PROPOSED MERGER UPDATE COOMALIE COUNCIL, BELYUEN COUNCIL AND
LITCHFIELD NATIONAL PARK
As reported in the September Stop Press – Council along with Belyuen Council met with the Minister for Local Government, Housing and Community Development on the 12th August, 2019 to present the draft proposal for a merger of the two Councils that would provide for a solid and strong core base for creation of a Regional Council in the North West Top End. The Minister
advised that he would consider the briefing and provide a formal reply to Council in due course.
Coomalie Council invited and met further with the Minister at Batchelor on the 30th August, 2019. The merger proposal for the North West was again discussed in more detail along with a range of legacy issues from when Council commenced in 1991.
The Minister has now provided a written reply that was received on the 16th September, 2019. This is provided below.
The Council will be meeting in the near future with Belyuen Council to discuss the Ministers reply and time frames moving forward. Discussion will also continue with the Department of Local Government, Housing and Community Development.

Thank you for meeting me on 12th August 2019, to discuss the proposal from the Coomalie Community Government Council and the Belyuen Community Government Council to voluntarily amalgamate.
I acknowledge the efforts to date in producing the Final Draft Briefing proposal and appreciate the commitment of the two councils to working together on the proposal. I understand your interest in an eventual larger regional council structure.
I understand that the Department of Local Government, Housing and Community Development has provided feedback on the draft, including the importance of rigorous justification and the need for more clarity on the financial position of Belyuen Community Gov-ernment Council before any proposal is finalised. While I appreciate this may take longer than the councils have anticipated, a merger of councils is an important matter that all parties have an interest in getting right.
I encourage you to continue to seek and consider the Departments feedback as the councils’ proposal is progressed. This includes defin-ing the resources that are essential for a merger of the two shires, with the Litchfield National Park, separate to the resources that are essential if other areas wish to be included in future.
I have asked the officers from the Department to continue to work with and support both councils in relation to the proposal for a voluntary amalgamation. The Department will also keep me informed of your joint council progress in finalising the proposal.

Parks
Batchelor
The Large Dead Ironwood tree in Bicentennial Park has been removed.
The removal of low and overhanging limbs on Council road verges have now been completed.
Mahogany and Neem sapling removal on Council road verges
has now also been completed.
Adelaide River
The irrigation at Myrtle Fawcett Park has been repaired and back in working order after the removal of the Albizia Saman Tree.
The grass seed that was spread around the removed tree area has not taken very well due to the dry weather and windy condi-tions; it will be re seeded once the wet season commences.
The removal of overhanging limbs along council road verges has been completed.
The removal of Mahogany and Neem saplings along Memorial
Drive and the Oval surrounds have been completed.
Public Toilets
The exterior of Adelaide River Oval Toilets (Swannel Street) will be repainted in the next few weeks.
Myrtle Fawcett Park public toilets now has a new concrete path-way and new handrails. Signage will also be replaced in the coming weeks. The gardens around the toilets have been trimmed/mulched and refreshed.

Community Recreation Officer Sport and Activity Statistics Sport July 2019 – September 2019
The Community Recreation Officer, Stacie Selwood has been very busy delivering or supporting sport and physical fitness activities in recent months across a variety of sports namely; Gymnastics, Lawn Bowls, BOEC fitness, Dancing, Softball, Soccer, Kickball, Volleyball, Cricket, Badminton, Basketball, Handball, Tennis, AFL and running activities. Participation by school age children and adults across these activities has seen the following number achieved over the last 3 months: Batchelor and Adelaide River – A total of 394 participants across all of the above activities run weekly at both towns. Further to this, Stacie supported the Adelaide River School Sports Festival that had over 160 participants on each of the two day festival. Territory Day was celebrated also with an estimated 250 attendees for this annual event which is coordinated and managed by the CRO position. Since resurfacing of the tennis courts being completed, former tennis greats of the Community have been playing weekly along with good numbers of young people.
CHIEF EXECUTIVE OFFICER
The Chief Executive Officer Mr Paul McInerney has advised Council that he will not be seeking to renew his contract when it expires at the end of this year.
Council has initiated the recruitment process for a new
Chief Executive Officer at it’s September meeting. The
process will take a few months. Further details of the
recruitment process will be available on Council’s website
in due course.
2019/2020 PROPERTY RATES
Rate Notices were issued early September with the due date being the 4th October 2019. Amounts outstanding after the due date will be charged interest of 18% per annum, calculated daily.
All landowners should be aware that Council has resolved to strictly enforce the provisions of the Local Government Act which, if a property has accrued arrears of Rates, allows Council to request the Lands Title Office to register a charge over the land unless suitable repayment arrangements are entered into.
Please contact the Council Office if you have not received your Rates Notice.
Council are currently applying Overriding Statutory Charges on Properties that are in arrears from previous years.
Council are also currently in the process of exercising their Power to Sell Land for non-payment of Rates.
If Rates have been in arrears for at least 3 years, and an Overriding Statutory Charge securing liability for the Rates has been registered for at least the last 6 months,
Council may sell the land.

Hey, Hey Coomalie Residents!
How good was the month of September! It was great to see so many people out and about and participating in Council activities! The highlight of the month was Tennis Tuesdays, they were a huge success with kids flocking to play with each other on the newly surfaced Tennis Courts. If you missed out, we are planning to have another Tennis Month in the future!
COMING UP:
We are excited to have Isaiah Firebrace - an international music star coming to Batchelor on Tuesday the 8th of October! Hailing from just outside Melbourne, along the banks of the Murray River, Isaiah first stepped into the spotlight in 2016 when he was crowned winner of the eighth season of The X Factor Australia. Since then he’s grabbed global attention for his #1 single ‘It's Gotta Be You’, which is now certified Platinum in Australia, 2 x Platinum in Sweden, Gold in Norway and Gold in Denmark. 2017 was a big year for Isaiah; he performed in the 2017 Eurovision Song Contest Grand Final with his single ‘Don’t Come Easy’, toured nationally with his friend & mentor Jessica Mauboy, and completed his first European press junket with stops across Scandinavia, the U.K., Belgium, and France. Isaiah’s music has been streamed over 200 million times worldwide.
Neighbourhood Watch NT will be joining us for a community get together to celebrate Neighbourhood Watch Week. Neighbourhood Watch NT are committed to helping to create safer and more secure Territory neighbour-hoods. Coomalie Council would like to invite you to join us for a coffee and a chat as Part of the Neighbourhood Watch Week! Come along and help us create a happier, safer and more connect community. Thursday 10th of October at the Batchelor General Store, 9.30-11am .
We have our program organised for the October School Holidays! Bunnings will be coming down for a FREE Do-It-Yourself Workshop! We will be making something awesome! Places are limited, make sure you book as soon as possible!
ONGOING EVENTS: Funday Mondays at Batchelor Area School are every week in the school term. The program runs from 2:45pm and finish at 3:45pm. Make sure you get your permission slips for Term 4!
Well-Being Wednesdays at Adelaide River Primary School! We play sports combined with lots of fun & games. This program runs from 2:45pm to 3:45pm. Make sure you get your permission slips in for the start of Term 4! Caregivers are very welcome to come and bond with their children.
Seniors Bingo Morning Tea – We had an absolute blast at our usual Bingo at Adelaide River, with yummy homemade cakes and awesome prizes. The event is held on the last Thursday of the month from 9am located outside the Adelaide River Store. If you need transport to come along, please contact me at the Council office. – The next session will be held on the 31st of October.
Seniors Mystery Bus Tour – We had some newcomers on the last trip where we had lunch at The Bell, Bar & Bistro. Every month the Council provides a free bus service for a mystery lunch trip to somewhere in the outer Darwin area. Plan the day from around 9am – 2pm. The bus service will be free, but attendees will be paying for their own meals and drinks. We are now taking bookings for the 14th of October, (this is the second last one for the year, with the last one being on the 5th of November) Tell your friends and help us get a full bus!

RUM JUNGLE BOWLS CLUB Toowoomba bowls clubs collective 2019 visit to Rum Jungle Bowls Club
The Rum Jungle Bowls club would like to sincerely thank the Batchelor General store and the mobile sea-food van Fish 4 you for their support this year. Please support these two local businesses as they support us with prizes, food and kind.
The club has had many social events this year with social bowls on Tuesdays and Thursdays, quiz nights with a BBQ and with different groups using the facility such as the parents groups and the local school. The club will have its male and female singles champs in late October.
Students from the outdoor education centre have played attack jack on the bowling green this year with numbers up to 500 at least.
Lastly the bowls club has had sprinklers and plants stolen or removed on a regular basis. If you have any information please let me know.

Coomalie Gardening group meeting
Members met at the home of Denise and James Wright.
A delicious morning tea was on offer with copious cups of tea and coffee.
Denise and James had worked hard in their garden, creating it from virgin ground.
There was plenty of colour with vincas and other flowers in full bloom.
Congratulations to the hosts for presenting such a superb garden that had obviously involved a great deal of hard work.
Denise was presented with a large potted agave plant by Cheryl Bruce to add to her collection. Also Coral brought a very large pawpaw for Denise".

Weeds Weeds can have serious negative impacts on the economy and the environment.
They can also negatively impact social and cultural activities such as fishing, boating, swimming, bush walking and hunting.
A weed can be described as any plant growing out of place. Usually, weeds are introduced and spread by people. Most weeds grow in disturbed areas but they can also grow in native bush environments. In some cases, they can even change the landscape.
Scientific name: Acacia nilotica or Vachellia nilotica Declaration status: Class A and Class C. Prickly acacia is a Weed of National Significance. Prickly acacia also has a statutory weed management plan which outlines the legal requirements for control. Research has found that early intervention combined with an ongoing yearly control program will help deliver the best return on investment for the control of prickly acacia. Prickly acacia is native to the tropics and subtropics of Africa, Pakistan, India and Myanmar. It was first imported into Australia as a shade and fodder tree. It now prospers along water courses and out-competes native plants. It is distributed from the New South Wales border, through Queensland, and across the Northern Territory (NT) to Western Australia’s Kimberley region. It is found in scattered, isolated populations across
the NT including the Barkly Tablelands and Katherine region, with a substantial infestation in the southern Victoria River district. Prickly acacia already infests more than 6.6 million hectares of Australia. It threatens agriculture and environment across most of northern Australia, including important production areas of the NT such as the Barkly Tablelands. Prickly acacia can have all of the following impacts:
• dense infestations can reduce pasture production
• thickets restrict mustering and restrict stock access to water
• infestations exclude native plants and animals reducing biodiversity
• thorns can damage vehicle tyres and injure animals.

The visitation numbers are winding down as the weather hots up and many visitors depart the Top End. However last week we did host a repeat visit from a Sydney tour company which runs a guided caravan tour group. The participants were mostly from Florida USA.
They came at an arranged early time and were welcomed by Carol, Lucinda, and visiting volunteers Gail and Geoff.
Linda and Trevor complete a month at the Museum on Monday, and have managed to fit in visits to many places on their days away. They enjoyed Rob bringing his Ethical Adventures tour groups on multiple occasions, and the information he tells them about various visita-tion spots.
Gail and Geoff will take their van there next week.
I have had an email from a representative of the Military History Society who are attending the Bombing of Darwin service next February. He noted a commenty I had made regarding the history in the Coomalie region and so is intending to visit both Adelaide River places of interest and Batchelor Museum next February.
For those people around who lived here in the mining era I need to advise that on Wednesday I had an email from Jane Storey, the daughter of Heather and John Tonkin. Jane lived in Batchelor when she was very young and her Father was the Mine Manager. I met Heather, with Jane, some years ago when they visited Batchelor and stayed at the Mine Manager’s house, which was then operating as a bed ands breakfast. Heather was a lovely gracious lady of her era, and we met again at a later time. Jane has returned several times to renew her memories of Batchelor in Rum Jungle days. Heather, 91 years, died last Sun-day in Melbourne.
On a more domestic issue we were pleased to sell the large mahogany log of the dangerous tree. Other smaller logs are available if anyone is interested, and Yes we do want to sell some of the mulch we have available. Please talk to Geoff and Gail next week- from Mon-day, as they are aware of the situation.

Whilst the Batchelor Museum is primarily an interpretive one, we have been given some wonderful display items. When you visit you will see the name on the ob-ject and the person who has donated it- some of the notices are yet to be done.
Items must be given permanently to the Museum and there is a form which we will have available- the format given to us from the Military Museum in Darwin, please be aware this is a common policy of museums.
Be proud of the Museum – it will showcase the unique town of Batchelor and will be a valuable resource to bring visitors from all over.

2019 has been a very up-and-down year for the Batchelor Markets. June and July were great months, with many new Stallholders and visitors alike enjoying the beautiful setting beneath our glorious Rain Trees around Batchelor Oval.
However, locals and visitor numbers were far lower than usual in August and September. With this dramatic drop off in custom to our country markets, it has been decided, by the great majority of our stallholders, not to hold the
markets for the remaining three months of this year.
Although this is very sad for me as a volunteer manager and coordinator of the Batchelor Markets, I understand and respect the wishes and comments received from the stallholders in this regard. It takes a great deal of organising and
dedication to bring their goods to Batchelor, and it needs to be a financially viable proposition for them to do so.
I wish to thank those locals who constantly support the Batchelor Markets and all of the Stallholders we have been delighted to have with us this year. We hope to see you all again next year.

DOGS IN THE COOMALIE SHIRE
NEW Registration dates
All dogs within the Coomalie Region over 3 months of age must be registered. You can register your dog at the Coomalie Council Office in Batchelor or
Adelaide River or via email.
Dogs must be on a leash at all times in any public area otherwise they will be impounded.
Fees apply if your dog has been put in the pound.
Impoundment fees are initially $90.00 for registered dogs and $165.00 for unregistered dogs, then $60.00 per day kept in Pound. Registered dogs are
kept for 3 days and unregistered dogs kept for 2 days. Unregistered dogs must be registered before being released from the pound.
Registration Fees Town Dogs - A limit of 2 dogs per house-hold applies Registered Sept-August (1 year) $30.00 Registered March—August (6 months)$20.00 Concessions

If you choose to raise concerns to (or compliment) Council you are requested to write to the Chief Executive Officer outlining the details. There are two (2) forms on the Coomalie Council website www.coomalie.nt.gov.au/ under Forms and Services; one is for complaints about dogs (Dog Complaint Letter) and the other is for general complaints (General Complaint Letter).
Adelaide River Council Office operates from Adelaide River Library.
