She has also committed to conducting a massive local information campaign to help inform voters throughout Lucan, Clondalkin, Palmerstown, Newcastle and Rathcoole on why this proposed change is needed and what it will change. The Minister also published the accompanying Draft Adoption (Amendment) Bill 2012 which she will seek to enact on the passing of the Referendum. Announcing the publication, Minister Fitzgerald stated: “It is nearly twenty years since Judge Catherine McGuinness first called for constitutional change of this nature, in her report on the Kilkenny Incest Case. Since then successive Governments have discussed the issue, made promises, examined options, set up committees; but today, after 17 reports detailing child protection failings, this Government is acting. “Since taking office my Department and I have been working with the Attorney General to make the transition from an Oireachtas Committee proposal, to a robust Constitutional wording. I am publishing the 31st Amendment to the Constitution Bill and on Saturday November 10th we will hold one of the most significant referenda in the history of the state. We will MiNiSTeR PUbLiSheS WORdiNg fOR ChiLdReN’S RefeReNdUM put forward a proposed amendment which would represent a major and historic change. This Amendment proposes to include a new standalone article in our Constitution, Article 42A, titled ‘Children’. “This referendum is the clearest statement the nation can make that that legacy is being left behind. This referendum will change the Constitution so it: · Protects children · Supports families · And treats all children equally

those rights”.“Sub-article 2 begins bymaking clear that and Iquote “in exceptionalcases, where theparents, regardless oftheir marital status, failin their duty to towardstheir children to suchextent that the safetyor welfare of any oftheir children is likely

to be prejudiciallyaffected, the State asguardian of thecommon good shall, byproportionate means asprovided by law,endeavour to supply theplace of the parents,but always with dueregard for the naturaland imprescribtiblerights of the child.”“Itwill also bring to an endthe currentConstitutional situationwhere children aretreated differently onthe basis of theirparent’s marital status,when it comes to issuessuch as adoption.”In support of theReferendum wording,Minister Fitzgerald has

also published the DraftAdoption (Amendment)Bill. Commenting onthis piece of legislationMinister Fitzgeraldstated:“This legislation hasbeen the subject ofconsiderable discussionbetween myDepartment and theOffice of the AttorneyGeneral. It sets out indetail how we proposeto address the issues ofvoluntary placement,the adoption ofchildren in foster careas a result of seriousand persistent parentalfailure, and the role ofthe High Court indeciding on suchmatters.”

In her explanation ofSub-article 4 of theAmendment theMinister stated: “Thefourth part ofreferendum Bill, ifpassed, will requirethat the best interestsof the child should bethe paramountconsideration; and thevoice of the child givendue weight, in Courtproceedings taken bythe State relating tochild protection and inrelation to adoption,guardianship, custodyand access.”The Minister said thatshe intends holding apublic informationnight to in the localarea to help spark

debate locally on thisimportant issue.Minister Fitzgeraldconcluded: “Thedebate on thisReferendum must notbelong solely toconstitutional lawyersor politicians. This is adebate for all of us. TheGovernment willexplain why this

Referendum is needed,what it will change andhow it will improve thelives of Ireland’schildren, in particularour most vulnerable. Ilook forward toengaging with as manylocal residents aspossible during thecourse of thecampaign.”

The Department of Social Protectionhas clarified that receipt for paymentof the Household Charge is not apre-condition to secure a SocialWelfare payment.Letters which are issuing from theDepartment of Social Protection to anumber of customers in relation toregistration for their Public ServicesCard asks them to bring proof ofidentity and evidence of address withthem.

The invite letter lists a number ofacceptable pieces of evidence ofaddress including a utility bill in theperson’s own name, property lease ortenancy agreement or receipt forpayment of the Household Charge. The Department of Social Protectionwishes to reassure it customers thatpayment of household charge is not arequirement for payment of a SocialWelfare entitlement or registrationfor a Public Services Card.

Dublin South West TDSeán Crowe has warnedthat increases in energyprices will forcehouseholds into fuelpoverty, and threatenstheir health andwell-being.

Deputy Crowe wasspeaking after theannouncement thatBord Gais energy willincrease the residentialelectricity price by 4.8%from October 15.Deputy Crowe said: “Arecent Scottish HouseConditions Survey foundthat for every 5% rise in

the average annualhome fuel price, anestimated 30,000 morehouseholds would gointo fuel poverty, whichwould include 5,000children.

“This Bord Gaiselectricity increase willshove up the averagehousehold bill by €51,to €1,139. With thegovernment increasingpressure on low andmiddle income earners,and attacking the mostvulnerable citizens,how does Bord Gaisthink people will be

able to pay thisincrease?

“This follows a gasprice increase of 8.5%earlier this month, andboth Airtricity andelectric Ireland haveannounced priceincreases for customerstoo. Additionally theCommission for energyRegulation (CeR)announced that threetimes the amount of gasand electricitycustomers were cut-offin the first quarter of2012 compared to thesame time in 2011.

Pat Rabbitte, Minister for Communications, energyand Natural Resources said at the Commissioningof the €600m electricity Interconnector betweenIreland and Britain that “The launch of the €600melectricity interconnector between Ireland andBritain is a historic day in the relations betweenour two countries. This major Irish energyinfrastructure project enables direct electricitytrading between Ireland and Britain.“The project presages the development of an

energy export sector from Ireland to Britain.Ireland has the capacity to generate more energy

than we can consume and Britain has a need formore energy than it will produce. There arethousands of jobs that will be created if the twoGovernments can facilitate this emerging trade.“Towards this end both Governments aim to

complete an inter-governmental framework by theend of the year. we should address theeconomic crisisbecomes shriller andmore hysterical.“Fianna Fáil has cometo the view that theproperty tax asproposed by theGovernment is thewrong plan, at thewrong time. With 40%of all households unableto pay the €100household charge,record numbers offamilies in arrears or innegotiation with the

banks and an entiresection of society onmiddle incomes at thepin of their collars, wesimply do not believethat introducing aproperty tax at thistime is appropriate orsustainable.“Before reverting to theusual name-calling andpolitical mud-slinging,Labour backbenchersmight be better offlistening to thecommunities thatelected them. Never

before has aGovernment partybecome so out of touchin so short a period.The Labour Partyregularly congratulatesitself on making toughdecisions. This is nobenefit unless thesedecisions are also fair.“If Deputy Dowdsdoesn’t want to listento homeowners, hemight take a moment tolook back on thecomments of his Leadereamon Gilmore who, as

recently as October2010 promised theevening Herald that theLabour Party would notintroduce a propertytax. Similarly, in July2010 he said, ‘It wouldbe perverse to askpeople to pay aproperty tax on aproperty on which theyare paying a mortgageand the size of themortgage in many casesis more than what thevalue of the property isworth’.”

Ireland’s independenthuman rights watchdog, theIrish Council for CivilLiberties (ICCL) haswelcomed the publicationof proposed wording for aconstitutional referendumon the rights of children.The ICCL indicated that, atfirst reading, it was“broadly satisfied” with thewording, but questioned theapparent “exemption” of

State agencies from therequirement to consider thevoice of the child whenproceedings are takenagainst them.ICCL Director Mr Mark Kellysaid, “Minister Fitzgeraldappears to have made asincere effort to capturesome of the key principlesof the uN Convention on theRights of Child in herproposed text.

The explicit provisionsregarding the equaltreatment of all childrenare particularly welcome.”However, the rightswatchdog noted that thescope of the best interestsprinciple and therequirement to hear thevoice of the child are morenarrowly drawn than in therecommendations producedby the Joint Committee on

the ConstitutionalAmendment on Childrenover two years ago.

Mr Kelly went on to say that“The O’Rourke Committeerecommended the inclusionof the 'right of the child’svoice to be heard in anyjudicial and administrativeproceedings affecting thechild, having regard to thechild’s age and maturity'.

However, FrancesFitzgerald’s wordingappears to restrict the rightof child to have his / hervoice heard to proceedingsbrought by the State. Is theMinister really proposingthat children should be seenbut not heard inproceedings brought againstthe State and its agencies?”The Irish Council for CivilLiberties will closely study

the Minister’s text over thecoming days in order to fullydetermine the extent towhich it effectivelytransposes the rights in theunited Nations Conventionon the Rights of the Childinto the Constitution. It willalso closely examine theprobable effect of thesedraft provisions on theprotection of the rights ofchildren.

page which posts thetimes and whereaboutsof checkpoints acrossDublin in order to help

drivers avoid them. Senator Noone said thatthe Facebook page,‘Garda Checkpoints

Dublin’ was bothdangerous andirresponsible. "The random nature of

other road users at risk. “The fact that the pagehas received over 6,000‘likes’ in 24 hours isvery disconcerting.

This page has alreadyposted the locations of70 speed cameras andcheckpoints. I havecommunicated withFacebook in a bid to getthis page shut down.

“While theestablishment of theFacebook page doesn’tbreak the law, itcertainly abuses thespirit of it andencourages people todrive irresponsibly. Iwould also urgeresponsible people toavoid the group andcontact Facebookurging that the page beclosed down.”

“Garda checkpointsexist in order to catchpeople who arespeeding and drinkdriving and to deterother road users fromengaging in thisbehaviour. There can beno doubt that thisapproach has helped todrastically reduce thenumber of deaths onIrish roads.

“The number of roaddeaths fell to 212 in2010, the lowest levelon record. The target ofachieving no more than252 deaths per annumby the end of 2012 wasachieved three yearsahead of schedule.People who use this siteare effectively trying tonegate the impact ofthese hugely importantroad safety measures.

Dublin MeP emer Costellohas welcomed the europeanParliament vote whichprovides minimumstandards for all victims ofcrime across the eu. TheIrish Government took thedecision to opt-in to thisproposed directive in August2011.

Speaking from the europeanParliament in Strasbourg,Costello said: “Theeuropean Commissionestimates that the totalcost of crime, for victims,employers, the state andsociety, at €233 billion ayear. That equates toapproximately €2.3 billionin Ireland. “While becoming the victimof crime represents one ofthe worst scenarios which

can affect Irish peopleabroad, we can now haveconfidence that minimumstandards apply for our careand protection, no matterwhere the crime occurs inthe eu. “These minimum standards,due to be implemented by2015 at the latest, includelinguistic assistance wherenecessary; protection fromrepeat crimes; and accessto free-of-charge, easilyaccessible and confidentialsupport services. “I also welcome theprovisions on an individualassessment of each victim'spersonal characteristics,such as age, gender, race,religion or sexualorientation, and thecircumstances of the crime.This will ensure that all

victims are treatedaccording to their specificneeds, such as alternativeaccommodation for thevictims of violence in closerelationships orgender-based violence.Specialist support servicesmust also be provided forvictims with special needs,such as victims ofgender-based violence orchildren. “This directive forms part ofa wider package aimed atstrengthening the rights ofcrime victims - to help themfeel safer not just in theirown country but throughoutthe eu. The aim is not justto defend victims' rights,give support and protectionbut also to help citizensgain trust in judicial systemsacross the eu.”

A. The best solution to this concern is toprepare both a Will and an enduring Powerof Attorney (e.P.A.). These enduringPowers of Attorney are not just for theelderly, or those on the cusp of lackingmental capacity but, for each and everyresponsible adult. Making a Will governsthe disposal of your assets on your deathand is vitally important. However, howmuch more important is it to put in placea mechanism to govern the administrationof your assets and indeed to authorise aperson to make decisions as to yourwelfare, while you are still alive, butincapable of making those decisionsyourself. This is where the enduring Powerof Attorney (e.P.A.) becomes so important.

An e.P.A. is an Instrument or documentwhich complies with the strict proceduralrequirement of the legislation (enduringPowers of Attorney Act 1996). It is aspecial type of a Power of Attorney, theconsequences of which are significantlydifferent to an ordinary Power of Attorney.This type of Power of Attorney is notrevoked by the Donor (the person signingthe Power) subsequently becomingincapacitated by virtue of dementia or

mental incapacity of any other sort. It canonly operate if at some point in thefuture, the Donor, being the person whocreates the document, becomes mentallyincapable of managing his or her affairs.As long as the Donor is well, the e.P.A.cannot be acted upon by the Attorney.

Any adult who has the required level ofability to execute an e.P.A. can plan for apossible future loss of mental capacity. Inother words, it allows for the Appointmentof an individual, an Attorney, to makedecisions for the Donor in the sad event offuture loss of capacity. The major benefitof an e.P.A. is that it is the Donor, him orher self, who decides, when capable, whois given such a tremendous power over hisor her life, should he or she becomeincapable in the future.

The choice of the Attorney is a personalmatter for the Donor. Obviously, it isimportant that the person who is chosenis trustworthy. Remember that theAttorney’s actions will be subject to littleor no supervision. You should also makesure that the person chosen to be theAttorney is not in conflict by virtue ofbeing a substantial beneficiary in yourestate.

You can appoint more than one person asyour Attorney. You can choose for the twoor more Attorneys to act jointly orseverely i.e. whether they must acttogether when making decisions or can doso individually. Remember that theAttorney will, at your choice, be able tomake both business, financial andpersonal care decisions, such as choosinga Nursing Home, deciding when theappropriate time is to move fromindependent living to sheltered orresidential accommodation and can evenmake gifts.

The Act does require a Statement by aSolicitor and a Medical Practitioner, thatthe Donor, with the assistance of anyexplanations given to him or her by theDoctor, does have the mental capacity tounderstand the full effect of creating thePower. Many people only consider ane.P.A. when they are losing capacity, butin fact, the time to consider such a Powerof Attorney is when you are well, not whenyou might be running out of time to havethe mental capacity to execute the Power.Remember that it takes a certain amountof time to give instructions to yourSolicitor to have the documents drafted,arrange for your Doctor to be present onthe day of the signing and notifywitnesses. It is also important to remember thatit is possible to revoke an e.P.A. at anytime before it is registered. An formaldocument of Revocation needs to besigned, specifically confirming that thee.P.A. is being revoked and the originalor a copy of the e.P.A. should beexhibited in the Revocation.Remember that the e.P.A. is signedwhen the Donor is well, but it onlybecomes registered when the Donorbecomes of unsound mind. Therecould be a gap of many years betweensigning an e.P.A. and registering thee.P.A. Therefore, although it is a veryimportant and formal document,nonetheless, it can be revoked beforethe Donor becomes of unsound mind.

Once the time is appropriate toregister the e.P.A., a formalnotification of an Application toregister the e.P.A. must be served onthe Donor and also on the persons whowere notified of the execution of thee.P.A. and are named on it. Any personserved with this Notice can object tothe registration by sending the groundsof objection to the Wards of Courtoffice within five weeks of receipt ofthe Notice. Assuming that there are noobjections, then a Medical Certificatemust be obtained from a registeredMedical Practitioner to the affect thatthe Donor is, or where appropriate isbecoming, incapable by reason of amental condition of managing andadministering his of her own propertyand affairs. Various documents arethen completed by the Attorney andprepared by the Solicitor, and areforwarded to the Wards of Courtoffice. Once the e.P.A. has beenregistered, the applying party willreceive a document called a‘Certificate of Registration’. At thispoint, the Attorney is now is fullcontrol of the Donor’s financial andpersonal well being, subject to anyrestrictions originally inserted into thee.P.A., as instructed by the Donor. Themost important thing is to satisfyyourself that the chosen Attorney istrustworthy and the right person tomake these important decisions for theDonor.

A. It is easy to see how you mightconsider the contents of this to be jointproperty and, consequently yours after thedeath of your Mother. However, theanswer to the question is more complexthan might at first appear. In certaincases, monies are simply held as a matterof convenience for the deceased in a jointaccount. Assuming that you did notcontribute to this account then theremaining money in this account should beincluded as part of the estate of yourMother and should pass under the Will, ifyour Mother made one or Intestacy if shedid not. A true joint tenancy generallyarises were the funds in any account wereprovided in equal shares by both accountholders with each having the power towithdraw without limit. In this case, thecontents or balance of the account doespass by right of survivorship to thesurviving joint owner. This is usually thecase with accounts held in the joint namesof a Husband and Wife. In cases howeverwere it is merely a matter of convenience,such as you describe, then generally, theassets belong to the provider of the moneyand there is no presumption that yourMother intended you to benefit exclusively,unless there is clear evidence to thecontrary. As such, the balance of thisaccount should belong to the estate andshould be distributed according to thecontents of a Will or Intestacy. To proveotherwise, it would be necessary for youto establish that your Mother intended youto benefit from the balance monies in thisaccount. This is a matter of evidence andwould need to be gone into in greaterdetail. If this can be successfullyestablished, you would however need towatch out for a potential liability to gifttax. School students are beingcalled on to enter the BTYoung Scientist & Technologyexhibition by Monday 1stOctober and showcase theirideas for a better future tothe public. In a new surveycommissioned by the BTYoung Scientist & Technologyexhibition, the clearmessage was that studentsdesperately want theiropinions and ideas to beheard. Over 200 students,aged between 12 and 19,from across the island ofIreland participated in thesurvey which showed thatmore than 70% of studentsfeel that adults today do notvalue their opinions.

When asked whether theythought school was harderfor their parents orthemselves, 65% of thosesurveyed maintain thatschool today is harder forstudents with an increasedamount of pressure to get anexcellent leaving certificateand to secure a place inuniversity.Over three quarters of thestudents surveyed believethat schools in urban areashave a distinct edge overtheir rural counterpartsciting funding, facilities andaccess to universities as the

main advantages.The students were asked torecount recent events fromtheir community or countrywhich made them proud.More than 100 studentsreferenced Irish sportingsuccesses such as KatieTaylor’s Olympic gold medal,individual county GAAtriumphs or the success ofthe Irish Paralympic team asthe reasons for creating asense of pride for them. Anumber of studentsindicated that they wereproud of Ireland’s ability tocope with the economicdownturn.

National notable findingsinclude:

52% of students cited thejobs crisis as the mainobstacle standing in the wayof their chosen career57% of participants selectedmedicine, pharmacy ordentistry as their first choicecareer preference59% of students maintainthat money is the biggestbarrier to going on to 3rdlevel education with 33% ofthose surveyed citing gettingthe grades required as anobstacle to attendinguniversity· 80% of those surveyed

selected ‘online’ as the mainsource they receive theirinformation from abovebooks (9%), television (7%)and radio (2%)· 66% of participantsdisclosed that they are notencouraged down a route ofentrepreneurship with thetraditional professions stilllargely endorsed50% of students do not feelpart of the communitywhere they live

The Minister for SocialProtection Joan Burton TDhas announced the provisionof free independentprofessional financial adviceto borrowers in mortgagedistress.

The Minister said: “I ampleased to announce thatindependent financialadvice will be available tomortgage holders who arebeing offered long-termresolution proposals by theirlenders. This advice will beprovided by a panel ofaccountants drawn frommembers of the mainaccountancy institutes inIreland who have agreed toparticipate and support thisindependent service.”“When a lender is proposinglonger-term mortgageresolutions the lender willadvise the borrower toobtain independentfinancial advice on theproposed arrangement andthat, if the borrower wishesto avail of this option, thatthe lender will pay €250 toan accountant of the

borrower’s choosing for theprovision of this advice,’’the Minister explained.

The Minister continued:“This cost of the newservice will be met whollyby the banks and otherlending institutions anddepending on the number ofpeople who avail of thiselement of the MortgageArrears Information andAdvice Service the costscould be in the region of€10 million.

An operating protocol forthe provision of this advicehas been agreed betweenthe accountancy bodies, theInstitute of CharteredAccountants Ireland, theAssociation of CertifiedChartered Accountants, theInstitute of Certified PublicAccountants and thelenders. The general scopeof the advice will be limitedto the borrower’s principalprivate residence.

“The Government is fullyaware that there are no

quick fixes or aone-size-fits-all solution tothe mortgage debt problem.each family in mortgagearrears faces uniquedifficulties and we musthave a range of solutionswhich can be adapted toresolve each family’sdifficulties. The keymessage is engagement.People experiencingdifficulties with theirmortgage need to contacttheir lender.”

The Minister added “TheGovernment is acutelyaware of the difficultiesthat many households arefacing in meeting theirmortgage repayments andaddressing these difficultiesis at the forefront ofGovernment’s agenda. Thisservice providing distressedmortgage holders withindependent financialadvice taken together withthe Personal InsolvencyService and the Mortgage toRent initiatives clearlydemonstrate thecommitment of Government

Information Helpline whichhas been operational sinceJuly 2012 provides generalmortgage arrearsinformation and guidance tomortgage holders inparticular those borrowerswho are in arrears orpre-arrears on theirresidential property. TheHelpline also refers calls toother services such as theMoney Advice and BudgetingService, Free Legal AidCentres and other relevantservices. uncertainty and lack of clarity continue to bethe order of the day for recipients of HSe HomeCare services. Following a statement issuedtoday on behalf of Minister for Health, JamesReilly TD, there is more confusion about thestatus of Home Help services and Home Carepackages.Director of Older & Bolder, Ms. Patricia Conboytoday asked “What is going on? Is the HSe cuttingHome Care services as announced a week ago oris it not? What is the status of Home Helpservices and Home Care packages now that weare being told, on behalf of Minister Reilly, that‘with regard to home care packages and homehelp hours, the Minister has clarified that, as iscurrently the practice, the HSe will assess eachcase according to their individual needs?’ Whatdoes this mean in practice?”

Ms. Conboy continued: “We need to knowwhether the cuts of €12.5 million to Home Careservices are being implemented or not. Is theHSe assessing individual cases and needs in thewake of a cut to their Home Care budget or is itnot? And just how is the HSe going to engageefficiently and humanely in the individualisedassessment of the 5,000 recipients of Home Carepackages?”She added: “Those who are already in receiptof services are fearful about the potential lossof services and those who are on waiting listsare fearful about the refusal of much-neededhelp. Ipicked up so many hintsand tips even on thatfirst night. It didn’tfeel like a diet and Icouldn’t believe howmuch food you couldeat and lose weight.

On my first weigh in Ilost 5lb and lost everyweek after that and todate I have reached my3 stone target. I foundit so easy to stick to aplan that I enjoyed.I really looked forward

Improved awareness of counsellingservices has led to a marked increase inthe numbers attending pregnancycounselling services. That’s according tothe Irish Family Planning Association(IFPA), which launched its 2011 AnnualReport last week.Last year saw 1,421 women, girls andcouples receive one-to-one crisispregnancy counselling from IFPA-basedservices, a 20 per cent increase on theprevious year. The IFPA’s pregnancycounselling department delivers aprofessional and ethically-driven servicein 11 centres nationwide, as well as anational pregnancy helpline - 1850 49 5051.

The IFPA has also found that the numberof women presenting for post-abortioncare in 2011 increased by 85 per cent onthe previous year.

Of all the IFPA’s pregnancy counsellingservices, post-termination counsellingaccounted for 42 per cent of the service’s

client base last year. A total of 4,484clients availed of the organisation’spregnancy counselling network last year.More than 3,000 callers to the IFPApregnancy helpline received advice andappointments.

Chief executive of the IFPA, Niall Behan,said: “The improved awareness of theavailability of the IFPA’s post-abortioncounselling services, the breakdown ofstigma associated with the procedure,and women’s increasing willingness todiscuss abortion are all factors that haveled to more demand for our crisispregnancy facilities.

“The fact that almost half (42 per cent)of the clients of our face-to-facecounselling attended their sessions with asupport person – be they a partner, friend,family member or healthcare professional– highlights a greater openness aboutcrisis pregnancy in Ireland. On the whole,women seem to be more willing to speakabout such situations, and more inclined

to avail of the support services availableto them.”

However, the IFPA continues to struggle tomeet the demands of much of the publicin the face of continuing cuts to itsfunding. “In 2011, demand forcontraceptive services among medicalcard clients continued to grow, howeverGovernment funding for these serviceswas reduced for the fifth consecutiveyear,” Mr Behan added.

“The 4.35 per cent cut in funding in 2011forced the IFPA to ration the delivery offamily planning services to medical cardholders. Clients experienced delays of upto six weeks for contraceptiveconsultations and clients seekinglong-term contraceptive devices (such asthe coil and Implanon) faced delays ofanything between one to three months forinitiation of contraceptive devices”.

The Railway Procurement Agency has launched thisyear’s Luas Art Competition. This annualcompetition has been widely acclaimed since itsinception in 2007. The theme of this year’scompetition is ‘Luas - adding the missing link’. Thistheme relates to Luas Broombridge, the plannednew extension of the Luas Green Line (Bride’s Glento St. Stephen’s Green) through the city centre toBroombridge. The new line, which is due to go intoservice in 2017 will connect the Luas Red andGreen Lines in the city centre and interchangewith mainline rail’s Maynooth Line at Broombridge.

This year’s theme will allow competitors anopportunity to imagine how this new Luas line willchange the city in the years to come.

Breeda Bonner hasstated that “The issueof the redundanttelephone boxes inClondalkin village wasidentified as one of thepriorities of theClondalkin Tidy Townsgroup earlier this year.Requests were made bythe group to SouthDublin County Councilto organise theirremoval as they werean eyesore and a healthand safety hazard. Oneis located on the mainstreet opposite theSteering Wheel and theother is on New Roadoutside the Laurels.There is very littledemand for telephoneboxes nowadays andthese structures hadbeen let fall intodisrepair over recentyears. In other parts ofthe county, suchtelephone boxes hadbeen removed at therequest of local tidytowns groups.”

Cllr. Bonner went ontosay that “Councilofficials seemed fairlyhopeful that the

removal of thetelephone boxes inClondalkin could beorganised before thevisit of the Tidy Townsjudges in July. However,sometime in June, thestory changed and nowit appeared that SmartTelecom had decided toupgrade and refurbishthe two telephonebooths. To a certainextent, thatrefurbishment hashappened, and there isa working telephone atone location, and anattempt to make thekiosks morepresentable.”

Cllr. Bonner asks thequestion, “So thepopulation ofClondalkin should begrateful to Smarttelecom? I don’t thinkso. Methinks that publicservice is not themotivation for theirwork.
