Methodology notes:

Please base your answers on time, cost and document requirements as they hold on the day you complete the questionnaire.

Time is measured in hours, and 1 day is 24 hours (e.g., 22 days should be recorded as 22 X 24 = 528 hours).

Port/border is defined as a place (seaport, airport or land border crossing) where merchandise can enter or leave a country.

Please exclude insurance cost and informal payments for which no receipt is issued from all costs.

Accounting for simulteneity, how long does it take to obtain, prepare, submit and present documents throughout the entire export process for the shipment from «DB_tab_Survey_Country» to «DB_tab_XPartner»? How much does it cost? In practice, certain documents are prepared, submitted and presented in parallel. For example, you could be preparing commercial invoice and customs declaration at the same time as applying for certificate of origin. We ask you to take into account such simultaneity, as applicable. A document is defined as a submission of information (in paper or electronic form) about the imported product, about the exporting or importing firm, or on transport and transit, upon request by any or multiple government agencies. A government agency is defined here as a body that is part of an executive branch of government, is financed from the government budget, and has a power to coerce within its mandate. Documents required by law include documents required by national law and regulations, international trade law, or ratified regional trade agreements. Please note that the methodology has changed this year and it is no longer assumed that payment is made through a letter of credit. Please exclude all documents that are required solely for the processing of the letter of credit by banks or government agencies, such as the bill of lading. Apart from the above, please note that this year we ask you to include all documents required by the government agencies through the entire export process, regardless of frequency of obtaining the document (e.g. if export license could be obtained once in five years but is required to be submitted/shown to the government agency during export process, it should be factored into your response).

a. Average Time (hours) b. Maximum Time (hours) c. Average Cost (USD) 22. Accounting for simultaneity of the segments of the export process, how long does the entire export process of the shipment from the warehouse in «DB_tab_Survey_City» to the warehouse in «DB_tab_XPartnerMBC» take? How much does it cost? (Refer to segment T in Figures A–D.) In previous questions, we asked you to assess the time and cost of individual segments of the export process. In practice, some of those segments happen in parallel. E.g. while arranging for transport, you would also prepare customs declaration or while the shipment is processed in the port, it is also inspected and cleared by customs. Now we ask you to take into account such simultaneity, as applicable to the shipment specified in the case study. Please take into account process starting from arranging for transport and preparing documents until the customs cleared shipment is in the warehouse in «DB_tab_XPartnerMBC». a. Average Time (hours) b. Maximum Time (hours) c. Average Cost (USD)

Import case study

Consider an importer in «DB_tab_Survey_Country» who has purchased auto parts (HS 8708) from an exporter located in «DB_tab_MPartner». From the perspective of the importer, please assess the time for and cost of the import process and its components: international transport; clearance and mandatory inspections by customs and other government agencies; port/border handling; domestic transport; and document preparation. Assumptions:

The shipment travels from a warehouse in «DB_tab_MPartnerMBC», «DB_tab_MPartner», to a warehouse in «DB_tab_Survey_City».

The shipment consists of containerized auto parts and weighs 15 tons.

Shipping cost based on weight is assumed to be greater than shipping cost based on volume. Customs declaration is for single-item full container load container(s).

The auto parts are not secondhand or used merchandise.

The importing firm hires and pays a customs broker and/or freight forwarder and pays all costs relating to the international shipping, domestic transport, clearance and

mandatory inspections by customs and other government agencies, port/border handling, document preparation fees, etc.

The most widely used method of transport for auto parts as well as the most widely used seaport/airport/border crossing are used. Figures E, F, G, and H

illustrate the most common combinations of transport by sea, air, and/or land.

All electronic submissions of information requested by any government agency are considered to be documents prepared/submitted during the import process.

Methodology notes:

Please base your answers on time, cost, and document requirements as they hold on the day you complete the questionnaire.

Time is measured in hours, and 1 day is 24 hours (e.g., 22 days should be recorded as 22 X 24 = 528 hours).

Port/border is defined as a place (seaport, airport, or land border crossing) where merchandise can enter or leave a country.

Please exclude insurance cost and informal payments for which no receipt is issued from all costs.

When answering questions regarding government agencies, please consider such relevant agencies as customs, port authorities, road police, border guards,

standardization agencies, ministry/department of agriculture/industry/other, national security agency, and any/all government authorities.

37. Accounting for simultaneity, how long does it take to obtain, prepare, submit and present documents through the entire import process for the shipment from «DB_tab_MPartner» to «DB_tab_Survey_Country»? How much does it cost? In practice, certain documents are prepared, submitted and presented in parallel. For example, you could be preparing customs declaration and commercial invoice at the same time as obtaining bill of lading or applying for certificate of conformity. Apart from the above, please note that this year we ask you to include all documents required by the government agencies through the entire import process, regardless of frequency of obtaining the document (e.g. if import license could be obtained once in five years but is required to be submitted/shown to the government agency during import process, it should be factored into your response).

a. Average Time (hours) b. Maximum Time (hours) c. Average Cost (USD) 38. Accounting for simultaneity of the segments of the import process, how long does the entire import process of the shipment from the warehouse in «DB_tab_MPartnerMBC» to the warehouse in «DB_tab_Survey_City» take? How much does it cost? (Refer to segment T in Figures E–H.) In previous questions, we asked you to assess the time and cost of individual segments of the import process. Please take into account the entire import process starting from arranging for transport and preparing documents until the customs cleared shipment is in the warehouse in «DB_tab_Survey_City».
