I am pleased and honoured to present the 2014 World Orienteering Championships, which for the first time will be held in Italy, precisely in the Trentino and Veneto regions, considered our national orienteering’s cradles.I am sure that the Venice’s canals, that will host the sprint competition, city center of Trento, where the Relay Team will make its debut, the beautiful forests of Lavarone and Asiago, where other big world events have already taken place, will give all these great athletes an indelible memory of Italy after long trainings and sacrifices to fulfil their world dream.During the week, the orienteers and their supporters will enjoy not only woods and landscapes, but also the famous Italian hospitality, the food, the artistic heritage and the towns, rich of history and culture like not many others in the world.

An excellent job has been done by the local technical staff, who is preparing an appointment full of commitments.In the name of the Italian Orienteering Federation, I would like to thank all departments of the Veneto and Trentino regions, the local administrations, the Tourist boards, the event’s partners and sponsors, all the involved associations and thanks to the volunteers for their support, so precious to realize this great sport event.See you soon in Italy!

SUSTAINABILITY The Orienteering World Championships (WOC) and the World Trail Orienteering Championships (WTOC) will be held in Trentino and Veneto. The highlands of Folgaria, Lavarone, Luserna in Trentino and Asiago 7 Comuni in Veneto are areas with wonderful landscapes and natural reserves.

A responsible use of natural resources and protection of the ecosystem is a prerequisite for sustainable develop-ment. The organizing committee is committed to use environmental resources in a sustainable way. So we will adopt responsible organizational procedures in order to protect and preserve our forests.

Orienteering is by definition a “sport of the woods”. Some of the venues are in the forests in Gallio (loc. Cam-pomulo ) and Lavarone, and they are PEFC certified. The sport and sustainability have once again found a reason to proceed on a common path: promoting a greater environmental responsibility and a proper land management.

We are aware of the crucial contribution that a sport like orienteering can lead in communicating the important values of sustainability. So we will also use this opportunity to provide you with complete information on the sustainability of orienteering as the process of sustainable forest management and wood.

Specifically, we will make sure to implement the following responsible measures addressed to the organizers, athletes and any other partecipants.

GUIDELINES FOR THE ORGANIZERS The conservation project consists of a series of guidelines addressed to all the organizers. These are the guide-lines that should be respected in both national and international events:

- Protection of the natural environment along the routes; - Waste reduction in dining options; - Waste separation; - Use of environment-friendly materials; - Use of sustainable means of transport; - Eco-friendly prizes.

INFORMATION FOR ALL PARTICIPANTSThe project involves the propagation of information about envrironment-friendly policies for both spectators and athletes. In particular, we will offer:

- Interventions in schools; - Information panels; - Vademecum; - Questionnaires; - Info point.

FINAL CHECK-OUT A committee will evaluate the event on the basis of the project objectives to be achieved in the environmental field, measurable and verifiable in progress and at the end of the manifestations of the same. Our goal is to min-imize the impact of the event on the environment: to offset emissions of CO2 which will be produced during the various stages of organization and the running of the event.

At the end of the events a special report will be published.

WEATHER AND CLIMATEThe regions actually features a fairly wide range of climatic conditions. While some areas have a rather mild and Mediterranean climate, it is a fairly Alpine climate with short summers and cold winters characterizing the places at higher altitudes, mountains and glaciers. The region is still mainly characterized by a moderate climate with gentle summers, snowy winters and an average level of humidity.

Only accredited team officials ( maximum 2 per team), IOF officials and organizers will be admitted to the meetings, where the start lists and official information will be given.

TEAM MATERIAL AND INFORMATIONEach team will get a WTOC 2014 information/material package from the WTOC Office after accreditation.

The package includes the following items:

- Bulletin 4 for all team members. Bulletin 4 will be the most important source of competition information to teams. This information will be complemented in Team Officials Meeting prior to each competition day.

- SPORTident SI cards for all competitions. Each SportIdent card is assigned by name to each competitor and shall not be used by another athlete. The competitors must give back the SI cards on 11th July, at the end of all competitions. If someone doesn’t return it there will be a fee for 50 euro.

- Model event maps for all accreditated members.

DOPING CONTROLDoping is strictly forbidden, and the organizers of WTOC 2014 are dedicated to supporting the antidoping authorities in their work.

Doping controls may be carried out any time during the competition period. As some sites for the doping controls may be a few minutes’ drive away, we invite athletes to be prepared at all events to take along some dry clothes to change after their race. Selected athletes will be given instruction to report to the doping control after finishing their race, and will be escorted by a chaperon.

Doping tests will always be carried out in accordance with the procedures described in the WADA International Standard of testing. The IOF Anti-Doping Code and rules apply as of 1st February 2010.

Athletes selected for the doping tests must bring an official identification document (with photo) to the doping test area. Accreditation cards with photo must be used for this purpose.

The athlete should also bring along the Therapeutic Use Exemption (TUE) if applicable. In general, the OC strongly suggests that the athletes bring along their ID to all the competitions and events.

COMPETITION RULESThe competition rules for IOF Trail Orienteering Events shall apply to the World Trail Orienteering Championships 2014. See IOF Competition Rules on the IOF website: http://www.orienteering.org

PERMITTED DEVIATIONS FROM THE RULESThe organisers of World Trail Orienteering Championships 2013 and 2014 have been granted permission to deviate from the following rules in relation to TempO competitions:

1. Deviation from the rule 6.6. ”Each Federation may enter up to a maximum of three competitors of any physical ability for the PreO competition in the Open class, a maximum of three eligible competitors for the PreO competition in the Paralympic class and a maximum of four competitors for the TempO competition.”

2. Deviation from the rule 6.7.”In the TempO competition only the 36 best placed competitors from the qualification may participate in the final; if there is just one qualification heat they will be the top 36, if there are two qualification heats the top 18 from each heat qualify for the final etc.”

In the TempO competition only the 24 best placed competitors from the qualification may participate in the final; there is just one qualification heat.

3. Deviation from the rule 16.9 “A TempO qualification course shall consist of at least 4 control stations and 20 timed controls. A TempO final course shall consist of at least 5 control stations and 25 timed controls. There should be at least three timed controls at each control station. A separate, specially prepared map is used for each timed control and the competitor is given the complete ordered set of maps for the control station as a stack with a cover sheet on top.“

Exceptions are made to this rule in Finland and in Italy. A TempO final course can consist of less control stations and timed controls, because of different way of ranking competitors.

4. Deviation from the rule 25.15 “In the individual World TempO Championship competitions, the competitors are ranked according to their placing in the final course.”

Competitors who competed in the final course are ranked according to their total accumulated time from both the qualification course and the final course. The other competitors are not ranked.”

COMPETITION DETAILSBIBSAll competitors must wear their respective number bibs at all WTOC 2014 competitions. The bibs will be available in the quarantine zone. The bibs must be visible in their entirety; they shall not be folded over or cut down.

MAPSCompetition maps are available for teams after each competition in the Arena WTOC Office and later in the Event Centre WTOC Office.

QUARANTINEThere will be quarantine zones. The transport time table where necessary will be published in Bulletin 4.

CLASSES AND ENTRY REGULATIONS WTOCIn the individual PreO competitions there is one Open class and one Paralympic class. Competitors may only be entered for one class. In the TempO competition there is a single Open class. In the TempO competition there is a single Open class. All competitors, regardless of sex, age or physical ability/disability are eligible to be entered for a World Championship Open class competition.

PUNCHING AND TIMINGThe SPORTIdent punching system will be used to take the overall competition times. In the control stations, the competitors use the traditional manual punching system.

For a PreO course, the organiser shall set a maximum time for each course, calculated as 3 minutes for each control plus 3 minutes for each 100 metres of the course. At the discretion of the Event Adviser an extended time may be set to allow for exceptional climb, difficult surfaces or other factors.

The Event Adviser may decide on an additional time allowance for competitors with eligibility certificates.

In Day1 and Day2 course there will be 2 timed control stations; one more control station will be in Campomulo for the Team Competition.

TERRAIN DESCRIPTIONSMILLEGROBBE-LUSERNAFirst PreO competition will be held in Millegrobbe and Luserna area with stretches of alpine, pine, spruce and beech forest. The terrain is a mix of areas with good visibility, and areas where vegetation is more dense. Fortifications from the World War are part of the landscape.

CAMPOMULOThe second PreO competition is organized in Campomulo, which is part of Asiago karstik highland, in the altitude of 1500-1700 meters above sea level. The landscape is characterized by many terraces divided by steeper areas. Vegetation varies from alpine pastures to open forest, mainly coniferous, and the ground surface is very rocky. Trenches from World War are very common in this area. The network of paths, tracks and roads is not very dense. Cross country ski tracks exist in parts of the area.

ALBERÉ DI TENNAThe famous pine forest of Alberè di Tenna will host the TempO qualification on the hill. The Tenna hill is situated exactly in the middle between Caldonazzo lake and Levico Lake. The terrain is an open forest with very good visibility and trenches from the World War.

LEVICOTempO final will be in the biggest historical park in Trentino region. Garden pertaining to the House of Hapsburg was created in the 1898 by Georg Zielhl. Many centuries old giant sequoia, copper-beech and Himalayan cedar still grow in the garden.

Copy machines, internet stations and connections, Pubblic WLAN as well as work stations are provided for the Media. Internet access will also be available at the race arenas. IOF OFFICIALS AND GUESTSWe welcome the IOF delegates and WOC guests to Lavarone. The IOF delegates, VIPS and WOC guests should register using the official form no later than 30 April 2014.

Accreditation fee is 100 €

ACCREDITATION INCLUDES: - entry to VIP tent in the race arena- competition maps- start and result lists- entry to VIP media race- promotional materials

DEADLINES:30th APRIL 2014: deadline for accommodation and reservation05th MAY 2014: deadline for the payment of 30% of the estimated cost for registration and accomodation.01st JUNE 2014: deadline for full payment. Registrations will not be considered valid until the entire amount of credit will be paid.

The IOF Congress and the Ordinary General Assembly will be held currently with Woc 2014 in the meeting rooms of Astoria Hotel in Lavarone.

You cannot enter the competition area without being registered. On the same day you can register only in the Open or Beginners classes.

The entries will be submitted through the OrienteeringOnline.net system (prologue race and 5 days) Timing and validation at each control flag will be done with the Sport-Ident system (SI-unit).
