The Philippine Statistics Authority Regional Office X celebrated the 29th CivilRegistrationMonth(CRM)onFebruary2019withthetheme“Inclusive and Responsive CRVS: Working Smarter Through Innovation”.Thecelebrationhighlightsthegovernment’scommitmenttoachieveuniversalcivilregistrationbyremindingthecitizenryoftheirdutytoregisteractsandeventsconcerningstatusofpersons,enhancenationwideawarenessandappreciationofthelegal,administrativeandstatisticalvaluesof civil registrydocumentsandultimately improved thecountry’s civil registrationandvitalstatistics(CRVS)system.ThisisanannualobservancepursuanttoPresidentialProclamationNo.682bythenPresidentCorazonAquino.

NEWSLETTER ETYMOLOGYThe word “Patsada“ is a Bisaya word commonly used in common conversation in Northern Mindanao added as an adjective. It means “Nice” or “Nice-looking“. It is usually abridged in the form “Tsada“ which is makes it more fun and appealing to use.
PSA RSSO 10 adopted the word in the newsletter title because it embodies the niceties of the office’s accomplishment for the quarter and as a flagship word being promoted as a branding of the region.
Patsada Diez Newsletter is the official quarterly publication of PSA RSSO 10.
Philippine Statistics Authority (PSA)X conducted the Family Incomeand Expenditure Survey (FIES) Visit2 Manual Processing Second LevelTraining at PSA Misamis OrientalConferenceRoom,Gusa,CagayandeOro City on February 11-12, 2019.
The said training discussed thepurposeofprocessingmanualwhichservesasaguidefortheeditorsandprocessorsincheckingthecomplete-nessandconsistencyofdataentries,andthevalidityofinterviewers’datainput into the questionnaire. Thewaysonhowtofilloutproperlythemissing entries in case that therewere items left blank in the ques-tionnairewerealsodiscussedduringthetraining.Thetrainingwaspartici-pated by 14 regional and provincialfieldsupervisorswithMs.GeorgetteF. Gayomali of PSA X as the trainer.
The FIES is a nationwide surveythat provides basic information onfamily income and expenditure ofhouseholds carried out every threeyears. This includes among otherslevels of consumption by item ofexpenditureaswellasthesourcesofincome in cash and in kind. The sur-vey results will provide informationon the levelsof livinganddisparitiesin income and spending patterns offamiliesthatwillbecomebasicinputsintheestimationofthecountry’spov-ertythresholdandincidenceaswellasinupdatingtheweightsusedintheesti-mationofConsumerPriceIndex(CPI).
Atotalof9,880householdsintheregionwerevisitedduringtheconduct of 2018 FIES visit 2 whichstartedonJanuary9,2019andendedonJanuary31,2019.Therewillbe66manualprocessorswhowillbetrainedtoedit and check thequestionnairesanswered by the respondents fromthefiveprovinces.n (GSBelaca-ol)

2018 CPBI and 2018 IOSPBI to start by April 2019
The Philippine Statistics Authority(PSA)issettoconductthe2018Cen-susofPhilippineBusinessandIndus-try (CPBI) by April 2019. The 2018Input-Output Survey of PhilippineBusinessandIndustry(IOSPBI)willbearidersurveyofthiscensus.ThePSApersonnel will visit 2,393 establish-ments in the region for this under-taking. The PSA X gears up for thisactivity by conducting the Field Op-erationsTraining intwo levels–onefor theSupervisorsandone trainingfor the Hired Statistical Researchers(SRs).TheRegionalOfficeconductedtheSecondLevelTrainingfortheSu-pervisors on 18-22 March 2019 atthe RSSO X Conference Room. Thetrainers were Senior Statistical Spe-cialist Jennifer O. Pevidal and Asst.StatisticianLeilanSuerteL.LacbayanPSA Central Office and OIC GerasolLourdes G. Mugot of PSA X-SOCD.
TheCPBI isoneof thethreenation-al censuses conducted by the PSAperRepublicAct 10625. TheCPBI isundertaken every five years to col-lect and generate information onthe levels, structure, performanceand trendsof economic activitiesofthe formal sector of the economy.

Specifically,itaimsto:collectandgen-erate information on employment,revenue, expense, capital expendi-turesandtotalassetsoftheestablish-mentsbyindustryandbyregion;gen-erate indicatorssuchasvalueadded,labor productivity, profitability andother indicatorswhich are necessaryfortheevaluationoftheperformanceof industries at the national and re-gionallevels;generateinformationonmicro, small, and medium establish-ments/enterprises (MSMEs); gener-ategenderdisaggregatedstatisticsonemployment; generate statistics onResearch and Development employ-ment, expenditures, and capitaliza-tion of establishments; and updatebasic information of establishmentsand enterprise for the improvementof the Statistical Business Registrar(SBR). The data to be collected fromthe CPBI will constitute bases uponwhich the government and the pri-vatesectorcanformulatepoliciesandevolveeconomicdevelopmentplans.
TheIOSPBI,ontheotherhand,aimstocollectdetailedinformationontherevenue,expenseandinventoriesbyproductofbusinessesandindustriescoveredinthe2018CPBIinordertobuildtheinputstructureandtoconstructthedistributionofoutputrequiredinthecompilationoftheI-OTable.n (BMCastro)
PSA X Conducts BIMP-EAGA Consultative Meeting for the Environment Cluster
PSA-RSSO X conducted a BIMP-EAGAConsultativeMeeting for the Environ-ment Cluster on 11 February 2019at the PSA X Conference Room, Ca-gayandeOroCity.Themeetingaimedtoconsulttheconcernagencies intheEnvironment sector on the availabilityofstatisticaldatawhichcanbeusedinmonitoringtheBruneiDarussalam-Indo-nesia-Malaysia-Philippines East ASEANGrowth Area (BIMP-EAGA) initiatives.
Representatives from the Departmentof the Interior and Local GovernmentX,DepartmentofEnvironmentandNaturalResourcesX,MinesandGeosciences Bureau X, EnvironmentalManagementBureauX,BureauofFisheriesandAquaticResourcesXandLand TransportationOffice X providedinputsonthedevelopmentofPhilippine-EAGA (P-EAGA) indicatorsfortheEnvironmentCluster.
The initial listofP-EAGA indicators fortheEnvironmentClusterwere submit-ted to the PSA-Central Office for re-view and for adoption. The proposedP-EAGA indicators of all clusters shallbe consolidated and presented in thehigherlevelforumoftheStatisticsandDatabase Working Group (SDWG) ofthe Trade and Investment FacilitationCluster (TIFC) of the BIMP-EAGA. TheP-EAGA indicators shall be comparedwith thesetof indicatorsof theotherregionsandwouldcomeupwithacoreBIMP-EAGAindicators.

Sixty-two percent of the working age population in Region X are in the labor force

InJuly2018,thenumberofpersonswhowereinthelaborforceinRegionXwasreportedat2.06millionoftheestimated3.32millionpopulation15yearsoldandover. Amongthe17regions,RegionXcameinfifthwithalaborforceparticipationrate (LFPR)of62.0percent,higher thanthenationalfigure (60.1percent).Thismeans that six in tenof thepopulationaged15yearsandoverwereeitheremployedorunemployed.

The total number of employed personswasestimatedat1.95millioninJuly2018.
TheemploymentrateortheproportionofemployedpersonstototallaborforceinRegionXrecordedat94.9percentinJuly2018higherby0.6percentagepointfromthe recorded94.3percent in July 2017.
For the three-year comparison of thesame period, employment rate inRegion X was increasing since 2016.

More than 60 percent of employed persons are males
In July 2018, 63.2 percent of the employed per-sons were males while 36.8 percent were females.
Largest proportion of the employed population are in the service sector
Workers in the service sector comprised the larg-est proportion of the employed population.In July 2018, workers in the service sector comprisedalmost half (48.8 percent) of the total employedpop-ulation. This share, however, was lower than the re-corded share in the previous year of 50.4 percent.
On the other hand, workers in the agriculture sectorpostedanincreaseof0.6percentagepoints,from32.7percentinJuly2017to33.3percentinJuly2018.
Industry sector remained tohave thesmallestpropor-tion of employed persons among the major industrygroups.
Amongthemales,thetopthreeoccupationwere:ele-mentaryoccupations,skilledagricultural,forestryandfisheryworkersandmanagers.Meanwhile,amongthefemales, the top threeoccupationwere: elementaryoccupations,managersandserviceandsalesworkers.
It can be noted also that there was a higher pro-portion of males employed than females in thefollowing occupation groups: Elementary occu-pations, Skilled Agricultural, Forestry and FisheryWorkers, Craft and related trades workers, Plantand Machine Operators and Assemblers, Armedforces occupations, and special occupations.
FortheoccupationgroupssuchasManagers,Serviceand salesworkers, Technicians and associate profes-sionals,ClericalsupportworkersandProfessionals,ahigher proportion of females employed than maleswasobserved.
Three in every five of the employed persons are wage and salary workers
Elementary occupations comprise the largest occu-pation group
Most of the employed persons were engaged in el-ementaryoccupationsaccountingfor33.5percentofthetotalemployedpopulationfollowedbyManagerswhichrecordedat15.1percent,Skilledagricultural, forestryandfisheryworkers closely followedwith 14.5 percent share.

More than half of the employed persons are full-time workers
Unemployment rate drops to 5.1 percent
The unemployment rate decreased to 5.1 percent inJuly2018LFSroundfromthe5.7percentof thesamemonthofthepreviousyear.Thisrepresentsadropof0.6percentagepoint.Theunemploymentrateoftheregionwas lower by 0.3 percentage points than the nationalunemploymentrate.
About 23.5 percent of the employed persons desires more hours of work
Employedpersonswhoexpressthedesiretohaveaddi-tionalhoursofworkintheirpresentjobortohaveanaddi-tionaljob,ortohaveanewjobwithlongerworkinghoursareconsideredunderemployed.Theunderemploymentrateortheproportionofunderemployedtothetotalem-ployedpersonswasestimatedat23.5percentinJuly2018.
There were more workers wanting more hours toworkamong thosewhoworked less than40hours in-cluding personswith a job but not atwork comparedto those workers who have already worked for 40hoursandover.Bysex,malescomprisedalargernum-ber wanting for more hours of work than in females.
In Region X, 4.6 percent of the unemployed personswerelookingforworkforlessthan4weeks,5.1percentwerelookingforworkfor4–9weeks,5.4percentwerelookingforworkfor10–19weeksandtherewere8.2percent of the unemployed persons who were look-ing for work for 20 weeks and over. The mean num-ber of weeks looking for work posted at 4.7 weeks.
Bysearchjobmethod,placedoransweredadvertisementswasthetopoptionwhichrecordedat8.6percent.Othermethods used were Approached Relatives or Friends(5.1%), Approached Employer Directly (5.0%), Regis-teredinprivateemploymentagency(4.1%),Registeredinpublicemploymentagency(2.1%),andothers(7.8%).

ThePSAthroughitsCivilRegistryServiceOutletsprovidesservicestothegeneralpublic,LocalCivilRegistryOfficesandotheragenciesbyissuingacopyofcivilregistrydocumentssuchasCertificateofLiveBirth,CertificateofMarriage,CertificateofDeath,CertificateofNoMarriage(CENOMAR)andAdvisoryonMarriagesprinted insecuritypaper. Inaddition, theCRSOutletalsoprocessesauthenticationofcertifiedtruecopiesofthecivilregistrydocumentsbycomparingthesignatureonthedocumentwiththespecimensignatureoftheauthorizedsignatoriesoftheLocalCivilRegistryOffice(LCRO)whicharestoredandregularlyupdatedintheCRSdatabase.
IntheFirstQuarterof2019,atotalof128,040certifiedcopiesofcivilregistrydocuments,certificationsandauthenticationwereprocessedandreleasedattheCivilRegistryServiceOutletofCagayandeOroCitywithin2hours.Ofthetotalnumber,74.91percentwerecopyissuancesofcertificateoflivebirth.FortherequestofCENOMARs,100percentwereissuedwithintheday,earlierthanthetargetreleasedof3workingdaysaslaiddowninthePSACitizen’sCharter.

Ofthis total, 89 certificates or 68.46 per-cent were new applications. All of theCRASMswereissuedwithin7daysfromthedateofapprovalofapplications.

The Bukidnon Association of Solemnizing Officers (BUASO)General Assembly, conductedlastJanuary21,2019atTheGardens,MalaybalayCity,Bukidnon,isthe16thintheseries of assemblies conductedannually by the association incoordinationwith thePhilippineStatistics Authority-BukidnonProvincialStatisticalOffice.
Theactivitygatheredall thesol-emnizing officers from the dif-ferentreligioussectsthroughoutthe province of Bukidnon andservedasavenuetodiscussthelatest issues and concerns rela-tive to processing of theCertifi-cateofRegistrationofAuthoritytoSolemnizeMarriage(CRASM),solemnization of marriage aswell as the laws governingmar-riages in the Philippines andothercivilregistrationsconcerns.

OIC Aves presented updates of Republic Act 11055, otherwise known asthe Philippine Identification System Act (PhilSys). She mentioned the part-ner agencies of PSA in the implementation of the PhilSys, namely- the DFAfor the Registration of Overseas Filipino Workers; GSIS; SSS; Local Civil Reg-istrar Offices; PhilHealth; PAG-IBIG Fund; Comelec; and PhilPost. These part-ner agencieswould serve as registration centers during the roll-out of PhilSys.
