EXPERIENCE DETAIL Position: ICT Corporate Solutions Manager (permanent) Company: Lincolnshire County Council (IT Dept) November 11 – September 2014

I managed a team of 11; Help Desk, Systems Administration, Development & Testing (system test & UAT).

Live systems support, change management, development and implementation.

Managed the support for LCC’s critical-rated systems; Social Care (ICS/AIS), Fire & Rescue, Web CMS (Internet & Intranet) & Corporate Document Management system (OpenText).

I created the team from scratch, introducing an SLA framework, RACI Matrix, standards & protocols.

I managed the stakeholder and supplier relationship up to Director level. Part of the Procurement Team that investigated alternative systems for social care (including

Mosaic, which was eventually selected and which my team was actively developing).

I was asked twice to act as the Investigating Officer in disciplinary investigations, acting on behalf of the Internal Audit Team.

Successfully delivered a £multi-million Electronic Social Care Record project sponsored by central Government (ICS, AIS and document management).

On time and within budget.

The project took LCC from behind schedule to National Local Authority vanguard.

Restructured existing support team & introduced change management, development, system testing/UAT, training and implementation protocols.

Recruited, trained and mentored test and training teams, using ISEB Test standards.

Managed a team of 21; Help Desk, Systems Administration, Development, Testing & Training, using (adapted) Prince 2 methodology.

The software suppliers (Northgate) stated in 2009 that this team identified and logged more system faults than any eight other Local Authority clients put together.

Recruited to advise the Company on all software test standards, processes and protocols.

Introduced standards of unit, peer and system test practice that produced a marked increase in the quality of software delivered, enabling more projects and their benefits to be delivered on time and within budget.

Position: User Acceptance Test Manager (contract) Company: Lincolnshire County Council (IT Dept) December 04 – end March 07

I managed a team of 5 contract test analysts testing the SAP CRM application for the new Customer Service Centre.

I created templates for Test Strategy and Plans; created test scenarios and a complete test script library from scratch.

I managed the UAT Teams.

I reported progress to senior County Council executives (including the Deputy Chief Executive and County Treasurer).

I managed the relationship with the software suppliers (HBS/Mouchel). Once this project ended, I was extended twice to introduce the same rigorous standards of

testing across all Council IT projects. I managed all UAT projects for the Council.

Position: Operations Acceptance Test Manager (contract) Company: Halifax Bank of Scotland (HBoS) March 04 – December 04

I was responsible for the OAT testing of all Infrastructure projects as part of the overall Platform

Transformation Programme Initiative.

I managed the OAT testing of XP Core Build, Active Directory Domain Controllers, MS Exchange Servers upgrade, Print Servers upgrade, Proxy Servers upgrade, Tivoli Support Tools, Xellerate Group Identity Management and Full User Migration (70,000 users) from NT4 to AD Domains. All were delivered on time and within budget.

Contract extended twice. Position: System & UAT Test Manager (contract) Company: Cambridgeshire County Council March 03 – November 03

Managed the system testing & UAT of an integrated CRM suite of applications for the Council’s new Call centre.

Systems consisted of Macfarlane’s Telephony System (CTI) integrated with Onyx e-Shop CRM application and e-Gain case based reasoning application, also integrated within e-Shop – this integration was the first of its kind. Delivered on time and within budget.

Managed relationship with suppliers (Sx3, Macfarlane’s, Deloitte & Touche and e-Gain).

Set up and trained a new in-house Test Team to take over at the conclusion of the contract. Position: Contract Test Manager (contract) Company: Equitable Life (HECM) October 01 – end January 03

Started up, trained and managed the User Acceptance Test team responsible for testing all software for the Rectification Scheme, established as a result of the 2000 House of Lords judgement on badly advised pensions.

Produced Test Strategies, Plans, scenarios and test scripts, reporting results to Project Team and senior stakeholders.

Trained and managed up to 9 testers from the user base, establishing test standards & procedures.

Standards had to be high enough to satisfy both internal and external (FSA) auditing.

The architecture was three-tier, consisting of SQL server (Win 2000 data tier), COM+ server (Win 2000 middle tier) & multiple Clients (Windows NT 4).

Awarded three extensions to this contract due to consistently delivering to tight deadlines. Position: Test Analyst (contract) Company: ntl April 01 – October 01

I was part of the system test/UAT team responsible for testing software releases for Sales Orders and Billing applications in Visual Basic and OpenRoad, in Client/Server environment with Unix and NT servers.

I acted as mentor for the in-house Test Team introducing several fresh approaches to script organisation and business reporting.

Position: Systems Test and UAT Manager/Business Project Manager (contract) Company: Racal Telecom (later Global Crossing) March 98 – April 01

I managed the Test Team responsible for system testing and UAT of multiple applications migrating from a Vax cluster to a single Alpha, applications written in Vax Basic and C.

I was responsible for the successful system testing and UAT of all applications for Year 2000 compliance in accordance with BSI recommendations.

I managed and performed the system testing and UAT of an on-line Intranet process management application.

I managed the UAT of a Siebel Sales and Order Capture (CRM) application, liaising with senior Sales Managers across the UK.

Due to my success representing business stakeholders I was seconded to the business community as Business Project Manager.

I planned, scripted and managed the System Test (with Cap Gemini) and UAT (with users) of Clarify Trouble Ticketting (CRM) application for the Call Centre (on site).

I created and managed the first permanent system test/UAT team.

I introduced and used TestDirector and WinRunner (Mercury Interactive – now HP Quality Center), receiving formal training and certification from Mercury Interactive.

I co-ordinated and conducted the system testing and UAT of a Windows 95 based Neurological Analysis Product (called “Synergy”) which broke new ground in sales prospects with hospitals around the world (hardware & software testing).

All work carried out and audited to ISO9001 and Tick IT.

Contract extended twice. Position: Systems Development Manager - Operations (permanent) Company: Nurdin & Peacock (later Bookers) October 92 – February 97

I managed the department responsible for the business analysis and testing of all systems affecting branch operations.

I was UAT Manager for the new JDA mainframe ordering and product maintenance system, which involved managing more user departments in the testing than ever previously attempted by the Company. The test team consisted of 15 seconded managers, most of a very senior level. The test process proved to be the most successful in the Company’s history (according to the Directors).

I was a key member of the Cargo Club implementation project team, responsible for designing the operating practices, system design, system testing/UAT and training, and implementation into the new Cargo Clubs across the country.

I introduced new standards, principles and practice for User Acceptance and System Testing.

Position: Systems Test Programme Manager - IT Dept (permanent) Company: Asda January 92 – October 92

I was promoted into the IT Department as Systems Test Programme Manager to establish and maintain key standards and working practices for all development teams unit and system testing.

I set up the first permanent UAT Team from scratch.

I recruited and trained a 3-man team.

I trained the internal Audit Department on EPOS functionality and standards.

I introduced the standards and procedures for User Acceptance Testing for the Company.

I was the sole liaison between the IT Department and the Central and Store Operations Managers, and managed the key Area Director stakeholder relationship.

I was the expert advisor to all 260 stores in the practical application of EPOS systems (particularly in-store Cash Office accounts). I wrote and maintained the Company’s EPOS Cash Office Procedures Manual.
