DG Connect develops policy and funds research and innovation that:• help Europe's cities to develop into cities that provide public services to
their citizens in a more convenient way than ever before,• are more responsive and citizens-centred, • provide the right information to allow for better every-day and business

DG Connect will continue to work with cities in pursuit of this through engaging in dialogue and through co-funding piloting activities on the ground.

Operating Principles"The Design Principles"
Optimal use of urban infrastructure, i.e. re-using as much as possible existing infrastructure and turning it to multiple uses (including optimisation of use of physical networks and data resources)
Interoperability of solutions, i.e. adaptability of solutions to new user requirements and technological change as well as avoidance of entry barriers or lock-in through promoting common meta-data structures and interoperable (open) interfaces
Open and consistent data, / "big data ready", i.e. common, transparent measurement and data collection standards and use of open, portable data formats, use of flexible data management architectures
Scalability and economic viability of solutions to be already properly addressed from conception stage onwards so to not depend on public funding in the long-term and be fit for large-scale deployment, e.g. through use of scalable, dynamic cloud-based IT systems and supporting federated systems
Trustworthy platforms: with integrated security features e.g. authentication single sign-on, high (appropriate) reliability, data protection compliant, effective isolation
Comprehensive input, feedback and a sense of co-ownership in strategy and solution design for affected stakeholders by initiating and enhancing social innovation through a city's rich fabric of citizens' and businesses' associations and city authorities themselves

Cloud Systems
Citizen need: Users want to “carry their own environment”, wherever they go anytime on any device
The cloud challenge: Providers and developers must provide fully portable applications across all the infrastructure with easy sharing and exchange of data, applications and compliance on security, privacy and other regulatory concerns. Economic viability and legal compliance need to be tested
Technical/research challenges in cloud are:
• data management managing a deluge of heterogeneous data
• highly responsive networks
• flexible integration of resources through metadata
• operating in multi-tenant environments
• providing federation, portability and interoperation between platforms
• easy and transparent interfaces

Objective: to contribute to making cities more Age-Friendly (responsive to the needs and wishes of older people, so they can go outside, walk around safely, find their way around, use public transport and find their way to and in public and other buildings)

Participants: over 800 partners in multinational consortia with on average 4-5 Member States

Buildings account for 40% of the energy consumption in the EU; in the future development of carbon-neutral districts and cities buildings really lie at the heart of a smart city, and have to interact with other key areas / sectors (lighting, smart grid, etc.)
The Building SectorConstruction accounts for 6.3% of the EU GDP, and up to 10% when counting related industries. It is the largest European single activity and industrial employer, directly involving nearly 20 million people within more than 3 million enterprises, 95% of which being SMEs. 41.7 million workers in the EU depend, directly or indirectly, on the construction sector. Since 2007, the crisis has hit the sector hard
