Introduction

The work of Transform is underpinned by Workforce Futures, a state-wide industry framework which focuses on building an available and highly skilled workforce. Within this, transport, logistics and supply chain development hubs provide the basis for connecting with industry to strengthen workforce capability throughout Queensland. During 2011 the Transport and Logistics Workforce Advisory Group Queensland (TLWAG-Q) and Transform have progressed four actions identified in Workforce Futures:

Action 1 - Establishment of a framework for nine transport, logistics and supply chain development hubs Action 2 - Establishment of partnerships and connectivity at local and state levels Action 3 - Utilisation of enhanced information about industry needs to inform programs and initiatives Action 4 - Support of industry through practical resources and internal leadership.

With action one completed in mid-2011, significant progress has been made during the quarter to deliver on the other actions. This has been achieved through the consolidation and strategic targeting of activities in the areas of: 1. Connectivity 2. Diversity 3. Industry Awareness 4. Skilling 5. Workforce Development.

The TLWAG-Q report details progress against each strategic area and provides an overview of Transform’s activity across Queensland.

Key achievements for June – October 2011 quarter This quarter has seen a review of the work of Transform and TLWAG-Q, and their operation as an industry-government partnership. Following the May 2011 TLWAG-Q workshop, Transform undertook the development of the Transform Work Plan 2011-2012. Approved in September 2011, the new work plan targets priorities that will contribute to the delivery of Workforce Futures for 2011-2012. Key achievements for the quarter include:

• Hosting the 2nd Annual Transport and Logistics Workforce Planning and Skills Forum on 7-8 September 2011 • Development and release of an enhanced Transform web presence • Release and distribution of two new resources – People Plus and Workforce Gauge 2011 Report • Securing funding from the Department of Employment, Economic Development and Innovation under Skilling Queenslanders

for Work to train an additional 89 new industry entrants across Queensland • Submission of the Industry Skills and Workforce Development Report to Skills Queensland • Evaluation of the Transition program delivered in partnership with Skills Queensland – 100 per cent target achievement • Facilitating the establishment of the first gender-based award for industry in Queensland, in partnership with the Queensland

Diversity

Women Moving Forward

Purpose: Engage, develop and connect women in the transport, logistics and supply chain industry Active hubs: Cairns and North, Townsville and North West Minerals Province, Mackay, Rockhampton and Central West Basin,

Southern and Darling Downs During the quarter Transform supported the Chartered Institute of Logistics and Transport Australia (CILTA) by sponsoring the participation of regional TMR women. These women were part of a national group that graduated from the program in October 2011. Achievements for the quarter include:

• Sponsorship of ten TMR women across five regional hubs

• Participation in the program’s graduation event on 13 October 2011. Transform is meeting with CILTA on 8 November 2011 to contribute to the planning of programs in 2012.

Women Take the Wheel

Purpose: Increase the attraction and retention of women in the transport, logistics and supply chain industry Active hubs: Brisbane North Trade Coast and Sunshine Coast, Brisbane South SEQ West and Gold Coast, Gladstone, Mackay

During the quarter 50 businesses across Queensland engaged with Women Take the Wheel. Transform is currently working with four businesses on targeted individual projects, including a Gladstone Transition program that has attracted 35 per cent female applicants. Achievements for the quarter include:

• Facilitation of the establishment of the Queensland Trucking Woman of the Year award with the Office for Women and the Queensland Trucking Association

• 50 per cent female participation in Gladstone Transition program

• 50 per cent female participation in Brisbane South Transition program

• 15 per cent female participation in the 2010-2011 Skilling Queenslanders for work program

• 18 per cent female participation in youth engagement programs during the quarter

• 20 per cent female participation in Transfutures during the quarter

• 19 pieces of industry and general media coverage

• Recognition through the 2011 Transport and Main Roads Excellence Awards – Smart Category

• Recognition through the 2011 Queensland Supply Chain and Logistics Awards – Training Education and Development Award.

Women take the Wheel was also a finalist in the 2011 Premier’s Awards for Excellence, and is a current finalist in the 2011 Australian Supply Chain and Logistics Awards to be held in November 2011 in Perth.

Youth engagement

Purpose: Increase the attraction and retention of young people in the transport, logistics and supply chain industry Active hubs: Southern and Darling Downs, Brisbane South SEQ West and Gold Coast, Mackay

A total of eight businesses, two schools, and 17 young people were involved in youth engagement activities this quarter. Achievements for the quarter include:

• Delivery of a structured work placement program in the Brisbane South hub involving four businesses and 15 students. Students attained four units of competency under the Transport and Logistics Training Package.

• Continued delivery of a school to work program in the Southern and Darling Downs hub involving two students. This program includes delivery under multiple training packages, and gained an additional three businesses participants during the quarter

• Four pieces of media coverage including Channel 7 evening news

• Industry participant recognition through the 2011 Queensland Trucking Awards – People Leadership Excellence Award.

In addition, Transform staff attended a participant school during the quarter to assist students seeking employment in the transport, logistics and supply chain industry to prepare their resumes and applications.

Connectivity

Transfutures

Purpose: Connect tertiary students with opportunities in the transport, logistics and supply chain industry Active hubs: Brisbane North Trade Coast and Sunshine Coast, Brisbane South SEQ West and Gold Coast

The Transfutures program has operated throughout two hubs this quarter and has engaged five businesses and 90 young people. Achievements for the quarter include:

• Lecture delivery to 85 third year tertiary students at QUT

• Securing internships for five pre-graduates across five businesses in Semester 2 and Summer Semester 2011.

The program is currently in an expansion phase, with one state-wide industry partner initiating the program’s implementation in additional hubs in 2012.

Advisory Groups

Purpose: Connect and provide advice on issues that impact workforce capability in industry Active hubs: All hubs

This quarter saw Queensland host the 2nd Annual Transport and Logistics Workforce Planning and Skills Forum on 7-8 September 2011.

The Forum brought together 30 delegates of the various State and Territory Transport and Logistics Workforce Advisory Groups (TLWAGs). The aim of the Forum was to identify national collaborative opportunities and determine how TLWAG’s would work towards a national voice and purpose during 2012. Key outcomes of the forum included:

• Development of a set of key principles to guide the TLWAG work over the next twelve months

• Identification and discussion of the key workforce planning and skills issues in the industry, together with key conclusions and advice to government

• Presentation of key activities implemented in various jurisdictions during the previous 12 months.

TLWAG-Q was represented at the Forum by Hal Morris, Graham Garrett (on behalf of Peter Biagini), Skye Naismith, Roz Shaw, Tom Wiltshire, and Col McKenzie.

Industry awareness

Industry Insight Tours

Purpose: Connect TMR staff with the transport, logistics and supply chain industry Active hubs: Brisbane South SEQ West and Gold Coast, Brisbane North Trade Coast and Sunshine Coast

Industry Insights continued to connect TMR employees with industry during the quarter. A total of five tours were conducted involving 84 participants. Tours were conducted with the leadership of TLWAG-Q to:

• Simon National Carriers, engaging employees across eight TMR divisions - 23 June 2011

• Brisbane Metropolitan Transport Management Centre, engaging employees across 15 TMR divisions - 24 & 26 August and 5 September 2011

• Coles Logistics DC, Forest Lake (managed by Jo Hammond), engaging employees across nine TMR divisions - 13 October 2011.

This program has been evaluated and received 100 per cent positive feedback from participants and businesses. As a result of this, a 2012 tour calendar is currently being developed.

Skilling

Skilling Queenslanders for Work

Purpose: Increase the supply of entry level skills and labour into industry throughout Queensland Active hubs: Cairns and North, Townsville and North West Minerals Province, Rockhampton and Central West Basin,

Gladstone, Southern and Darling Downs, Brisbane South SEQ West and Gold Coast

Transform continued to deliver the Get into Transport and Logistics program in partnership with the Department of Employment, Economic Development and Innovation (DEEDI). Achievements for the quarter include:

• Completion of 2010-2011 program delivery involving 99 participants, with 86 employed as at October 2011

• Secured funding from DEEDI to skill 89 new industry entrants across Queensland during 2011-2012

• Secured funding for 60 per cent of an A06 officer to support the delivery of the 2011-2012 program.

A tender process has been completed and a provider selected to deliver the 2011-2012 program.

Transition

Purpose: Skill new entrants for the transport, logistics and supply chain industry throughout Queensland Active hubs: Gladstone, Brisbane South SEQ West and Gold Coast

This quarter saw the evaluation of the program run in partnership with Skills Queensland. Evaluation of the program was conducted against three Key Performance Indicators: 1. Enrolment – 100 per cent of the enrolment target was achieved 2. Annual Hours Curriculum – 100 per cent delivery was achieved 3. Completion – 100 per cent of the completion target was achieved. In addition to the 100 per cent completion of the competency skill set, more than 75 per cent of participants passed their heavy vehicle driving examination and were issued their licence. The final report in March 2012 will capture the results of participants who choose to re-sit their exam. Additional achievements for the quarter include:

• Delivery of a Certificate II and license upgrade program in Gladstone in partnership with a host employer. This program had six participants, two whom progressed to employment with the host

• Delivery of a Certificate II and license upgrade program in Brisbane South in partnership with three host businesses. Host businesses are currently evaluating the eight participants for employment.

A further Certificate II and license upgrade program is currently being recruited for in Gladstone in partnership with two host businesses.

Research and data

Purpose: Contribute to research and data that accurately represents the transport, logistics and supply chain industry Active hubs: All hubs

This quarter saw the delivery of the Industry Skills and Workforce Development Report to Skills Queensland. This involved consultation with industry businesses and training providers throughout Queensland to obtain their views on industry training needs. The report included:

• Industry Sector Profile

• Training Profile

• Challenges Impacting on the Industry’s Workforce

• Five to Ten Year Skilling and Workforce Development Outlook (Road Transport, Rail, Maritime and Stevedoring, Aviation, Warehousing and Logistics)

• Priorities for Action over the next year. This report will inform investment decisions made by Skills Queensland for the future training needs of the transport, logistics and the supply chain industry.

Skills Queensland also released the Skills Queensland Strategic Priorities Issues Paper (2011) to canvas industry and community views on a range of strategic priorities considered critical to address skills and workforce development challenges in Queensland. As the nominated industry skills body Transform accessed its industry networks to provide feedback on the Skills Queensland Priorities Issues Paper based on the following priority areas:

Priority 1 – Working with industry to address skills needs Priority 2 – Meeting the needs of Queensland’s resources sector Priority 3 – Enhancing Queensland’s trade training system and preparatory training to improve skills outcomes Priority 4 – Transforming VET investment.

Advocacy and sponsorships

Purpose: Promote awareness of the work of TLWAG-Q and Transform (TMR) Active hubs: All hubs

Achievements for the quarter include:

• Representation on the DEEDI Transport and Logistics Economic Opportunity Plan working group

• Sponsorship of the Supply Chain and Logistics Association Australia (SCLAA) (Queensland) - 2011 Queensland Supply Chain and Logistics Awards

• Sponsorship of the Chartered Institute of Logistics and Transport Australia (Queensland) - 2011 CILTA Queensland T&L Industry Excellence Awards

• Sponsorship of the Queensland Trucking Association - 2011 Queensland Trucking Awards

• Sponsorship of the SCLAA Future Leaders Development Series for young people within industry in partnership with SCLAA and the Australian Institute of Management

• Panel presentation at the 2011 Queensland Supply Chain and Logistics Conference on 1 September 2011 – People, Skills and Training including TLWAG-Q members Skye Naismith and Tom Wiltshire

Workforce development

People Plus

Purpose: Support small to medium businesses to effectively attract, retain and manage their workforce Active hubs: Mackay, Brisbane South SEQ West and Gold Coast, Southern and Darling Downs

This quarter saw the release of People Plus in both hard and soft copy format, as well as the development of an accompanying business workshop. Transform continues to work with three businesses across three hubs on specific People Plus initiatives. People Plus supports small to medium businesses to: 1. Attract people to their business 2. Recruit the right people 3. Keep their best people 4. Actively manage their ageing and exiting workforce. Achievements for the quarter include:

• Distribution of 240 electronic and 183 hard copies of the resource across eight hubs and interstate

• Pilot of People Plus workshop in Mackay on 14 September 2011 involving 11 participants. The workshop received 100 per cent positive feedback and interest in further People Plus activities

• 12 pieces of industry and local media across Queensland. Scoping is currently underway for a People Plus regional workshop series in 2012.

Workforce Gauge

Purpose: Provide an industry profile for businesses to use in comparing their performance and identifying areas for

improvement Active hubs: All hubs

This quarter saw the release of the Workforce Gauge 2010 Report, with distribution across all nine hubs and interstate. The report captures results across four areas: 1. Industry profile 2. Workforce profile 3. Workforce management 4. Recruitment and retention. Achievements for the quarter include:

• 280 downloads of the report as at October 2011

• Adoption of the Workforce Gauge in New South Wales and Western Australia through the national TLWAG network.

Connecting Queensland
