SCHUYLKILL HAVEN AREA SCHOOL DISTRICT MINUTES OF THE REGULAR BOARD MEETING

October 14, 2020

The Board of School Directors of the Schuylkill Haven Area School District met in regular monthly session in the Hale Board Room following the Committee Meetings. This meeting was called to order at 7:27 pm by President Jacoby followed by the Pledge of Allegiance. Secretary Felty called roll and the following members of the Board responded:

Secretary Felty proceeded with reading of the Regular Board Meeting minutes from September 9, 2020. Mr. Felty moved to dispense further reading of the minutes. Motion Mrs. Strauch, seconded by Mrs. McGoey, motion approved unanimously.

The receipts of August, 2020 Tax Collectors and Realty Transfer Taxes were presented by Mr. Jacoby and questions by the Board to be presented to Mrs. Umphrey.

August, 2020 $22,577.97 after 2% commission deduction of $460.78

On motion of Mrs. McGoey, seconded by Mrs. Strauch, the Tax Collector Realty Transfer Reports were received and filed. A roll call vote was taken and all voted yes.

President Jacoby asked for Secretary report. Mr. Felty did not have anything to report.

The following are the minutes of the meeting together with any recommendations for Board consideration:

1. The facilities requests have been recommended for approval as follows:

2. The Committee recommends approval of the Regulations for Non-School Use ofSchool District Facilities as presented. Modifications include a new fee schedule withhourly rates for approved rental requests.

3. The Committee recommends a daily non-resident swimming pool admission rate of$3.00 per student and $5.00 per adult. This rate will be effective when the poolreopens to non-residents. At this time the pool is temporarily limiting “open swim”times to residents and pool pass holders only.

4. Dr. Fitzpatrick updated the board regarding the district’s NFHS Contract. Effectiveimmediately, the district will begin generating revenue with subscription purchases.Our NFHS Network sponsor is TB Landscaping LLC who paid for the network setupfees. On behalf of the district, thank you to TB Landscaping for sponsoring this newlive-stream network.

5. The Committee recommends the appointment of Ms. Anita Butz, resident ofPottsville, as a School Police. Attorney Caravan will request judge approval at thecourt house and complete a sworn oath with a local Magistrate before entering theduties of office.

6. The Committee recommends the following extracurricular reappointments for the2020-21 school year:

7. The Committee approves ratifying the purchase of volleyball uniforms per theschool sports guidelines. The complete uniform purchase was ordered from KampusKlothes, Inc. for the amount of $2,241.00.

8. The Committee recommends approval for locker room use at Rotary Field for highschool football home and visitor teams during halftime games for the remaining ofthe season.

Following a motion by Mrs. Hess, and seconded by Mrs. Strauch, Student Activities items 1-8 were approved as recommended. Motion carried unanimously.

The following are the minutes of the meeting together with any recommendations for Board consideration:

1. Mr. Albitz informed the board the pool heater was repaired in-house and to date, itis up and running properly. Monitoring will be done daily ensuring the repair hascorrected the problem.

2. Dr. Fitzpatrick informed the board the baseball dugouts could use an upgrading andhe would like to reach out for bids to improve the appearance and will inform theboard.

3. The Committee recommends the appointments of Mr. Nathan Bates and Mr. ColtinAlbitz as custodial workers cleaning inside buildings at the close of the school day.These gentlemen are extensions to the summer student hires and are assignedwhere most needed in the district on a day-to-day basis.

4. Mr. Albitz informed the board there were 3 diving board quotes reviewed. While thedecision isn’t firm on the recommendation, the cost is $5,300 plus shipping. Thenew board will be installed on the existing base. The Committee authorizes Dr.Fitzpatrick to purchase the new diving board not to exceed $7,000.

5. On behalf of the Dr. Fitzpatrick and Board of Directors, a sincere thank you for thegenerous donations of $12,000 each for the baseball and softball field scoreboards.Patrons Mr. Terry Bensinger, TB Landscaping LLC, sponsoring the softball sign andMr. Jay Newswanger, R&J Transportation, Inc. the baseball sign.

6. The Committee authorizes permission for Superintendent Fitzpatrick to obtainquotes for baseball field seating not to exceed $36,000.

7. Business Manager, Kim Umphrey, presented project invoices and have beenrecommended for payment from the Construction Fund.

8. Mrs. Patty Daley informed the board our district has been approved an extension forstudents to receive free breakfast and lunch each school day until June 30, 2021. TheNational School Lunch Program extension is until the end of this school year.

Following a motion by Mrs. McGoey, and seconded by Mrs. Hess, the School Plant items 3, 4, 6, 7 were approved as recommended. Motion carried unanimously.

1. The Committee recommends approval of the 2020-21 amended Title I Agreementbetween Schuylkill Haven Area School District and the Schuylkill Intermediate Unitas presented.

2. The Committee recommends approval of the 2020-21 Equity and ProfessionalEducation Plan as presented.

3. The Committee recommends approval of the 2020-21 Parent and FamilyEngagement Policy as presented.

4. A special thank you to Reverend Shawn Van Dyke of Schuylkill Haven for the $200donation to students to help them deal with COVID-19. Dr. Fitzpatrick said we willput this money toward touchless water fountains in the buildings.

5. The Committee recommends approving the appointment of Mrs. Jennifer Stauffer asHS Science teacher. Mrs. Stauffer’s salary is Step 12, MS+12 per the teacher’scontract and retroactive to October 12, 2020.

6. The Committee recommends the appointment of Ms. Sarah Jones as mentor for newhire HS Science teacher Mrs. Jennifer Stauffer.

7. Due to COVID-19 and the inability to fill an open Health Room Technician position,the Committee recommends approval to increase the hours of two part-time HealthRoom Technician employees to provide additional coverage throughout the dayuntil a replacement can be hired. Additionally, effective the next pay period, both

part-time employees receive a temporary hourly increase of $2.00 per hour until the open position is filled, or for the remainder of the 2020-21 school year, whichever comes first.

8. The following School Policies are recommended for approval after a 2nd reading

review:

Review: Policy 249 Bullying/Cyberbullying

9. The Committee recommends approval of the 2020-21 Special Education ServiceAgreement between the Schuylkill Intermediate Unit and Schuylkill Haven AreaSchool District as presented.

10. Dr. Fitzpatrick informed the board the district is still on track with the return toschool plan. The last return phase is October 26, 2020 - grades 9th through 12th fullreturn in-person.

11. The Committee recommends the following appointments to be paid at theappropriate grant rate:

13. The Committee recommends regular status employment following completion of 75-day probationary period to Ms. Angelique Schultz, Highly Qualified Paraprofessional,retroactive to September 15, 2020.

14. The Committee recommends accepting the following Highly QualifiedParaprofessional resignations:

15. The Committee recommends approving the appointment of Ms. Mycaella Bromwellas elementary center part-time Paraprofessional at the contracted rate.

16. The Committee recommends entering into an Agreement with Casey Sassaman toprovide psychologist services. The District shall pay $350 per full-evaluation andreevaluation which require additional testing and $175 per reevaluation notrequiring additional testing.

17. The FMLA leave request of Employee #14829 from approximately November 20,2020 to January 4, 2021, is recommended for approval.

18. The Committee recommends approving the termination of employee ID#14070,

effective October 15, 2020.

19. The Committee recommends approving the following Special Sick Leave requests:

1. Business Manager Kim Umphrey informed the board she is finalizing the yearlylocal audit due at the end of this month. Additionally, we are due for our stateaudit which takes place every 5 years. The audit will take place virtually via emailcommunication and Zoom conference.

2. The bills for the month of October are presented and recommended for payment.

Following a motion by Mrs. Stoyer, and seconded by Mr. Felty, Finance items 1-2 were approved as recommended. Motion carried unanimously.

On behalf of the SCHUYLKILL IU29, Mr. Jacoby reported:

Granted 4 employees, 1 IU and 3 STC, a leave of absence subject to the Families FirstCoronavirus Response Act. The leaves extend through December 31, 2020.

The Board and Administration is currently involved in negotiating new contracts withboth the IU Professional Staff and the Behavioral Interventionist and Mental HealthTherapist Group. Both groups contracts had expired on June 30, 2020.

Report on the 2020/2021 STC Grant Awards to date:Applied $1,214,261.00 Awarded $ 957,103.00

The $957,103.00 represents almost twice the amount received for last year.
