History of the Tournament
• The first tournament was held in 1939. Eight teams competed in two regions, with Oregon defeating Ohio State at Northwestern University in the championship. The championship game drew a crowd of just 5,500
• Created by the National Association of Basketball Coaches the brainchild of Ohio State University coach Harold Olsen
• Despite losing money on its first edition, it began to make money in 1940, when the NCAA took over tournament operations
History of the Tournament
The NCAA tournament has expanded a number of times throughout its history.
Tournament Format Changes: • 1939–1950: eight teams • 1951–1952: 16 teams • 1953–1974: varied between 22 and 25 teams • 1975–1978: 32 teams • 1979: 40 teams • 1980–1982: 48 teams • 1983: 52 teams (four play-in games before the tournament) • 1984: 53 teams (five play-in games before the tournament) • 1985–2000: 64 teams • 2001–2010: 65 teams (with an opening round game to determine whether the 64th
or 65th team plays in the first round) • 2011–present: 68 teams

For the same period in 2012, Downtown’s crime represented only 3% of the City’s overall crime.
For the same period, Downtown’s crime represented 20% of Zone Five’s total crime.
Zone and beat realignment reduced Zone 5 footprint. Old Fourth Ward and Auburn Historic District reassigned to Zone 6 in December 2011.
Zone 5 accounted for15% of City’s Part I crime, and 14% of City’s Part I Crime arrests.
But Zone 5 accounted for 24% of total City arrests. Larceny (auto/other) represents 74% of all Downtown crime. Larceny from Auto
represents 52% of that amount, and 39% of all Downtown crime. Auto Theft was reduced by 42%. Crime data reflects the entire ADID, where the Railroad District used to be reported
separately. Total Downtown crime incidents decreased 23% from the same period last year, and
down 17% for the year.
Analysis Observations
Special Crime suppression operations were very successful.
Surge operations in South of Marietta area produced many arrests, but requires sustained presence and aggressive enforcement .
Increased coordination with other APD resources: e.g. Code Enforcement, Narcotics, Vice, Auto Theft, as well as other City assets.
Continue to expand foot beats and more dense deployment .
Expansion of Operation Shield cameras Downtown (public and private integration) this Spring along with the stand up of the Video Integration Center (VIC) has and will continue to have an even greater impact on crime.
