Introduction
“In Geographic of world it is stated that Everyone has the right to a standard of living
adequate for the health and well-being of himself and of his family, including the basic needs
like food, clothing, housing and medical care and necessary social services, and the right to
security in the event of unemployment, sickness, disability, widowhood, old age or other lack of
livelihood in circumstances beyond his control” says article 25 of Universal Declaration of
Human Rights. But the flood affected people of Pakistan are still deprived of these basic rights
despite intense work of Government and Civil society organizations. School and hospital
buildings are either collapsed or need renovations. Where Physical infrastructure: roads,
bridges, water courses and irrigation channels are seriously effected, the livelihoods or income
sources of community are also effected in high percentage. Problems in registration and
compensation for flood victims are manifold. Agriculture is the back bone of the people of the
South Punjab, which is badly affected due to this flood. Small farmers especially women are
amongst the most affected people and they are most neglected too. Thus the livelihood of
community is insufficient to fulfill their basic needs.
To overcome this difficult situation, FDO in collaboration with PPAF has implemented a Project
named “Livelihood Enhancement and Protection” for the Rehabilitation of Flood Affected
Communities in Union Council Dogar Kalasra & Thatha Gormani of Tehsil Kot Addu, District
Muzaffargarh. There is universal acknowledgement that livelihood diversity is a major factor
affecting the success and relevance of many agricultural programmes. Although it may be
argued that such diversity is nothing new, there is considerable evidence that it is assuming an
ever greater role. The logic is clear: as economies develop, agriculture and livestock represent a
decreasing proportion of economic activity; as economies expand and globalize, there are
increasing opportunities to access a range of income sources. Despite these opportunities,
many people suffer because of inadequate livelihood, but the phenomenon of income diversity
presents increasing challenges to those who seek to develop livelihood innovations. The project
iterated the history of FDO’s dedication towards its dream of better, stronger and prosperous
communities having strong livelihoods once again.
The project for “Livelihood Enhancement and Protection was implemented by Farmers Development
Organization with the financial assistance of PPAF Pakistan in following villages of two Union Councils
named Dogar Kalasra and Thatha Gormani, Tehsil Kot Addu district Muzaffar Garh:

Objectives:
1. To develop the capacity, opportunities, assets and productivity of community members to reduce their
vulnerability to shocks.
2. To strengthen and ensure the sustainability of the business operations/Livelihoods of targeted
communities.
Methodology:
FDO adopted the methodology to achieve the above mentioned
objectives with the conduction of poverty score card survey in the
said 29 targeted villages of both union councils. A democratic and
inclusive community organizations were formed in all those
villages with an effective representation from the most vulnerable
segments of society e.g. poor of the poorest, Vulnerable poor,
widows, tenants, elderly people and persons with disabilities.
FDO team orientated the LEP project to all the communities and
raised the awareness about the targeted categories of poverty
through wealth ranking with fully involvement of Cos. FDO
involved the community organizations for their early rehabilitation after flood disaster in each activity of
LEP program through the resolution of Cos for complete transparency.
Activities and Achievements of the Project:
Objectives of the project were achieved through the following some major activities which were further
devided into small activities for affective work.
A. Identification and prioritization of poor through PSC survey and wealth ranking.
B. Development of Livelihood Investment Plans
C. Enterprise Development Trainings and Business Incubation.
D. Formation of Community Groups (CGs)
E. Awareness raising sessions regarding Agriculture and Livestock.
F. Derenching and Deworming to small and big animals.
G. Installation of Family Nutrution Kits

A. Poverty Score Card and Wealth Ranking Survey:
FDO team conducted the PSC survey based on a HouseHold by going
door to door along with 100 % tagging the doors in targeted villages of
both U.Cs. After the PSC survey, the FDO team conducted the wealth
ranking survey through community and comprised the result of PSCs
and wealth ranking. People not falling in targeted ranking were shared
with the community for verification of their assets and reason for not
falling in targeted ranking. Community verified all the beneficiaries of
that village through the resolution. Through the wealth ranking survey
and PSC survey FDO team got the list of 371 beneficiaries falling in the categories of Ultra poor,
Vulnerable Poor and only poor (Annex-I). Community verified those people according to their ranking.

B. Development of Livelihood Investment Plans:
Livelihood Invest plans of 340 screened out HouseHold
benficiaries through PSC survey and Wealth Ranking
survey were Prepared through assessment and verification
through community of their assets, income and
expenditures along with resources available and required
to fulfil his/her dream. According to their needs,
recommendations were also given from FDO LEP team
for trainings and for assets to improve their sustainable
livelihoods. FDO team went door to door to prepare L.I.Ps
of all those beneficiaries to guide and motivate them for
the early improvement and expansion in their livelihoods

after the flood. Particpation of females in

C. Enterprise Development Trainings and Livestock
Development Trainings:
FDO team organized one of the most important and most
promiseable part of this project was the restoration of
livelihood for three hundred fourty households. FDO designed
its intervention utilizing the inherent capacity in enterprise
development and livestock management and development
training. After identification of three hunred fourty
beneficiaries, their capacity to manage a business was
nourished through two to three days for livestock management
and development
training and three to four days intensive business development
trainings. The training was delivered according to the needs and
understanding of the local community. For this major and
creative exercise, FDO signed the MOU with the trainer’s team
belonging to ECI (Islamabad) and DVO Muzaffargarh which
made these training very effective and learnable for all the
beneficiaries. All of these participants have started their journey
to prosperity once again after these trainings. One hundred and
Fourty Three community members were trained through Two to
Three Days Livestock Management and Development Trainings
and Two hundred community members got the benefits through Three to Four Days Business/Enerprise
Development Trainings. Business Development Plans of each trainee were prepared in the training
according to their wished business. These participants were nominated by their local Community
Organizations through participatory wealth ranking and
PSC survey. At the end of the each training, a
handsome amount were paid to all the beneficiaries of
that training as a wage compensation with its slip to
motivate them with the benefits of training and early
opening their businesses after training. A ceretificate of
the training was also awarded to each beneficiary of the
training for the purpose of their motivation that they

make useful their PECs and business strategies learnt during the training.
Objective of the workshop:
1. To sustain and improve the economic conditions of the flood affected households through
awareness and business development strategies.
2. To build the capacity of the trainees about basic concept of business (market survey, marketing,
book/Record keeping and PECs etc)
D. Formation of Common Interest Groups/Community Groups:
After the Enterprise Development and Livestock Development trainings, FDO team initiate the formation
of five intensive C.I.Gs ranking in ultra poor and vulnerable
poor containing seven to ten members in each group having
same interest in their businesses and gathered for the combined
problem resolution and for the expansion of their small
businesses. These groups were formed with the participatory
approach. Each group selected their President and General
Secretary to represent their group amongst the community and
other stakeholders (Annex-II). C.I.G register was developed
containing the complete information about each member e.g,
PSC result, registration of member in that organization through
resolution, bank account, saving detail and linkages etc. The
copies of their collected data by FDO team were provided to each member in shape of a binding file. This
file contains the following documents:

Procurement of Assets and Business Incubation:

At the end of the participants developed their business
development plans, To make the procurement procedure of
productive assets very transparent, FDO adopted the
Participatory methodology to achieve its objectives. FDO team
formed the procurement committees as representatives of the
Cos to whom all community of village trusts. These committees
were formed through the participatory approach of community
and FDO team. Two representatives of each CO were selected
for the transparency of procurement of productive assets. These
committees went
to the market
along with the procurement officer of FDO for quotation
collection and participated in making the complete case for
making request to finance unit for funds against purchasing
of those assets for right holders. FDO transferred the funds
in CO’s accounts for purchasing of productive assets. Cos
were fully involved to provide the procurement of assets
for right holders of their villages (Annex-III). The purpose
of FDO behind this is that the Cos can become
strengthening and have the capacity to resolve their
combined problems.
Business Incubation:
The pocurement committees were finalized in a management
meeting for business incubation which includes representative
from each community organization, from FDO program and
from admin sections to make the procurement process
transparent and economical. The procedures for the
procurement committee were defined and after completion of
business development plan, procurement committee started to
procure business kits for the participants. They visited markets
in Kot Addu and Multan for procurement, identified the
required material for each business from business plan and
prepared the kits for each individual business. These kits were supplied to the premises of respective
business and with proper visibility and marketing tools (banners and visiting cards) implementation, these
businesses were started (Annex-IV).

E. Awareness Raising Sessions/Technical Support
Sessions:
One of the most interesting and very effective activities of the
project was the awareness raising sessions or technical
support sessions. FDO team organized fourty technical
support sessions including twenty sessions of awareness
about livestock management and development and twenty
awarenss raising sessions regarding agriculture in all the
targeted villages of LEP project. To make these sessions
learnable and
effective for the community, FDO signed the MOUs with
Veturinary Department and Agriculture Department in
District MuzaffarGarh, Tehsil Kot Addu. The majority of
these areas is dependant upon their agriculture and
livestock’s income. For their early recovery after flood it
was so needed that sessions regarding awareness about
livestock management and development and agriculture
should be conducted in this area. Mr.Ismail (Sr.VO) from
Livestock Department delivered the sessions on livestock
management and Mr.Iqbal (FO) from Agriculture
Department delivered the sessions on Agriculture. This was
an excellent activity to re-impove the livelihoods of the community of this area and methods to protect
their crops and animals from chronic diseases after the contaminated water of flood.
F. Derenching and Deworming of animals:
As described above, the majority of kot addu area depends
upon their livestock and agriculture and they earn major part
of their income from their livestock and crops. So after the
flood, a high percentage of the animals in this area were
trapped in different type of diseases due to contaminated
water of flood. Community’s major need was the protection
of their animals from chronic diseases. To provide the
support to the community to sustain their livelihoods, a
benefited activity
was organized in
both the UCs which was the campaign for the derenching and
deworming to small and big animals in this area. FDO signed
the MOU with District Livestock Department in
MuzaffarGarh, Kot Addu to run this campaign. Dewormer
was provided by FDO and other medicine for derenching to
the animals for the diseases named “Muun Khur” was
provided by Livestock Department without any cost in the
First round. In the second round dewormer was repeated to all

those small and big animals. Two rounds of this campaign were organized by FDO team and about 100%
small and big animals were benefied from this campaign in targeted villages of both U.Cs.
Installation of Family Nutrution Kits:
Community Organizations were asked to identify the lists of Ultra
poor and Vulnerable Poors holding small patch of land for
installation of 17’*12’ FNK. FDO signed an agreement with Micro
Drip for installation and training to manage this high efficiency
irrigation system for 85 households (Annex-VII).
Since this irrigation system is new to these local communities, Micro
Drip experts and FDOs social Organizer and Livelihood Officer
spent a good amount of time in making it understandable to the local
community regarding its management.
Lessons Learnt:
Working in post disaster conditions always confronts the organization with ever new challenges and
resolving these challenges brings loads of wisdom to the organization, this project was no exception.
Let’s explain the challenges and lessons learnt from those challenges for each activity:

Enterprise Development Training and Business Incubation
Through participatory wealth ranking community organizations identified the most vulnerable
families for livelihood assistance who were further evaluated by FDO through poverty score card
for vulnerability. 200 households, thus identified were invited for three to four days Enterprise
Development Training and 143 households identified were invited for two to three days livestock
management and development training. The Enterprise Development training was focused at
developing an understanding of community regarding basic principles of running a good business
like marketing, book keeping and linkages building and Livestock Development Trainings were
focused at management and development of livestock and protection of animals from chronic
diseases. All the participants developed their business plan for the next year in which they
identified the resources to restart their businesses. A procurement committee consisting of
representatives from Community and FDO started procurement for the assets for these trainees
and assets were transferred to their business locations. The businesses of 200 right holders were
properly launched through marketing tools and now they all are running their businesses better
than ever.
The first challenge for FDO was to train a group of people who have never been through training
and most of them were illiterate but FDO’s Enterprise Development Trainers and Livestock
Development Trainers started from scratch and through practical work and market survey, taught
them the principle of business management.
Secondly, FDO has never been for cash grants. To ensure the procurement of business Kits
through transparent and participatory approach and their delivery to the beneficiaries, FDO
established a procurement committee consisting of representatives from Community and FDO.
This committee surveyed the local markets for the procurement of assets and delivered these
assets to the business place of beneficiaries.

Best Practices:
Since rehabilitation in post disaster circumstances is in process of developing and following a standard
way of doing things that multiple organizations can use. FDO’s following best practices are often based
upon common sense, are commonly used where no specific formal methodology is in place or the existing
methodology does not sufficiently address the issue.
1. A strong communication with district government and other organizations regarding target area
and interventions is of utmost importance to avoid the duplication.

2. Social Mobilization is of essence in post disaster conditions to get the people out of the
psychological trauma and building their spirit for collective actions for development.
3. For all the interventions, the most vulnerable groups of the community e.g. women, children,
widows, elderly people and persons with disabilities must be given priority
For the interventions like Business Incubation
People must be capacitated on how to create opportunities for livelihood according to
their local context.
Their capacity must be built through training in local language, with local example and
exposure to local markets.
Their know-how regarding basic business concepts e.g., marketing, nook keeping and
linkages building must be enhance.
Instead of cash grants, people must be provided with the resources (business kits) to start
their businesses.
Since the procurement of a diverse range of assets like livestock, donkeys carts, poultry
and others is not possible through generally accepted accounting procedure(collecting
quotations, signing agreements and payments through checks), a group of responsible
people must be entrusted to accomplish this task with transparency.
4. For the Installation of FNK
If a technology is new to the people of local communities, they need demonstration on
how to manage it.
Vendor must be sensitized regarding the importance of successful implementation of this
kind of interventions
Recommendations:
For such short term projects, time is the most critical resource. All the official procedures
that may cause delay in implementation process must be catalyzed.
Coordination and collaboration with general stakeholders in general and with partner
organizations must be very effective.
Such emergency projects are best accomplished in an environment of mutual confidence
and support. Partner Organizations must facilitate each other to overcome the challenges
they face.
