FOREWORD

In line with our continued commitment to provide relevant, reliable and more disaggregated statistics at the local level, the Philippine

Statistics Authority (PSA) – Leyte Provincial Statistical Office has come up with the"The Countryside in Figures, Leyte: 2017".

This publication has been patterned after the national and regional versions of the publication "The Countryside in Figures". The

publication, which contains relevant statistics and indicators about the performance of the province, serves as a useful tool for

planners, policy makers, investors, researchers and other stakeholders in the formulation of plans and programs and others

developmental undertaking.

This issue provides provincial data on the following: General Information, Governance, Income and Prices, Agriculture, Health and

Vital Statistics, Education, Transportation and Communication, Public Order and Safety and Trade and Industry. City and municipal

level data are also presented whenever available. Brief sectoral highlights are included to guide our data users in their analysis.

We would like to extend our deepest gratitude to the data providers in some of the sectors for their utmost cooperation and support.

Likewise, my grateful appreciation to PSA Leyte staff who were involved in the compilation of the needed data.

OVERVIEW OF LEYTE

Leyte became the center of two important milestones in world history, which lend lasting color and significance to the history of the Philippines. In

1521 the province, was first visited by Spanish explorers led by Ferdinand Magellan who discovered a new route around the world. Leyte, known as Tandaya to early Filipinos, was renamed Filipina by Roy Lopez de Villalobos in 1543, a name that later extended to the entire archipelago.

Four centuries later, in 1944, the Battle of Leyte Gulf, the biggest naval battle between the Americans and the Japanese in world history, transpired

in Leyte. General Douglas MacArthur, at the head of an army of more than 250,000 men waded ashore on the island at Red Beach, Palo, Leyte. This began the end of the Japanese Imperial Army, eventually, the second World War.

Leyte is the largest of the six provinces of Eastern Visayas. It lies adjacent to the island of Samar, connected by the San Juanico Strait, and east of the islands of Cebu and Bohol. It is bounded in the north by the Carigara Bay and in the east by the Leyte Gulf. To the west is the Camotes Sea, while the province of Southern Leyte lies south. The land is mountainous with a very rugged range cutting the island in half from northwest to southeast.

It is composed of forty (40) municipalities and two cities, Ormoc and Baybay. It has five (5) congressional districts and has a total of 1,503 barangays. Tacloban City, the provincial capital of Leyte, is the only highly urbanized city in Eastern Visayas.

The mountain range that divides the island into eastern and western plains also serves as the line that delineates the language difference between the populace in each side of the province. The western portion faces Cebu, thus, the people speaks the Cebuano dialect. On the other hand, the Leyteños at

the western side speak Waray. A dialect they share with the people of Samar provinces.

Leyte is blessed with naturally endowed areas which are pieces of “Eden on Earth”. It has an excellent tract in agricultural crop production which include coconut, palay, abaca, sugarcane and corn, as well as production of aqua-marine products.

The province has abundant geothermal power reserves. The Leyte Geothermal Power Field in Tongonan, Ormoc City is the second geothermal

power producer in the world. It also houses two of the country’s top dollar earners: the Philippine Phosphate Fertilizer Corporation (PHILPHOS) and the Philippine Associated Smelting and Refinery Corporation (PASAR).

Leyte isa place that never fails to calm, surprise, or captivate. It is embraced with scenic natural attractions and beautiful historical sites. These include Kalanggaman Island, Lake Danao National Park, San Juanico Bridge, MacArthur Memorial National Park, Sto. Niño Shrine and Heritage Museum, Tacloban City Hall and the Provincial Capitol of Leyte.

The province of Leyte (excluding Tacloban City) registered a total population of 1,724,679 based on the 2015 Census of Population. Its population

grew at rate of 1.83 percent annually from 2010 to 2015. Among the 40 municipalities, Palo posted the biggest population at 70,052 while Tunga

recorded the smallest population at 7,584. Total population of Ormoc City and Baybay City posted at 215, 031 and 109, 432 in 2015, respectively.

Alangalang registered as the fastest growing municipality in Leyte posting an average annual population growth rate (PGR) of 3.37 percent in 2010-

2015, followed by Kananga with PGR of 3.17 percent. On the other hand, Inopacan recorded as the slowest growing municipality in Leyte with a

PGR of 0.61 percent.

Tacloban City, the lone Highly Urbanized City (HUC) in Region VIII, has registered a total population of 242,089 in 2015 with a population density of

1,200 persons per square kilometer and recorded an average annual population growth rate of 1.73 percent from 2010 to 2015.

Leyte (excluding Tacloban City) has an average household size of 4.2 in 2015. The municipalities of Barugo and Tunga recorded the biggest

household size of 4.7 while Merida registered the smallest at 3.9. Tacloban City's average household size recorded at 4.8 in 2015.

Ormoc City posted the highest voter's turnout of 91.49 percent in the 2016 national election followed by Merida with 90.38 percent voter's turnout . On

the other hand, Mayorga consistently posted the lowest voter’s turnout of 72.66 percent and 78.44 percent in the 2013 and 2016 National and Local

Elections, respectively.

The province of Leyte posted a Human Development Index (HDI) of 0.586 in 2012, which is classified as medium range.

Tunga exhibited the highest population density among cities and municipalities of Leyte in 2015 with 985 persons per square kilometer. The

municipality of Abuyog, on the other hand, registered the lowest population density of 87 persons per square kilometer.

HIGHLIGHTS

Leyte’s share of IRA significantly encreased by 51.49 percent from P4.2 billion in 2010 to P6.4 billion in 2015.

Tacloban City's share of IRA increased by 26.16 percent, from P430 million in 2010 to P543 million in 2015.

Baybay City posted the highest IRA per capita of P4,924 followed by Tunga at P4,180 while Tanauan had the lowest at P1,677.

Among municipalities, Abuyog posted the biggest IRA share of P167 million in 2015. On the other hand, Tunga had the smallest

share at P31 million.

Baybay City had the highest growth rate as it grew substantially four times from P132 million in 2010 to P539 million in 2015.

Ormoc City posted the biggest share of IRA in 2015 at P733 million, followed by Baybay City at P539 million.

HIGHLIGHTS

The average annual inflation rate for all commodities in the province showed an erratic trend. It accelerated in 2014 at 4.9 percentthen slowed down to 1.4 percent in 2015 and accelerated to 1.8 percent in 2016. For the past five years, highest inflation rate wasrecorded in 2014 and lowest in 2015.

The municipality of Leyte registered the highest poverty incidence of the population among cities and municipalities of LeyteProvince in 2012 at 53.6%, followed by Matag-ob at 49.6%. Palo posted the lowest poverty incidence at 17.9%.

Incidence of poor families in Leyte Province decreased from 31.4% in 2012 to 23.6% in 2015. Incidence of poor population alsodecreased from 39.2% to 31.0% for the same period.

Subsistence incidence among families declined from 10.3% in 2012 to 6.7% in 2015. Subsistence incidence among population alsodeclined from 14.3% to 9.7%.

Other measures of poverty such as income gap, poverty gap, and severity of poverty reduced by , and percentage points from2012 to 2015.

Average prices changes of goods and services in Leyte continuously rose from 2012-2016. Average Consumer Price Index(CPI) forall income household reached 154.0 in 2016, from 137.2 in 2012. This suggests that the average retail prices of goods and servicesin the province is 54.0 percent higher than its average retail prices in 2006 which is the base year. In 2016, the average CPI peakedat 155.4 in December and posted the lowest index in January at 152.3. Alcoholic beverages and tobacco posted the highest indexamong the major commodity groups at 208.5 in 2016, followed by education at 204.6. Communication had the lowest index at102.3.

Alcoholic beverages and tobacco recorded the highest average annual inflation rate of 4.6% in 2016, followed by education at 3.1%.Price increases for these commodities were faster compared to other commodity groups.

Purchasing Power of the Peso(PPP) in Leyte weakened from 73 centavos in 2012 to only 65 centavos in 2016. The PPP of 65centavos in 2016 implies that the one(1) peso in 2006(base year) is worth 65 centavos in 2016.

The change in the price levels of goods and services in the province on a month-on-month basis increased at a slower rate at 0.3 percent in December 2016 as the consumer price index increased 155.0 in November 2016 to 154.0 percent in December 2016.

HIGHLIGHTS

Aquaculture fishing, which comprised 55.3 percent of the total fish production in Leyte, slightly increased by 0.3 percent in 2015. Likewise,commercial and municipal fishing increased by 0.6 percent and 10.1 percent, respectively.

Annual per capita consumption of rice was estimated at 131.34 kilograms per person. Consumption of rice in urban areas was 3.9 percent lowerthan in rural areas.

Annual per capita consumption of pork was estimated at 6.9 kilograms per person. Meanwhile, annual per capita consumption of chicken waslower at 5.5 kilograms per person.

Annual per capita consumption of banana was estimated at 7.5 kilograms per person. Consumption of banana in rural and urban areas do nothave a significant difference at 7.4 and 7.5 kilograms per person, respectively.

Palay production declined by 3.2 percent, from 489,405 metric tons in 2015 to 473,580 metric tons in 2016. The area harvested likewise wentdown by 2.3 percent from 119,183 hectares in 2015 to 116,488 hectares in 2016. Average yield of palay also decreased by 1.0 percent, from 4.11metric tons per hectare in 2015 to 4.07 metric tons per hectare in 2016.

Corn production posted a decrease of 13.3 percent from 62,238 metric tons in 2015 to 53,955 metric tons in 2016. Likewise, average yielddecreased by 5.7 percent, from 1.46 metric tons per hectare in 2015 to 1.38 metric tons per hectare in 2016.

Among Leyte’s major crops, coconut consistently posted the biggest production in 2014 and 2015 at 194,050 and 201,123 metric tons,respectively posting an increase of 3.6 percent.

Poultry inventory, comprised of chicken and ducks, increased by 42.7 percent from 771,647 heads in 2015 to 1,100,814 heads in 2016.

Livestock slaughtered in abbattoirs increased by 3.0 percent, from 174,089 heads in 2015 to 179,344 heads in 2016. Slaughtered hogscomprised the highest number of total slaughtered livestock in abbattoirs posting at 162,906 heads in 2016 or about 90.8 percent of the totallivestock slaughtered in abbatoirs in 2016.

Tabango recorded the highest percentage of Barangay Health Stations at 69.2 percent followed by San Isidro at 47.4 percent of the total number

of barangays in the said municipalities. Alangalang posted the lowest percent at 9.3 percent.4

Majoity of the cities/municipalities in Leyte had over than 90 percent of the newborn with weight of at least 2.5 kilograms in 2016 except Capoocan

and Kananga with 77.5 percent and 72.9 percent of the newborns, respectively. Isabel and Tunga registered 100 percent of the newborns in 2016

with weights of at least 2.5 kilograms.

Baybay City had the highest number of infants aged 6-11 months old and children aged 12-59 months given with vitamin A at 1,949 and 8,011,

respectively.

All households in Pastrana and Dulag had sanitary toilet and satisfactory disposal of solid waste in 2015, respectively. While Carigara had the

highest percentage of households with complete basic sanitation facilities at 95.0 percent.

Registered deaths by place of occurrence in Leyte (excluding Tacloban City) went down by 20.1 percent, from 10,029 in 2013 to 8,015 in 2014.

Ormoc City reported the highest percentage of registered in both period.

Infant deaths by usual residence declined in Leyte and Tacloban City in 2014.

Fetal deaths in Leyte (excluding Tacloban City) increased from 57 in 2013 to 63 in 2014. Majority or 96.8 percent of these fetal deaths in 2014

were assisted by health professionals. In Tacloban City, all of the 18 fetal deaths in 2014 were assissted by health professionals.

Maternal deaths by place of occurrence in Leyte increased in number, from 23 in 2013 to 31 in 2014 while maternal deaths in Tacloban City went

down, from five (5) in 2013 to four (4) in 2014.

Leyte recorded a 5.5 percent increase on registered births from 27,218 in 2013 to 28,716 in 2014. Among the cities/municipalities (excluding

Tacloban City), Ormoc City had the highest registered births of 5,386 and 6,235 in 2013 and 2014, respectively. Tacloban City posted 15.4

percent increase of registered births from 6,145 in 2013 to 7,089 in 2014. Both in Leyte and Tacloban City, majority of live births in 2014 or 90.5

percent were assisted by health professionals.

Registered marriages in Leyte (excluding Tacloban City) dropped by 8.1 percent, from 5,788 in 2013 to 5,319 in 2014. Likewise, registered

marriages in Tacloban City significantly declined from 1,617 in 2013 to 394 in 2014.

HIGHLIGHTS

Of the household population 5 to 24 years old, 428 thousand persons or 63.8 percent attended school at anytime from June 2009 to March

2010. Males comprised 50.5 percent of those who attended school at anytime during the said school year.

Among those who attended school, 8.3 percent went to school located outside the city or municipality where they were residing at the time of the

census.

In 2010, nearly half or 47.6% of the 1,380,578 household population 5 years old and over in the province of Leyte completed elementary

education and more than one-fourth or 29.0% completed high school. Barely 6.0% of the household population 5 years old and over were

academic degree holders.

Among the 1.20 million household population 10 years old and over in Leyte, about 1.16 million persons or 96.9 percent were literate, those that

can read and write a simple message in any language or dialect.

The literacy rate among females aged 10 years old and over in 2010 was 97.5 percent. This is higher than the literacy rate for males of the

same age which was 96.3 percent.

The municipality of Tunga recorded the highest simple literacy rate at 99.2 percent, while municipality of San Isidro posted the lowest literacy

rate at 91.9 percent.

HIGHLIGHTS

Total number of motor vehicles registered in Leyte increased by 11.3 percent, from 129,216 in 2015 to 143,791 in 2016. Private

vehicles, which comprised 91.8 percent of the total registered vehicles in 2016, posted a 12.3 percent increase. Government

vehicles and for hire vehicles also increased by 2.4 percent and 1.1 percent in 2016, respectively.

The province has a national road network of 1,775 kilometers in 2016, of which 78.7 percent is concrete, 20 percent asphalted

and 1.2 percent is unpaved. Concrete road increased by 3.9 percent, from 1,346.35 kilometers in 2015 to 1,398.85 kilometers in

2016.

In 2016, the province has 555 national bridges with a total length of 21,015.5 linear meters.

Number of Base Transceiver Stations (BTS) and radio stations increased in 2016 by 3.9 percent and 29.2 percent, respectively.

Meanwhile, number of telephone exhange decreased by 75.8 percent, from 33 in 2015 to eight(8) in 2016.

HIGHLIGHTS

Firemen to Population ratio of the province (including Tacloban City) stood at one(1) fireman per 3,663 population in 2016. The ratio

improved as compared in 2015. The municipilty of Bato, Julita, La paz and MacArthur had no Fire Station in 2015 and 2016

respectively. Mayorga, San Miguel and Tabango had no fire station in 2015 but they were able to install in 2016. Albuera recorded the

highest ratio at one(1) fireman per 6,619 population while Tunga recorded the lowest ratio at one(1) fireman per 1,083 population.

Crime incidence in Leyte (including Tacloban City) declined by 37.9 percent, from 11,048 in 2015 to 6,866 in 2016. Index crime

significantly dropped by 48.1 percent while non-index crimes likewise decreased by 32.5 percent.

Tacloban City (Capital) posted the highest crime rate in 2016 at 1,175 crimes per 100,000 population while Merida recorded the lowest

at 46 crimes per 100,000 population.

Among the index crime, crime against property posted a higher rate of 60 crimes per 100,000 population against 39 crimes per 100,000

population for crime against person in 2016.

The Municipality of Tunga reported zero incidence of crime against person in 2016. Meanwhile, Tabango reported the lowest incidence

of crime against property in 2016 at three(3) crimes per 100,000 population.

The ratio of Policemen to Population in Leyte (including Tacloban City) stood at one(1) policeman per 1,073 population in 2016. Baybay

City registered the highest ratio at one(1) policeman per 2,699 population while tunga registered lowest at one(1) policeman per 361

population in 2016.

Crime rate dropped by 39.0 percent, from 562 crimes per 100,000 population to 343 crime per 100,000 population.

HIGHLIGHTS

The number of establishments slightly encreased by 0.14 percent, from 14,524 in 2013 to 14,544 in 2014. Majority of the establishment by

industry group declined in 2014 from its count in 2013.

The total approved building permit applications in Leyte declined to 2,764 in 2016 from 3,570 applications in 2015. Total value of building

construction was estimated at P6.1 billion in 2016 from P4.8 billion in 2015 posting an increase of 25.2 percent.

The province's total value of exports decreased by 11.5 percent, from US$ 347.4 million in 2015 to US$ 307.5 million in 2016. Cathodes and

sections of cathodes remained the top export commodity of the province in 2016, valued at US$107.3 million.

Meanwhile, the value of imports increased by 41.1 percent from US$ 145.9 million in 2015 to US$ 205.8 million in 2016. Copper ores and

concentrates which valued at US$ 188.9 million was still the main import commodity of the province.
