Thanks also to our Southern Link VROC partners—the Shires of Broomehill-Tambellup, Cranbrook and Plantagenet for their ongoing support with this aged housing project. The units were opened by Hon Terry (Tuck) Waldron MLA with a large number of Councillors, current and new Loton Close residents, builders, VROC partners and other attendees present on what turned out to be a fairly warm afternoon. These units will be a terrific asset to the community of Kojonup and the Shire hopes that the residents will enjoy their new homes in the years ahead. Grand Opening of ILUs & Executive Residence Council were delighted to open the six new Independent Living Units & the Executive Residence in Loton Close on Friday, 24 February 2017. The Shire expresses its appreciation to the Department of Regional Development, the WA Country Health Service and the Great Southern Development Commission for the generous financial assistance provided to the Shire through the State Government’s Royalties for Regions program. Thanks also to our Southern Link VROC partners—the Shires of Broomehill-Tambellup, Cranbrook and Plantagenet for their ongoing support with this aged housing project. The units were opened by Hon Terry (Tuck) Waldron MLA with a large number of Councillors, current and new Loton Close residents, builders, VROC partners and other attendees present on what turned out to be a fairly warm afternoon. These units will be a terrific asset to the community of Kojonup and the Shire hopes that the residents will enjoy their new homes in the years ahead.

Tuck Waldron Farewell It was great to see so many community members turn out to share stories and wish Tuck and Noelene well in their retirement on Friday evening, 24 February 2017 at the Sporting Complex. Tuck has represented Kojonup well, not only politically but also through his sporting achievements particularly with Football & Cricket. Noelene first came to Kojonup as a teacher and soon embraced and supported the community by volunteering her time, energy & enthusiasm. Noelene was one of the first locals to truly recognise Kojonup's tourism potential. Tuck has been a fantastic ambassador for our region, a tireless champion for the 'bush' and we do sincerely wish them both a wonderful retirement. Kojonup CRC Council at its meeting held 21 February 2017 considered options regarding the future of the CRC as a result of the financial constraints being experienced by the committee. Here is the background to the resolution printed in the previous Koji News: Council acknowledges that the objects of CRC are: 1. Provide employment opportunities in Kojonup

and enable members of the community to enhance their technological skills

2. Keeping pace with rapidly developing technologies and informing the community on a regular basis

3. Provision of new services not currently available in the Shire of Kojonup

4. Obtain and maintain a high community profile 5. Provide affordable access to computer hardware

and software 6. Provide a computer training and educational

facility 7. Facilitate growth and development of all

businesses

8. Obtain funding from donations, grants and other sources

9. Provide Internet access to all residents in the Shire of Kojonup

In considering various scenarios Council must answer the following questions: • What will Libraries and CRC’s look like in the

next 5 – 10 years? • Will CRC’s need a long desk with Computer

terminals or will people be using stand up stations, bean bags or lounge chairs where they simply plug in their I pad or smart phone?

• Instead of books and DVD’s will people simply “down load” apps or e books?

• What are the pros/cons of community groups sharing photo copiers, computers etc., under one roof?

• Does a better ’working’ CRC model exist elsewhere that should be considered for Kojonup?

There are a number of scenarios available to Council, for example: 1. Do nothing in the hope that another community

organisation such as the Kojonup Community Growth Association would be interested in a partnership with the CRC.

Realistically the CRC would cease to exist in

Kojonup although for the past 2 years it has been operating outside the state guidelines. This is not a preferred option as the vast majority of Councils in Western Australia have some form of CRC!

2. Council assess what equipment it wishes to

purchase that could be reallocated within the Administration Section of Council or at Kodja Place and list the CRC building for sale or lease.

This would allow (at least in the short term) ATO

and Centrelink portals to be transferred to the Shire Library and any computer training or other

activities/events aligned to CRC functions to be determined by the Community Development Officer and Manager Community Development & Tourism with the approval of Council.

The activities/events could be conducted either

at Kodja Place, RSL Building, Sports Complex and Lesser Hall or in the Reception Room. The main emphasis here is that Council has choice rather than retaining the existing CRC building.

3. A medium/long term strategic objective (aligning

with Councils Asset Management Planning to rationalise ageing assets) is the co-location of CRC, Library, Southern Dirt, NRM/Landcare Officer, even Community Growth Association and Historical Society into a revamped RSL Building allowing each greater opportunity to share IT, copiers and equipment under one roof. The Library/CRC model is widely practiced and supported in other shires and for small rural shires such as Kojonup, duplication of buildings and office equipment is not sustainable.

Master Planning for the Kodja Place Precinct

recognises Kodja Place (KP) as the Cultural and Heritage “Community Hub”. A revamped RSL Building or the Council Administration building may be more community aligned instead of increasing the footprint of KP despite human Resources being available at KP. Council needs time to assess such options.

From a financial perspective, Council owns the CRC building and is therefore ultimately responsible for building maintenance and any capital improvements. It derives no income from rental. No Human Resource allocations and associated costs are presently incurred by Council for the CRC. Such an allocation could conservatively range between $35 - $55,000 per annum depending on the management model chosen and equipment required.

Council would recoup IT costs from Centrelink and ATO portal agreements if relocated in the Shire Library. The existing CRC is haemorrhaging financially and has only survived to date through the generous financial assistance of the Kojonup News. ‘Band Aid’ solutions will not be effective as a new contemporary management and business approach is required after 17 plus years that builds on the success and structure of neighbouring CRCs such as Gnowangerup and Denmark. There is a risk in not having or not using IT to its full potential or not being receptive to learn and becoming stagnant! The CRC and Kojonup News rely heavily on the availability of Mr. McRae to ensure equipment is operable and graphic design/layout accords with templates. This over reliance on one person is an extreme risk as no one person should be irreplaceable! The Manager Corporate Services will liaise with the Committee regarding the Asset Management Review presently being undertaken and also portal relocation if Item 3 above is to be pursued. It is also important to ascertain the Kojonup News Committees views in relation to their short and medium term needs if the CRC closes regarding building and equipment needs. Black Cockatoo Café – Update Council and the Audit Committee have been briefed regarding the financial position of the Kodja Place Precinct including the Black Cockatoo Café since 1 July 2016, in particular the significant deficit of $696,730 as shown in the 2016/17 Annual Budget. I have also researched past Council and Federation Park Committee minutes since my appointment as CEO in 2013, to familiarise myself with the background of The Kodja Place, establishment of the Rose Maze and subsequent formation of the Kodja

Place Community Fund Inc., building of the Black Cockatoo Café and any supporting documentation such as Business Plans that formed part of any grant funding application recognising that the Shire of Kojonup also suffered severe financial difficulty from year 2000 to 2007. I adopted a “precautionary principle” approach upon my appointment including “Due Diligence” of records to try and ascertain if I, Council and Ratepayers were inheriting decisions of the past that would inhibit future strategic and operational requirements. The possession of accurate records is vital for good governance to ensure compliance, prudent financial management and effective decision making. In short, a number of deficiencies were discovered for example: • The Kodja Place Precinct was built to a price not

a well prepared business plan despite the overall concept being forward thinking and unique, ‘As Constructed’ plans vary greatly to the plans initially proposed.

• The initial café was aligned to a “Cake and Coffee” shop which is not indicative of the café we have today, nor is the café a Take Away Shop,

• Management structure and human resourcing was ad hoc and heavily reliant on volunteers,

• Construction of the rammed earth walls are failing in a number of areas,

• Land Tenure for the Rose Maze was not gained, • Council since June 2016 has and continues to

address “Fit for Purpose” issues, for example the installation of a cool room,

• Safety Standards and Workplace requirements did not keep pace with Legislative or Regulatory requirements,

• ICT Plans, computers, records management, financial processing, operational policies, procedures and systems are either ad hoc, antiquated or non-existent,

• Specialist built computer programs were not maintained or updated,

• Lack of co-operation between various stakeholders (despite the best of intentions) did not achieve deliverables first envisaged,

• Governance requirements for certain volunteer components were lacking or non-existent,

• A wide section of the community opposed and still continue to oppose the facility despite it being a tourism, cultural and heritage “gem” for interstate and international visitors.

Despite these obstacles Council, the Kodja Place Advisory Committee (KPAC) and the Kodja Place Community Fund Inc. have been pro-active in restructuring the management model, assessing the “true” costs of maintaining and operating the precinct, engaging the Gibson Group to prepare a Master plan based on use and cost to maintain now and in the future and ensuring the facility is compliant legally with health, building, safety, disabled access, traffic management, fire, etc. as more of the same is not justifiable given other competing priorities listed in the Community Strategic Plan. Compliance comes at a cost but the costs of non-compliance are much higher as are the consequences if ignored!

The 2016/17 Annual Budget reflects past decisions and a facility that operates 364 days each year from 9:00am – 5:00pm and also includes items that regardless of whether the facility is open or closed are still incurred such as Depreciation $196,400, Insurances $13,500, Tourism brochure reprints $12,000, Kojonup Promotions $12,000, converting oral and video history interviews of community members into multimedia/static displays and updating Mosaic data base $21,000, ground/building maintenance $47,660 and Admin reallocated (on costs from corporate services) $110,360 just to name a few!

Of the $850,000 expenses listed the above costs total $412,920. In comparison, full year costs associated to our Parks & Reserves excluding the Swimming Pool, Halls and Civic Buildings is net $560,000. Principally mowing, maintaining public toilets, reticulation, weed/tree management, litter collection and disposal. The Café for example, provides employment opportunities for our residents and disposable income for the benefit of other Kojonup Business operators. Events such as ‘Sunset Soprano in the Maze’ to be held 8 April 2017 showcases the tremendous potential the Kodja Place Precinct offers and our preparedness to ‘roll our sleeves up ’ and work collaboratively. Any surplus funds will be channelled back into the precinct for future events/projects. Councillors, Management, Audit Committee and staff are scrutinising every aspect of the budget to achieve operational efficiencies and value for money outcomes for ratepayers. We seek where ever possible to attract external funding to undertake capital projects that do not deplete our reserves to a position where loan borrowings are required to meet asset management and renewal gaps. In relation to the Kodja Place Precinct existing and forward planning includes: 1. Accessed $60,000 for Visitor Information Centre

improvements including a new Cool Room for the Café.

2. Accessed further $44,000 and $21,000 respectively for Development Planning and Oral/Video Histories.

3. Approval of $100,000 from Watering WA received to install a new underground water pipeline from the old Town Dam south of Stock Road to provide water to the Rose Maze, Kodja Place and Apex Park during summer instead of using the reticulated supply from Collie.

4. Centralised Community Development under the umbrella of Community Development & Tourism.

5. Linked IT from Springhaven, Works Depot and Kodja Place to the Admin Office at Council.

6. Lodged a preliminary proposal with the State Government via the Great Southern Development Commission for the integrated planning of Kodja Place, Apex Park, Benn Parade and RSL Hall Area. Possession of the Kodja Place Precinct Master Plan by April 2017 will enable Council to also leverage funds under the Commonwealth’s “Building Better Regions Fund” to ensure the Master Plan outcomes are realised.

7. Completing an extensive Occupational Health and Safety Analysis of the Precinct and prioritising Risks/Hazards for corrective purposes to ensure compliance.

8. Reviewing all procedures and systems including staff/volunteer training & development requirements. A further update will be provided after Easter.

LIBRARY NEWS The World’s Fastest E-Type Jaguar: Quest for the Record

Readers might recall in the last edition of the Kojonup News it was reported that the Town Planner, Phil Shephard, has written a book

which he donated to Council at the 21 February 2017 Council Meeting. We’re excited to announce that the world’s fastest E-Type Jaguar will be in Kojonup on Tuesday, 30 May 2017. Join Phil & AJ as they chat about their quest for speed reaching levels of 170.068 mph/273.697 km/h and their passion for the Albany Motor Classic Event – to be held this year on Sunday, 4 June 2017. This community event will take place in the parking lot North of the Shire & Library building. Save the date! More details to come and in

the meantime Phil has donated a copy of his book to the Library which is available for borrowing. Story Time Dates • 17 March 2017 • 31 March 2017. Reading starts at 10:30am so come and join in with the little ones in your life for stories, beautiful singing & maybe a bit of library glitter at the Library! HAPPY SNAPS OF LOCALS VOLUNTEERING NEEDED National Volunteer Week in May is fast approaching. Got some happy snaps of the Meals on Wheels crew dropping off a meal? The Fire Brigade having a chat after a mop up? The coach calling out encouragement from the sidelines? Mum in the kitchen baking for a cake stall? Shearing team working together for a wool drive? Rose Maidens outside pruning? We would love to get a copy of these images as we are wanting to put together a slide show of our local legends volunteering around the district. They don’t have to be recent photos either, anything you have from past years will be welcome.

SPRINGHAVEN NEWS General Update Springhaven residents are currently observing the Lent period. The lovely Lindy held an Ash Wednesday service for the residents which they all enjoyed. We had a huge cook up for Shrove Tuesday and residents and staff enjoyed a feast of pancakes with a variety of toppings. We’ve also had other excuses to have a great time for other occasions such as celebrating St Valentine’s Day with a delicious high tea in the recreation room which was decorated with hearts made by the residents.

We’ve also had 3 residents birthday to celebrate this month and St Patricks Day today. There are sure to be lots of Irish jokes happening around Springhaven. We’ve also had the mobile voting team come to visit us on Tuesday, 7 March so residents and staff have made sure to get their votes in. The renovations are also coming along well and we are enjoying watching the daily progress and looking forward to completion of the second bathroom.

If you have any special talents that you would like to share with our residents please let us know by giving us a call on 9831 2800. Morning tea is from 9:45am and afternoon tea is at 3:00pm and we love to have visitors during this time! Regional Residential Dementia Project Launch Springhaven Lodge has been selected to be part of a project through Alzheimer’s Australia WA and in partnership with The Southern Inland Health Initiative (SIHI) to improve the quality of life of people living with dementia living in aged care homes in the Wheatbelt and South West regions of Western Australia. We are aiming to form a Project Leadership Team made up of residents, staff, volunteers, families and interested community members. Sarah Harding from Alzheimer’s Australia WA will be available to answer questions and explain the project. We would love to see as many people as possible at the launch. Details as follows:

Ms Gordon said training those who had rehabilitated themselves through Ice Breakers to be facilitators was a

unique point of difference for the program. "Because they know what it is all about, people are more inclined to come in and speak to them, because they know what they are talking about," she said. RESTRICTED BURNING PERIOD – 15 FEBRUARY to 14 APRIL 2017 Permits are required for all fires lit during these Restricted Burning times and must be obtained from your local Fire Control Officer or Zulu who will explain the conditions under which fires may be lit. Permits will not be issued for town site burning during the restricted burning period. Please note restricted burning times may be extended by the CBFCO. For further information,

STREET LIGHTING – FAULT REPORTING As part of our duty of care, the Shire would like to remind residents to report any faults with street lighting around town to the Shire. We will then endeavour to fix the lighting issue as a matter of priority. Please either come into the Shire and complete a Maintenance Request form or email us at [email protected]. RECYCLING ACHIEVEMENTS Council wish to acknowledge the ongoing support and high participation rate of residents including households, business community, schools, community and sporting groups with recycling of materials either through the fortnightly kerbside collection of yellow top recycling bins by our waste contractor Warren Blackwood Waste or through the delivery of recyclables directly to the recycle station off Tunney Road. The Tunney Road facility opening hours are Monday, Wednesday, Friday and Saturday from 10:00am to 5:00pm and the facility is closed on Good Friday and Christmas Day. For the convenience of residents there is also a large green sea container located near

the entrance to the recycle station which is accessible all hours seven days a week for deposit of paper, cardboard, plastics and cans. An important feature of the recycling program is the minimal amount of contamination (non-recyclable material) placed in the yellow top bin and residents are commended for their cooperation in ensuring proper separation of waste material. Separation of recyclables from household rubbish has resulted in a major reduction of waste disposed of at the landfill, thereby preserving trench space and doubling the life of each trench at a cost saving to Council. With ongoing support of our community we are confident of again reporting a high participation rate

of approximately 80% for recycling in our annual waste census report to the Department of Environment Protection which places us is in the bracket of the State’s higher achievers with respect to waste minimisation and reduction of waste

How do you see Kojonup in 2027? Have your say to help shape the future of the Shire of Kojonup community. The Shire is currently undertaking a major review of its Strategic Community Plan and has engaged an external facilitator to assist with the Community Consultation process. The facilitator will visit Kojonup on Thursday & Friday, 6-7 April 2017 to gather a greater understanding of the issues facing the Council and the Community. The Shire plans to run three events which the external facilitator will host. CALLS FOR EXPRESSION OF INTEREST The Shire of Kojonup seeks expressions of interest from Incorporated Community Groups interested in planting out gardens at the new Independent Living Units (total number 6) in Loton Close. The plants will be supplied and the Shire is seeking interest from groups to plant the gardens out in accordance with the residents preferred planting guide.
