General Introduction
• TEPSA holds an Exploration Right and Environmental Authorisation over
Block 11B/12B and is currently undertaking exploration
• TEPSA has proposed to undertake Additional Exploration in Block
11B/12B which requires further Environmental Authorisation
• SLR has been appointed by TEPSA as independent Environmental
Assessment Practitioner to undertake an ESIA processes for:
– drilling of exploration wells in a new area of Block 11B/12B
– deployment of Metocean Buoys
– Controlled Source Electro-Magnetic surveys

ACTIVITY – CSEM SURVEYS
● Purpose: Identify subsurface geological features to profile the presence of
hydrocarbon resources through mapping electric resistivity distribution
● Location: Localised areas in Block 11B/12B (200 to 400 km2 at any one time)
● Safety zone: Up to 2 km around survey components
● Duration: Up to 3 months (dependent on weather)
● Method: Low frequency electrical field (no noise) towed behind the survey vessel 30 -
50 m above seafloor over receiver grid array (placed on degradable anchors)

currents, meteorological and acoustic data

ESIA – Legal Requirements
• Under the Minerals and Petroleum Resources Development Act (MPRDA, 28/2002)
the state is the custodian of all minerals, which should be developed sustainably within
the framework of National environmental policy, while promoting economic and social
development.
• To undertake exploration for a petroleum resource, an Exploration Right is required.
Issued by Department of Mineral Resources and Energy (DMRE) based on
recommendations by Petroleum Agency of South Africa (PASA).
• Applicants for Exploration Right must seek Environmental Authorisation in terms of
the National Environmental Management Act (NEMA,107/1998).
• Exploration Right and Environmental Authorisation place limits on the location, scope
and duration of permissible exploration activities.
• Activities in Listing Notice 2 to the Environmental Impact Assessment Regulations,
2014 (e.g. those requiring an Exploration Right) must be subject to a Scoping and
Environmental Impact Assessment process.
