NoneSPONSORED BY: COUN. SATURNINO Q. CLOSARESOLUTION No. 399, s. 2013RESOLUTION AUTHORIZING THE LOCAL CHIEF EXECUTIVE TO ENTER INTO AND SIGN THE CONTRACT WITH THE DILG REGIONAL OFFICE, REGION V FOR IMPLEMENTATION OF THE 2013 SAGANA AT LIGTAS NA TUBIG SA LAHAT (SALINTUBIG) PROGRAM

WHEREAS, consistent with the Millennium Development Goal (MDG) No. 7 to reduce by 50% the worlds population without access to safe and potable water, the government has committed to provide water to all Filipinos particularly for the poor and waterless communities;

WHEREAS, the Department of Interior and Local Government (DILG), Department of Health (DOH), Local Water Utilities Administration (LWUA) and the National Anti-Poverty Commission (NAPC) signed a Memorandum of Agreement (MOA) for the provision of safe potable water through the Sagana at Ligtas na Tubig sa Lahat Program or SALINTUBIG;

WHEREAS, the DILG is the lead executing agency responsible for the provision of grant financing for the implementation of the projects and enhancing the capacity of the LGUs and water service providers to plan, implement, manage and operate the projects;

WHEREAS, the DOH is the implementing partner agency responsible for the identification of target areas for waterless Rural Health Unit/Lying-in Clinic Facilities;

WHEREAS, the LWUA is responsible for providing technical assistance specifically in the preparation of detailed engineering designed and capacity building interventions for the operation and management of water supply systems to ensure sustainability;

WHEREAS, the NAPC is the coordinating agency responsible for the overall coordination and monitoring of the program;

WHEREAS, the municipality of Ragay has been identified by NAPC, DSWD, DILG and DBM as one of the BUPB priority areas and had complied with all the requirements through the endorsement of their LPRAP by the BS/CSOs;

WHEREFORE, on motion of Coun. Saturnino Q. Closa, duly seconded by SKF Pres. Warren A. dela Cruz, be it

RESOLVED, as it is hereby resolved to authorize as it is hereby AUTHORIZED the Local Chief Executive to enter into and sign the contract with the DILG Regional Office, Region V for implementation of the 2013 Sagana at Ligtas na Tubig sa Lahat (SALINTUBIG) Program;

RESOLVED FURTHER, that copies of this resolution be furnished the Local Chief Executive and all concerned persons, individuals and offices/agencies for their information and guidance.UNANIMOUSLY APPROVED: January 9, 2013
