9.1.3 Changeover KN 52 Doctors Vehicle

Name of Applicant: Shire of Kondinin Author: DCEO Budget: 2018/2019 Date: 13th November 2018 SUMMARY/COMMENT: Quotations were sought for the changeover of the Doctors vehicle which is currently a 2016 Subaru Forester. The 2018/19 Budget shows $14,318 Council funds for Capital Expenditure.

The difference between the RAV 4 models are cosmetic only being alloy wheels and roof bars. Both makes of vehicle are the same size. The Doctor was consulted during the process and was happy with the size and nature of the vehicle being purchased. The RAV 4 GX has been ordered from Merredin Toyota and confirmation of the purchase is sought from Council. STATUTORY ENVIRONMENT Local Government Act 1995 FINANCIAL IMPLICATIONS Council has budgeted $14,318 in the 18/19 Budget. POLICY IMPLICATION Shire of Kondinin Policy Manual states the following: 6.1.16 MOTOR VEHICLE REPLACEMENT

With regard to vehicles that are not subject to the provisions of Section 3.57 of the Local Government Act 1995, the CEO from time to time may obtain quotations for their purchase and replacement. Upon receipt of these quotations, the CEO is authorised to purchase vehicles, which will cost the Council no more than $10,000.00 to change over. A copy of the purchase details is to be tabled at the next Ordinary Meeting of Council. Changeovers greater than $10,000.00 or where the

type of vehicle changed over significantly changes will be listed for Council determination.

Centenary of Armistice

Completed Application Form was submitted on the 22nd March 2018. Matter discussed at Council meeting on 21st March 2018 where it was agreed that service be held at Kondinin Memorial Gardens and that school children from both Kondinin and Hyden be involved. MPD and RSL President, Cr Allen Smoker held at meeting with both the school principals on the 20th September 2018 to finalise arrangements for the morning. The event went really well. It was great to see such as strong involvement from the Hyden and Kondinin Primary Schools students who sang a song together, read poems, laid the wreaths and lowered and raised the flags. A huge thank you to the Kondinin PS Principal, Sarah Baden-Powell and the Hyden PS Principal Aleks Mutavdvic who arranged for the children’s involvement and the songs and poems they presented. Thank you also to Cr Allen Smoker who was the MC for the service and read the address and in the week before spoke to the Kondinin Primary School children about war and the significance of this event. Thank you also to Shaun Franich who did a wonderful job on the sound system, to Heather Lockyer for providing the roses for the hall and to the Kondinin Netball Club for providing the catering.

Completed and Acquitted Application Form was submitted on 22nd March 2018 and notification of funding received on 27 June 2018 confirming $3,838 towards the project, half of what was requested. MPD received revised quotes for the project and West Coast Synthetic Surfaces were engaged as the preferred supplier to undertake the works. Grant Agreement with Department of Local Government, Sport and Cultural Industries has been signed with confirmation of milestones. First and only claim of $4,221.80 from the Department of Local Government, Sport and Cultural Industries has been received. Works were completed during week beginning 10th September 2018. Final Acquittal report was submitted and endorsed by the Department of Local Government, Sport and Cultural Industries on the 29th October 2018.

Wave Rock Public Art Trail

Approved and Completed A joint grant application was submitted by the Kondinin CRC to CBH to engage a graphic designer to design and print a ‘Public Art Trail’ brochure. The brochure will include information on the various pieces of public art through Kondinin, Karlgarin and Hyden and accompanying maps. The brochure will tie in with the Pathways to Wave Rock brochure and Roe Tourism branding and will be launched to tie in with the Kondinin Art Show, but will be promoted all year round. The brochure has been completed and was launched at the Kondinin Arts Show opening night by the President of the Kondinin Artists Group, Janet Repacholi. Due to demand a re-print of another 500 copies was undertaken in November 2018.

Revegetation of Kondinin

Sports Ground Surrounds and

Submitted A grant application was submitted on 4th August 2018 to plant 1050 trees in 5 sites around the Kondinin Sports Ground and 50 edible bush tucker plants in the Kondinin Community Garden. The revegetation around the sports ground will provide a much needed wind break and wildlife corridor and will be planted with seedlings propagated from seeds collected by local Kondinin resident. Bush tucker plants to be purchased from a local nursery and where required from Perth. All plants have been selected by local seed collector. Planting will be done by the Kondinin Community Recreation Council, Kondinin Primary School, Kondinin Community Garden Working Group and the broader community. Outcome of grant expected by November 2018 with planting to be undertaken in June 2019.

Upgrades to Coronation

Submitted Grant application submitted on 28 August 2018 for upgrades to Coronation Park, Hyden. Grant based on detailed plan prepared by Reality Landscapes which sets out project in 6

stages: Stage 1 (Contours & Drainage); Stage 2 (Bike Paths and Gravel Paths); Stage 3 (Updated Facilities); Stage 4 (Planting & Mulching); Stage 5 (Community Garden); and Stage

6 (Playground Shelter). In-kind support and endorsement of project received from Hyden Progress Association, Hyden Play Group, Hyden Day Care Centre, Hyden Respite Centre and

Hyden Disability Coordinator. Grant is largely for Stage 3 of the project relating to new outdoor furniture and equipment, together with concrete works for junior bike path and bollards around perimeter of park. Outcome of grant likely to be received by December

2018.

Submitted An Expression of Interest with indicative plans and costings was submitted seeking grant

money to go towards a shared bike path from the corner of Marshall and McPherson Street to the Hyden Travel Stop to connect to the existing bike path to Wave Rock. The Shire was

shortlisted to submit a full grant application which was completed on the 17th October 2018. Outcome likely to be received by January 2019.

received by November 2018. .

This event was organised by the Kondinin CRC, and hosted by the Shire at the Kondinin Community Garden. It was a fantastic morning, with over 70 people from around the district attending the event. Well done to Toni Smeed and the Kondinin CRC.

Remembrance Day Held at the Kondinin Memorial Gardens with involvement from both the Hyden and Kondinin Primary School to mark the 100th year of the Armistice. Event was very well received by all those who attended. Special mention to the Kondinin and Hyden Primary School students who did a fantastic job in their role in the service.

Kondinin Community Garden

ON GOING - Busy Bees being held at the end of each month. Outdoor drums installed. Summer vegetables planted at the 27th October 2018 busy bee. Old shelter structure removed. Early Years, the Kondinin Primary School and the Kondinin CRC are using the venue regularly for child based activities. Gourmet in the Garden Event booked again for Friday 22nd March with chef, Sophie Budd.

Wave Rock Improvements

IN PROGRESS –At its Ordinary Meeting on the 20th June 2018 the Council adopted the amended Wave Rock Improvement Plan 2018 – 2021 subject to budget funding. A site meeting was held on the 16th August 2018 with Wayfound Consultants attended by Shire Councillors, Shire Administration and Wave Rock Management Pty Ltd. The consultants submitted a scoping report including a list of recommendations to improve and streamline the signage design and location at Wave Rock. The high priority recommendations of this study are now being progressed by the consultants, including new directional and information signage within the Wave Rock Car Park area. The concepts for these new directional and information signs have been prepared and scheduled to be manufactured by the end

of November 2018. The Shire’s CEO and Shire President are currently investigating the development of a Bush Tucker Garden in the cleared area between the main Car Park and Wave Rock.

Hyden Streetscape Project for 2022 Centenary

IN PROGRESS – Concept Plan adopted by Council at its Ordinary Meeting on the 20th December 2017. At its Ordinary Meeting on the 20th June 2018 Council approved for Coronation Park to be the priority project for 2018/2019 as part of the Hyden Streetscape Project. Application to Lotterywest has been submitted to cover approximately half the costs of works to Coronation Park, with outcome likely to be received by November 2018. The Shire has engaged Reality Landscapes to undertake landscaping works to Coronation Park in liaison with the Shire of Kondinin and volunteer assistance where available during the 2018/2019 financial year. This stage 1 of the works to Coronation Park commenced on the 23rd October and will extend through to mid-November 2018. As part of the Hyden Streetscape Project work is also been undertaken on the design of the Hyden Swimming Pool Car Park; a grant for a continuous shared pathway along Marshall Street; upgrades to the parking and access to the shops along McPherson Street and associated drainage works in the Hyden Town Site all in line with the recommendation of the Hyden Town Revitalization Plan 2017.

Karlgarin Streetscape Project for 2020 Centenary

Key items discussed were; proposed granite and concrete commemorative wall; proposed granite and timber seats with interpretation; proposed map in the gazebo; research and mapping work being undertaken and change of date to early October 2020 to avoid conflict with Wave Rock Weekender. Minutes circulated following September meeting with list of actions and corresponding responsibility to be progressed before next meeting proposed for March 2019. Additional meeting held on the 7th November 2018 to finalise logo, discuss budget matters and meet with builder to discuss concrete wall. Quotes now being obtained for the concrete wall, the interpretive signage and the granite seating. MPD to prepare budget worksheet and grant application to be submitted by early 2019. Discussions also being held with Main Roads WA and the Shire’s Works Manager on location of the new entry sign.

Roe Tourism ON GOING – New website http://www.roetourism.com.au/ is now live to promote Roe Tourism. The new amended Pathways to Wave Rock Brochures have been completed and circulated around the Shire. A new pop up banner has also been created which is available to use by the community when holding events to promote tourism in the Shire.

New Entrance Signage at Shire Boundaries

IN PROGRESS – Project has been split in two. Priority to be the boundary signs for 2018/2019. Draft designs were compiled by Connelly Imagery and tabled at the Ordinary Meeting on 15th August 2018 for discussion and were circulated to Councillors for feedback. Council supported Option C with some minor amendments at the Ordinary Meeting of Council held on the 19th September 2018. Matter being progressed by the Shire’s Administration to finalise design of the major road entry signs and is reported in Item 9.2.2 of the November 2018 Ordinary Meeting of Council for approval to commence manufacture.

Interpretive Signage for Wagon and Sulky at Kondinin Information Bay

IN PROGRESS – Research and preparation of the text and accompanying photographs for the two interpretive panels has been completed and sent to sign makers for final design and manufacture. Anticipated that interpretive panels will be installed by the end of November 2018. A gravel pathway has been constructed between the Pioneer Wall and the shed that contains the box wagon and sulky which will assist in leading tourists to the area to read the interpretive signage.

Hyden Have A Chat ON GOING – An initiative of the Hyden CRC, the Shire’s Manager Planning and Development and the Hyden CRC Coordinator have run a monthly ‘Have a Chat’ for the last 18 months on the first Thursday of the month. Usually around 8 people attend and discuss various

topics, many of which relate to the Shire and can be actioned at an Administration level. Street numbering on kerbing has been discussed on a number of occasions and a contractor has now been engaged to undertake the new numbering on the kerbs of the residential properties west of the Hyden Town site. The remaining residential areas in Hyden are anticipated to be completed following the completion of the proposed drainage works. At the November Have a Chat a query was raised in relation to Lovering Road and Woolocutty Soak Road. Preliminary investigation into this matter suggests that the Woolocutty Soak Road sign on the main highway 40 is incorrect as this is in fact Lovering Road all the way to where it turns off towards Meekings (as per Landgate mapping). Before the Shire’s Administration investigate this further, the Administration is seeking feedback from Council whether they know anything about why the incorrect sign is on the highway 40.

Town Planning Projects and Matters Update

Project Status

Wind and Solar Farm Development Application was submitted on the 9th August 2018 and progressed in accordance with relevant Town Planning Policy and Legislation. Responsible Authority Report was submitted to the Department of Planning by the 25th October 2018. JDAP Meeting was held on the 9th November 2018 at the Shire of Kondinin Council Chambers in which the Responsible Authority Report’s recommendation was supported with amendments to conditions. Thank you to Ian Holland who was the minute taker for the meeting and did an excellent job with this.

A summary of the feedback provided was summarised in the Agenda Item presented to the Ordinary Meeting of Council on the 18th September 2018 in which Option 3 was resolved as the preferred design. In addition, the amended two signs were circulated via email to Councillors and the Shire’s Chief Executive Officer, Deputy Chief Executive Officer and Works Manager prior to this meeting, in which the majority of those that responded preferred Option 2 as shown above. FINANCIAL IMPLICATIONS There is currently $10,000 in the 2018/2019 budget in the ‘Entry Statement – Kondinin Shire’ account to go towards the new entry signs. It has been estimated that the design and manufacture of each sign will cost $800 equating to $7,200. It is estimated that the extrusion bars, poles and brackets will cost at least $280 per sign equating to $2,520. The dedicated account for town entry statements will be expended in the design and manufacture of these nine (9) signs. Installation and any ancillary costs relating to the installation will be covered in the Shire’s capital works program. Alterations to Existing Ablution Block

Upgraded existing ablution block to comply with Regulation 21 of the Caravan Parks and Camping Ground Regulations 1997 relating to transit parks.

ASSESSMENT Caretakers Dwelling / Ticket Box Under a rural zoning, a Caretakers Dwelling is as Discretionary (D) Use under the Shire’s Local Planning Scheme No.1 meaning that the use is not permitted unless the local government has exercised its discretion by granting development approval. Under the Shire’s Local Planning Scheme No.1, the objectives of a ‘Rural’ zone are:

To ensure the continuation of broad-hectare farming as the principal land use in the district and encouraging where appropriate the retention and expansion of agricultural activities;

To consider non-rural uses where they can be shown to be of benefit to the District and not detrimental to the natural resources or the environment; and

To allow for facilities for tourists and travellers, and for recreation uses. It is considered that the proposed Caretakers Unit/Ticket Box supports two of the above objectives of this zone by bringing benefit to the community and allowing facilities for tourists by supporting the existing non-rural uses which operate from this site, including the private airport, Wave Rock Resort Cottages, the amphitheatre and the ablution block. 50 x Unpowered Sites – Transit Park The site plan submitted with this development application shows the area proposed for ‘budget and free camp site’ accommodation to the east of the proposed care takers unit/ ticket machine. Verbal conversations with the land owner have indicated that a maximum of 50 unpowered sites will be provided, however a site plan illustrating the actual layout of the sites has not been submitted. The owner was advised at an on-site meeting by the Shire’s Environmental Health Officer and the Shire’s Manager Planning and Development that this aspect of the development would need approval as a transit park and shall comply with the provisions of Regulation 21 of the Caravan Parks and Camping Ground Regulations 1997 relating to transit parks. A transit park is not expressly listed in Table 1 – Zoning Table of the Shire’s Local Planning Scheme No.1 and therefore the application is required to be assessed in accordance with clause 18(4) of the Shire’s Local Planning Scheme No.1. This clause states as follows: “(4) The local government may, in respect of a use that is not specifically referred to in the zoning table and that cannot reasonably be determined as following within a use class referred to in the zoning table –

(a) Determine that the use is consistent with the objectives of a particular zone and therefore is a use that may be permitted in the zone subject to conditions imposed by the local government; or

(b) Determine that the use may be consistent with the objectives of a particular zone and give notice under clause 64 of the deemed provisions before considering an application for development approval for the use of the land; or

(c) Determine that the use is not consistent with the objectives of a particular zone and is therefore not permitted in the zone.

In this particular instance the Shire’s Administration concluded, following preliminary assessment of the application, that clause 4(b) of the above was applicable and that the proposal should be advertised in accordance with clause 64 of the Regulations 2015 before a final decision is made. The application was advertised for a 14 day period during which time no submissions were received. The subject Lot 2 is zoned ‘Rural Residential and is governed by the requirements of Scheme 2 – Special Requirements for Rural Residential Zones of the Shire’s Local Planning Scheme No.1. Of particular note, No.3 of the Special Requirements relating to Permissible Land Uses prescribes as follows: Council may consider a number of land uses in the ‘Rural Residential’ Zone in accordance with the Zoning Table. In considering any development application, Council shall have regard to the following matters:

(i) The compatibility of the proposed land use/s with the existing airstrip; (ii) The proposed location and relationship of the development with existing established land uses;

(iii) The need for additional rehabilitation, revegetation and/or landscaping buffers; (iv) The matters to be considered by the local government under Part 9 of the deemed provisions; (v) The objectives of all land classified ‘Rural Residential’ Zone in the Scheme’.

The objectives of the Rural Residential Zone under the Shire’s Local Planning Scheme No.1 are listed as follows:

To select areas wherein closer subdivision will be permitted to provide for uses such as hobby farms, horse breeding and rural residential retreats;

To make provision for retention of the rural landscape and amenity in a manner consistent with the orderly and proper planning of such areas

To locate Rural Residential zones generally within a five (5) kilometer radius of established settlements so that residents have convenient access to services and facilities without draining the resources of the wider community;

To provide for the creation of rural residential lots having a minimum areas of two (2) hectares within or adjacent to the Kondinin and Hyden town sites and larger lots elsewhere.

Whilst the proposed development does not provide for residential development as such, it does ensure the retention of the rural landscape and amenity in a manner consistent with the orderly and proper planning of the area, it can still enable rural residential uses on this lot in the future and is compatible with the surrounding land uses. Alterations to Ablution Block In order for the Applicant to operate a Transit Park, the existing Ablution Block on Lot 2 is required to be altered to comply with the requirements of Regulation 21 of the Caravan Parks and Camping Ground Regulations 1997 relating to transit parks. The requirements shall depend on the amount of sites provided, but as a guide for 35-50 sites the following requirements must be met:

A minimum of 2 male toilets and 1 urinal (or 2 additional toilets in place of);

A minimum of 3 female toilets

A minimum of 2 showers accessible by both sexes

A minimum of 2 hand basins accessible by both sexes If a lesser amount of sites are proposed the requirements are reduced as per the Regulations. PROPOSED CARETAKERS UNIT & TRANSIT PARK

Conclusion For the reasons outlined above it is recommended Council endorse the proposed Ticket box/Care Takers Unit and associated Transit Park on the condition that the Applicant submits further detail and information for approval by the Council before the applicant commences development. The information to be submitted shall include the following:

The actual layout of the proposed unpowered sites;

The exact location of the Ticket Box / Care Takers Unit and the distance and AHD levels to the existing septic tank it proposes to utilize;

Compliance with the Caravan Parks and Camping Grounds Regulations 1997 as it relates to the operation of Transit Parks, including that an occupier may stay no longer than 3 consecutive nights; 3. Prior to any development being undertaken on-site a bond of $2,000 is to be submitted to the Local Government pursuant to section 8.1.1 of the Shire’s Policy Manual relating to re-erection of second hand houses to be refunded when the building is made habitable to the Council’s satisfaction: and 4. The Caretakers Unit shall be provided with a laundry unit comprising a 36lt wash trough, washing machine and, if a clothesline is not provided, a clothes dryer. The Caretakers Unit shall require a smoke alarm to the bedroom area, lift off hinges to the WC door, exhaust fans to the kitchen, bathroom and WC and the final plans need to be signed by a structural engineer; and 4. That Council will be required to issue a Transit Park Licence on receipt of a licence application from the land owner prior to the legal operation of the Transit Park.

Prior to the September 2018 Council Meeting, all Councillors and Executive staff met on McPherson Street to discuss the design options for car parking and footpaths along this eastern side of the street and provide the Shire’s Administration direction on whether to engage with property owners to encroach into private property as per the conceptual drawings within the Hyden Town Revitalisation Plan or alternatively keep all road and footpath works outside of private property.

The matter was considered by the Council at its Ordinary Meeting on the 19th September 2018 where it was resolved that ’A meeting be organised between Councillors and affected property owners to discuss the placements of parking and footpaths along McPherson Street as proposed in the Hyden Town Revitalisation Plan, so that a detailed post drainage work plan can be developed.’ The purpose of this report is to examine more closely the final design and implementation of Section 4.1 relating to the Shop Forecourt, Section 4.2 relating to the McPherson Plaza and Section 4.3 relating to the McPherson Street Link prior to arranging a meeting with Councillors and affected property owners. COMMENT Below is a summary of the relevant sections of the Hyden Town Revitalisation Plan. Section 4.1 – Shop Forecourt (See page 4 of Hyden Town Revitalisation Plan) Objectives

To enable sufficient and accessible parking to service and retail purposes

To improve the quality and legibility of the pedestrian experience Design Principles

Provide a clear distinction between pedestrian and parking areas

Seek to locate public parking within the road reserve

Suggest creating a no-parking zone in front of the main building entrance as an additional visual cue and facilitate pedestrian crossing to the parking on the other side of the street

The setback distance between the awning of the Bush Village Building and the subject lot 2728 boundary is 6 metres (private property)

The distance between the subject lot 2728 boundary and the street verge is 4.68 metres (public property)

To achieve the conceptual plan to have public parking in the road reserve shall require encroaching into approximately 1.5 metres of private property and seeking owner permission and owner financial contribution

An alternative option would be to leave where the existing parking is in the front setback of the shop within private property and extend a pedestrian pathway behind the vehicles contained all within public property

SUMMARY Based on the information above there are various options available for Council to achieve the objectives within section 4.1, 4.2 and 4.3 of the Hyden Town Revitalisation Plan, with or without encroaching into private property, which need to be determined before any detailed design or works commence along McPherson Street. Where the upgrades are proposed completely within public property this can be implemented by the Council subject to detailed costings and budgetary considerations and the staging of the proposed drainage works.

Where the upgrades are proposed to encroach into private property the Council need to determine as to whether they wish to go down this path and how they wish to engage with the affected land owners and tenants. In this scenario a written commitment and financial contribution would be required from the land owners to implement any works on private property. Obtaining feedback from affected tenants would also be important in this scenario. CONCLUSION In ensuring that the proposed drainage works proposed for the Hyden Town Site align with any proposed upgrades to car parking and footpaths along McPherson Street, it is important that Council decide on how they wish to approach with this matter. The Shire’s Administration have provided two options in the Officer Recommendation for Council’s consideration and determination on how to best progress the matter. STATUTORY ENVIRONMENT Local Government Act 1995 POLICY IMPLICATION Nil FINANCIAL IMPLICATIONS Shire Contributions $150,000 has been allocated to Hyden Streetscape Improvements in the 2018/2019 Budget of which a large proportion shall be dedicated to the upgrades to Coronation Park. Detailed costings for the proposed works to the street and footpaths along McPherson Street have yet to be costed and are to be determined based on the detailed design for the drainage. Construction Reseals have been completed on the following Roads: Hyden Norseman SLK 11.62 – 15.55 Application rate 2.00L/m2 Hot (180°) This section only received a 1 coat seal and was in urgent need of this second coat. Total area = 28,346m2, this was Council funded. East Hyden Bin – SLK 23.5 – 25.94 Application Rate 2.11L/m2 Hot Total Area = 17,568m2 This was the final seal on the construction section from the 2017/18 Regional Road Group funding. East Hyden Bin – SLK 9.68 – 12.08 Application Rate 1.9L/m2 Hot This area was widened some years ago, once again this was nearly at a point of reconstruction as a second coat had not been applied. We also resealed a section where the old laterite metal was. Edges were very hungry so we used larger spray nozzle to get a heavier application rate. Total Area = 17,280m2 This was Regional Road Group funded. East Hyden Bin - SLK – 18.46 – 19.59 Application Rate 2.00L/m2 Hot & 3L on the floodway This area was thoroughly salt effected, especially through the floodway itself. Total Area = 8,946m2 This was Regional Road Group funded. Mt Walker Road – SLK – 1.84 – 4.00 Application Rate 2.12L/m2 Hot & 3 on floodways This was the final seal on the construction section from the 2017/18 RRG work. 500m is at 8m wide across floodway, SLK 3.5 – 4.00, this was done to help protect the shoulder in times of Flooding. Lane width is 3.6 wide each way across floodway and the rest of the road. Total Area = 16,951m2 Kondinin Lake - SLK 3.35 – 6.67 Application Rate 2.11L/m2 Hot Once again heavier nozzles were used on edges.

Staff Eric Krakouer has returned to work after a lengthy spell due to a heart attack, it is good to have him back. Geoff Hann is currently on Leave and Brian Lucas has just returned.

Council please note the kilometers on the Prime movers. These are presently on lease agreement for 5 years with a 30,000km maximum per year. Council will be subject to a 0.15 cents per kilometer for every kilometer over the allocated amount. At the present rate we are at approximately 50,000km per year. At this rate in 5 years we will be roughly 250,000km over the allocated kilometers. This equates in Dollar terms at the end of the lease to $37,500.00 Can I suggest to Council when we review the 10 year road program to work on the next move when the lease is up. There is a few alternatives available and I would like Council's opinion to ensure good planning for the future purchases of Council's truck fleet. The other thing to consider in this process is the side tipper trailers as they are getting on as well.

9.4.1 2018 Regional Christmas Trading Hours

However, the majority of Local Governments have declined the offer in the past and applied for their own locally preferred Christmas trading arrangements. Previously the package offered allowed general retail shops to trade from 8.00am to 9.00pm Monday to Friday, 8.00am to 5.00pm on Saturdays and from 11.00am to 5.00pm on Sundays and public holidays, other than Christmas Day, which will be a closed day. We have been invited to propose trading hours in accordance with community needs and based on existing opening times for community retailers it is suggested to bring Mondays - Fridays and Saturdays forward to 6:45am. The extended trading period will commence on Monday 3 December 2018 and conclude on Tuesday 1 January, 2019, both dates inclusive. As is the case with all extended trading variations, the decision to open or not during the additional hours provided, is at the discretion of individual retailers. 9.4.3 Hyden Progress Association Land

Applicant: Shire of Kondinin Author: CEO – Mia Dohnt Date: 31st October 2018 Disclosure of Interest: Cr Lynch declared an impartiality interest due to his Active Membership in the

Hyden Progress Association. SUMMARY/COMMENT: There has been discussion between the Hyden Progress Association (HPA), Hyden Community Resource Centre (HCRC) and the Shire about the planning and development of a proposed Visitor Centre on the vacant land situated at 4 McPherson Street, Hyden and 36 Marshall Street, Hyden which has recently been purchased by HPA. During preliminary discussions between HCRC, HPA and the Shire it has been suggested by HPA that the above lots would be transferred to the Shire of Kondinin as HPA’s contribution to a proposed development for a visitor centre. Legal advice received is that the lots cannot be transferred until such time as HPA has paid for them in full or a legal agreement was drawn up and a caveat put on the land to prevent any future sale of the land. The proposed time line for the blocks to be fully paid for is 5 years. To progress with any potential project on these blocks it is suggested that Council endorse the project in principal, authorise administration to have a legal agreement prepared and have caveats put on the subject land. To enable any further progression it is proposed that Council authorise the administration to continue working with a working group made up of representatives from the Hyden Community to ascertain a scope of works for any proposed project. STATUTORY ENVIRONMENT Local Government Act 1995 POLICY IMPLICATION 1.1.21 FINANCIAL CONTRIBUTIONS TO COMMUNITY GROUPS Adopted 20th May 2015 The Shire of Kondinin as a matter of policy will not contribute financially to a community group or any other organisation in respect of capital infrastructure of a fixed nature (building, etc.) that is located on private property. FINANCIAL IMPLICATIONS Legal advice and caveats can be obtained in the current budget. Any future spending will require consideration in future budgets.

This Motioned Lapsed due to no Mover as further options are being researched.

9.4.5 RoeROC Memorandum of Understanding

Applicant: Shire of Kondinin Author: CEO – Mia Dohnt Date: 13th November 2018 Disclosure of Interest: Nil SUMMARY/COMMENT: The Roe Regional Organisation of Councils (RoeROC) was established in October 2006 to facilitate voluntary cooperation and resource sharing between the Shires of Corrigin, Kondinin, Kulin and Narembeen. The regional purposes for which RoeROC is established are to:

a) Undertake the activities defined as projects and services in accordance with Clause 7: b) Provide a means for the Member Councils, through voluntary participation and the integration and

sharing of resources, where requirements of clause 7.1 are met, to: (i) Assess the possibilities and methodology of facilitating a range of services and facilities on a

regional basis including, without limitation, the services and facilities described in Schedule 2; (ii) Promote, initiate, undertake, manage and facilitate the services and facilities described in

Schedule 2; (iii) Promote productive effectiveness and financial benefit to the Member Councils where there

are common and shared community of interest linkages; The objectives of RoeROC shall be:

a) To carry out the Regional Purposes in a manner which enhances and assists in the advancement of the Region,

b) To form a strategic alliance for the retention of infrastructure, community services and population, increased funding for development and maintenance/improvement of local road network, economic development initiatives, promotion and marketing initiatives, retention of health services, salinity and environment and general local government industry issues,

c) To encourage cooperation and resource sharing on a regional basis d) Not to detract from the relationships an individual shire holds within its community, with the state

and federal governments and other entities it interacts with in the course of usual business. The previous Memorandum of Understanding Expired on 30 June 2018. The members of RoeROC have reviewed and present a draft copy of the MOU from 1 July 2018 to 30 June 2023 for Council endorsement and finalisation. 9.4.6 Roe Regional Environmental Health Services Scheme

Since its establishment RoeROC has worked to deliver a number of shared services to its member Councils. The Roe Regional Environmental Health Services Scheme (RREHSS) provides an environmental health service that also includes the Shire of Lake Grace. RREHSS operates under a Memorandum of Understanding (MOU) between the Councils commencing 1 July 2018 and expiring on the 30 June 2023. The MOU can be extended by the Member Councils in writing. STATUTORY ENVIRONMENT Local Government Act 1995 POLICY IMPLICATION Nil FINANCIAL IMPLICATIONS Scheme Costs and Administration Costs are included in the annual budget each year based on the visitation schedule included in schedule 1 of the MOU STRATEGIC IMPLICATIONS Projects and programs undertaken will align with the Shire’s Community Strategic Plan. 9.4.7 CEO’s General and Project Status Report

Project Synopsis Recent Staffing We currently have a stable workforce.

Humps Standpipe Upgrade

With the Department of Water the Shire is providing a standpipe at the Intersection of Lovering and Raine Road (an existing site) that will draw water directly from the reservoir located at the Humps. Commenced December 2017.

This project was completed in September 2018. The acquittal was sent to DWER on 7th November 2018

Independent Living Units

The Wheatbelt South Aged Housing Alliance (WSAHA) is currently awaiting the outcome of its grant funding application with the federal government’s Building Better Regions Fund (BBRF).

A meeting was held between the alliance members at Shire of Wickepin to discuss the grant application for funding to undertake a new business case. This is progressing and as new information comes to hand Council will be informed.

Staff Housing Construction

Construction of Staff Housing Repacholi Parade. Commenced February 2017.

October 2018 – The house has been practically completed. A small amount of the payment has been withheld until an issue is corrected

Kondinin Community Sports

and Recreation Club Extension

Project

ACORP Construction was appointed as builders for the extension project at the Kondinin Country Club. This project commenced in April 2018

June 2018 – Demolition work has now been completed and the footings for the extension commenced. The steelwork should be onsite within the next few weeks. July 2018 – After some initial problems with the footings preparation due to a failure in the soil density tests prior to them getting poured the footings have now been completed for the major structural work. The steelworks are still being fabricated offsite and should be arriving shortly. August 2018 – The roof framing is complete and the internal brickwork construction has commenced. Once the brickwork has finished the installation of the roofing iron will commence. September 2018- Brickwork is complete. Roof cover has commenced. Electrical work has commenced. October 2018- As at 1st October construction is 54% complete. Roof and verandahs are on, gyprock on internal walls completed, plumbing run ins commenced, ceiling fixing commenced. November 2018 – Outside cladding is completed, painting and tiling commenced. Glass will be installed once painting has been completed. 66% completed @ 31/10/18.

9.6 KONDININ MEDICAL CENTRE – OCTOBER 2018

Accreditation We were successful in passing our accreditation and many thanks to the team who helped us achieved it. Our next accreditation will be in Sept 2021. Christmas Break The surgery will be closed Friday 21st December and re-open Wednesday 9th January In consultation with Dr Mackie have decide not to find a locum as it is very quiet in January however, we have asked Dr Job if she would like to do a day or two locum work during this time. Debtors I have begun to phone those with debts over 30 days with mixed results. Being the electronic age, I am able to offer direct phone payment via EFPTOS which has produced some payments on the spot. At the completion of this I will give the list of remaining debtors to the shire for follow up. Front Door Many patients, both young and old, complain about how heavy the front door is to open and ask if something can be done about it, or if it could be changed to an automatic door like the hospital front door. Could this be a consideration in the next budget? Telephone Another budget consideration is our phone system. Our reception phone has blue tack where the line joins the hand piece to stop it crackling. After Hours We now endeavour to divert Kulin and Hyden Phones to Kondinin with the answer machine changed each day to tell when and where we will next be open. This seems to be working well. While Dr Mackie was on leave recently, we diverted all calls to the mobile and asked patients to leave a message. We then called them back to book appointments prior to the Dr’s return, which enabled us to be well booked first day back. Staff With Reception Staff going on leave January/February it will be good to have Heather and Ellen back in our midst. We would like to see them on a more regular basis throughout the year, just to keep in touch with medical centre processes.

9.7 BUILDING SURVEYOR’S REPORT – OCTOBER 2018

A Building Permit was issued for: 1. Accommodation Units, Septics & Renovations at Lot 2952 Aylmore Road, Hyden (Abattoir).

9.8 SWIMMING POOL

Hyden Hi everyone. I returned to the pool on the 23rd July and started my maintenance program for the upcoming season with 36 items that needed attention. Items include various painting jobs, exit gates repair, service and part replacement to main discharge pump which is now working well. I attended the LIWA Conference this year in Fremantle which had over 250 people from all over Australia and overseas. The main focus was water chemistry and emergency response procedures. RLSS will be auditing the facility in February, this is very detailed and covers all procedures. It is assessed against the code of practice for group 1 swimming pools. We are currently on 97 percent for this assessment. Water samples have been submitted to Pathwest and all ok. The pool opened on the 3rd of November and I look forward to another season. There were some necessary repairs required before opening. I replaced the secondary foot valve on main pump 1. The hydrochloric acid dosing / cleaning pump needed some attention and service kit.

There were 5 emergency lighting batteries that were found to be defective during the October 6th monthly test which have since been replaced. There were a number of broken pavers that needed replacing, there were sunken pavers along the west and east perimeter that needed re-levelling, and pave lock needed to be reapplied all which was done before opening. The guys from Commercial Aquatics came to inspect the wet deck with one of their contractors in October as a courtesy measure, as a number of pools have been having trouble with the product used for the waterproofing membrane. There was some minor peeling evident and they were keen to begin a complete stripping of the membrane and apply a different more durable epoxy resin based membrane. However, this would have meant a possible 2-3 week delay in opening the pool. It was decided to postpone till after April next year. During the off season one of the front steps had been broken, there has been some difficulty in obtaining a replacement. Richard has found and ordered the step pavers, however these are not held in stock and must be manufactured, so some lead time is expected. Swim club is planned to commence on Wednesday 14th November. A big thanks to all the volunteers and parents helping out the kids!!! Early morning swimming will commence on Wednesday 21st November and will be running on Wednesdays and Fridays throughout the season. Movie night is to be announced, hopefully before December. Upcoming December events: In term swimming, Vac swim, Inflatable & Movie Night It's great to be back and good to hear tourists have been recommended to stop and have a look at our amazing facility by friends and family when passing though, we had some South Africans come in after a recommendation and were just gobsmacked at how good our facilities are!!! We're looking forward to seeing everyone pool side for another awesome season here at the Kondinin Aquatic Centre!!!
