to acquire citizens’ opinions on an ongoing subject. Citizens’ opinions on that subject

can be changed/updated every day if necessary.

Once launched, this solution will allow immediate and timely monitoring of citizen’s opinions and concerns on all ongoing subjects (polled subjects).

For example, the displayed graph shows the opinions of citizen’s on the state of roadways in a specific neighborhood (results of poll dated 12/31/2015).

The launched question “How do you rate the state of the roads in your neighborhood?” allowed for corresponding possible answers ranging from “Bad” to “Excellent”. These type of questions may be used to assess the state of various topics, such as, sidewalks, lighting, gardens, etc.)

The biggest advantage of this tool is its usefulness as an instant perception assessment/poll mechanism, i.e., polls/notices can be sent whenever needed and the inbuilt PUSH function will alert citizen that there is a new notification.

This will allow for an instant return feedback on the launched subject.

Although it may depend on the timely reading of a static question (the info/poll launched at a certain date/time), it still provides a quick return of citizens’ opinions on specific topics.

Basically, it enables the collection of precise/timely information, which, in itself, may help management in the decision making processes.

This alternative implementation will allow authorities to monitor the progress of citizens’ opinions on the various aspects that involve the City/Parish Council.

For example, the displayed graph shows the changes in citizens’ opinion (between JAN and DEC) regarding the evolution of the conservation of roadways in a specific neighborhood. The online capture of answers reflects the (daily) progress of citizens’ opinions.

A great advantage of this system is its ability for graph online display of the up-to-date evolution for all collected information. It is an excellent tool for Quality Assurance monitoring/evaluation.

MONITORING THECITIZENS’ OPINION PROGRESS

This implementation makes it possible to record multiple readings (daily/monthly/etc.) that will provide a continuous data inflow that point at trends which can subsequently be used to assess if progress is on track (or not) with the previously defined goal. Basically, it enables an online monitoring of events as well as an assessment of the impact of adopted measures so that, once data is analyzed, timely and proactive counter-measures can be taken, if necessary, before any potential problems can arise.

In other words, the proposed solution will provide the online means to form a perception concerning a specific subject/event/problem and display follow-up charts. These can be incorporated in dashboards and barometers and used to monitor benchmarks derived from the various responses. This is the ultimate monitoring/feedback tool, rooted in a “democratic online poll system”, which can support future management decisions!

The example shown in the previous slide provides an overview of the usage capabilities of our solution. By regularly collecting citizen’s opinions, you can easily pinpoint aspects that are not doing well. The green line, reflecting the favorable opinions, is decreasing and the red line, reflecting the negative opinions, is growing. The mechanism that translates the received answers into graphs allows an easy overview of trends. In this case we can see the growing dissatisfaction of citizens with the state of roads, signaling a matter that should be accounted for. The simple perception/observation that there is an arising problem is halfway to the solution.

In this case (relates to July) the solution was able to help beak-down the problem, define corrective measures and keep on monitoring the evolution of opinions and the success rate/impact of implemented measures.

It should be stressed that the analysis of the graphic evolution of records allows you to act proactively or even correctively in specific situations, before they reach the full proportions of problem.

The App can be used as a regional communication tool for the most recent news/ events that are deemed important for the community.The solution can facilitate: - The disclosure of information with pertaining information for the population (announcements, warnings, notices, appeals, etc.). - The promotion and development of local and regional identity and culture; - The cultural promotion of people in the region; - The protection and promotion of cultural heritage in the region.

The App can be used as an advertising agent for events or as a reminder tool so that it triggers alerts a week or a day before a given event, reminding users of that occurrence and displaying the latest news associated with it.It can also be used to support receptivity analyses/evaluations for the realization of future events, depending on citizens’ adherence and usage frequency.

If the number of users is so high that it can be used for statistical purposes, it will have the added advantage of providing a better and more precise reading of user receptivity/confirmation of attendance at an event and consequently, enabling a better and more accurate choice of the location which is likely to hold that event.

Decision-making processes will use as reference the statistical inference of the sample data.
