-2-2-a. During CARBOHYDRaTE's period of residence in the

US Sector, and, paeticolarly, during the late summer of thisyear, at which time the reorganisation of the GaI was in progress,it was deemed advisable to establish regular and frequent meetingswith the agent. These contacts, at an operational house or ina moving car, occurred not less than once a week and usually, aswas found most convenient for both partiee, on the same day ofeach week. This system offered Us obvious advantage of consistentcoverage of GAI and police reorganisational trends and policies.Since 17 October, however, new plan has been instituted whereby.meetings are staggered as to both days and times, the agent beingsat. at various S-Bahn stations and other public places in the USSector. He is then taken to an operational house for debriefingand instructions.

b t Whereas in the past a large proportion of theagent's monthly remuneration took the form of deliveries of food.items not easily found on the German economy, security precautionsnow forbid the aeent's possession of quantities of these itemswhich he could not reasonably afford to buy on the black market.For this reason, and in line with the BOB policy of graduallysubstituting monetary payments for supply items, the amount offood and luxury products given to CARBOHYDRATE has been substantiallr.reduced. (The agent's revised pay status will be discussed below.)

0. CARBORNDRATE has been instructed, Since moving to, the Soviet Sector, that in the future extreme caution must beexercised in all telephonic communications with us. If it isnecessary for him to call his case officer he will cross to theUS Sector and there call from agblic.phone.

It was at that time stated that his' case officer was con-sulting with SPD experts in an effort to remove the agent's nameand record from party rolls without attracting attention. Un-fortunately no method of attaining the desired end without en-dangering CARBOHYDRATE could be found, since any attempt toextract his papers would necessarily cause him to become an objectof suspicion to SPD functionaries. Thus, at present, while still

.attempting to save the problem, we are forced to allow the mi0Orto remain,in abeyance, trusting that in the event the agent sHould

As stated above, CARBOMDRATE's allowanceof supply items was reduced, and permission was asked to discontinuethe exchange of 285 East lark for an equivalent amount of WestMark, since the agent will now suffer no monetary loss by receivinghis salary in Soviet Lone currency. We plan to continue the agent's monthly deposit in the West of400 West Mark. Although CARBOHYpRATE at first protected slightly,the reduction in his salary schedule, he admitted that theeecestityfor the generous monthly exchange on a one-for-one basis had -ceasedto exist concurrent with his move to the Eastera Sector, and henow professes himself content eith the revised wage scale proposal.

CARBOHYDRATE,for his part, attributed LUST's proposal to the good understanding,If not warm friendship, which has characterised their relation-ship since they worked - together in the GkI. CARBO=BATE repliedthat he was not adverse to the idea, but he requested time forconsideration, and at the next meeting with his na ge officer,informed the latter of the proposal. (Cf. BRIS-2207). Our origi-nal instructions required CARBOBIDRATE to advise hUST that hewas interested in the transfer, yet not to take any 'further actionindependently. We then informed Washington of the proposal asstated by WET, together with our' recommendation that, in viewof the wider horizon open to CARBOHYDRATE should ,e be appointedto FISCHER I A secretariat, the transfer would be desirable. •

The meeting with CARBOHYDRATE, on 22 November 1949,afforded an opportunity to learn more details of the proposed •transfer and to 'answer the points Outlined in WASHF-3376.
