Maritime India - Seize the Moment

(L to R) Mr Dinesh Lall, Executive Director, Maersk India P. Ltd., Mumbai, Ms Kiran Dhingra, Director General, Shipping, Mumbai, Mr. Jasu Shah, Chairman, CHEMTECH Foundation, H E Dr APJ Abdul Kalam.Former President of India, Honorable Minister Camiel Eurlings, Minister of Transport, Public Works and Water Management, The Netherlands & Mr. S Hajara, CMD, Shipping Corporation of India & Chairman, Central Advisory Board, Shipping & Marine World Expo 2008, Mumbai

This event is very timely as we are on the threshold of entering into a

10 % growth in GDP, which has touched one trillion dollars. Indian shipping business is less than one billion dollars even when India has 7000 KM long

coastline. Indian Shipbuilding Companies have large orders and

there is definite need for enhancing shipbuilding capacity. For high growth and success, we need innovation and creative leaders, who can exercise the vision to change the traditional role. We have to create facilities for vessels ranging from 150,000-300,000 DWT, connectivity in terms of rail, road and air, an effective communication system and plan for automation, CAD /CAM for shipbuilding right from beginning. Design office task should be reduced by using software. These actions will enable the Indian shipbuilding industry to build 30 million DWT of ship creating a market for US $ 30 billion / year by the year 2020.

Indian fleet today caters to only 13% of International Trade and

even if we want to maintain 13% Share, we require an investment of more than $200 billion. We have also a long way to go in shipbuilding industry, which is witnessing a boom. The prospects for shipping,

shipbuilding, ports and other Maritime related activities are bright. Netherlands is well known for its expertise in the dredging, designing, equipment etc. for the Maritime activities. The signing of MOU with Indian Shipping Ministry will result in close co-operation between two countries.

Mr. S. HajaraChairman & Managing Director,

The Shipping Corporation of India Ltd.

H.E. Dr. APJ Abdul Kalam, former President of India is

a great visionary, an extraordinary innovator, an inspiration leader and man of the people. We are honoured and privileged to have Dr. Kalam to inaugurate this event.

Netherlands is an integral part of CHEMTECH events since 30 years and we invite the Netherlands as a partner Country in Shipping & Marine World Expo 2010. Mr. S. Hajara, Chairman & Managing Director, Shipping Corporation of India and Chairman, Central Advisory Board has led from the front to make this event a great success.

Mr. Jasu ShahChairman , CHEMTECH Foundation

Many Dutch companies are in India and India has the

biggest Investment in Netherlands as it is a gateway to Europe. The Dutch Dredging companies are in great demand all over the world. Netherlands, though geographically

small in size, the maritime, ports and hinterland connectivity are excellent. We have signed an MOU with the Shipping Ministry for sharing our expertise with India We are keen to help India in areas like dredging, and maritime activities and have invited Indian Companies for tie-ups.

Mr.Camiel EurlingsHonorable Minister of Transport,

Public Works and Water Management, The Netherlands.

Safety and security system for ship and ports are very

importants. Today, 1000 Ships move at our ports. Marine casualty Investigation Bureau looks after search and rescue facilities. Traffic is bound to increase, and the Bureau is planning for long-term

measures. For Manning, the industry is looking at 128 Universities and the competencies between emerging and developing countries.

Ms. Kiran DhingraDirector General, Shipping, Mumbai.

Today’s session will be remembered as a milestone for

the Shipping and Marine Industry as it has the gracious presence of His Excellency, Dr. A.P.J Abdul Kalam not only to inaugurate the event but also for his powerful message and guidance. Mr. Eurling’s

experience suggested that hinterland connectivity is important for developing ports. While a lot remains to be done in logistics, ship and port management, it will done soon.

Indian Shipbuilding : Can India be a Major Force in World Market?

(L to R) Commodore M.Jitendran, Chairman & Managing Director, Cochin Shipyard Ltd., Cochin, Capt M.M.Saggi, Nautical Advisor, DG Shipping, Mumbai (Session Chairman), Mr Ray Stewart, CEO., Pipavav Shipyard Ltd., Gujarat and Mr Umesh Grover, Director -Technical & Offshore Services, Shipping Corporation of India Ltd., Mumbai.

South Korea, Japan and China are the leading shipbuilding countries and India’s contribution is just 1%. India, with a 7000 km coastline, having lower labour cost, cost effective steel,

appreciating rupee and abundant technical skill has a clear advantage to be a major force in shipbuilding in the world market.

In the last five years, Cochin Shipyard has built and exported

45 ships and repaired over 300 ships. The existing and new shipyards coming up can definitely better these records.

Capt. M. M. SaggiNautical Advisor, DG Shipping, Mumbai

In the next 20 years, growth in shipbuilding will be 3 times as

of today. What we need is synergy between shipyard and shipping companies, development of ancilliary industry and development of manpower as per market needs.

Commodore M JitendranCMD, Cochin Shipyard Ltd. Kochi

Korea, China and Japan are big players in shipbuilding. India

has a great opportunity. We are setting up a new shipyard in India starting with tankers followed by PANAMAX and then planning to build VLCC.

It is essential to develop and administer international laws

on safety, monitor them and asset managers ensure that the laws are followed. Guidelines are also required from industry, operators, owners, Maritime Associations and NGOs to ensure safety and

occupational health.

Mr. M. V. RamamurthyPresident (Shipping), Reliance Industries Ltd

New generation trunk piston oils should possess good

cleanliness properties, be robust to tackle a wide range of residual fuel quality, lower oil consumption, higher filter life, good Base Number Stabilization and longer drain periods. We have developed

innovative formulations, which are approved by Wartsila Finland and Rolls Royce, UK because of superior attributes.

Dr. S. S. V. RamkumarChief Research Manager, Automotive Oils Coordination & Marine Oil Development,IndianOil Ltd, R&D, Faridabad. The use of marine antifouling

coatings, prepared by adopting nano - technology is a futuristic trend. If anti – fouling coatings are used, there is no leaching of materials in sea water, there is lower hull roughness, lower SO2 emission and lower drag leading to lower

fuel consumption.Mr. Satish Kumar

Head -Oil & Gas and Power Business Unit, Akzo Nobel Coatings India Pvt. Ltd.

Measures against Severe Damage on large diesel,

gas and fuel engines can be caused by oil mist explosions. Oil mist is an indicator of failing lubrication of moving parts anywhere inside the crankcase. To avoid this state, oil mist Detection and Bearing

Overheating Monitoring systems must be correctly installed.

Financing & Partnerships

The Ports Sector will invest US$ 13 billion in the next

few years. Of this, US$ 9 billion will come from the Private Sector. For this, we have to improve the Railway approach, multi-modal system, freight corridor and see that public – private partnerships

have no problems. The Network and Logistics should be integrated and work harmoniously. With proper documentation, financing rarely come across problems.

C. Yadav, Director – Maritime Education & Training, FOSMA. Mumbai.

There is going to be enormous development in the Shipping

& Marine industries. This will need well qualified and trained manpower as the success depends on manpower.

Capt. S. BhardwajVice Chancellor, AMET University, Chennai

80% of workforce in Shipping industry works for liner /

container shipping and in India. About 1,20,000 workers are in liner trade. If not educated, our Containers, Ship and Terminals are in danger. Lack of knowledge on hazardous cargo can result in

major loss and poor knowledge on documentation in legal problems. Nearly 99%of workforce is either 12th Standard or University graduates. There is no choice but to train them with short training programmes to meet industrial needs.

Mr. Rajiv Sathe Corporate Trainer, Rajiv Sathe Associates,Pune

In the Maritime Law field, India is yet to secure a superior

position in international arena. There is immense potential for developing the legal side, which can lead to a promising career for maritime aspirants. The Maritime industry, government departments,

Institutions and legal profession must all play their respective roles..

Shipping & Marine Industry: User Perspective

(L to R) Mr Julian Bevis, Line & Operation Manager, Maersk India Ltd., Mumbai., Mr. A.B.Sathe, Executive Director, Hindustan Petroleum Corporation Limited, Mumbai, Capt Y.Sharma, Head of the Training Centre, International Maritime Training Centre (Session Chairman), Mr S. K. Shahi, CMD., SKS Logistics ltd., Mumbai. and Capt S. P. Rao, Director, Forbes Patvolk Ltd., Mumbai

User perspectives are important for the industry to improve

the facilities to have customer satisfaction . Major constraints are in berthing delays at Mumbai, Vizag, Kandla and Haldia Ports, as some vessels can be berthed only during high tide or during daytime.

Mr. A.B.Sathe Executive Director,

Hindustan Petroleum Corporation Limited, Mumbai

That Government should have a task force to upgrade draughts

at ports to deeper draughts so as to accommodate more number of ships coming to port and avoid delays in berthing. This will be a win-win situation.

Mr. S. K. Shahi CMD., SKS Logistics ltd., Mumbai

A number of minor ports should come up. Other maritime

states should follow the example of Gujarat Maritime Board, which has built many and still developing additional minor ports.

INDIAN PORTS : The Growth Drivers

(L to R) Mr. Raj Khalid, Representative – India, Antwerp Port Authority, Mumbai, Shri S. S. Hussian. Chairman., JNPT. Mumbai (Session Chairman), Honorable Shri Pritam Kumar Sampatrao Shegaonkar (Advocate), State Minister (Ports) State of Maharastra.and Mr Dinesh Lall, Executive Director, Maersk India Ltd., Mumbai.

Antwerp Port, a multi purpose port, is the largest cluster in

Europe and second largest in the world. It is also second largest port in Europe, which is most important for India. We provide the best customer service in terms of logistics and distribution facilities

as well as hinterland transportation without congestion.

Mr. Raj KhalidRepresentative – India, Antwerp Port Authority, Mumbai

Ports serve as gateways to international trade. Major Ports

in India handled 463.84 million tones of cargo in 2006 – 07, which will go up to over 1000 million tones from 2007 – 08 to 2011 – 12. Looking at the container traffic growth, there is a scope for hub

operations in India, hinterland connectivity by rail and roads and setting up interior Inland Container Depots. We need to increase the pace of capacity expansion projects at major ports with improved operational efficiencies, develop new non – major ports and improve connectivity to meet the demands of traffic growth.

Shri S. S. HussianChairman., JNPT. Mumbai

Government encourages new investment in port

development through Public-Private Sector partnership. Indian Ports have been able to attract leading Port and Terminal operators as private sector partners from India and abroad. Two ports

in Maharashtra are under development by Reliance and Balaji Infra Projects Line and they will be operational by 2010. we are interested in development of more ports in the coastal areas of Maharashtra.

(L to R) Mr. N Ramachandran, Chairman, Cochin Port Trust, Cochin, Mr. S. K. Shahi, CMD., SKS Logistics ltd., Mumbai (Session Chairman), Mr. A. Krishna Rao, GM, Dredging Corporation Of India, Visakhapatnam and Mr M. P. Pinto, Chairman, Raffle Port Works, Mumbai.

The Ministry of Shipping has accorded highest security for

Indian ports but significant gaps still exist. For better monitoring and accountability, we should leverage technology, physical security, access control of men and material, container screening,

truck identification and tracking to meet modern day challenges to security.

Mr. N RamachandranChairman, Cochin Port Trust, Cochin

The ports need to deepen and modernize. There is also a

need for adding port capacities, which will increase dredging demand. We have to create R & D facilities for dredging, improve dredge building yards, improve dredge repair facilities as well as

training facilities for dredging.

Mr. A. Krishna Rao GM, Dredging Corporation Of India, Visakhapatnam

Logistics Cost today in India is 15% of GDP while secondary

sector contributes to 19% of GDP. To compete with counterparts, Logistics cost should be brought down.

PANEL DISCUSSIONACCELERATING IMPLEMENTATION OF

THE NATIONAL MARITIME DEVELOPMENT PROGRAMME (NMDP)

The Union Shipping Ministry had prepared the NMDP document in 2005, which specified investments of Rs. 44,000 crores in the Shipping and Rs. 56,000 crores in the Ports Sector.

The Panel on “How to accelerate the NMDP” was chaired by Mr. S. Hajara and the Panel included Capt. Navin Passey, Chairman, FOSMA, Mr. S.K. Shahi, CMD, S.K.S. Logistics, Mr. Philip Littlejohn, MD, Gujarat Pipavav Port Pvt. Ltd., Mr. Julian Bevis, Line & Operations Manager, Maersk India Ltd., Mr. H.K. Dash, IAS, CEO, Gujarat Maritime Board and Capt. S. Bharadwaj, Vice-Chancellor, AMET University. The delegates also participated in the discussion.

(L to R) Mr. S.K.Shahi, CMD., SKS Logistics ltd., Mumbai., Capt Navin Passey, Chairman, FOSMA, Mumbai., Mr H.K.Dash, IAS, Chief Executive Officer, Gujarat Maritime Board, Gujarat., Mr. S. Hajara, Chairman, Shipping Corporation of India Ltd. & Chairman, Central Advisory Board, Shipping & Marine World Expo 2008, Mr. Philip Littlejohn, Managing Director, Gujarat Pipavav Port Ltd, Mumbai, Mr Julian Bevis, Line & Operation Manager, Maersk India Ltd., Mumbai.and Capt. S. Bhardwaj, Vice Chancellor, AMET University, Chennai.

SUGGESTIONS• Private sector is motivated by profits. There has

to be a balance between investment and return on investment. Should get right price for right services. Sharpen the role of Tariff Authority.

• India has focused on globalisation. It is possible mainly through shipping, which engineers growth. In shipbuilding, India’s share is 1.2% in the world and should be substantially increased.

• Huge investments have been made in containerisation in the world. India should also follow this route.

• The rate of growth in non-major ports will be higher. The model of Gujarat should be followed to attract private sector and Government should act as a facilitator.

• Manufacturers in North India have customer base in South. They can send the goods to Gujarat by road/rail transport up to Gujarat but reaching south through sea is difficult. Karnataka had suggested a Collection Centre in South, which should be pursued.

• Training institutes should cover all aspects of the Industry and should impart training with simulators.

Mr. S. Hajara finally appreciated CHEMTECH Foundation’s efforts in holding OCEANTEX and SHIPPING & MARINE 2008 events in parallel as volume wise oil and gas industry provide a large business for the shipping industry. He suggested the next Shipping & Marine event should focus on “Partnership and Giving Impetus to Growth”.
