Report Summary This report from the Edmonton 2004

Previous Council/Committee Action The Edmonton 2004 Celebration

Committee became a Committee of Council in November 2000, with Bylaw 12435. The Committee, however, has been in existence since the fall of 1999.

The 2004 Strategy Task Force was formed by Council and Economic Development Edmonton in 1997. Many of their thoughts and visions laid the foundation for this Plan.

Council directed the Committee to submit a draft Celebration Plan by the end of January 2002.

The Edmonton 2004 Celebration Committee received Council’s endorsement of Sir Winston Churchill Square as Edmonton’s 2004 Legacy Project on November 6, 2001. The Committee will return to Council in April 2002 with a preliminary design and project budget.

Report City Council’s approval of this report

will allow the Edmonton 2004 Celebration Committee to begin carrying out the remaining elements of the Draft Celebration Plan.

The Major Event Plan includes Friday, October 8, 2004 as the focus of a major event to take place in and around Sir Winston Churchill Square.

The Community Involvement Plan includes an Edmonton Homecoming Weekend; re-enacting Edmonton’s Firsts – A Tribute to Alex Mair; and partnering with Edmonton’s festival community to incorporate 2004 into festival and event themes. It also includes Edmontonians of the Century, with formal recognition of 100 living Edmontonians who have made a significant impact in Edmonton or in the world. As well, workshops focusing on fundraising and project and event development will be offered in the spring and fall of 2002 for community organizations considering hosting 2004 events and projects.

The Education Plan focuses on the multimedia project “Edmonton: A Place Called Home.” In addition, there are a number of activities to involve students in the October 8 major event and various classroom activities.

Budget / Financial ImplicationsThese figures represent the total budgets for the Major Event, Community Involvement, and Education Plans. They also include human resource requirements and the preliminary design costs of Sir Winston Churchill Square. 2002 - $574,000 (already approved by

Council. This amount includes $500,000 for the design phase of Sir Winston Churchill Square).

2003 - $140,000 (this amount reflects a request for $125,000 from the City’s 2003 Budget and $15,000 from a combination of Provincial and Federal Grants and private sector support).

2004 - $553,500 (this amount reflects a request for $269,500 from the City’s 2004 Budget and $284,000 from a combination of Provincial and Federal Grants and private sector support).

This budget does not include funding for capital expenses associated with Sir Winston Churchill Square. If Council endorses the preliminary design and budget for the Square in April 2002, those figures will be added. Council will be asked to contribute in the order of $1.6 to $2.25 million in each of 2003 and 2004.

Justification of Recommendation1. This Draft Celebration Plan was created

by a volunteer Committee of Council. They believe it captures the pride Edmontonians feel and the importance that should be placed on the City of Edmonton’s centennial.

2. The Draft Celebration Plan was developed with the assistance of many individuals, educational institutions and community organizations.

3. The Edmonton 2004 Celebration Committee believes this Draft Celebration Plan will provide many opportunities for Edmontonians and their visitors to be involved in celebrating the City of Edmonton’s 100th

Birthday. 4. Council has requested the Edmonton

2004 Celebration Committee to develop a Draft Celebration Plan that contains these elements.

5. A firm commitment of financial resources is required to launch this project and to give other potential funding sources a clear indication of the City’s financial support.

2004 Draft Celebration Plan

On October 8, 1904 Edmonton, a town in the Northwest Territories with a population of 7,000, became a city. Just under a year later Edmonton became the capital city of the Province of Alberta. What great advances we have made together in the past 100 years.

By 2004, the community of Greater Edmonton will be nearly one million people strong. We will continue to have the most vibrant and diverse economy in Canada. Our quality of life and our childrens’ scholastic ability will remain second to none in the world. We have so much to be proud of, so many wonderful achievements that make up our collective history, and so much to look forward to in the next 100 years.

Our Committee’s vision sees all Edmontonians gathering top celebrate the City’s 100th Birthday in the newly completed Sir Winston Churchill Square. This gathering will be the culmination of a year full of events and projects hosted by the community and the Edmonton 2004 Celebration Committee. School children will experience first hand the many great achievements of those who came before us. Citizens of all ages will share in Edmonton’s rich history and bright future through entertainment, storytelling, song and dance, and a multitude of drums and fireworks.

On behalf of all past and present members of the Edmonton 2004 Celebration Committee, I thank all those who have helped develop this plan. I’m looking forward to celebrating the City of Edmonton’s 100th Birthday with each of you.

Introduction

The 28 volunteer members of the Edmonton 2004 Celebration Committee were selected by City Council with the assistance of Economic Development Edmonton to create a series of celebrations and commemorative projects for Edmonton’s 100th Birthday. The Committee was created to represent the many faces of Edmonton. Members come from all walks of life, representing everything from arts groups to business leaders, from schools and multicultural groups to the military. What they have in common is an ongoing commitment to volunteer time, ideas and hearts to this city we are proud to call home. Over the past three years they have dedicated thousands of hours to this cause.

The Committee was given a mandate by City Council to focus Edmonton’s celebrations on three areas:

A significant Legacy Project, A formal Major Event on October 8, 2004, and Community Involvement.

The Committee has also chosen to add a fourth area; Education. A series of sub-committees and project teams have been created to manage the process of generating ideas, consulting with stakeholders and creating the proposals contained in this draft Celebration Plan. Each of these sub-committees and project teams sought out additional volunteer members to add expertise.

The Committee is also working with Canada Post and the Canadian Royal Mint to create a commemorative stamp and coin. The Committee has created a Web site (www.edmonton2004.com), courtesy of Leslie Newton of One Girl and a Boy - Web and Graphic Design.

If Council accepts this draft Celebration Plan, the Committee’s role will change from one of “planning” to one of “doing.” This Plan is not intended to list all of the events and activities that will occur throughout Edmonton. Rather, the Committee hopes that the initiatives outlined here will lay the foundation for extensive community support and involvement. This Plan outlines initiatives that will touch a broad cross section of our community and will encourage individuals and organizations create their own events and projects.

2004 Draft Celebration Plan

Major Event Plan

The Edmonton 2004 Celebration Committee recommends declaring Friday, October 8, 2004 Edmonton’s 100th Birthday. Activities will occur in and around Sir Winston Churchill Square and will kick off Edmonton Homecoming Weekend, October 8 to 11 (see Community Involvement Plan).

It was determined that “declaring” October 8 as Edmonton’s 100th Birthday would be more suitable than having October 8 officially made a Civic Holiday. There are a number of costs associated with holidays that may have proven onerous for the City of Edmonton as well as to private businesses. The Edmonton 2004 Celebration Committee will work to institute a program similar to the “It takes a whole city to run a marathon” campaign undertaken during the 2001 World Championships in Athletics. In this campaign, employees were encouraged to work some additional hours over the weeks leading up to the marathon so they could take the afternoon of August 3, 2001 off with pay. The campaign was very well received in Edmonton’s business community and had high participation rates.

It is expected that the Major Event on October 8, 2004 will have tremendous support from Edmonton’s schools. The Education Sub-committee will work with the Major Event Sub-committee to develop a program that lends itself to bringing students of all ages to the event as a field day. In other words, as part of the school-day curriculum. The Sub-committee will involve Edmonton Transit and private bussing companies to ensure adequate transportation. There may be additional cost associated with this endeavor.

The event will run from 10:00 a.m. to 10:00 p.m. The morning and early afternoon will focus on school children. Programming over the lunch hour will cater to those working in the downtown. Late afternoon and evening programming will have a family focus, concluding with a large fireworks display.

A formal opening of Sir Winston Churchill Square as Edmonton’s 2004 Legacy Project will take place, possibly with the Royal family, Governor General, Premier, Mayor and past Mayors, Council and past Councillors, surrounding community Mayors and Reeves, etc, taking part. As part of this official opening, tours of the Square will be conducted by volunteers throughout the remainder of Edmonton Homecoming Weekend.

The Event Sub-committee will work with restaurants, hotels and other businesses in the downtown to help ensure the families and individuals who come to the Square remain downtown well into the evening.

The mandated role of this Sub-committee is to develop a major event plan and to then carry out a “formal centennial event” (Bylaw 12435, 5.2.a). This Sub-committee is responsible for ensuring that the event it recommends is eligible to receive funding from at least one other level of government. It must also develop a business and fundraising plan in conjunction with the Business and Grant Development Sub-committee to secure the funds necessary and ensure the success of the selected event.

October 8, 2004 Edmonton’s 100th Birthday

Our Vision “A community based celebration to commemorate the City of Edmonton’s 100th Birthday on Friday, October 8, 2004 for all residents and their visitors, focussing on the city’s past, present and future.”

What the Event will look and feel like

All of the spaces being used for the Event will be divided into Past, Present and Future. The Arts District, including the Edmonton Art Gallery, Winspear Centre, the Citadel, and the Edmonton Public Library will be encouraged to participate.The main stage will feature Edmonton entertainers, with entertainment occurring throughout the day. Selections of entertainers will focus on quality and the role that cultures played in the evolution of Edmonton.

Performances will be 30 to 40 minutes long and include:

Dancers from different heritage communities Drummers Music in a variety of styles Storytellers Smaller stages to be set up throughout event space Arts Venues to host activities or Open Houses (they would be responsible for

programming and expenses) Buskers and street performers throughout event space

In and around City Hall - Past

City Hall and the spaces immediately outside of it will be the focus of recognizing Edmonton’s past. It is hoped this space will feature:

Collector cars All previous flags flying Military equipment and officers in historical dress Lord Strathcona’s Horse Bush pilot plane Volunteers in period dress An indoor stage with performances by entertainers in historical dress

City Hall Plaza and Northern Square – Present

City Hall Plaza, 102A Avenue and the Northern Square will be the focus of recognizing Edmonton’s present. It is hoped this space will feature:

The University of Alberta Major industries Professional sports teams Northlands Edmonton Federation of Community Leagues Multicultural associations Festivals Small outdoor stages or performance areas with performances by buskers and

Other Elements

There are a number of other very important elements that will add to the overall feel and success of this Event. Some of the elements to involve are a V.I.P. reception, and a celebration and formal recognition of Edmontonians who are 100 years old. It is also very important to ensure there is a very strong child and family focus. Our children are our future, so we must ensure they are active participants in this celebration. This Event should feel like a Birthday party. The giving of gifts, birthday cakes, blowing out candles and making a wish will all help capture the spirit and imagination of all Edmontonians who take part in the celebration. Community Involvement Plan

The Community Involvement Plan is intended to create excitement and broad participation in celebrating Edmonton’s 100th Birthday. This will begin with two large workshops offered in 2002 and again in 2003. It is hoped these organizations will create events or projects to bring the 2004 celebrations into their community.

This Plan also includes a number of opportunities for Edmontonians to celebrate their successes and “Firsts.” All of the elements contained here are aimed at generating enthusiasm now and building on that energy right up to the celebrations on October 8, 2004 and throughout Edmonton Homecoming Weekend.

Role and responsibilities of the Community Involvement Sub-committee

The mandated role of this Sub-committee is to actively encourage and support “community events and projects” (Bylaw 12435, 5.2.a). This Sub-committee has the responsibility to promote 2004 within the community. Members will play an active role in going out into the community to strongly encourage and support events and projects.

2004 Workshops

Beginning in the spring of 2002, the Community Involvement Sub-committee will host two large workshops on building projects and events for 2004. All workshops will take place in City Hall’s City Room and feature speakers and displays. Participation in hosting these workshops is being sought from a number of public and private funding organizations. They will make presentations on fundraising, media relations and project development.

It is anticipated that approximately 100 organizations will attend each workshop based on response to similar community workshops held in 1999 as part of the City’s millennium initiative. Follow-up assistance will be made available to community groups preparing events and projects for 2004 by assisting them with grant writing and promotions.

Community events and projects will be highlighted on the 2004 Web site and newsletter. As well, a containing pins, banners, balloons, etc., will be sent to these events and projects to help visually tie them to 2004.

2004 Festivals and events

Edmonton is home to many festivals and major events. The Edmonton 2004 Celebration Committee is working with festivals and organizations to incorporate Edmonton’s 100th Birthday into the themes of their 2004 activities. Edmontonians will be encouraged to host events and projects throughout the year, with themes relating to Edmonton’s past, present and future. As an example, the Edmonton Chamber of Commerce has asked to recreate the celebration of Edmonton’s incorporation as a City during their 2004 Presidents Ball. The original celebration brought together Edmonton’s business and political leaders at a dinner held in the Thistle rink in November of 1904. Other organizations, such as the Fringe Festival will be encouraged to incorporate 2004 into their titles. Use of the logo will be encouraged by all community groups hosting projects.

Edmonton Homecoming Weekend

Friday, October 8, 2004 is the 100th Birthday of the City of Edmonton. It is also the beginning of the Thanksgiving Day long weekend. The Edmonton 2004 Celebration Committee wishes to use the festive spirit generated by the major event on October 8 to involve community organizations, families, educational institutions, and businesses in becoming part of Edmonton Homecoming Weekend.

The Edmonton Oilers and Eskimos will be encouraged to host home games over this weekend, with activities to recognize the achievements of our past, and activities to celebrate our bright future.

The University of Alberta as well as all other universities and colleges will be encouraged to host their homecomings over this weekend. Amateur sports teams and community organizations will be encouraged to do something special to bring people home to Edmonton.

Edmonton Homecoming Weekend will be promoted in partnership with the groups and organizations participating and will be advertised both locally and nationally.

Events and projects taking place on the weekend of October 8, 2004 will be encouraged to become part of Edmonton Homecoming Weekend. It is hoped that activities will take place from Fort Edmonton Park to Community Leagues to museums to family reunions and everything in between.

2004 Draft Celebration Plan

Edmonton’s Firsts – A Tribute to Alex Mair

The late Edmonton historian, Alex Mair, dedicated much of his life to telling the stories of Edmonton’s past. His own story will undoubtedly become part of the fabric of Edmonton.

Alex was very involved with the Edmonton 2004 Celebration Committee. He sat as an advisor at both the Committee and sub-committee levels. One of the initiatives started by Alex was the telling of Edmonton’s stories to elementary school children. Three schools were visited in the spring of 2001 and more visits were planned for the fall. Due to his unfortunate passing, those plans were set aside.

The stories Alex told had one theme in common – they were about the first time something happened in Edmonton. Alex had spent many years working with Bruce Ibsen and other Edmonton Archives staff to chronicle these “Edmonton Firsts” into a calendar complete with information on who was involved and how the event happened.

In Edmonton Firsts – A Tribute to Alex Mair, the Community Involvement Sub-committee will have three main objectives:

1. To find the appropriate groups, individuals and organizations to re-enact Edmonton’s firsts;

2. To encourage organizations not originally included in Alex’s listing to re-enact their own firsts or important milestones;

3. To compile these re-enactments into a commemorative booklet with information on both the original event and the re-enactment. This information will also be available on-line.

It is hoped that these events will be both large and small and be one of the first initiatives to build excitement throughout the year 2004.

Edmontonians of the Century

This initiative will be launched on October 8, 2002, two years before the date of the City’s incorporation. It includes formal recognition of 100 living Edmontonians who have made a significant impact in Edmonton or in the world. Written nominations will be sought from all Edmontonians, and those selected will be highlighted in a commemorative booklet and recognised during a formal event during Edmonton Homecoming Weekend. A set of evaluation guidelines is currently being developed and a special project team will be created to make recommendations to the Edmonton 2004 Celebration Committee.

Education Plan

The Education Sub-committee’s members represent every educational institution and Board within Edmonton1. This Sub-committee was faced with a significant challenge - to identify a project in which all participating members could focus their institutions’ energies and resources. There was a very strong desire to find or develop a project where elementary school children could work alongside students in college and university, new immigrants to Edmonton, learning English as a second language could work with adult learners, and any person involved in learning could play a role no matter what institution they happen to attend. They wanted a project that could be taken into the classroom and created by their students.

The Education Sub-committee also wanted to ensure their project did not just happen once and then disappear. They wanted to find something that would involve their students in its development and would have something tangible at its conclusion. The goal was to find a project that would allow their students to say, “this is what I did, this is how I was involved, I learned a lot about Edmonton, and here is my name on it.”

In the multi-media project, Edmonton: A City Called Home, the Education Sub-committee found an exciting project that matched perfectly to all of their goals.

Role and responsibilities of the Education Sub-committee

The role of this Sub-committee is to develop an involvement plan aimed specifically at the city’s educational institutions and to actively encourage and support educational events and projects. The Education Sub-committee will develop a core project as well as a plan for assisting projects and events at the institution or Board level, as well as at the level of school and classroom.

Edmonton: A City Called Home

Partnering in Edmonton: A City Called Home, is the core project of the Education Sub-committee. This project includes:

An illustrated book for children ages eight to thirteen; An interactive and incredibly inclusive Web site; and A book of oral history drawing on first person accounts from living

Edmontonians and archival records.

The approach to this project is quite unique compared to other books and projects on Edmonton’s history. This is due to two main differences. First, the project will look at the history of Edmonton from a “first person” point of view, based on interviews and past accounts of people from all walks of life. The project will tell the stories of Edmonton as recorded from the first native settlements to our newest immigrants. Second, and more importantly, this project will take on a life of its own.

Edmonton: A City Called Home will be created within the Stanley Milner Branch of the Edmonton Public Library and will house the project’s writer and Editor, Lynda Goyette. Her task is one of editor, writer and coordinator of the involvement of the hundreds of Edmontonians who will breathe life into the three elements of this project.

Students in the Public, Catholic School systems will record the stories of their own families by interviewing their parents or grandparents. This will capture many of the hidden gems in our collective history. College and university students will than take those stories and transform them into narrated and animated stories for the Web site. Schools will be able to generate their own histories and link these stories, pictures, and dreams of the future to this site. What will be created is an ever-growing collection of information. This project can also link to the increasing Web-based information available on the Internet. Projects such as Canada’s Virtual Museum (www.virtualmuseum.ca), the Canadian Initiative on Digital Libraries (www.nlc-bnc.ca), Alberta Heritage Online (www.albertaheritage.com), and Canada’s SchoolNet (www.schoolnet.ca) show the beginnings of what a this sort of project can become.

Edmonton: A City Called Home is not a creation of the Education Sub-committee. This project has been in the envisioning stages since 1999 and was developed by the Edmonton: A City Called Home Advisory Board following a series of meetings between Mayor Bill Smith, Linda Goyette and the Advisory Board. (Advisory Board members - Appendix). Through forming a partnership in this project, the Education Sub-committee is able to bring together the expertise, the abilities of its many members, and most

importantly the students. This will also make the project much more likely to receive funding from other levels of government and the private sector. It will provide an opportunity to pursue a partnership with Alberta Learning to hopefully make this initiative part of curriculum.

Summary of Education Expenses – (See draft Celebration Plan Budget for breakdown of City budget requests, sponsorships and in-kind support). The Edmonton 2004 Celebration Committee will not be seeking outside finding to support this project. Fundraising for Edmonton: A City Called Home will be the responsibility of the Advisory Board overseeing the complete project. However, the Edmonton 2004 Celebration Committee does feel it is appropriate to adequately fund a portion of the Advisory Board’s costs and the associated additional costs of the project’s expansion into the city’s educational institutions.

Legacy Project – Sir Winston Churchill Square

On November 6, 2001, City Council endorsed Sir Winston Churchill Square as Edmonton’s Legacy Project for 2004. Sir Winston Churchill Square has become the focal point of our community over the last 100 years. The first concepts and efforts to truly make the Square the heart of Edmonton began in 1905. The desire has always been to create a space that is uniquely Edmonton. A space that draws people into it, both for community wide celebration and for quiet, solitary contemplation.

The Edmonton 2004 Celebration Committee has made a commitment to work closely with festivals, the surrounding properties, and the many other users of the Square. As we work towards a design concept, this input and the associated ideas are critical. Organizations and individuals will be asked to provide input and feedback on the vision the Edmonton 2004 Celebration Committee has gathered and, through thoughtful discussion, lay the foundation for a design team to build upon.

The community must play an active role in ensuring the proposed look and feel of the Square meets their needs and will strengthen the Square’s place in Edmonton.

The Process

In November of 2001, City Manager Al Maurer and members of the Edmonton 2004 Celebration Committee met to discuss the framework for managing the design and construction phase of Sir Winston Churchill Square. It was decided to create a Project Steering Team made up of five members appointed by the Edmonton 2004 Celebration Committee and five members of the City’s Senior Management Team. (A list of Project Steering Team members is included in the Appendix). This team will be in charge of providing direction to the Project Manager and Prime Consultant/Architect and ensure all affected stakeholders have input into the completion of the Square.

An invitation for “Expressions of Interest” was published with the Alberta Architects Association and placed in both the Edmonton Journal and Sun beginning December 6. From the 14 design teams who submitted expressions, five were short-listed. The Steering Team will conduct interviews on January 16, 2002 and will announce the selected design team by Monday, January 21.

Also on January 21, the first of several stakeholder consultation meetings will occur. The second meeting will be on February 20. This is the first step in a much larger community consultation process occurring throughout the design phase of the project.

The Legacy Sub-committee’s original role was to recommend a potential legacy project to the Edmonton 2004 Celebration Committee In conjunction with key stakeholders, the Sub-committee sought public input on potential projects and reported to the 2004 Committee with their recommendation for a “significant legacy project” (Bylaw 12435, 5.2.a). On November 6, 2001 City Council endorsed Sir Winston Churchill Square as Edmonton’s Legacy Project for 2004

The Legacy Sub-committee’s role will remain as the primary contact between stakeholders in the Square, Edmontonians, and the Edmonton 2004 Celebration Committee. A Project Steering Team was created to oversee the design and construction phases of the project.

Role and responsibilities of the Project Steering Team

The Steering Team provides direction to the Project Manager and Prime Consultant/Architect and ensures all affected stakeholders have input into the plaza redevelopment. They are to ensure the project is completed on time and on budget. The preliminary design and budget will be presented by the Project Steering Team to the Edmonton 2004 Celebration Committee. The Committee, in conjunction with the City Manager, will make the final presentation to Council.
