RULES FOR APPROPRIATE USACF-E STAFF CONDUCT

USACF-E SOP/AR 190-47

PURPOSE

TO MAINTAIN THE CUSTODY, SECURITY AND CONTROL OF THE UNITED STATES DISCIPLINARY BARRACKS, IT’S INMATES, IT’S SOLDIERS AND IT’S CIVILIANS.

THIS REGULATION APPLIES TO:

Military Cadre DA Civilians NAF Employees Other Civilians assigned to, or working at the

USACF-E Individual Contractors & their employees Vendors Anyone entering the USACF-E for any reason

TRAINING

Must have semi-annual briefings on USACF-E Reg 190-3

You must be familiar with and conform to the standards of this regulation

You must set a personal example in performing official duties.

You must report violations or suspected violations of this regulations

DEFINITIONS ANYTHING OF VALUE:

Includes but is not limited to money, food, candy, photographs, any item deemed as contraband, gifts of any type, personal services having either monetary (however negligible) or mere sentimental value.

This Regulation is Punitive

Article 15 (Summary/Company/Field) Courts Martial (This means Jail Time) Discharge (General or other than

Honorable) Loss of Job for Civilians Vigorous Prosecution is Guaranteed

SEARCHES AND INSPECTIONS

Everyone

Everything - (Purse, pockets, bags, books)

Anytime - Inbound - Outbound. At anytime inside the walls or at any USACF-E activity

Reporting Requirements

Violations will be reported immediately.

Suspected violations will be reported when the facts would lead a reasonable person to believe that a violation has taken place

Solicited violation of this regulation will be immediately reported by persons having first hand knowledge of the solicitation.

Relatives as USACF-E Inmates

Report it as soon as you discover they are here or are coming here

you will be moved to a duty position as not to place you in a compromising position

Statement of Understanding

When you sign it - you own the knowledge and responsibility put out in this class.

Inappropriate Interaction with Inmates

Unless specifically authorized in advance by the Commander or the Senior Corrections NCO you will not:– Fraternize– Place your hands on or touch an inmate except in

self defense, to prevent escape, to prevent injury or damage to property, to render medical assistance, to conduct a search, to apply the priorities of force, or to demonstrate “HOW TO” procedures.

Inappropriate Interaction with Inmates (2)

Transport or accept rides from inmates, their friends or relatives or anyone on the behalf of an inmate

To use have access - go into your personal quarters for any reason

Visit the residence of an inmate, former inmate - friend or relative

Inappropriate Interaction with Inmates (3)

You will not permit male and female inmates to enter any area together, or to commingle or socialize together.

This means they can not break together, talk or hang out at the detail, Chapel, DTP or Craft shop except for official business.

CONTRABAND Guns or Firearms Explosives/Ammo Incendiary Devices Knives (Includes Pockets Knives) Narcotics/Non Prescription Drugs Currency (other than in pocket or purse) P38/B52 (Can Openers) Photographic equipment Recording devices

CONTRABAND (2) Weight Lifting/Dietary Supplements Extra Clothing Glass Containers Metal Fingernail Files Handcuff Keys Razor Blades Obscene Printed Material/Video Tapes Anything that can be reasonably expected to cause

injury or adversely affect the security, safety and good order of the institution

FRATERNIZATION

Social action between inmates, former inmates, relatives or friends of inmates / former inmates.

Examples of inappropriate relations include:– dating, courting, flirting, horseplay, personal

friendships, or circumstances which would lead a reasonable person to conclude that the good order and discipline, or the custody and control mission of the USDB have been placed at risk.

GRATUITITYDON’T ACCEPT ANYTHING

Any good or service generated through vocational training, Industry shop or other USACF-E facility

Courtesy Work Reduced or Discount Rates Don’t buy anything directly from an inmate Gamble (pools, dice, games of chance, cards) Lets Make A Deal

UNATHORIZED DISCLOSURE OF INFORMATION

Do not write to any inmate for any reason. Do not accept a letter to be mailed from an

inmate. Assist in communications between inmates

or any other person by any means. Do not review a CTF unless you have an

authorized specific reason

UNATHORIZED DISCLOSURE OF INFORMATION (2)

Do not discuss with inmates:– Allegations of misconduct against any – USACF-E personnel– Recommendation of individual boards or the vote of any

member – Inmate mail or notes or info on other inmates– Requests from former inmates for assistance in obtaining

employment including requests for recommendations– Any information in their CTF

UNATHORIZED DISCLOSURE OF INFORMATION (3)

Do not condone, ignore or overlook any misconduct by inmates.

There is no such thing as “I was just joking” Keep discussions professional Don’t talk about personal life or issues

MAINTAINING CUSTODY CONTROL

You are in charge don’t forget it Conduct yourself as a professional Never Joke/kid with an Inmate Keep conversations professional in nature Don’t give out information Maintain professional bearing Be vigilant, alert, observant

MAINTAINING CUSTODY AND CONTROL(2) No Alcohol during your tour of duty Stop drinking in a sufficient amount of time

in advance of scheduled duty to avoid any impairment

Do not allow inmates to become uncontrolled or unsupervised

Do Not Allow Inmates to Leave their work site without proper authorization

PRIOR APPROVAL OF OUTSIDE EMPLOYMENT FOR

USACF-E PERSONNEL Unit Commander or above must approve. Directorate or above must approve. Employment will not impair or compromise

the safety, security, custody or control of the USACF-E.

Employment will not adversely affect the professional reputation of the soldier or the USACF-E

OUTSIDE EMPLOYMENT FOR USACF-E

PERSONNEL(2) Can’t carry a gun Can’t be a bouncer Can’t be a process server Can’t be a Police Officer Can’t be a stripper or escort Can’t do lap dancing at private parties Can’t work in an adult bookstore Can’t work in a club with a history of fights, drugs or

other illegal activity
