Most birds like suet, but suet can turn rancid rapidly when the temperature warms, and can poison the birds, making it necessary to replace the suet frequently, depending on the weather. An alternative is to make bird feed balls or bricks, placing them on feeders or plat- forms. They can also be stuck onto garden stakes, making it more difficult for the squirrels to get at them. Get the kids interested in birdwatching by giving them an inexpensive pair of binoculars and a disposable camera as a holiday gift, just for bird- watching. They can create a journal or a scrap- book of their pictures and notes, to be shared with friends and family. A book on Alberta birds would be a good gift also, and would help them identify which birds visit the feeder. This would make a great gift for an elderly person, or a shut-in also, not just for kids. Holiday Safety

Winter is upon us, and one way to enjoy our gar-dens is to watch the birds. Entice them intoyour garden or onto your balcony with a birdfeeder. Most birds like suet, but suet can turnrancid rapidly when the temperature warms,and can poison the birds, making it necessary toreplace the suet frequently, depending on theweather. An alternative is to make bird feedballs or bricks, placing them on feeders or plat-forms. They can also be stuck onto gardenstakes, making it more difficult for the squirrelsto get at them.

Remove wrapping and place on feeder.

It's been nearly a year now sinceCity Council voted to utilize StonyPlain Road for the West LRTCorridor. By the time the nextissue of the SPURR reaches you,the west line will likely have aCouncil approved conceptualdesign, specifying station loca-tions, the orientation of the trackon 156st and Stony Plain Road,etc. Information sessions will beheld laying out the recommenda-tions which transit planners,urban planners, and engineershave put together to send toCouncil for public hearings inDecember and January.

Barring any additional time beingneeded to look at route amend-ments or technical details, the con-clusion of January’s public hearingwill likely leave only dollars andcents standing between detailedengineering work and shovels hit-ting the ground on 156st and StonyPlain Road. Meanwhile, the city isgoing back and forth betweenstakeholder groups on policy andbylaw work ranging from a Transitand Land Use Framework to“Urban Character” zoning amend-ments. Amongst volunteers, workis underway to provide both com-munity input on the proposed addi-tions and changes to city policy,

and encourage new developmentswhich are focused on bringing fam-ilies back to mature communities,rather than filling space with limit-ed-amenity projects.

The debate over extending LRT toall corners of the city is decadesold, and had Council moved forward then, myself and othersmy age would have grown up withLRT to West-Edmonton. TheWest LRT has gone through anumber of possible corridors overthe last six years, with the debateheating up over a recommenda-tion to use 87th avenue to cross

the river to the University ofAlberta, before redirecting to anorthern route focused more ondevelopment opportunities andless on people movement.

There are other venues to debatethe Stony Plain Road route, the cri-teria used to select it, and theeffect it has had, and will have, onour communities. My interestright now is on the process whichbrought us here.

The west route was controversial,heavily debated, and often post-poned. Communities taking part inthe early stages of consultation in2009 were met with a “State ofthe City Address” which laid outthe support of one member ofCouncil for the SPR corridor. Justthe kind of scenario which has ledmany an interested citizen tothrow his or her hands in the air

I would like to express our con-cerns and disgust on how thiswhole situation has been pre-sented to the public and to allbusiness owners along thisroute.

This is not a solution for improv-ing area / traffic / etc. This is ananswer to obtain monies thrureal estate grabbers on a higherbusiness level. Decisions weremade long before the publicwas even given a thought to beinformed.

What is your opinion to the LRTfor Stony Plain? Your actionsand reactions I am also interest-ed in.

The Grovenor area has and is awell established area with adeep rooted family orientation.Old Glenora is as such also.

Why change it? I would appre-ciate it if you would respond tothis little blurb. It would beappreciated to know that thereis someone who is listeningand is concerned to the out-come of this great, soon to benon existence neighborhood...

EDITORIALand proclaim “why bother, thedecision’s been made”. It’salways unfortunate when com-munities are pitted against eachother. differing opinions are afact of life, and are needed tohave actual debate and discus-sion. However, it’s the processemployed which goes a longway to fueling either coopera-tion or competition.

When communities are grouped,some consulted early, and someconsulted late; when guiding cri-teria are altered and redefinedwithout public feedback; whenindividual options becomelabelled as exclusive solutions totask or criteria and are not giventhe opportunity for debate;when negative impacts to localissues, even those that spanmultiple communities, becomeacceptable casualties for theperceived “greater good”; whena community’s involvementbecomes increasingly depen-dant on its lone ability to findtime to organize and rally avail-able volunteers; when this hap-pens, relationships are hurt,cooperation and honest debatesuffers and process becomes a

case study for how not to pro-ceed in the future.

As for the future, it’s how weguide the inevitable changes toour city, our communities, andit’s even the streets where welive that matter. The process oflarger consultation and decisionmaking needs public feedback,as do the guiding policies andbylaws which will shape ourcommunities and city. It’s impor-tant to be involved, however, it’sequally important that publicinvolvement not simply be reac-tionary, limited to only providingfeedback. It’s important that wehelp drive initiatives, such as theJasper Place Revitalization or theEdmonton Federation ofCommunity Leagues’ FamilyFriendly NeighborhoodRedevelopment project. What isimportant is that we help to intro-duce and drive ideas, rather thansimply being a “public involve-ment report” attached to a CityCouncil agenda item, or losecommunity minded residents andvolunteers to a frustrating andoften reactionary process suchas the West LRT route selection.

activities will take place fromDecember 17th to 20th.

strategy. I am excited about myrole as a behind-the-scenes coor-dinator with many city depart-ments, as it gives me the poten-tial to serve you as efficiently aspossible. Over this next year, Iwill:• represent you to the best of

• work to coordinate the most efficient implementation of the goals arrived at through public consultation

Work plan updates

• Stony Plain Road UrbanDesign/Land Use Vision: Thedesign workshop and the openhouse originally scheduled forNovember or early December2010 have been rescheduled,and will now take place sometime in the late winter of 2011.The Office of GreatNeighbourhoods is workingactively with all the involved citydepartments to coordinate the

entire revitalization process,from combining meetings(Why come out to three public meetings with three differentCity departments when one

combined meeting will do?) toimplementing public services (If we’re repaving a street, why not do the scheduled sidewalk maintenance and streetlighting improvements at thesame time?).

• Stony Plain RoadStreetscape ImprovementConcept Plan: Public consulta-tions for this concept plan, originally scheduled forNovember and December 2010,will also be held in the late winter of 2011, in conjunctionwith the urban design/land usevision consultations.

Recent successes

Early this year the Feeling Safein our Community workinggroup designed a crime preven-

tion survey that was distributedin hard copy, with an option tocomplete the survey online, toevery household in the JPRarea. This group will be workinghard over the next few weeks toanalyze the data and developrecommendations to the JPRsteering committee that willhelp create a safer environmentfor citizens and businesses inour communities.

Keep an eye out for the 2011Crime Prevention Calendar.Connie Marciniuk and severalvolunteers from the Feeling Safein our Community working grouphave done a tremendous job ofcreating this unique crime prevention tool. Each month thecalendar profiles a neighbour-hood business or organizationand presents several crime prevention tips or strategies.Thanks to Connie and her teamfor taking the initiative to produce this valuable resource.

The Building our Communityworking group employed a survey to confirm earlier findingsabout the pedestrian-friendlinessof the Stony Plain Road corridor.This group’s survey solicitedfeedback about such things ascrosswalks, lighting, parking,sidewalk width, street ambiance,connection places, and foot,bicycle and vehicular traffic patterns. It was intended to confirm what’s working for thepeople who live and work in the area, and to make sure thearea is safe for both people andvehicles. Thanks to the commit-tee for taking this initiative andfor maintaining the vision of asafe, vibrant and efficient StonyPlain Road corridor.

The Connecting our Communityworking group has continued toact in an advisory capacity, providing input and guidance tothe SPURR. They’re also a bigpart of supporting and publiciz-ing the special events thatstrengthen our communities andmake them more inviting placesto live.

The JPR Steering Committeehas maintained close links withthe JPR Internal Strategic Team,and offers ongoing guidance andsupport to ensure that the strat-egy is being implementedaccording to the overall vision.

In the month of December,bylaw officers from theComplaints and Investigationssection will focus on removing alldamaged, derelict or dismantledvehicles in the Stony Plain Roadand Area Business RevitalizationZone. They’ll be working in part-nership with the BritanniaYoungstown NeighbourhoodEmpowerment Team.

The Community StandardsBylaw requires that you keepyour property clean and tidy, andthis campaign will focus on anissue that has been a concern in the BRZ.

Vehicles that are either damaged,derelict, or dismantled have a vari-ety of negative effects on ourcommunity. The first thing thatcomes to most of our minds isthat they are unsightly, but theyare not just eyesores. They canactually be very harmful.

Decaying vehicles present healthand environmental hazards. Manycontaminants, like oil, gas andantifreeze, are left to leak out. Thevehicles present safety risks forinjuries to young children playingin and around them. They candetract from property values inyour area, and they can evenattract vandals.

The Kidney Foundation ofCanada’s Kidney Car Program willremove your damaged, derelict, ordismantled vehicle free of charge,so long as you can prove owner-ship and the vehicle has all fourtires. In the manner of the holiday season, you may find yourself inthe giving spirit. By giving yourspare change to the person begging at your car door or theperson standing at the grocerystore entrance, you just unknow-ingly contributed to the chronicpanhandling dilemma thatplagues the City of Edmonton.This month, Stony Plain RoadBeat Foot Patrol members wouldlike to discuss panhandling andsafety through the holidays.

You may have noticed the recentadvertising campaign the City ofEdmonton has implemented tocurb the ongoing panhandling

problems in your neighborhoods.The campaign focuses on educating and encouragingEdmontonians to donate to socialservice agencies instead of givingdirectly to panhandlers. For reference, please visit the City ofEdmonton website and look under the “for residents” tab atthe top. Click on “resident programs” on the left side of thepage and then click on “communi-ty programs” and look for “have a heart give smart” campaign inthe list. There you will find a list of social agencies that are in need of donations.

Throughout a day, a panhandlercan obtain in excess of $100.They typically target shopping centers and business areas where they approach you formoney and loot your unattendedvehicle. They typically spend this money on their alcohol and/ordrug addictions.

The Edmonton Police Service suggests your money be betterserve by providing financial support to the local communitysocial service agencies, asopposed to supporting panhandlers

and their addictions. By givingmoney to panhandlers your are;

• Putting your safety at risk• Placing the community and it

stakeholders at risk • Taking away from

social service agencies, programming and people that use them.

• Encouraging their addictions and aggressive behavior

• Increasing public complaints and police intervention.

If a panhandler approaches you,tell them you donated to a localservice agencies and contact theEdmonton Police Service.The city and Edmonton PoliceService strongly recommend you

say “Yes” to giving and “No” topanhandling.

With the Christmas seasonapproaching, we also thought itwould be beneficial to go oversome suggestions for making yourvehicle and residence safe.Criminals also like to “shop” andwill walk through parking lots.Please refrain from leaving any-thing in plain view. Wrapped pres-ents, clothes, CD’s, cell phones,iPod’s, GPS and even coin changeare enough to have a criminalsmash your window or disable alock to gain entry. Please place allyour items in the trunk when youleave your vehicle unattended.

10 HOLIDAY HOME SAFETY TIPS

1. When leaving home for an extended time, have a neighbor or fam-ily watch your house and pick up your newspapers and mail.

2. Use timers on interior/exterior lights and on a radio or TV so yourhouse looks and sounds occupied.

3. Keep your Christmas tree and presents out of view from windows and entrances.

4. Keep windows and doors locked even when you’re at home, it onlytakes seconds for a thief to grab items near windows and doors.

5. Never say you are away from home on the outgoing message onyour answering machine or voice mail. Simply say you are unableto answer the phone at the time. Don’t post information onFacebook or other social sites that you are away from home.

6. Don’t leave spare keys outside your residence.7. If you have a security system, USE IT, even if you’re only gone

for 5 minutes.8. After Christmas, tear down and conceal boxes and packaging of

electronics and expensive items when you place them out forgarbage pick up to prevent advertising your new items to thieves.

9. Note down the serial and model number of your new Christmasgifts for any future insurance or theft complaints.

10. If you spot someone suspicious anywhere in your neighborhood,report it to the police as soon as possible. You may prevent acrime from happening
