Barangay Governance Performance Management System (BGPMS) is a mechanism which

seeks to determine and establish the level of performance of the barangay government in the

areas of Administration, Social Services, Economic Development, and Environmental

Management (ASEE) in relation to the mandates of the 1991 Local Government Code and other

related laws.

Respectively, BGPMS employs a self-assessment tool to yield the status quo of the barangay

in regard to the following: (a) compliance to laws and presidential directives; (b) presence of facilities and equipments; (c) managerial and administrative capacities of barangay officials; and (d) programs and project being implemented.

As such, the implementation of BGPMS akin to LGPMS, is grounded to the Local

Government Code of 1991 under the provisions of Section 3 (h) which states, ”There shall be a continuing mechanism to enhance local autonomy not only by legislative enabling acts but also by administrative and organizational reforms”.

In view thereof, the leverage of this project captures not only as complementary to LGPMS

but more importantly serves as guide for the higher local government units, the national

government and other service providers to determine the kind of policy and program

intervention the barangay needs.

Finally, BGPMS induces awareness leading to barangays’ stimulation to improve its current

performance and productivity. Put together, BGPMS therefore contributes to the vision of the

Department to nurture self-reliant, progressive, orderly, safe and globally-competitive

communities.

1. Serve as the basis for the national government and policymakers in formulating policy

that would rationalize assistance to barangays;

2. Apprise the city or municipal government of the present state or level of performance of

its component barangays and thus be guided in the formulation of integrated policies,

plans and programs that would lead to the barangay’s efficient delivery of basic services

and effective discharge of its functions and responsibilities;

3. Provide the city and municipal government with vital data/inputs in the

accomplishments of the data requirements of their own LGPMS;

4. Raise awareness of the barangay government and barangay officials on their state or

level of performance viz-a viz the following:

4.1. Benchmark information/data generated necessary for the preparation of plans and

budget as well as crucial in the assessment of their skills and training needs; and

4.2. Identified presence or absence of services and facilities which serve as guide in

enhancing the delivery of services to their constituents

4.3. Promote transparency and accountability in barangay governance through

compliance to laws and other issuances.

The BGPMS’ Instrument DATA CAPTURE FORM

The Data Capture Form is divided into two parts:

PART I

A. General Information

Barangay – name of barangay under review

Year Under Review – the immediately preceding (previous) year

Region – the region where the province is located

Province – name of the province where the city/municipality is located

Congressional District – (write NA if not applicable) City/Municipality – name of the city/municipality where the barangay is located

B. Political Information

Legal Basis of Creation: Law that created the barangay under review, to include its number and date ratified.

(Example: Sangguniang Panlalawigan Ordinance No. 091, s. 2007, dated September 21, 2007) Total number of registered voters should indicate the total number of male and female combined

C. Physical Information

The land area should be in hectares. A base map of the barangay showing the boundaries is a requirement to

be included in the submission of DCF

The barangay category should reflect whether the barangay is urban or rural and indicate its characteristics

whether upland, lowland, coastal and landlocked based on land classification. Based on Major economic

1. ADMINISTRATION

The administrative function refers to the functions and duties and related services, and activities performed by

each barangay. It covers the following nine (9) service areas: Barangay Legislation, Transparency, Citizen’s

Participation, Development Planning, Revenue Generation, Revenue Allocation and Utilization, Financial

Accountability, Facilities and Customer Service, and Human Resource Management and Development.

Description

The Internal Rules of Procedure (IRP) is a set of procedural rules adopted by the sangguniang

barangay to serve as guide in the proper and orderly conduct of sanggunian sessions and official

business transactions. IRP must be adopted within 90 days from its first regular session following a

barangay election, or updated in case of existing IRP.

Importance

The IRP guides the barangay officials on how to conduct sessions and how the sanggunian members

should conduct themselves during meetings and sessions. It clarifies the duties and responsibilities of

the sanggunian members and the manner by which they shall conduct themselves during meetings

and sessions.

Data Requirement A copy each for the sangguniang barangay members, the barangay secretary, and 1-3 copies for the

Office of the Sangguniang Barangay.

Description Section 52 of the Local Government Code of 1991 (RA 7160) mandates the sangguniang barangay to

Importance

Holding regular sangguniang barangay sessions is very important because it is the proper venue for

discussing matters, issues and concerns affecting the community and the future course of its

development. It is an excellent opportunity for the sanggunian to take relevant measures for

barangay development and uplift the living condition of its constituents.

Data Requirement Minutes of all regular sangguniang barangay sessions prepared, organized and maintained for

safekeeping at the barangay hall by the barangay secretary. These records should be readily available

and accessible to the community residents upon request for justifiable reasons.

Description

Enacting ordinances is among the principal duties, powers and functions of the sangguniang

barangay with the end view of facilitating the discharge of its responsibilities, as well as, the

promotion of the general welfare of barangay residents. Barangay ordinances may range from one of

general application to those intended for specific purposes, like tax and revenue ordinances.

RA 7160 carries specific provisions on the conduct of public hearings, particularly in connection

with the enactment or approval of tax ordinances and revenue measures.

Importance

Ordinances spell out the specific functions or actions of the punong barangay and other barangay

officials in connection with the proper discharge of their duties and responsibilities. Likewise,

ordinances set the scope and the limits of implementation as well as compliance structure by

community residents.

Allows constituents to take part in the process of crafting tax or revenue measures affecting them;

also, informs the public of the salient features of the proposed measures, how the same would impact

upon them, and enables residents to voice out their opinions and concerns about the subject

legislative measures.

Data Requirement

Ordinances compiled and maintained by the barangay secretary at the barangay hall, which are

readily available and accessible to barangay residents upon their request for justifiable purpose.

Official records of proceedings of what transpired during the public hearings held, prepared and

maintained by the barangay secretary at the barangay hall, not only for safekeeping but for public

scrutiny whenever the situation would call for it.

and other relevant information that affects the lives and welfare of its inhabitants.

c. Brief Description – provides information on the socio-economic and demographic profile;

political and peace and order; general and sectoral development objectives and other related

information.

d. Organization and Management – identifies the committees and/or offices and personnel,

including duties and responsibilities. For each committee and/or office, the report of

accomplishments shall be focused on the delivery of basic services and facilities.

e. Budget Performance and Financial Statements – report on the results of the budgetary and

financial transactions for the preceding year.

f. Plans, Programs and Accomplishments – describe in narrative and pictorial manner the major

plans and programs and its accomplishments during the year under review. Presentation is

performance-oriented indicating the types of services delivered and projects undertaken in the

social or economic fields.

g. Local Legislation – contains the report of the sanggunian in the exercise of its legislative powers

such as budget approval, concurrence with the appointments made by the punong barangay,

passage of significant ordinances and resolutions.

h. Plans and Programs for the Ensuing Year – describe the visions, directions, plans and budgetary

thrust of the barangay for the coming year.

Description

Sec. 106 of RA 7160 calls upon each local government unit, including the barangay, to come up with

a comprehensive development plan to be initiated by its development council. Its main function is to

assist the sanggunian in setting the direction of economic and social development, and to coordinate

development efforts within its territorial jurisdiction.

The barangay development council (BDC) shall consist of all members of the sangguniang barangay,

representatives of NGOs operating in the barangay, and shall constitute not less than ¼ of the

members of the fully organized BDC, and a representative of the congressman [Sec. 107 (a) (1), (2),

(3)].

More specifically, the BDC shall exercise such functions as mobilizing people’s participation in

development efforts, preparation of barangay development plans based on local requirements,

monitoring and evaluation of the implementation of national or local programs and projects, and

other functions as provided by law or competent authority [Sec. 109 (b) (1), (2), (3), (4)].

The BDC shall meet at least once every six months or as often as may be necessary (Sec. 110).

The BDC is also mandated to create an executive committee to represent and act in its behalf when it

is not in session. [Sec. 111 (a)]. The BDC’s executive committee members include the punong

barangay as chairman, a representative of the sangguniang barangay chosen from among its

members, and a representative of NGOs that are represented in the council, as members. [Sec. 111 (a)

(3)].

The powers and functions of the BDC’s executive committee are to: (1) ensure that the decision of

the BDC are faithfully carried out and implemented; (2) act on matters requiring immediate

attention or action by the council; (3) formulate policies, plans, and programs based on the general

principles laid down by the council; and (4) act on other matters that may be authorized by the

council.[Sec. 111 (b) (1), (2), (3), (4)]

Importance An excellent venue for barangay officials and various sectoral representatives to work together to

chart the future development of the barangay and to discuss relevant problems and concerns

affecting the community.

Description

A document clarifying the vision and mission statements of the barangay and its development goals

and objectives, a brief description of the plan and its components, its key implementation partners,

budget and source of funding, implementation arrangements, monitoring and evaluation systems and

schedule of activities.

A barangay development plan/agenda is considered updated or current if it is yet within the

implementation period of the plan or agenda (current year for an annual development agenda, 3

years for a short-term development plan, 5-7 years for a medium-term development plan, and 10-15

years or 10-20 years for a long-term development plan)

A program that addresses the special needs and concerns of differently-abled persons in the

barangay, where its adoption or implementation will depend on the number of target beneficiaries

present in the barangay.

Importance

Provides proper guidance in the pursuit of barangay development that will benefit the community in

Legal Basis Budget Operations Manual for Barangays (DBM, 2006)

Description

There are certain requirements to be adhered to in budget preparation (e.g., 55% ceiling on personal

services depending on the LGU’s income class; 20% allocation as development fund; 5% calamity

fund; 10% for the Sangguniang Kabataan; 5% for GAD, etc.)

While total expenditures is compared to the actual expenditures with the budgetary allocations for

the various expenditure objects and purposes.

Importance

Compliance with mandatory allocations ensures that vital service functions of the barangay are

funded and relevant activities are implemented; reflects the priority development concerns of the

sangguniang barangay in terms of allocations at the beginning of the fiscal year.

Description

which meets all the terms and conditions of the contract or undertaking. It is also mandatory that

SCORING AND ITS APPLICATION

The BGPMS scoring system serves two purposes: first is to determine and assess the level of compliance

of the barangay in the identified service areas relative to the minimum requirements of the Local Government

Code of 1991 and second, to identify and define problems by area. The results of the BGPMS scoring system is

used to improve the quality of programs and policies and to determine the corrective measures to be installed

by area.

The 1st Part of the Data Capture Form (DCF) refers to the general information on the barangay which

includes information on the political, physical, fiscal, demographic and among others of the barangay. While

the 2nd Part of the DCF are the formal questions that will be used in assessing the compliance/performance of

the barangay. It has five (5) parts, each representing the Performance Area. The DCF provides spaces for Point

Score and Service Area Average or Index.

The Scaling System Guide uses the 1 – 0 point method. This means that zero (0) is given to an indicator

where the NO box is checked, while one (1) is given to all indicators that answered or checked the YES box.

The data on the DCF is transferred to the Score Sheet which is the summary of ratings on different

Service Areas under the Performance Areas.

Each indicator of the performance area has a corresponding scale. The corresponding scale is the

equivalent Point Score. For those indicators that have sub indicators, get the total score point and divide it by

the total number of sub indicators. The sum is the Point Score of the Indicator.

The Service Area Index is the average of the Service Area, computed by adding the point scores of its

indicators divided by the total number of indicators.

An additional feature of the rating system is the utilization of the color code (green, blue, yellow and

red) that has an equivalent remark as can be seen below. In the automated version of the DCF, results which

include the performance level, color code and the equivalent remark will be computer-generated.

Using the above rating scale, a general weighted average of 0.50 in a particular performance area would

incur a Performance Level of 3 that has an equivalent color code of Blue with a remark of “Needs minor

reinforcement(s) as to the compliance to the minimum requirements of the 1991 LGC and other Laws”.

MECHANICS OF IMPLEMENTATION

Creation of BGPMS Barangay Assessment Team

The Punong Barangay thru an Executive Order or the Sangguniang Barangay thru a Resolution shall

create the BGPMS Barangay Assessment Team with the following composition and functions:

A. Composition

the Barangay Development Council (BDC); and

Furnish one (1) copy of SBGR to the respective DILG City/Municipal Office and City/Municipal

Mayors.

Orientation of BGPMS Barangay Assessment Team

After the creation of the team, the DILG C/MLGOOs, in coordination with the concerned

City/Municipal Officials and other agencies, shall orient the members of their functions and requisites of the

project.

Data Gathering

The BGPMS Barangay Assessment Team shall undertake the data gathering every January of the year.

The period to be assessed shall be the immediate preceding year.

Data Processing and Analysis

Data processing and analysis shall focus on the following:

1. Level of performance by the barangay per area;

2. Identification of gaps and issues; and

3. Intervention/s to be undertaken.

Preparation of State of Barangay Governance Report (SBGR)

The BGPMS Barangay Assessment Team shall prepare the SBGR. This is a brief report that includes the

following:

The DILG Regional Office

Oversee region-wide project implementation;

Coordinate closely with DILG Central Office on policy matters;

Conduct region-wide orientation workshops;

Provide technical assistance to DILG City/Municipal Office;

Monitor project implementation;

Maintain accomplished BGPMS Monitoring Forms 1, 2 & 3; and

Assist in the conduct of the periodic evaluation.

The DILG Provincial Office

Oversee the province-wide project implementation;

Coordinate with the DILG Regional Office on project operationalization;

Conduct province-wide orientation workshops;

Provide technical assistance to DILG City/Municipal Office on project implementation;

Conduct monitoring and evaluation;

Submit BGPMS Monitoring Form 2 to DILG Regional Office;

Maintain BGPMS Monitoring Forms 1 and 2; and

Perform such other functions as maybe directed by the DILG Regional Office.

The DILG City/Municipal Office

Oversee the city/municipal-wide project implementation;

Coordinate closely with the DILG Provincial Office on project implementation;

Conduct orientations/trainings and provide technical assistance to the Barangay Assessment Team;

Monitor project implementation in all barangays;

Ensure timely submission of the State of Barangay Governance Report (SBGR) by the BGPMS Barangay

Assessment Team;

Submit BGPMS Monitoring Form 1 to DILG Provincial Office;

Maintain BGPMS Monitoring Form 1 and SBGR; and

Create, when necessary, a secretariat that will assist in the accomplishment of Monitoring Form 1;

Local Government Units

The Provincial Government

May provide technical and logistical support to their component barangays.

City/Municipal Government

Pursuant to its mandate of supervision over component barangays and considering that the SBGR are vital

inputs in their State of Local Governance Reports (SLGR) and/or Development Plans, shall ensure the

smooth implementation of BGPMS, and extend logistical support, when necessary.

MONITORING AND EVALUATION

Monitoring Forms and Reports

Form 1 - to be accomplished by the DILG City/Municipal Offices;

Form 2 – to be accomplished by the DILG Provincial Office;

Form 3 – to be accomplished by the Regional Office; and

Form 4 – to be accomplished by the NBOO.

FORM 1 shows the barangay performance level in city/municipality.

FORM 2 shows the Provincial Summary of the barangay performance level by city/municipality.

FORM 3 shows the Regional Summary of the barangay performance level by province.

FORM 4 shows the National Summary of the barangay performance level by region.

Accomplished Form 1 shall be submitted to the DILG Provincial Office; Forms 1 and 2 to the Regional Office;

and Forms 1 and 3 to NBOO at email, [email protected].
