Please tell us what you want from this chapter. We will do everything possible to help. As a result of listening to our members, we are going to start a study group for the PE exam. Mike Carlomagno with DEC Engineers is heading up the study group and will be sending out information with study dates and times shortly. We heard that young engineers need more technical training. We are listening! Our YEA chairperson, Kevin Blankemeier, is going to work with our Chapter Technology Transfer Chair (CTTC), Jerry Hartford, to implement technical training sessions. Since our member-get-a-member was such a success at ourNovember meeting, the Board of Governors has decided tomake it a standing membership drive program. 2011 ASHRAE FISHING TRIPFourteen anglers, fought their way through the traffic and confusion of the Great Blackout of 2011

and left Fisherman’s Landing on the evening of Thursday, September 8th aboard the 65-footPacific Dawn with high hopes for a big tuna catch the following day.

Success was found about 60 miles south of San Diego with a catch of 24 bluefin tuna. For thesecond year in a row Brian Stichter of University Mechanical took the jackpot with the largest fish.

As usual the accommodations and food on the Pacific Dawn were excellent, Great fishing,awesome food and drink and over $1,000 raised for the Chapter!

Many thanks to Pat Cavanaugh, the skipper of our vessel, and his crew for keeping us comfortableand well fed on our journey. Thanks also to the companies that furnished raffle prizes, including

the HVAC Exchange, and Trident Technologies. Special thanks to Climatec, UniversityMechanical, Mason Industries, and Tri-County Insulation for sponsoring the tee shirts.

I would be very interested in hearing feedback on how to make the trip better and would welcomethe assistance of anyone who would like to serve on the fishing trip planning committee.

Matthew Tobolski, Ph.D, P.E.

Matt is the President and CEO of Tobolski Watkins Engineering, Inc. withexperience in the analysis, design and review of healthcare,commercial/residential, nuclear, industrial and bridge/transportation projects.

Tobolski Watkins is a structural and earthquake engineering firm passionateabout developing efficient solutions to the complex problems of today and thevisions of tomorrow. Our goal is to utilize our technical expertise to provide novelsolutions to our clients and the public. We have offices in San Diego, SanFrancisco, Portland and Seattle.

Matt's specialties relate to earthquake engineering, accelerated constructiontechnologies, design-build contracting, seismic certification of nonstructuralcomponents, complex structures, code development and engineering research.

As a recognized expert in the seismic certification of nonstructural components,Matt has overseen the analysis and testing of hundreds of systems resulting inthe certification of thousands of individual components for healthcare,commercial, industrial and nuclear applications. This includes detailed finiteelement modeling, execution of testing, project specific applications and overallconstruction project review of seismic compliance.

Matt received his PhD and MS in Structural Engineering from University ofCalifornia, San Diego and BS from University of Massachusetts, Dartmouth. He isa member of ACI, ASCE, CSHE, EERI, SEAOSD, ASCE 4, ASCE 43, ACI 341and ACI 349.

It's a Good Week to Think about Retirement Savings

You may not see it posted on your calendar, but Oct. 16 – 22 is National Save for Retirement Week. This annualevent, endorsed by Congress, is designed to raise awareness about the importance of saving for retirement — soyou may want to take some time this week to review your own strategy for achieving the retirement lifestyle you’veenvisioned.

If you’re not convinced of the need for an event such as National Save for Retirement Week, just consider thesestatistics, taken from the Employee Benefit Research Institute’s 2011 Retirement Confidence Survey:

The percentage of workers not at all confident about having enough money for a comfortable retirementgrew from 22 percent in 2010 to 27 percent — the highest level measured in the 21 years of theRetirement Confidence Survey.

56 percent of respondents say that the total value of their household’s savings and investments, excludingthe value of their primary home and any defined benefit plans (i.e., traditional pension plans) is less than$25,000.

Less than half of the respondents say they and/or their spouse have tried to calculate how much moneythey will need for a comfortable retirement.

These numbers are obviously troubling — and they indicate that most of us probably need to put more thought andeffort into our retirement savings. What can you do? Here are a few suggestions:

Determine how much you’ll need in retirement. Try to define the lifestyle you want during retirement. Willyou travel the world or stay close to home? Will you work part time or spend your hours volunteering orpursuing hobbies? Once you know what your retirement might look like, try to estimate how much it mightcost.

Identify your sources of retirement income. Take into account your IRA, 401(k) or other employer-sponsored retirement plan, Social Security and other savings and investments. How much income will theyprovide? How much can you withdraw from these vehicles each year without depleting them?

Calculate any retirement shortfall. Try to determine if your savings and investments will be enough toprovide you with an income stream that’s adequate to meet your retirement needs. If it isn’t, develop anestimate of the size of the shortfall.

Take steps to close savings “gap.” If it doesn’t look like you’ll have enough to meet your retirement needs,you may consider adjusting your savings and investment strategy. This may mean contributing more toyour IRA, 401(k) and other retirement accounts. Or, perhaps your investment mix may need to bereviewed to find a better balance growth potential with risk. Or you may need to take both of these steps.

Monitor your progress. Once you’ve put your investment strategy into place, you’ll need to monitor yourprogress to make sure you’re on track toward achieving your retirement savings goals. Along the way, youmay have to make adjustments, if there are changes in your objectives or your specific situation.

Taking these types of action can be challenging, so you may want to work with a professional financial advisor whohas the experiences and resources necessary to help you identify and work toward achieving your retirementgoals. In any case, though, National Save for Retirement Week is a great time to consider your course of action.

CTTC UpdateGerald D. Hartford, Jr., P.E., LEED APSyska & Hennessy Group, Inc

On Wednesday, August 31, 2011 (our normal meeting day is Tuesday), we conducted an official CTTC meeting, in theoffice of Syska Hennessy, representing the San Diego chapter of ASHRAE. Lunch was served.

This meeting was held 4-days after the CTTC workshop in Scottsdale, AZ (on Saturday, August 27) which was part ofthe 2011 CRC meeting.

Those in attendance included:

Our agenda included the following:

1. CRC discussion - general2. CTTC (CRC) workshop discussion - general3. Manual of Procedures (MOP) discussion - where to find things4. Resource Manual (RM) discussion - where to find things5. PAOE point discussion - how to maximize PAOE points6. Future chapter meeting speakers - who and when?7. Other ???

There was a good discussion about how well we were represented at the CRC. We had a number of ASHRAEmembers attend, which was good.

Dennis presented what had generally occurred during the CRC.

Jerry presented what was generally discussed/presented at the CTTC workshop, including the PowerPointpresentation made by Scott Wayland, our current Regional CTTC Chairperson, whose 3-year term expires June2012. There were apparently nominations presented at the CRC meeting for the next Regional CTTC chairperson (a3-year term). Not sure who was all nominated.

Jerry further presented some additional ideas for future meetings and technical tours/visits. One idea was to pursue atechnical visit at the CBE (Center for Built Environment) at the University of California, Berkeley, CA (across the bayfrom San Francisco, just north of Oakland). We will spend some time researching and understanding how or whatthat means. The CBE meets twice a year, it's made-up of members who pay between $25-30K a year to belong(Syska is a member). We're just not sure how ASHRAE is or could be connected if at all. That's where the researchbegins. Could we maybe be invited as a guest of a current CBE member? Could we participate in some form orfashion as an industry peer?

Another idea presented by Jerry was to begin to conduct visits to other chapters (as a CTTC collaboration gesture).This would be a CTTC effort and would not involve the regular membership. We would find out when all the otherchapters have their meetings and attempt to coordinate a visit to their meeting(s) by one of our CTTC members(above - but most likely Jerry). This could happen once per month or less often, depending on timing and opportunity.Of the sixteen (16) chapters in Region X, with the exception of Hawaii, the two (2) chapters in Arizona (Phoenix andTucson) and the two (2) chapters in Nevada (Las Vegas and Reno), all other chapters are in California (11 chapters -San Francisco, Napa, Anaheim, Sacramento, Fresno, San Jose, Stockton, Los Angeles, Santa Barbara, Redlands &San Diego).

CTTC Update (Cont.)

Another idea presented by Jerry was to arrange as one of our regular chapter meetings, or even as a special meeting,a panel discussion including an Owner, a general contractor, a sub-contractor, an architect and an engineer, todiscuss/present the concept of why the current approach to design-build in San Diego is OK (or not) --- that teams incompetition spend thousands of dollars (hundreds of thousands of dollars) in pursuit of a design-build project andthere can only be one winner. And even if a stipend is offered, it's typically covers only a fraction of the timeinvested/lost by all teams involved, including the winning team. Typically there is no way to recover from thiscompetition effort (financially). In my professional opinion (Jerry), supported by many others, is that the entire conceptof design-build as originally conceived, is and has been for quite some time, being abused and mis-applied. Thedemands by the Owners are only becoming more significant, almost to the point of complete design, before an awardis made. The CTTC thought this would be a great "special meeting", for which we would gain additional PAOE points.

We also further discussed/presented both the MOP and the RM, the need to become much more familiar with each,and how to better utilize them (both) in ensuring that we are seeking and achieving the appropriate (maximum) PAOEpoints possible, and that we are doing what they intend us to do as a CTTC.

We discussed/presented that Syska now has a team member on the DL (Distinguished Lecturer) list - KishorKhankari). He is a specialist and PhD in CFD modeling. We should make sure to include him in one of our futurechapter meetings or even another special meeting – possibly a 3 hour session on CFD modeling.

We discussed the plan to make sure to find and push for firms in town (San Diego) to submit their building(s) for anASHRAE technology award. The immediate one that came to mind is the DPR office building which has incorporatednatural ventilation, day lighting, solar, etc.

Jerry presented for discussion the idea that apparently the ASCE (American Society of Civil Engineers) is pushing forState Boards of Registration to require that all who seek professional registration (a PE), must have a master’s degreein their particular profession. Of course Jerry does not believe this is an appropriate requirement. However, it seemsto be getting some legs under it because apparently NSPE and ASME are also discussing it.

Jerry presented that those who are currently LEED accredited (under the original LEED testing) should pursue theLEED upgrade to BD&C. Before the expiration date (sometime in October), it's nothing more than a request for theupgrade, and a commitment to pursuing and achieving CEUs. But if we miss the expiration date, to get it will requireanother LEED exam.

Jerry suggested that prior to each of our chapter meetings, we be sure to send to the intended speaker, our evaluationform so he/she understands what it is that we are seeking to experience as an outcome from each of our technicalspeakers (during our regular chapter meetings). If the speakers know what we are looking for, they can better tailortheir presentation(s).

The idea of sharing DLs (distinguished lecturers) with other chapters whose meetings are the day before or day afterours was discussed. That will require coordination between chapter meeting dates.

Jerry encouraged all to look into having their respective team members and other ASHRAE members consideradditional ASHRAE certifications, i.e. HBDP and BEMP for example (and/or others).

Oh, by the way, lunch was great! We had healthy sandwiches, chips, cookies and soda/water.

Our next meeting is scheduled for Tuesday, September 27, 2011 (typically the 4th Tuesday of each month),however, exceptions have and do occur based on schedule(s).
