5. Kindergarten Program Document 2016

Superintendent of Education, Early Years, Joy Uniac, introduced members of the Early Years team, Tracy Finch, Assistant to Superintendent of Education, Catherine Roper, Coordinating Principal, Elizabeth Ugolini, Instructional Coordinator- Early Years, Valerie Cunningham, Vice-Principal- Early Years, and Jess Grewal, Principal of Queenston Drive Public School. Using slides, Elizabeth Ugolini presented highlights of the Early Years Conference, 2017, including the key aspects and four frames of the Kindergarten Program Document 2016. Reporting on content in the document, she stated that it provides guidance, and includes tools and resources for educators to help children learn through play and inquiry in Kindergarten. The focus is on creating a positive and flexible learning environment where children feel a sense of belonging, and develop the confidence to question, collaborate, and problem solve. Elizabeth Ugolini spoke about the educator's role as researcher, co-learning with students, challenging and maintaining an increased learning stance, and communicating and collaborating with families to enhance student development and progress. Responding to a question of clarification, Elizabeth Ugolini confirmed that children in Junior and Senior Kindergarten are exposed to a number of tools and Apps that encourage the skills required for decision making, functionality, and cause and effect situations.

6. Kindergarten Communication of Learning

Catherine Roper reported on the Kindergarten Addendum to the Ministry's Growing Success document, which was sent to schools in the fall of 2016. She stated that, while there are ongoing opportunities for educators to communicate with parents about their child's development and progress, the Kindergarten Communication of Learning document outlines the formal process for parents to receive a Communication of Learning: Initial Observations report and two Communication of Learning reports on their child's learning needs and growth in relation to the expectations. She noted that the purpose of these reports is to provide parents with clear and meaningful information that is specific to their child's learning during the course of the school year. Circulating copies of the Ministry's handout on "Understanding Your Child's Reports," she advised that an online version of the parent guide is available on the Ministry of Education website.

6. Kindergarten Communication of Learning (Continued)

Catherine Roper reviewed the definition of terms that will be used in kindergarten reporting, such as key learning, growth in learning, and next steps in learning. She also provided details of the professional learning provided to educators, with an emphasis on the positive aspects of a child's learning, and the need for clear asset-based descriptions about growth in relation to overall expectation in each of the four frames, namely, belonging and contributing, self-regulation and wellbeing, demonstrating literacy and mathematical behaviour, and problem solving and innovating.

Trustees speaking expressed appreciation for the work of the Early Years team. Associate Director Moreash thanked team members for their dedication to commencing implementation of the program in January 2017, and serving 1600 educators, many of whom were new to the program. He also thanked teacher employee groups for their positive response to program implementation. Responding to a trustee's query, staff confirmed that parents and educators have commented positively about the program.

7. Start With a Smile

Recalling the "Start With a Smile" gift bag presented to trustees a few weeks ago, Superintendent Uniac invited Principal Grewal to speak about the "Start With a Smile" initiative in Peel. Jess Grewal reported that this Peel event welcomes and introduces families and students to a Kindergarten program that focuses on play-based learning, and developing skills that are integral to success in the modem world. She advised that educators create accepting and safe learning environments that support creative and complex thinking in a culture of high expectation, respect, trust, and empathy, and are reflective of Peel's commitment to equity and inclusion. Jess Grewal described the materials selected intentionally by the Early Years team for the "Start With a Smile" gift bag to support and continue inquiry and play-based learning at home. She highlighted that a strong relationship between families, educators, children and the school, play a major role in the learning and success of a child. Committee members then viewed a video of children reading together the "Let's Play" book.

Trustees speaking expressed appreciation for the video and the work of the Early Years team, and noting some parent concerns with play-based learning, suggested promoting success of the program on social media. Jess Grewal explained that some parents who are new to Canada have questioned the play-based learning program in contrast to traditional methods of teaching and learning, but appreciate its value when the program is described to them and they witness learning in the classroom. Elizabeth Ugolini commented on the readiness of children entering Grade 1 with additional confidence, identifying themselves as leaders with critical thinking and modem learning skills.

It is recommended that the response be received.

Background:

At the Regular Meeting of the Board held on May 29, 2017, Trustee Nurse tabled a petition signed by approximately 4,000 community members. The petition, from Religion out of Public Schools (ROOPS), requested the discontinuation of religious congregations and faith clubs in Peel District School Board schools. The attached letter will be sent in response to the petition.

I am writing to acknowledge receipt of the petition signed by approximately 4,000 persons which was presented at the Regular Meeting of the Board on May 29, 2017. The petition requested that the Board discontinue religious congregations and faith clubs in Peel District School Board schools.

I can confirm that what the Peel board is doing is exactly what all other school boards in the province of Ontario are doing -that is, accommodating religious practices where it is a requirement of the faith during school hours. I should also tell you that every college, university and other public organization does the same. We are all required by the Ontario Human Rights Code to provide such accommodations.

Specifically in this case, Muslim students are required to pray 5 times a day, one of those times being in the afternoon. We accommodate by allowing them to pray in an empty room. Monday to Thursday, that prayer takes about 5-10 minutes. On Fridays, it may take up to 20 minutes.

In most cases, the prayers are said during the students' lunch time or right after school. In most of our secondary schools, the number of students requesting to pray, is less than 20 students. In a few schools, the numbers may be larger- not every Muslim student observes their faith in the same way. These prayers are supervised by staff and in the 20 years that this has been happening, there have been no incidents.

There is also no cost to the board as the room is empty and staff volunteer to supervise. I can assure you that the focus for Peel schools remains academic achievement and well-being as defined by the Ministry of Education.

As I have said, prayers have been happening at many schools in Peel and across the province for many years, without incident and without disruption. There is no disruption for students who remain in class. The curriculum continues and those who miss it due to prayer are supported to catch up.

I am not aware of any negative impacts on students who participate in prayer nor those who do not. One of the advantages of a very multiculturallmultifaith environment such as Peel, is that students grow up understanding that while cultures and faiths may differ, they can appreciate those differences while embracing the commonalities that are our core values.

I can tell you that in the Peel board, we do celebrate Christmas, as we do Diwali or Chanukah. We also accommodate other requirements of other faiths, including religious attire, fasting and faith days. We do this for all faiths without interfering or disrupting other students' education.

The Board has previously confirmed that this is an administrative decision to comply with the Ontario Human Rights Code and as such, it will not be suspended as requested. You may wish to speak with your local MPP or with the Ontario Human Rights Commission if you have further questions.

Notice of appointment of Two Trustees to the Count Me In Peel Student Census Steering Committee

Recommendation:

It is recommended that two Trustees be appointed to the Count Me In Peel Student Census Steering Committee at the Regular Meeting of the Board on June 19, 2017, and remain on the committee until the census has been implemented.

Background:

At the Regular Meeting of the Board on November 22, 2016, Trustees unanimously approved the design and implementation of a student census to be completed by no later than December, 2018.

In order to gather system input into the design and implementation of this Count Me In Peel Student Census, the Manager of Workplace Equity and the Workplace Equity Officer will convene a Student Census Steering Committee with the following meeting dates:

• Tuesday, September 26, 2017 • Tuesday, October 31, 2017 • Tuesday,November28,2017 • Tuesday,December19,2017 • Tuesday, January 30, 2018 • Tuesday, February 27, 2018 • Tuesday, March 27, 2018 • Tuesday, April 24, 2018 • Tuesday, May 29, 2018 • Tuesday, June 26, 2018

All meetings will be held from 9:00a.m.- 11:00 a.m.

The Count Me In Peel Student Census Steering Committee will provide advice and direction on the logistical aspects of drafting, implementing and analyzing the data collected in the Count Me In Peel Student Census and develop a comprehensive communications strategy.

Notice re Changes to Peel District School Board By-laws

Recommendation:

It is recommended that notice of changes to Board By-laws be received.

Background:

A recommendation will be brought to the June 19, 2017 Regular Meeting of the Board that the Board approve changes to the By-laws, as follows:

Open I Closed Meetings: E-7 All Standing and Statutory Committee meetings, except In Committee Sessions and

Private Sessions, shall be open to the public. Meetings of the Audit Committee, Discipline Committee and the Human Resources and Negotiations Advisory Committee are closed to the public.

Attendance of Members at Committees: E-15 Committee members who absent themselves from three consecutive meetings of aRy the

Committee, without a resolution of the Committee authorizing the absence, thereby vacate their seats on the Committee, and such vacancies shall be filled by the Board by appointment or election.

Members of the Audit Committee who absent themselves from two consecutive meetings of the Audit Committee without a resolution of the Committee authorizing the absence, thereby vacate their seats on the Committee and such vacancies shall be filled by the Board.

Delegations: G-3 Delegations may express opinions with regard to Board decisions or make submissions

with respect to a recommendation. Delegations are expected to be issue-based and respectful. Delegations must refrain from making statements concerning the character or performance of identifiable individuals, including students, staff, citizens or Trustees of the Peel District School Board. Any delegate who violates this requirement during his/her presentation shall be ruled out of order by the Chair and may be asked to discontinue their presentation and/or leave the Board Room/meeting room.

Delegations who use offensive language, make any disorderly noise or disturbance, resist the rules of the Board, disobey the decision of the Chair or of the Board, or behave in a manner that is not consistent with Board policies and the Ontario Human Rights Code, may be ordered by the Chair to discontinue the presentation and/or leave the Board Room or meeting room or Board premises.

A request for a delegation shall not be unreasonably denied. When a request for a delegation has been denied, the Chair of the Board or Committee shall inform the members of the Board.

Public Question Period: G-1 0 Any members of the public, after identifying themselves, may request information of the

Board or Committee during "Public Question Period". The duration of "Public Question Period" will be limited, in total, to a maximum of fifteen minutes, unless extended by a veto of !'No thirds of the members present at the discretion of the Chair.

Petitions: G-13 A petition must be addressed to the Board of trustees or to an individual trustee.

The petition must contain a written or printed request to take some action, or to refrain from taking some action, to provide redress or relief, or to remedy a grievance. A statement of opinion or grievance alone cannot be received as a petition.

A petition must contain a minimum of 25 signatories who are residents of the Region of Peel, or persons who have a direct affiliation with the Peel DSB. Names, addresses and original signatures of the petitioners, along with oontaot information, whish may be tho address or telephone number of signatories, should shall be provided. Petitions a-mailed or submitted online will not be accepted.

When a petition is presented, no debate shall be allowed. Tho petition will be recorded and acknowledged.

The proposed amendments reflect legislative or administrative requirements or the Board's current practice. By-law E-7 will allow Open Sessions for Audit Committee meetings. By-law E-15 deals with authorizing absences of Audit Committee members, in accordance with Regulation 361/10 pertaining to Audit Committees. Additional criteria are proposed with regard to conduct of delegations, By-law G-3. It is recommended that tho limit to tho duration of Public Question Period, By-law G-1 0, be changed to reflect existing practice, and changes proposed to By-law G-13 will require petitioners to provide their addresses.

Amendments to Board By-laws require tho consent of 2/3rds' of all Board Members.

Report of the Regional Learning Choices Programs (RLCP) Committee

Background

10.1 June 6, 2017

The Regional Learning Choices Program (RLCP) Committee met on May 23, 2017 .. For information, the following is a summary of discussions and/or recommendations stemming from this committee.

• Program Updates: Port Credit Secondary School (Principal Sharon Stevens-Lay) presented information about the Strings Program at the school. The program remains very successful and continues to evolve both curricularly and as part of the fabric of the school community. Central Peel Secondary School (Principal John Colton) presented information about the Strings program at his school. The program continues to grow and the school is examining further ways to increase applications.

• SHSM Update: Carol Speers, Superintendent of Alternative Programs, and Judith Beriault, Student Success Lead, provided an update regarding Specialist High Skills Major programs in the Board and indicated that the Ministry of Education had changed some of the program requirements. Peel will be enacting the new requirements effective September 2017.

• Applications Update: Poleen Grewal, Superintendent of Curriculum, indicated that RLCP applications and requirements had been discussed at a meeting of the principals of middle school RLCPs, and good progress was made concerning aligning requirements across the Board for similar programs. A future meeting will take place with secondary principals.
