Infrastructure spending driving Illawarra property values About 18 months ago, Terry Ryder of property investment website hotspotting.com.au, started including Wollongong in some of his Hotspotting reports which identify markets expected to out-perform in the future.At the time the Illawarra was generally expected to be a non-performer with some predicting recession and a collapse in the property market, due to economic reversals such as down-sizing by Bluescope Steel.“Wollongong is a quality regional centre and I’ve been charting real estate markets long enough to know that good regional centres always fight back,” said Mr Ryder.Now recently published price data has confirmed that Wollongong has defied the dire forecasts made a couple of years ago.Australian Property Monitors’ quarterly housing report credits Wollongong with a 7.5% rise in its median house price in the June Quarter and an annual rise of 14%. The median has risen from $439,000 to $500,000 in 12 months. Shellharbour delivered a solid annual increase of 7% and in Kiama the annual increase was 12%.“I attribute part of the increases to a ripple effect from Sydney. As expected, regional centres close to the state capital have caught the Sydney wave,” said Mr Ryder.“But much of Wollongong’s improvement is due to its inherent qualities as a regional centre and the extent of new investment there.”“The place has a lot going for it. There’s a substantial and growing population, close proximity to Sydney, seaside location, the strength of spending on infrastructure (including $1 billion on hospital facilities and $500 million at Wollongong University), and the significant investment in new property projects by national development entities like Lend Lease and Australand,”he said.“Australand’s Shell Cove is a $1.5 billion project. The total value of all the infrastructure and property developments on our lists for Wollongong is almost $5 billion.”“Nothing drives property values like infrastructure spending, which generates economic activity, jobs growth and ultimately demand for accommodation. Wollongong has that factor working for it on overdrive,” he said.

Strata unit market Wayne Sewell of Huxley and Partners Strata Reports offers some advice regarding the strata unit market.There is a strong demand for units at the moment in Sydney and the Illawarra. The media is reporting that many inner city units are sold off the plan and the number of new unit developments are on the rise.This is great news for owners of older existing unit complexes in the Illawarra, as we have seen an increase in unit sales and prices.While new unit development means that you are purchasing a property that is new, it also means that you will have a Strata Scheme that is new and without much money in the Strata Sinking Fund.In February 2005 changes to the Strata Schemes Management Act 1996 meant that all strata schemes, that are more than two lots, are required to have a 10 year budget and plan for future repairs and maintenances.In every strata complex you are required to have two funds. One called an Administration Fund and the other called a Sinking Fund.The Administration Fund accounts for the everyday and annual expense that is required to maintain the complex, such as building insurance, maintenances of common areas, example gardens, lifts, stairwells, common lighting and body corporate management fees. Often this account can be invested as it is a long term account and not used in the everyday management of the strata.You shouldn’t be concerned if a new complex has nothing in this fund as long as it has a 10 year Plan and you have started placing money into this account. Remember any new building also has builders warranty for 7 years so any faulty workmanship is covered in this period. A new building usually has a number of years before maintenance is required.In an older building you should look to see how healthy the Sinking Fund is and how well maintained the complex is. Are the gutters, fences, eves, gardens and general maintenance of the building in a good order? If not, then you would like to see that the Body Corporate has funds in their Sinking Fund Account to cover these repairs and maintenance issues.If they don’t then you can be assured that at some point a Special Levy will be required. Currently it has been estimated that between 75% to 85% of Strata Sinking Funds are under capitalised. Which means that many Strata Plans need to catch up to meet their 10 year plan forecast?Buildings that have healthy Sinking Funds also are easier to sell and attract a better sale price. Once you are ready to purchase a strata property your solicitor or conveyancer will order a strata report by a suitably qualified professional to investigate the Strata minutes to insure just how healthy the strata is. They will check things such as, any major repairs under way, check the financial records and make sure the insurances are all in place.
