Workshop Session

Tuesday, March 10, 2015

The Hendry County School Board met in Workshop Session beginning at 5:30 p.m. in theSchool Board Meeting Room, Sub-office, 475 E. Osceola Ave., Clewiston, FL. Those inattendance were: Dwayne E. Brown, Chairman; Sally Berg, Vice Chairman; Jon Basquin,Stephanie Busin and Patrick B. Langford, Members; Paul K. Puletti, Superintendent; andMichael R. McKinley, School Board Attorney.

Chairman Brown announced that this workshop was scheduled to provide an overview of theFederal Programs budget and turned the meeting over to Mrs. Jodi Bell, Director of FederalPrograms. Mrs. Bell shared a PowerPoint presentation with the Board regarding the FederalPrograms budget for the 2014-15 school year. She reviewed the information and answeredquestions posed by Board Members.

The Workshop ended at 6:15 p.m.

The Hendry County School Board met in Regular Session beginning at 6:20 p.m. in the SchoolBoard Meeting Room, Sub-office, 475 E. Osceola Ave., Clewiston, FL. Those in attendancewere: Dwayne E. Brown, Chairman; Sally Berg, Vice Chairman; Jon Basquin, Member; Paul K.Puletti, Superintendent; and Michael R. McKinley, School Board Attorney.

The meeting was called to order by Chairman Brown.

Pledge & Invocation – Chairman Brown led the Board and guests in the Salute to the U. S. Flagand the Lord’s Prayer.

Public Comments - Chairman Brown asked if there was anyone in the audience that would like toaddress the Board regarding any agenda item. There was no response.

Capital Projects 3/17/15 SCHOOLS We currently have a demo propane bus from Blue Bird that we ae trying out until Spring Break. The response from the initial couple of days has been positive, primarily because the propane engine is much quieter than the diesel. We are gathering fuel pricing, fueling station and maintenance savings data to determine if we should add these to our fleet. We will have a contractor at LES during spring break to clean and video one of the main sewer lines that keeps getting stopped up. This will show us what and where the problem is so that we can come up with a permanent fix. We are replacing, in house, one of the last 3 Addison air conditioning units at COES on Friday March 27, a teacher in service day. We were hoping this would be a summer project but a compressor failure moved up the urgency ($4918). The ability to do this in house will save over $3000 from contractor pricing. We are currently scheduling the inspection and preventative maintenance of the motorized backstops and bleachers at the middle and high school gyms. A company named Gym Doors who handles most of the school districts in Florida has been doing this for us for the past several years. The modular for East Side is scheduled for delivery in April. The modulars for LaBelle Elementary will be delivered as soon as school is out. Currently everything is going well and there are no major problems with any of our buildings in the District.

Gordon Swaggerty, Jr. DATE: 3/24/15 SUBJECT AREA OR EXISTING RULE: 551 Uniform Records and Accounts EXECUTIVE SUMMARY OF PURPOSE: The proposed rule establishes the policy for uniform records and accounts. CITATION OF SPECIFIC LEGAL AUTHORITY: 1001.42 and 1001.51 F.S. The Superintendent shall provide for keeping or having kept accurate records of all financial transactions and the making of all needed or required reports in the proper form as required by law, administrative rules of the State Board, and additional records and reports as approved by the School Board. Sound business principles and procedures are to be observed. All funds properly included in the District school budget shall be recorded and accounted for on an annual basis as prescribed in Financial and Program Accounting and Reporting for Florida Schools. The District’s system of accounting shall comply with all requirements of the Governmental Accounting Standards Board, Statement No. 54 (GASB 54). In accordance with GASB 54, the District will report its fund balance in the following categories: A. Nonspendable fund balance – that is, amounts that are not in a spendable form

(such as inventory) or are required to be maintained intact (such as the corpus of an endowment fund).

B. Restricted fund balance – amounts constrained to specific purposes by their

providers (such as grantors, bondholders, and high levels of government), through constitutional provisions, or by enabling legislation.

C. Committed fund balance – amounts constrained to specific purposes by the Board;

to be reported as committed, amounts cannot be used for any other purpose unless the Board takes action to remove or change the constraint.

D. Assigned fund balance – amounts the Superintendent or Chief Financial Officer

intend to use for a specific purpose; intent can be expressed by the Superintendent or Chief Financial Officer.

E. Unassigned fund balance – amounts that are available for any purpose; these

amounts are reported only in the general fund. The Board authorizes the Superintendent to take all steps necessary to comply with the requirements of GASB 54. The Chief Financial Officer shall have the authority to designate and assign fund balances and express the intent of the specific purposes of such assignments. The Superintendent shall submit to the Board a financial statement for each month of the school fiscal year following final budget adoption. The format of the statement shall include a cumulative report to date of all receipts and expenditures for the school fiscal year.
