Jackie Pendergast, Chair called the meeting to order at 12:05 p.m.

4. BUSINESS ARISING FROM THE MINUTES – (a) Review of submission for 111 Campbell Avenue” - Jackie Pendergast

thanked Laurie Donato for doing a great job of getting the RFPs out.

1. “Blank Page Studio” – Daniel J. Kirk – Discussion was held and the following comments were made:

• It was agreed by all members of the committee that this proposal had the most visual impact and suitability for the site.

• Artist’s fees seem low. • It was not clear if the mural was painted on panels – its seems to

be directly placed on the wall. The Jury expressed concern that the artists did not adhere to the criteria for the panels to be able to be used individually. The Jury questioned whether the mural could be put on panels that could stand alone . The Jury would like clarification on this item.

• Background blue is painted on the cement brick – this may be a concern for the building owner. Further clarification from the artist in regards to whether this could be changed is required.

• Maintenance could be a factor with the relief work catching rain and snow.

• Need a final concept to show on panels. 2. “Revelstoke Selfie” - Jaqueline Palmer – Discussion was held and the

Jury felt that this was an incomplete proposal with insufficient information for the Jury to make an informed judgement.

3. “Community Mural” – Alisha Reilly Roe – Discussion was held and comments were made as follows: • This was a second proposal from this artist and is a follow up to the

first proposal. • There were some reservations about the community involvement.

4. Jay Isaac and Morley Shayuk – Mural - Discussion was held by the Jury and the following comments were made: • The Jury unanimously agreed that this proposal would not be

suitable for the proposed site as it did not have the necessary visual impact.

5. Bruce Thomas – Murals on Panels - Discussion was held by the Jury and the following comments were made: • The Jury felt that this work was bold but did not feel it would work

in the proposed location.

6. Tina Lindegaard & Sue Davies – Revelstoke Mural on Panels – Discussion was held by the Jury and the following comments were made: • Although this proposal is reflective of the trains opposite the site,

the jury felt that this proposal could invite graffiti. 7. “Jackson Snowflake” – Rob Buchanan - Discussion was held by the

Jury and the following comments were made: • Great idea. • May invite graffiti

8. “Circus Puppets” – Rob Buchannan - Discussion was held by the Jury and the following comments were made: • The Jury did not feel that this proposal was appropriate for the site.

The Jury unanimously voted in favour of Blank Pages. However, before proceeding any further members would like to meet with artist to discuss their concerns and obtain clarification on a few items as noted in the minutes. . It was also noted that Bruce Thomas’s proposal was voted in second place. Staff will arrange a conference call with the artist of Blank Pages and the Jury. Staff will also draft letters to proponents whose projects were not selected.

Under the Jury’s direction, staff completed the weighting for these projects which are attached to the minutes. Mignon Dobson wished to record her opinion that

• The Arts Council may wish to put on a workshop to assist artists in submitting proposals to adhere to criteria.

5. OLD BUSINESS –

David William’s Mural – David Rooney reported that this mural is in really poor condition and does not think it will be possible to repair. It was agreed that David Williams should be acknowledged for his contribution to the community. Action Item: David Rooney will talk to Dave Williams and his wife to find out what they would like to do regarding the mural and report back to the committee.

Committee members attended Council Chambers to participate in a conference call with mural artists Daniel Kirk & Katie Green of Blank Page Studio. Members requested clarification on the following items:

Stand Alone Panels: Members expressed concern that the mural could not be relocated as stand alone panels if required.

Daniel advised that the mural works best as a single piece. However, the artists are willing to adapt things to a multi piece approach. The mural could be sectioned off in areas that make sense to create separate panels. A preliminary design of stand alone panels was presented to members for consideration. Members noted that there are delicate pieces that stand out in the mural. They are fragile and prone to stress. Members questioned how the artist would deal with these delicate contours within the panel shape? Daniel advised that he will be simplifying intricacies of the panels. Details will be left for actual painting. The potential to build up the surface also exists. Images will maintain their details and forms will be made for function and strength. Will panels have space between them on the walls once they are installed? Daniel advised that they will not have spaces. They will be put together like a puzzle. They will keep plywood as large as possible. Materials: Members requested clarification on quality of plywood. Daniel advised that marine grade plywood would be used. ¾ inch sheets will be top coated, sealed, front / back and edges will be painted. Use of Ink: Members questioned how the artists would use ink. Katie advised that they would be using acrylic ink which bleeds differently. Colour Scheme: The existing wall is taupe. Members questioned if the intent was to paint

the building façade blue. Daniel advised that this has been left open as part of the engagement process. Wall can be painted however, if there is hesitation about painting the building, the artist will adapt. The colour accents the piece more. The artists are aware that they will need to work with the building owner. Community Involvement: Members asked what this consisted of.

Daniel advised that because they won’t be painting directly on site, they want to rent space to create the piece itself. They would like to let people know where they are and that they are creating a mural for that space and that people can come down and take a look. Artist Fees: Committee members expressed concern that artist fees were low. Daniel advised that they have broken fees down differently. Artist fees have also been factored into materials and fabrication costs. Images are reverse: Why has it changed so much? The original proposal was big / scale is

different / saturation is different. The first image had a sweeping fluid shape to it. Daniel explained that the reason the images are reversed is because they are working between two computers. They are viewing work left to right. When you look at the sight, the mural will flow from right to left on the building. Committee’s closing comments: Mignon expressed concern that the two concepts are different and not drawn to scale. Members suggested that the artist be requested to provide a concept designed to scale and that the artist be compensated for this request. Once received staff will forward scaled concept to property owner for approval and then to Council for final endorsement.

THAT an additional $ 500 be made available to the artist to prepare a concept plan to scale with colour and images as outlined in the original concept. THAT the mural concept prepared by Blank Page Studio be forwarded to Council for endorsement once staff receive a concept plan prepared to scale.

Hello,

What would a unified painting of Canada look like if it was painted by expressions of our people? As an artist, I am fascinated at the thought of what the final image will be when thousands of individual paintings, created by Canadians from coast to coast, are combined into one overall piece of art.

Not long after completing the first mosaic murals eleven years ago, it became apparent to us that these murals had the ability to involve practically anyone, from professional artist to “first timers”, from the very young to our senior citizens. No matter what their background everyone had one thing in common, they were part of a bigger picture. From the smallest of us to the most influential, we all part of a bigger story. To me, this is the sheer definition of what a community is. It seemed that overnight, communities began asking us to create murals.

Naturally, it came to me it would be incredible to create a mural that would connect our whole country. For years, I have been exploring what this would look like. Finally, the timing is perfect as Canada is about to celebrate 150 years.

I have chosen the train and railroad and feel it is the ultimate theme for connecting the murals. Railways played an integral role in the process of tying regions together. My vision is to do the same with these murals. All aboard!

Mural Mosaic

Mural Mosaic began in 2003 and was founded by the trio of Lewis Lavoie, Paul Lavoie and Phil Alain. Lead by renowned artist Lewis Lavoie, the trio is based out of St. Albert AB and have been orchestrating collaborative murals around North America involving artists and non- artists alike from all over the world.

Their murals have been featured at such events as the 2010 Winter Olympics in Vancouver, the 2012 Summer Olympics in London, the Centennial celebration of the Calgary Stampede, the Alberta Saskatchewan Centennial of 2005, the Edmonton Centennial of 2005 and a Royal unveiling for Queen Elizabeth II. The murals have included special guest team members ranging from renowned artists to celebrity and political guests. Some past participants and guests include The Barenaked Ladies Kevin Hearn, William Shatner, Mike Myers, Dan Aykroyd, Robert Bateman, Michelle Grant, Bill Lishman, Ian Tyson, Former Premiers Lorne Calvert and the late Ralph Klein and literally thousands more.

In 2017, Canada will turn 150 years old. It is a country that has welcomed the world through its borders.

To celebrate this birthday, the Mural Mosaic team is launching a bold undertaking. Over a two year span, the trio plan to create a mural including all provinces and ter-ritories, over 80,000 paintings and 150 individual murals that when united will form one gigantic mural mosaic. The mural, if ever connected would be over 365 meters wide (4 football fields) x 2.5 meters high (8 feet).

The mural will represent a cultural mosaic, a time capsule, a visual portrayal of history, an art masterpiece from the soul of the nation. An art piece that fifty years from now, may inspire another generation, who will in turn be able to celebrate through the mural, and maybe take it upon themselves to add to this memory.

Like the first settlers to come to the country, this project is full of ambition, adventure and the desire to trail blaze into new exciting frontiers. It will also face great challeng-es and obstacles. But, if history proves itself correctly, the trio of art explorers – Lewis Lavoie, Paul Lavoie and Phil Alain will find their way and en route will meet up with like-minded art explorers and something remarkable will be born.

150 Murals in 150 Communities completed by July, 2017.

Each province and territory will have only 5-15 individual communities who will be selected to represent the province and the nation. Each community will host an event inviting participants from far and wide from their region to participate and create their own community mural, which will then connect to the nation.

Upon the completion of the entire Canada 150 Mosaic, each community mural will reside in the town or city where it was created as a reminder of the 150th anniversary, and the pride of the community and the nation

Community Mural Events

Each community mural created will have between 400-750 tiles to paint. The Canada 150 Mosaic team of artists and facilitators will come to your community and work with you to create an ultimate two-day painting event like no other.

Any skill level is welcome, all ages are welcome, you do not have to be an artist! Every tile painted will be 4 inches x 4 inches in size, creating a unified community mural.

Once your community mural is complete it will be virtually connected to other communities creating one massive overall National mural connecting the country coast to coast. Your mural contribution to the Canada 150 Mosaic will be permanently displayed in your community creating a lasting legacy landmark of Canada’s 150th celebration.
