The councillors of the area Narottam Sharma and Gopal Gupta were present on the occasion. The estimated cost of the work is Rs 15 lakh and the fund has been provided by Rajesh Gupta former MLA Jammu east from his CDF. As per the order issued by Principal Secretary to Government, Finance Department, Navin K Choudhary, sanction has been granted for Hardship Allowance at the rate of 8 per cent of Basic Pay in the Revised Pay Levels in favour of Gazetted and Non-Gazetted Police per- sonnel except those as indi- cated under para (2) with effect from January 1, 2019 in lieu of Hardship Allowance paid at the rate of 10 per cent of pre- revised basic pay as per Government Order No Home-1162(P) of 2010 dated September 16, 2010. The order further states " Grant of Hardship Allowance at the rate of 10 per cent of Basic Pay in the Revised Pay Levels with effect from January 3, 2019 in respect of classi- fied category of Police Personnel including Special Police Component and Bomb Disposal Squad (Existing number of posts 1971 as on January 16, 2019), the details of which shall be notified by the Finance Department sepa- rately in consultation with Home Department." Govt sanctions hardship allowances for JKP personnel STATE TIMES NEWS JAMMU: Petroleum Conservation Research Association (PCRA) is cele- brating Oil Conservation month from January 16 to February 15 2019. The month long programme was inaugu- rated by Dr. Abdul Rashid, Commissioner/Secretary, FCS & CA, J&K in presence of Director, FCS & CA, Jammu Amit Sharma and Controller, Legal Metrology, J&K Ali Afsar Khan on Wednesday. Consequent upon implementation of 7th Pay Committee recom- mendations to State Government employees vide SRO- 193 of 2018 dated April 24, 2018, various doubts have been expressed by certain quarters as to what shall be the date of next increment in respect of an employee appointed or promoted or granted financial up-gradation (In-situ promotion) on 1st January or Ist July. The issue has been examined in Finance Department in light of clarification issued by Department of Expenditure, Ministry of Finance, Govt. of India vide Office Memorandum F.No. 4- 2112017-1C/E-111(A) dated 31st July, 2018. Accordingly, it is clarified as "In case an employee is granted promotion whether functional or non-functional (viz In-situ/time bound promotion) on 1st January or 1st July, where the pay is fixed in the level applicable to the post on which promotion is made in accordance with the Rule 12 of the J&K Civil Service (Revised) Pay Rules, 2018, the first increment in the level appli- cable to the post on which promotion is made shall accrue on the following 1st July or 1st January, as the case may be, subject to the condition that the completion of six months' qualifying serv- ice is strictly fulfilled. The next increment shall, however, accrue only after completion of one year of incremental service." A lady gynecologist, an ophthalmologist and a dentist provided medical treatment to the people and medicines were also distributed among patients. At the outset, a number of awareness stalls were placed to give informa- tion on Leprosy, HIV, Vaccination, hygiene and sanitation aspects to the villagers. The ESM rally was conducted in close coor- dination with state administration and Zila Sainik Board, with the aim of addressing, grievances and anomalies in disbursement of pension, land and legal issues of Ex Servicemen and Veer Naris and providing them information about Ex Servicemen Contributory Health Scheme (ECHS). The event received an overwhelming response and approximately 26 ex servicemen and Veer Naris, 406 patients and 62 livestock from vil- lage Mendhar and adjoining areas were bene- fited from the facilities provided. The seamless synergy between army and civil administra- tion, particularly medical department, provid- ed a long awaited opportunity to the needy local population.
