Dear Fellow Educators:

As a new school year gets underway it is impossible to ignore the context of our efforts, which is certainly the most challenging economic circumstances for public schools in my lifetime. No one can yet fully grasp the impact of the deep cuts that have been made wherever we look, and the programs that have been decimated. The one, true, and most under-appreciated facet of public education is our ability, year after year, despite whatever is thrown our way, to carry on and do what we can to serve the students in our charge. As the Nike ads would say, we ‘just do it,’ no matter what — and that spirit is the bedrock of what we are able to achieve in our classrooms.

This year will be more challenging than ever, and I want you to know that the Santa Barbara County Education Office is more committed than ever before to providing our districts, our schools, and our educators countywide with services, leadership, and support to help wherever we can. In particular, our Instructional Services division remains a committed partner in helping you provide the highest quality instruction to your students, through professional development and technical assistance. This catalog is one tool that we hope will prove useful.

As you may know, our office provides a full array of technical assistance, professional development, and site-based work. The many options in this catalog offer support at many levels. As has been the case in the past, services for program improvement schools and districts include comprehensive program reviews, District Assistance and Intervention Team (DAIT) and Program Improvement school support that include customized on-site professional development. We encourage you to review the many available opportunities in this catalog and to take advantage of the support they offer at the classroom, site, or district level. The instructional services division staff and I look forward to another successful year of partnership with educators countywide. We know that by working together, we can all continue to make a difference to the children in our charge.

With optimism and enthusiasm, we would like to welcome you to a new school year! Recognizing that this year comes with unprecedented financial challenges, it is more essential than ever to continue the momentum of the work that has already begun in so many of our county’s schools. Your focus on Collaboration, Response to Intervention, Pyramids of Intervention, classroom walkthroughs, active student engagement, English learners, data-driven decision making—all of these essential pieces of teaching and learning—are reasons to celebrate, and are compelling reasons to continue the work.

The mission of the Instructional Services division at the Santa Barbara County Education Office is to provide leadership and service in the areas of professional development and technical assistance. SBCEO consistently strives to provide high-quality services at a low cost to schools and districts. We proudly provide services that support the collaborative effort between state agencies, schools, districts, and our office to build the capacity to bring all students to academic proficiency and beyond.

Building upon the work you have been doing, we are bringing some powerful presenters to our county: Mike Mattos, the principal of Pioneer Middle School in Tustin, California,

which has consistently ranked among the state’s top schools for student performance, and which implements a highly effective pyramid of intervention; and Dr. Mike Vanderwood, who will return to deepen our understanding and application of Response to Intervention.

UR

MIKE VANDERWOOD is an Associate Professor at the University of California-Riverside and has been involved in RtI implementation and research for the last decade. He is a graduate of the University of Minnesota where he had a chance to work with some of the pioneers in the field of RtI. In the mid 90s, he worked in Iowa and was a practitioner of one of the first systems in the country to use RtI in general and special education. While in Iowa, he also worked at the state level focusing on large scale assessment and accountability systems. After leaving Iowa, Mike received a federal grant to evaluate the implementation of RtI in the Milwaukee, WI public schools and since then has conducted research and helped with RtI implementation in five states and over 50 agencies. Most of his current research focuses on assessing the quality of assessment and intervention tools used in an RtI approach for all students with a specific focus on English Learners (EL).

Mike MattosMIKE MATTOS is principal of Pioneer Middle School in Tustin, California. Under his leadership, Pioneer has consistently reached exemplary levels of academic achievement, ranking in the top 1 percent of California middle schools. Pioneer was named a California Distinguished School in 2003 and 2007, and a NCLB National Blue Ribbon in 2008. Pioneer Middle School is one of only eight schools featured by Dr. Richard DuFour in the video series The Power of Professional Learning Communities at Work™: Bringing the Big Ideas to Life. As former principal of Marjorie Veeh Elementary School in Tustin, Mike helped create a powerful PLC that successfully improved learning for all students. In 2004, Marjorie Veeh Elementary won the California Distinguished School and Title I Achieving School awards.

To achieve success, Mike and his staff implement PLC concepts and maintain a collaborative environment. Mike’s vision has united teachers, counselors, and administrators in a common goal — to educate all students. For his leadership, Mike was named the Orange County Middle School Administrator of the Year by the Association of California School Administrators.

Mike is coauthor of the highly acclaimed book, “Pyramid Response to Intervention: RTI, Professional Learning Communities, and How to Respond When Kids Don’t Learn.” This compelling book demonstrates how to create three tiers of interventions—from basic to intensive—to address student learning gaps. This book provides outstanding guidance to teams as they evaluate their current systems, build strong interventions, and create a successful and compliant pyramid response to intervention in their schools.

Response to Intervention (RtI) is a multi-tiered approach to meeting the needs of struggling learners using scientifically based research practices and systematic monitoring of student progress. RtI is based on research which shows that early identification and support for struggling learners will increase the likelihood of their success within the general education environment. Designing and implementing an RtI model is a significant undertaking for districts and schools. This workshop is specifically designed to assist district level teams in: • Understanding the rationale for changing to an RtI model• Ensuring that systems and supports are in place at the district level to support the implementation of RtI• Understanding the implications of RtI for students with disabilities and English Learners• Providing ongoing support for progress monitoring, including DIBELS

Dynamic Indicator of Basic Early Literacy Skills (DIBELS) Workshop

Participants will learn the theory supporting the assessment of phonological awareness, phonics, fluency and comprehension and learn about the need to screen and monitor these skills as early as kindergarten. The primary focus of the presentation will be on the administration and interpretation of DIBELS and how this assessment system can be used to support a Response to Intervention model. Videos and practice opportunities will be used to ensure that all participants leave with an understanding of how to administer DIBELS in a standardized and efficient manner. The specific goals are to:

• Provide participants the theoretical rationale for assessing critical literacy skills• Give participants an opportunity to become fluent in the administration of DIBELS• Provide participants strategies for using DIBELS to support an RtI model• Provide participants with ideas for monitoring the appropriate implementation of DIBELS.

The goals of the training are to:• Conduct a hands-on demonstration for participants on the use of the student shadowing protocol (providing them with sample materials to take home)• Provide current research on the development of academic language, linked to the recent requirements of NCLB Titles I and III• Discuss the findings from the use of the protocol in a variety of districts in California, and their relationship to professional development for district and site administrators and school staff• Consider adaptations or modifications of the protocol for other district use with ELL students

VALERIE HENRY, a National Board Certified and award–winning teacher, is currently a faculty member at University of California, Irvine where she teaches mathematics education courses for undergraduate, credential and graduate students. Dr. Henry’s research with primary fact fluency in California has earned her national recognition. The curriculum for the CTEL Test Preparation Course was developed by a collaborative effort between the San Joaquin County Office

of Education on behalf of the fourteen Bilingual Teacher Training Project centers and the California Department of Education.

This 60-hour test preparation course will provide participants with the content and skills to help prepare for the California Teachers

of English Learners (CTEL) examination. Participants will receive the CLAD Handbook 3rd Edition and a materials binder that includes

all three CTEL Modules. The course will provide in-depth coverage of Modules I, II, and III and its domains. The instructor will also

review sample test questions as well as the essays from each module.

Please note that taking the CTEL test preparation course does not guarantee passing.

Safe Schools: A Planning Guide for ActionThis training will provide participating teams with the skills and

strategies necessary to conduct a collaborative safe schools

planning process or update a comprehensive plan at their own

school site.

Instructional Media ServicesInstructional Media Services provides a wide variety of services for schools and districts

throughout Santa Barbara County. The Portal + AV Contract includes rich online resources

through the Portal, which are available to teachers, students, and parents at any time.

Integrating these resources into classroom instruction is a powerful way to increase efficiency,

student engagement, and student achievement. These professional development opportunities

can occur on site, via videoconference, or at SBCEO.

Using Moodle to Enhance Staff Communication and Collaboration

Moodle can be far more than a classroom learning tool; it can make your staff communications dynamic and interactive. Moodle has the ability to provide links, discussion forums, document sharing, live chats, and more. All you need is a bit of training and an Internet connection. Our expert staff will have your team up and running with Moodle in just an afternoon. Four hours is all it takes to make a significant difference in the way your team uses online communication.

Preliminary Administrative Services Credential Program

Tier I

Schools and districts are facing unprecedented challenges in a standards-based system that demands high levels of student achievement.

Santa Barbara County Education Office is offering a Tier I Preliminary Administrative Services Credential program for teacher leaders and aspiring administrators. The program is approved by the California Commission on Teacher Credentialing (CCTC) and is designed to prepare exemplary leaders who can manage and leverage proven strategies that promote excellence in teaching and learning.

Location: Sessions take place in the County Education Office Board Room and Auditorium in Santa Barbara.

Program Requirements: The program consists of 24 days of face-to-face seminars, online follow-up, and a fieldwork component. The program takes place one weekend per month, September 2009 - August 2010. This program has been developed to work in partnership with school districts and participants to ensure the greatest benefit.

Outcome: Preliminary Administrative Services Credential (Tier I)

Program Costs: $6,200/Candidate + books

ADMINISTRATOR TRAINING PROGRAM

w h o s h o u l d p a r t i c i p a t e ?

The Administrator Training Program is a collaboration between the district

and SBCEO to provide high quality professional development for administrators. This program is designed for elementary and secondary principals and assistant principals, as well as other administrators. Districts should apply to the California Department of Education (CDE) in order for their principals and assistant principals to be approved for reimbursement of most costs. Other administrators may participate in the program; however, these costs are not reimbursed by the CDE. Please contact Vera Breedlove at SBCEO for further details at (805) 964-4710 x5263.

The Administrator Training Program requires 80 face-to-face hours (eleven

sessions), with minimum requirements in Modules I, II, and III. Following the sessions, SBCEO will offer practicum opportunities or coaching support to participating administrators.

The successful completion of the entire 80-hour program, as well as the 80-hour practicum experience, meets the education requirements for the Tier II administrative credential.

The location of the 2009-10 cohort will alternate between North County and South County locations. The first two sessions are indicated below. There will be eleven sessions throughout the 2009-10 school year.

SBCEO’s curriculum has been approved by the CDE, which regulates the content of

Audience: District-level curriculum and instructional staff and principals who have already participated in Level 1 Training.

Brief classroom walk throughs are identified in the research as a powerful vehicle for change when used appropriately. This approach is used to assess effectiveness in implementing the curriculum.

Principals and other instructional personnel will review how to use classroom walk throughs to increase the focus on student achievement in the district. Teachers benefit from feedback sessions with reflective questions that are centered on helping students meet academic expectations.

Participants will practice the protocol and feedback questioning at Hope School in small groups.

DR. SUSAN VILLA is an associate of Dr. Carolyn Downey, the developer of the Walk Through Training Program. Her work as a lead Walk Through trainer has given her the opportunity to be in over 800 classrooms in districts with varying achievement scores and challenges. In addition, she is a Deputy Superintendent at San Benito County Office of Education and a provisional Curriculum Management Auditor for Curriculum Management Systems, Inc. (CMSi). At her home site in San Benito County, Dr. Villa coordinates the County Achievement Team (CAT), which provides an unbiased “mirror” for teachers to look at their classrooms in a reflective manner.

TRAININGSCoaching Leaders to Attain Student Success (CLASS)A Training for Coaches of Site Administrators

Offered through the New Teacher Center and the Association of California School Administrator (ACSA), this three-day training is designed to prepare individuals to provide intensive individualized support to new and experienced principals and other administrators. Participants practice Blended Coaching Strategies as they address the needs of principals who are taking on tough school improvement challenges.

CLASS Network of Leadership Coaches (CLASS Network)The CLASS Network provides school leadership coaches with an ongoing community of practice, composed of individuals engaged in the work of coaching school leaders. SBCEO has certified leadership coaches available to support experienced site administrators, especially those placed in Program Improvement schools, or those new to administratration. The coaching contract includes a minimum of 30 hours of face-to-face coaching that is site-based, individualized, and focused on supporting the site leader to improve student success. Our experienced coaches are all former site principals who collectively have K-12 experience. They have successfully completed the NTC year-long training cycle and are experienced coaches.

Regional System of District and School Support

WHAT IS THE REGIONAL SYSTEM OF DISTRICT AND SCHOOL SUPPORT?

Technical Assistance and Capacity Building in the following areas:

The No Child Left Behind (NCLB) Act requires each state to establish a statewide system of intensive and sustained support and improvement for local educational agencies and schools receiving Title I funds to increase the opportunity for all students to meet the state’s academic content and achievement standards. In order to meet this requirement, California has established a Statewide System of School Support (S4). Three entities work together to complete the work of S4: The Regional System of District and School Support (RSDSS), a federally funded Comprehensive Assistance Center (CAC) at WestEd, and the California Department of Education (CDE), in an administrative role.

The RSDSS is organized around the eleven regions of the California County Superintendents Educational Services Association (CCSESA). Each region is given grant funds for a RSDSS director and to support activities based out of each county office. Jeff Hamlin, Ventura county office, is the Region 8 director (Santa Barbara, Ventura, Kern, and San Luis Obispo). The CDE convenes regular meetings of representatives from the RSDSS, county offices and the CAC to provide state-level information, coordination, and training that is disseminated through the RSDSS to county offices of education.

The SBCEO Instructional Services Division partners with our regional RSDSS office in our role as county RSDSS provider. Our work focuses on school districts and schools that receive Title I funds and are identified as Program Improvement or are subject to corrective action under NCLB.

SERVICES AND ASSISTANCE (FOR FEE)

Many of the state reform efforts are funded through grants that provide the resources for districts to contract with an “external entity” for technical assistance and support. The SBCEO serves as an external entity and/or support provider for District Program Improvement, SAIT, DAIT, QEIA, and site level program improvement work. This work is “for fee” as follows:

EXTERNAL ENTITY (EE) FOR PI DISTRICTSWhen a district accepts Title I, Part A Basic funds and falls into Program Improvement, the district is funded to contract with an External Entity to support a state-designed improvement process. SBCEO serves as an EE and provides assistance with the required process of administering the Academic Program Survey (APS) and District Assistance Survey (DAS), revision LEAP, and leadership team support during implementation.

DISTRICT ASSISTANCE AND INTERVENTION TEAM (DAIT)If a district falls into the third year of program improvement, the State Board of Education must take corrective action by law. One of these corrective actions is to assign a DAIT to work with the district. SBCEO is a certified DAIT provider.

SCHOOL ASSISTANCE AND INTERVENTION TEAM (SAIT)SBCEO is a state-approved SAIT provider. D’Anne Brownell and Susan Salcido are state-approved SAIT leads for K-12 schools.

LEADERSHIP/PROFESSIONAL DEVELOPMENTSBCEO is a state-approved Tier I and AB 430 (Tier II) provider for the CA administrative credential. The office also can work with districts to provide SB 472 (AB 466) instructional materials training. Sessions during the year focus on presentations that will build capacity in leadership teams (Data Teams, etc.). We have expertise in the areas of English Learners, Special Education and other at-risk populations; mathematics; English-language arts; educational technology; and the development of professional learning communities. On-site presentations are also available.

LEADERSHIP COACHINGAll curriculum directors with our office have been trained in the coaching of leaders and/or leadership teams. Services are customized to school or district needs. One-to-one coaching for site principals and other leaders is available.

DISTRICT-SCHOOL LEADERSHIP TEAM (DSLT) DEVELOPMENT Beyond initial development of the team, assist the DSLT with strategies to support PI schools and coordinate the administration and analysis of improvement documents such as the Academic Program Survey (APS) and District Assistance Survey (DAS).
