Dr. Trivedi worked as a Senior Economist for the World Bank in Washington DC and Advisor to Saudi Arabia. He holds a Ph.D in Economics from Boston University and M.Sc. in Economics from London School of economics.
