• Indonesian Law 32/2009 & GR 46/2016 stated that : ! The Government and local government shall carry out a SEA to ensure that the
principle of sustainable development has formed a basis for and been integrated in the development of a territory and/or policy, plan, and/or program
! The Government and local government shall carry out the SEA during the preparation or evaluation of territory's spatial structure plan (RTRW) along with the specific plan, national, province, and regency/city long-term development plan (RPJP) and medium-term development plan (RPJM)
• Huge demand to apply SEA for Medium Term Development Planning (after simultaneous election), 269 LGs " Dec 2015 ; 101 LGs " Feb 2017 – Total Districts/Cities : 514 ; Province : 34

• To fulfill the huge demand for all counties, capacity development is needed, strategy is changed to increase capacity for providing local network knowledge instead of for government officers only.
• Implemented by Ministry of Environment and Forestry of Indonesia and supported by ESP 3– Danida (Capacity building for Environment Research Centre September 2016 – March 2017) " TOTs
• TOT aim at preparing local trainers pioneering a transition from Impact based to Strategic Thinking SEA in Indonesia

Three main stages ① Training master trainers at national level in

delivering training ③ Rolling out ToT at regional level " Enabled Master trainers a learning process, engaged in
a very intensive training atmosphere, team work and collaboration was highly stimulated.
" Master trainers were exposed to different participants and communities.
" Still, this three stages ToT can only cover 25% of total ERCs in Indonesia (8 regional areas of ERCs)

• Experiential learning is the basis of a training methodology during the 5 days SEA TOT carried out in Indonesia in October - November 2016.
• Five days each in a three stages cascade training, is essential to consolidate new trainers (including intensive coaching)
• The first stage is the first contact with various concepts, both of training methodology and SEA;
• The pilot enables the first testing of capacities
• The roll-out helps to consolidate self-confidence

ToT was designed to: • address the two dominant schools of thought of SEA - impact assessment and
strategic thinking SEA • enable participants to learn about the differences between these two approaches
and their different applications in operational and strategic contexts The comparative learning on impact assessment SEA and strategic thinking SEA was supported on the analysis of ! different aspects of the two approaches and ! philosophy, approach, output and process stages, showing that
a different philosophy implies the use of different methods, seeking different outputs and therefore requiring also different approaches

• Through the ToT program a transformation process in a limited scale (small group) was conducted, the training was designed to develop the participant ability to change through a transformation process.
• The lessons learned from TOT is very useful for providing technical assistance to MOEF developing Ministerial Decree concerning SEA implementation in Indonesia
• SEA is expected not to be done because it is a legal requirement only, but because it makes good development sense, and they are part of that development process " this message is conveyed to the ERCs as academic to contribute the development of better implementation of SEA by supporting LGs in having local network knowledge
