Indonesian National Standard for Toys: Laboratory Appointment Regulation
OVERVIEW Under Indonesia’s new National Standard for Toys, effective April 30, 2014, products exported to Indonesia on or after the implementation date must be tested to the new toy safety regulation by a laboratory appointed by the Ministry of Industry (MoI) and bear the approved “SNI” mark. To help toy companies meet compliance, TIA is providing below the text of the MoI Laboratory Appointment Regulation: LABORATORY APPOINTMENT REGULATION

MINISTRY OF INDUSTRY OF THE REPUBLIC OF INDONESIA, Considering: a. That in optimization the enforcement and supervision of Indonesian
National Standard (SNI) on toys that has been mandatorily enforced by Industry Ministry Regulation No. 24/M-‐IND/PER/4/2013 as it has been changed to Industry Ministry Regulation No. 55/M-‐IND/PER/11/2013, according to the stipulation of rule of legislation, the evaluation of related Suitability Assessment Institutions who was appointed by Industry Minister Regulation No. 52/M-‐IND/PER/10/2013 has been done; b. That based on the consideration as referred in point a, it needs to establish Industry Minister Regulation regarding The Amendment of Industry Minister Regulation No. 52/M-‐IND/PER/10/ concerning the appointment of Suitability Assessment Institution regarding the enforcement and supervision of compulsory Indonesian National Standard (SNI) on toys;

PRONOUNCE: Stipulate: INDUSTRY MINISTER REGULATION CONCERNING THE AMANDMENT OF
INDUSTRY MINISTER REGULATION NO. 52/M-‐IND/PER/10/2013 CONCERNING THE APPOINTMENT OF SUITABILITY ASSESSMENT INSTITUTION REGARDING THE ENFORCEMENT AND SUPERVISION OF COMPULSORY INDONESIAN NATIONAL STANDARD (SNI) ON TOYS.
Article I Several stipulations in Industry Minister Regulation No. 52/M-‐IND/PER/10/2013 concerning the appointment of Suitability Assessment Institution regarding the enforcement of compulsory Indonesian National Standard (SNI) on toys has been changed as follows: 1. The appointment of Product Certification Institution (LSPro) as referred in Article 1
letter a, which included in the attachment of referred Ministerial Regulation, has been changed by adding 1 (one) Product Certification Institution (LSPro) as referred in the attachment of the referred Ministerial Regulation; and
2. The appointment of Testing Laboratory as referred in Article 1 letter b which included in
the attachment of the referred Ministerial Regulation has been changed by adding testing scope to Testing Laboratory number 6 (six) and adding 28 (twenty eight) more Testing Laboratories starts from number 8 (eight) to number 35 (thirty five) so that all is convenient with the attachment of the Ministerial Regulation;
3. Change the stipulation in Article 2 as follows: Article 2 1. Product Certification Institution (LSPro) number 1 (one) to 8 (eight) or Testing
Laboratory number 8 (eight) to 7 (seven) as included in the attachment of Ministerial Regulation, each one has to proceed the accreditation for the scope that has not been accredited to National Accreditation Committee at the latest of 6 (six) months since October 16, 2013 and report on progress of the accreditation process to the Head of Department of Industrial Policy, Climate and Quality Assessment of Ministry of Industry.
2. Product Certification Institution (LSPro) or Testing Laboratory as referred in clause (1) must meet the requirements as Product Certification Institution (LSPro) or Testing Laboratory which accredited by National Accreditation Committee at latest of 2 (two) years since October 16, 2013.
3. If within the time as referred in clause (2) the pertinent Product Certification Institution (LSPro) or Testing Laboratory has not been accredited yet, the appointment will be avowed ended.
4. Adding new stipulation between Article 2 and Article 3 the Article 2a, as follows:

Article 2a 1. The state where Testing Laboratory is located as included in number 11 (eleven) to
number 35 (thirty five) in the attachment of the related Ministerial Regulation at latest 2 (two) years since the Ministerial Regulation was enacted must have had bilateral agreement with Republic of Indonesia in technical regulation field.
2. If within the time referred in Article (1) the state where the Testing Laboratory is located
has not had the bilateral agreement with the government of the Republic of Indonesia in technical regulation field, its appointment will be avowed ended.
3. Adding the stipulation in Article 4 to as follows: Article 4 1. Fixed.

2.a The submission of the Testing Laboratory Performance Report as referred in clause (2)
letter b for Testing Laboratories as listed number 11 (eleven) to number 35 (thirty five) in the attachment of the related Ministerial Regulation is done by the representative in Indonesia whom appointed by the related Testing Laboratory.
3. Fixed. Article II This Ministerial Regulation shall come into force on the date of enactment. For public cognizance, command the enactment of this Ministerial Regulation with its placement in Republic of Indonesia Official Report.
