    Violet Skirten, Crossing Guard Supervisor, Planning and Infrastructure Services advised that several schools are still without bicycle racks. She advised that the project will be re-evaluated in the spring of 2015 and some schools will receive their bicycle racks when the weather improves.

    F 1. Correspondence from Helen Baxter, Vice-Principal, Claireville Public School, dated November 14, 2014, re: Request for Site Inspection to Review Pedestrian / Traffic Safety Concerns – Claireville Public School – 97 Gallucci Crescent – Ward 10 (File G25SA).

    Committee consideration of this matter included: • Review of the concerns outlined in the correspondence • Suggestion that a site inspection be undertaken

    F 2. Correspondence from Pamela Lone, Principal, Walnut Grove Public School, dated November 25, 2014, re: Safety Concerns Regarding Unfinished Bridge in Park Across Street from School – Walnut Grove Public School – 10 Pinestaff Road, Brampton – Ward 8 (File G25SA).

    Committee consideration of this matter included: • Review of the concerns outlined in the correspondence • Staff noted the school has to increase its communication with

    parents, and parents have to communicate with their children • The pathway is not finished and is all gravel. There are signs

    posted advising that the trail is not a pathway • Staff will inform the fire station closest to the area to update them of

    the situation as the pond is covered in ice • Noted the children are walking across the bridge railing • Thomas Tsung, Manager of Maintenance Services, Peel District

    School Board sent correspondence to the school principal requesting a letter be sent home with students to inform parents of the situation

    • Staff advised a follow-up would be done with the City’s Space Planning and Development team to ensure the area is safe and in compliance with what was agreed upon. Something more permanent may be installed to keep the children out.

    • Suggestion that a site inspection be undertaken

    Committee consideration of this matter included: • Review of the concerns outlined in the correspondence • A crossing guard is not warranted for secondary schools • A crossing guard is not placed on roadways with a speed limit

    exceeding 60 km/hr • Staff noted that a high volume of vehicles is stopping on Williams

    Parkway and no stopping signs are being ignored • Sgt. Manvati advised that Peel Regional Police has received a high

    volume of complaints regarding the area. Officers investigated the complaints and within 45 minutes six traffic tickets were issued. Peel Police presence will continue to address the traffic concerns in the area

    • Suggestion that a site inspection be undertaken

    J 2. Discussion request by Ron Maiorana, Transit Coordinator, Public Services, re: Request for Site Inspection to Review Pedestrian / Traffic Safety Concerns – intersection of Cherry Tree Drive and Rambrant Drive – Cherrytree Public School – 155 Cherrytree Drive – Ward 5 (File G25SA).

    Ron Maiorana, Transit Coordinator, Public Services advised the Committee of traffic and safety concerns along Cherrytree Drive. He

    requested no parking signage be installed south of Raylawson Boulevard to Rambrant Drive along the west side of the street.

    Committee consideration of this matter included: • Review of the concerns outlined by Mr. Maiorana • Noted that there is “No Parking” signage on Cherrytree Drive that

    may be extended to address the concerns • Suggestion that a site inspection be undertaken

    Thank you for your support at the school today. I have spoken with our school Superintendent and Trustee and would like to take you up on your suggestion to raise Conestoga P.S. for a site inspection at your February meeting.

    As I mentioned to you, our school was part of a School Travel Planning Committee to deal with our school

    traffic congestion issue. As a school, we have replaced signage, repainted Kiss n' Ride lines and have redone

    supervision schedules to put extra staff outside at peak times. One of the areas where we continue to struggle

    is with the backup of congestion on Conestoga Drive. The back-up on Conestoga makes it very difficult to move buses and cars through our school Kiss n' Ride. In July 2012, the City of Brampton complete a traffic

    calming project on Conestoga (from Sandalwood Parkway to Bovaird Drive) and also along Wexford Drive. Despite this initiative, the congestion during peak times is extensive.

    As per our phone conversation, I have included more information about our situation at Conestoga Public School.

    As a school, we are struggling with congestion issues in our Kiss N' Ride. Traffic congestion at the school during morning arrival and afternoon pick up is an increasing issue. The congestion issues are highlighted in winter months with the cold weather and an increase in the number of parents driving their children to and from school.

    In July 2012, the City of Brampton completed a traffic calming project on Conestoga Drive {from Sandalwood Parkway to Bovaird Drive) and also along Wexford Drive. Unfortunately, the congestion during peak times remains extensive. Since 2013, Conestoga P.S. has worked with the Region of Peel to develop a School Travel Plan to help address congestion issues. As a school, we have replaced signage, repainted Kiss n' Ride pavement lines, reworked supervision schedules to put extra staff outside at peak times and have introduced a Walking Wednesday initiative to increase the number of students walking/biking to school. However, despite these initiatives, one of the areas where we continue to struggle is with the backup of congestion on Conestoga Drive. The back-up on Conestoga Drive makes it very difficult to move buses and cars through our school Kiss n' Ride. To address this issue, we have asked for a site inspection from Brampton School Traffic Safety Council. It is our hope that this council might have additional recommendations that the City of Brampton in partnership with the Peel District School Board can implement.

    One of the issues we have is parents parking all over Conestoga Drive blocking school buses and parents trying to exit school property. Parents parking all over Conestoga backs up traffic considerably and increases tensions. Some suggestions we have had from Police were to look at making only one side of Conestoga Drive {in front of the school) available for parent parking. Another suggestion was to work with the City to make the exit at the mouth of Kiss N' Ride onto Conestoga Drive 3 lanes wide instead of 2 lanes.

    Dear Mount Pleasant Village Families:

    As the winter approaches, we have noticed more traffic in front of the school, both before and after school. Unfortunately, we have seen some unsafe practices and need to review the traffic and parking regulations around Mount Pleasant Village so that we ensure the safety of our students.

    • The area in front of the school on Commuter Drive is a no stopping zone from 8 a.m. to 5 p.m. on both sides of the street. We highly encourage parents to use Bleasdale Avenue (at the back of the school), the lay-bys to the south of the school entrance on Commuter Drive, or the lay-bys on Sidford Road if you are picking up or dropping off your children.

    • Cars should not be stopping directly in front of the school as this is where our school bus drops off and picks up students

    • All students must use one of the crosswalks on Commuter Drive to cross the road at all times, even if they are accompanied by an adult

    • U-turns are not permitted in front of the school

    • Double parking is not permitted in front of the school

    It is important to note that the city often has parking officers in the area and tickets have been issued in the past. Mount Pleasant Village was designed to be a 'walking school' and we encourage as many families as possible to abide by this. Walking to school is not only good exercise, but it helps to greatly reduce traffic congestion around the school. Again, if you need to drive, please avoid the front of the school and use one of the lay-bys at the side or back of the school.

    The number one priority is that all of our students are safe. We ask for your full cooperation in ensuring this.

  • Observations for the area in front of Mount Pleasant Village Public School, 100 Commuter Drive

    Cars regularly disregard the no stopping and no parking signs on Commuter Drive, both before school (8:00am- 8:20am) and after school (2:30pm- 2:45pm). We have requested the following signage changes from Mike Tunio:

    • No stopping in the area in front of the school and then no parking the rest of the way to Bleasdale. This means that people can technically stop and let their kids out, they just can't park.

    • half of the layby closest to Bleasdale will be designated a school bus zone. The rest will be no parking, so again, people can stop and let their kids out

    Parents regularly engage in unsafe practices on Commuter Drive at these times. They stop in the middle of the road and let kids out. They double park. They park on the opposite side of Commuter Drive and then cross the street without using the crosswalk. The school has sent letters home to address this (example included). We have a section on traffic concerns/safety in every monthly newsletter. We have started a walk to school program, in cooperation with Peel Public Health (STEPS), to encourage families to leave the car at home. The administration and teachers are outside every day to help students get across the road safely and to speak to people about safety concerns.

    Mount Pleasant Village was built as a walking community. While this was a great idea, it is not happening in practice. I have spoken with people at the city who agree with this and understand that we have a problem. We are left with a very unsafe situation in front of our school. The school staff works daily to ensure that our students are able to cross the road safely, but it is not possible for us to patrol and ensure the safety of an entire section of a city street.

    We feel that a new plan is needed to address the fact that the 'walking community' that was planned for is not a reality. We feel that a crossing guard in front of the school is the bare minimum required to help with this. We need help in encouraging the community to follow the rules of the road and basic safety practices, whether this be through communication or regular enforcement.

There is no parking available on the school property except a parking lot for staff only, which is controlled by a gate. Limited parking is provided by a series of laybys near the school - one is shared with the Library on the east side of Commuter Drive and one on the west side across from the Library; one on the east side of Commuter Drive at the corner near the corner of Bleasedale Ave and two on Bleasdale Ave.

    3. There is "No Stopping" on the west side of Commuter Drive from Bleasdale Ave. to Ganton Heights, which is not being obeyed by parents/guardians dropping off students who cross the road mid-block. On the school side of Commuter Drive at the signal lights at Ganton Heights there is a space for three cars which is marked by signage "No Parking" Parents/guardians stop their vehicles infringing on the crosswalk at the signals. The remainder of the east side is marked "No Stopping" except for the layby near Bleasedale Ave which is signed as Bus Loading.

    4. The only bus parks to load and unload in the layby shared with the Library which is the closest to the front door of the school.

    6. The school has a "kiss and ride" that is used in the morning with vehicles being managed by the staff to keep the flow moving. The "Kiss and Ride" and parking lot is closed at 3:30p.m. to stop access and congestion. There are no pavement markings or hatch crosswalk in the Kiss and Ride area for pedestrians.

    7. There were several vehicles parked on the street in the am while in the afternoon, the street was covered with vehicles parked wherever possible. These vehicles were parked I stopped illegally.

    8. The school staff was present and active in the management of the students in the am and pm working the "kiss & ride" helping students on and off the buses and ensuring they moved safely around the vehicles.

    Recommendations:

    1. That the site inspection report be received, and

    2. That the Peel District School Board be requested to consider the following: a) the possibility of paving some parts of the boulevard to create loading and unloading

    areas for the buses. This would also enable the area to be cleared of snow in the winter months.

    b) adding payment stripes in the "kiss & ride" to indicate student crossing; and,

    3. That Enforcement and By-law staff be requested to consider adding this school to their list of sites to visit during the end of school.

    As requested, here is the information around what has already been done with respect to the traffic problem at Ridgeview Public School, and our 'wish' for a safer system:

    Problem: safety

    - December 2010 a student was hit and the school fence, pillar and overhang destroyed when a parent, making a 3 point turn, hit the gas in forwa rd rather than reverse. Her car popped the curb and sped through students, staff and parents assembling at dismissa l time. Both the driver and t he student were taken to hospital and later released. -Subsequently, we have had several near misses, heated arguments between parents, angry neighbours et c. - we desperately want to ensure the safety of everyone in our school community

    What has been done thus far? 1. Ticketing: repeated ca lls to the parking authority and to police resulting in sporadic ticketing of vehicles (very temporary aid- when drivers see the parking authority car or fol ks in uniform, they change their behavior, then the next day go right back to parking and stopping wherever they choose_ 2. Safety Study --> increased Signage Brampton Safet y Council (unsure of name) ca me and did a study of t he situation and put up additional signage (please not e that drivers ignore signs!) 3. Communication through newsletters and voice messaging system to repeat edly remind parents and caregivers of the importance of keeping our kids safe by stopping and parking only in those zones where these are permitted. We have been very specific as t o where those 'zones' are and are not. 4. Personal Touch- The Principal and Vice Principal and other st aff have directed t raff ic, unlocked 'gridlock' and spoken directly with individuals about not doing 3-point turns, not st opping or parking in unauthorized zones etc. 4. Investigation of alternative solutions

    • Asked whether busses could 'deploy' their stop signs w hen pa rked in front of the school and w ere t old they cannot because it is a 'bus loading zone'

    • inquired about having a 'Kiss 'n Ride' loop put in at the front of the school but this is not possible because of the large electri ca l box located in the front and the heritage tree

    What would we like to see?

    Ideally, we would like to see Brenda Avenue become a temporary one-way street running south from Harold to Kingsview at entry and dismissal times. Ideally that would mean between 8:00 to 8:40a.m. and 2:30 and 3 p.m.

    Also worthy of consideration would be the addition of a crossing guard at the corner of Brenda and Kingsview. Bus traffic (we have 13 of these) backs up here and adds to the congestion . A crossing guard could facilitate walkers crossing in groups rather than in a constant stream and this would allow traffic to flow in between the group crossings. Please note that this alone, will not have a positive impact on the illegal parking

    and stopping and is an 'additional suggestion' only.

    Observations:

    1. The intersection of Harold and Brenda Avenue is controlled by a stop sign on Brenda Avenue at Harold Street.

    2. Harold Street is a 2 lane street running east/west from Main Street to Mclaughlan Road.. Brenda Avenue is a short street which runs north/south from Kingsview Boulevard to Harold Street. Kingsview Public School is situated on the west side of the street. Brenda Avenue has a sidewalk the entire length on the west side and about half way down on the east side. Harold Street has sidewalks on both sides of the street.

    3. Brenda Street has a bus loading zone in front of the school and "No Parking, Monday to Friday, 8 a.m. to 5 p.m." on the west side of street from Harold Street to Kingsview Boulevard. On the east side of Brenda there is "No Stopping, Monday to Friday, 8 a.m. to 5 p.m." from Kingsview Boulevard to the north end of the school.

    4. During the morning site inspection there were approximately 20 Students observed crossing Brenda Avenue at the stop sign at Harold Street. Drivers were courteous and allowed students and their parent/guardian to cross. During the afternoon site inspection approximately 11 students were observed crossing the same intersection with the same results. During the site inspection there were sufficient gaps in traffic to allow pedestrians to cross in a safe manner.

    1. That the site inspection report be received; and,

    2. That the Manager of Traffic Engineering Services, Planning and Infrastructure Services, be requested to consider implementing a ladder painted crosswalk on Brenda Avenue and Harold Street to enhance the pedestrian walkway; and,

    Please accept the following information in response to the attached email asking for a summary of recent traffic investigations conducted in the vicinity of lngleborough Public School.

    Brampton School Traffic Safety Council (BSTSC)

    Staff will include the attached email on the agenda of the next BSTSC meeting agenda (February 5, 2015) for consideration.

    The most recent BSTSC site inspection at the subject school was conducted on November 17, 2014 which resulted in the following recommendations (to be approved by Council on January 30, 2015):

    • That the Manager of Traffic Engineering Services be requested to arrange for the following: o Install "No Stopping, Monday to Friday, 7:00a.m. to 9:00a.m. and 2:00p.m. to 4:00p.m." signage on the

    west side of Elbern Markell Drive, the entire length of the school property; and, o Arrange for a radar study to be conducted using aportable radar board; and, o Install "No Stopping, Monday to Friday, 8:00a.m. to 5 00 p.m." on the south side of lngleborough Drive

    from Elbern Markell Drive to the school driveway entrance; and, • That the school administration be requested to consider installing a "No Entry'' sign, with a tab indicating Buses

    Excepted; and, • That Enforcement and By-law Services be requested to increase regular patrols near the school; and, • That the Peel Regional Police be requested to monitor the intersection of lngleborough Drive and Elbern Markell

    Drive for rolling stops.

    All-way stop review (November 2014)

    The results of a review conducted in November 2014 revealed that the traffic patterns and conditions at the intersection of lngleborough Drive and lnterlacken Drive/Ivanhoe Court do not meet the technical justification for the installation of an allway stop.

    Speed review (May 2013}

    The results from the most recent speed study conducted on lngleborough Drive revealed an average speed of 45.8 km/hour and the 85th percentile speed (the speed at which 85 percent of the vehicles are travelling at or below) of 52.3 km/hour which is not considered excessive.

    Crossing Guard

    There currently is a school crossing guard assigned to the intersection of lngleborough Drive at Elbern Markell Drive in front of lngleborough Pub\ic Schoo\.

    My name is AI Jeraj and I am a resident, member of school council for lngleborough PS, a community member of the Estates of Credit Ridge subdivision and most of all , a concerned parent.

    I am writing to you today on behalf of the parent school council to express the urgent need to have a crossing guard stationed at the intersection of Ingleborough Dr and Interl aken Dr. The parents in the community have grave safety concerns for the children cross ing at this intersection before and after school. We have raised this issue in the past with the City and with our School board trustee only to be turned down as they felt there wasn't a need for a crossing gua rd .

    From our (i.e.the parent's point) of view, this intersection requires a cross ing guard. Many of the children who walk to school on the south side of lngleborough and on the east side of Interl acken cross 2 busy intersections to reach school. Unfortunately, some of the vehicles travell ing on lngleborough do not obey the speed limits and 2 years ago, a child was hit on the road. Many people are in a rush to get to work and once they pass the school limits going east towards Creditview, they tend to speed through the intersections of Interl acken/Ivanhoe and Intrigue/Impulse.

    We feel there are enough children walking to school from the neighboring houses to warrant a crossing guard. We regard the safety of our children paramount as I'm sure you do also.

    We would be willing to meet with you to further discuss this issue.

    Observations:

    1. Clairville Public School is on the east side of Gallucci Crescent, south of Don Minaker Drive. The school has an enrollment of 780 students in Kindergarten to Grade 5. It has nine (9) portables. The school is serviced by four (4) full size school buses and six (6) 6 small buses.

    2. There is an adult crossing guard located at the intersection of Westbrook and Don Minaker.

    3. There are fluorescent school signs in the area.

    4. The entrance to the school property is on the south side of the property. The driveway has two legs. Cars are directed east to the parking lot, or through the parking lot and then turn north and then west to a two lane area. The closest lane to the school building is a Kiss and Ride area and the other lane is a through lane which exits into the leg which crosses the front of the school and exits onto Gallucci Crescent at the north side of the property. The leg turning left at the entrance is for the school buses and handicap and visitor parking. This leg has a bus lane adjacent to the school building for unloading or loading students, a through lane for cars coming out of the Kiss and Ride and parking lot and for the buses to exit, and a small parking lot for school visitors, some handicap parking spots and some staff parking.

    5. School staff assist in the unloading and loading of buses, directing cars through the Kiss and Ride area. One person monitors a crosswalk near the driveway entrance to assist students safely cross the driveway. The majority of the staff wore vests but there were a few not wearing a vest. The staff appeared to be well-trained for these activities and did a good job.

  • 6. Parking is allowed on the east side of Gallucci Crescent except for a small area at the intersection with Don Minaker Drive to facilitate school buses turning at the intersection. On the west side of Gallucci Crescent there are signs indicating No Stopping Monday to Friday 8 to 5 for the full length of the school property. South of the school there is a bend in the roadway with no signs installed to prohibit stopping. When vehicles were parked in this area, it was difficult to manoeuver around them.

    7. There is heavy congestion on Gallucci Crescent during both morning and afternoon. The road can barely handle three lanes- the parked cars on the school side and traffic moving north and south. Some cars stop on the west side to drop off students in spite of the signage stating this is illegal. Many cars try to make three-point turns to go back the way they came- but due to the narrowness of the street and the amount of traffic these turns take several tries before they can be completed, during which time traffic in both directions is stopped.

    8. A school staff member was standing on the road at the exit of the Kiss and Ride directing traffic.

    Recommendations:

    1. That this site inspection report be received; and

    2. That the Manager of Traffic Engineering Services, Planning and Infrastructure Services, be requested to arrange for the following: a) Corner restrictions on Gullucci Crescent on both sides of the entrance and exit driveways

    of the school; and, b) "No Stopping, Monday to Friday, 8:00a.m. to 5:00 p.m." on Gullucci Crescent on both sides

    of the roadway at the curves south of the school; and,

    3. That the Supervisor of Enforcement and By-law Services be requested to increase visitations to Clairville Public School to enforce parking restrictions on Gallucci Crescent as well as the school property; and,

    4. That the School Administration continue its programs to inform parents of the parking problems and the corner restrictions at the entrance and exit driveways when implemented; and,

    5. That the School Administration remind all staff to wear safety vests and not to direct traffic on the roadway.

    Observations:

    1. St. Roch is located on the northwest side of Williams Parkway for the block between James Potter Road on the north east side and Valleyway Drive on the southwest side. At this point Williams Parkway runs southwest and both James Potter Road and Valleyway Drive run southeast. The speed limit is 60 km/hr on Williams Parkway and there are traffic signals at the intersection of James Potter Road and Valleyway Drive with enhanced pavement markings. There are school area signs on Wililams Parkway and "School Walking Route " sign in the school area. Williams Parkway has "No Stopping" anytime signs installed on the north side in front of the school.

    2. The school has approximately 1406 students in Grades 9 to 12. It is serviced by three (3) large school buses and six (6) small buses.

    3. The entrance/exit to the school from James Potter Road is located just north of Williams Parkway and drivers can turn right or left from James Potter Road. The entrance driveway provides access to the staff parking lot and also continues along the northwest side of the school building and back out to James Potter Road. The segment of the driveway along the northwest side is used for students drop off in the morning and pickup in the afternoon. In this area the signs indicating Fire Route and the pavement markings indicate cars only and drive through only. These signs are pavement markings appear to contradict each other. The driveway continues across the front of the school and has two lanes, and there is a cut-in section closest to the school for school bus loading and drop off and a cut-in section on the side closest to Williams Parkway for a small visitor parking area.   • Route, Visitors Parking and the pavement markings indicate buses only. At the southerly end of this driveway just before it becomes a one-way there is a walkway leading from the sidewalk on Williams Parkway that allows students from the transit stop at Valleyway Drive to enter and exit the property. There is no hatched area in the driveway for pedestrians.

    4. In the afternoon, there were cars stopping on curb side of Williams Parkway waiting to pick-up students. This causes a dangerous situation as westbound drivers on Williams Parkway had to go around them. In addition, parents/guardians during the afternoon inspection waiting on school property was chaotic there was parking in the fire route, bus lane and Kiss and Ride all over the place.

    5. An additional entrance/exit to the school from Valleyway Drive allows left and right movements at the driveway. This entrance/exit driveway is two lanes and turns south along the side of the school building to a student parking lot. Vehicles are prohibited from crossing the front of the school as it is one way and they must turn around in the student parking lot to go back out to Valleyway Drive.

    6. In the morning drivers stopped to drop off students on William Parkway in front of the school. Some drivers also used the driveway in front of the school as a student drop off area. During arrival times at the school students were being dropped off in the bus area and the designated student area. This should be number 4 and number

    7. Committee members observed the intersections of Williams Parkway and James Potter Road and Williams Parkway and Valleyway Drive with regards to students crossing to attend James Potter Road. During the site inspection at Williams Parkway and James Potter Road there were two students crossing in the morning and in the evening. The students pressed the walk signal button and had no difficulty crossing the road. During the site inspection at Williams Parkway and Valleyway there were two students crossing and no difficulties were observed.

    Recommendations:

    1. That the Site Inspection Report be received, and

    2. That the Manager of Traffic Engineering Services, Planning and Infrastructure Services be requested to consider reviewing if the existing "No Stopping" signs on Williams Parkway in front of the school can be replaced with oversized "No Stopping" signage; and,

    3. That Enforcement and By-law Services be requested to consider increasing their presence in the area to enforce the following infractions: a) "No Stopping" on Williams Parkway particularly during school arrival and dismissal times.

  • 4. That the Dufferin-Peel Catholic District School Board be requested to consider the following: a) Review and identify the designated bus lanes, vehicle lanes, Kiss and Ride lanes, along

    with the fire routes on school property; and, b) A hatched out cross walk on the south side of the school where the bus stops a
