3.1 INTRODUCTIONUrbanisation is an increase in population and economic activities in the urban areas which

leads to further development of towns and agglomerates to contain this rising population.

It is a cause and effect of heightened economic progress in a region. Though migration is the

key factor, other aspects such as the demand for economic employment, better educational

opportunities, health facilities and higher standard of living act as major propellants contributing

to the upward trend in urbanisation.

As per 2011 figures, the state has a total population of 72,597,565 persons of which the urban

population comprises of 20,059,666 persons accounting for an urban population of 27.6

percent which is an increase from the urban population of 26.5 percent reported in 2001.

The number of towns in the state have increased from 394 in 2001 to 476 in 2011. A look at

the decennial status of towns, from 1901-2011, reveals that the number of towns in Madhya

Pradesh have grown more rapidly in comparison to the national average figures.

The upward trend in urbanisation is evident from the fact that now there are 33 towns where

more than 100,000 population resides and this includes four major cities of Indore, Bhopal,

Jabalpur and Gwalior which houses a million plus population. Though urbanisation acts

as a catalyst in economic development it can prove to be a deterrent as well since such an

overwhelming population inflow tends to create added pressure on the existing urban public

services. This is a major concern which is being taken up and addressed by policy makers and

planners in various forums.

3.2 TOWN STATUS IN INDIA AND MADHYA PRADESHAs shown in Statement 3.1, during the period 1901 to 2011, the number of towns has grown

from 1827 to 7935 at the national level and from 105 to 476 for the state of Madhya Pradesh.

Hence, the growth rate of towns at the state level which stands at approximately 353 percent

is higher than that recorded at the national level of 334 percent.

3.3 URBAN AGGLOMERATION AND OUT GROWTH IN MADHYA PRADESH (U.A. AND O.G.)An urban agglomeration (UAs) is a continuous urban spread constituting a town and its

adjoining urban outgrowths (OGs), or two or more physically contiguous towns together with

or without outgrowths of such towns. In some cases railway colonies, university campuses,

port areas, etc., may come up near a city or statutory town outside its statutory limits but

within the revenue limits of a village or villages contiguous to the town or city. Each such

individual area by itself may not satisfy the minimum population limit to qualify it to be treated

as an independent urban unit but may deserve to be clubbed with the town as a continuous

urban spread and is also termed as the outgrowths (OGs).

For the purpose of delineation of urban agglomerations during Census of India 2011, following

criteria are taken as pre- requisites:

(a) The core town or at least one of the constituent towns of an urban agglomeration

should necessarily be a statutory town; and

(b) The total population of all the constituents (i.e., towns and outgrowths) of an urban

agglomeration should not be less than 20,000 (as per the Census 2001 ). With these

two basic criteria having been met, the following are the possible different situations in

which urban agglomeration would be consituted:

(i) A city or town with one or more contiguous outgrowths;

(ii) Two or more adjoining towns with their outgrowths; and

(iii) A city and one or more adjoining towns with their outgrowths all of which

form a continuous spread.

The status of urban agglomerations and out-growths in the state, for 2001 and 2011 is outlined

in Statement 3.2. It is seen that both the urban agglomerations and out-growths have decreased

from 2001 to 2011, however the decrease is higher for the out-growths.

3.3.1 Top and bottom five U.As having population equal to or greater than one lakh in Madhya Pradesh : 2011

The most populated urban agglomeration in Madhya Pradesh is Indore where 21,67,447

persons reside followed by Bhopal (U.A.) with 18,83,381 persons and Jabalpur (U.A.) which has

reported 12,67,564 persons is seen in third place.

The least populated urban agglomerations of the state include Sehore (U.A.) with 109,025

persons followed by Itarsi (U.A.) registering a population of 114,430 persons and Neemuch

(U.A.) at 128,575 persons as shown in Statement 3.3.

3.3.2 Cities having population more than ten lakh in Madhya Pradesh : 2011

Area-wise Madhya Pradesh is the second largest state in the country. The four major cities

where more than ten lakh persons reside, as per Census 2011, include Indore which occupies

the first position with a population size of 1,960,631 persons followed by Bhopal (1,795,648),

Jabalpur (1,054,336) and lastly Gwalior (1,053,505) as shown in Statement 3.4 and Figure 3.1.

Statement 3.5 records the increase in population for the top four urban agglomerations in

the state namely, Indore, Bhopal, Jabalpur and Gwalior from 1901 to 2011. The population

increase in absolute terms is greatest for Indore which has registered a growth of 2,069,643

Among the 14 Municipal Corporations in the

state, Indore has attained the first position by

recording a male population of 1,020,883 and a

female population of 939,748. The second place is

occupied by Bhopal which houses a male population

of 939,560 and a female population of 856,088.

On the other hand, Khandwa constituting a male

population of 102,873 and a female population

of 97,808 and Burhanpur reporting a male

population of 108,234 and a female population

of 102,657 have recorded the lowest population

figures as shown in Statement 3.6 and Figure 3.2.

Statement 3.7 records the trend in population growth for the 14 municipal corporations of the

state from 1901 to 2011. Indore municipal corporation has reported the highest population in

2011 which stands at 1,960,631 registering an increase from 97,804 in 1901 while in second

position is Bhopal with a population size of 1,795,648 which has increased from 77,023 in

1901. The municipal corporations with the lowest population size include Khandwa where the

population stands at 200,681 which is an increase from 19,401 in Census 1901.

3.4 TOWNS IN MADHYA PRADESH

Statement 3.8Towns in Census : 2001 and 2011

Statement 3.8 provides a snapshot of the type of town

and their strength by way of numbers. It is evident

that the maximum growth in numbers is recorded for

census towns, which have increased from 55 in 2001

to 112 in 2011. The number of municipal corporations,

cantonment boards and notified areas have remained

unchanged from 2001 to 2011. The total number of

towns have shown an increase from 394 to 476 in

Census 2011.

In addition, the Statement 3.9 establishes a relation

between the number of UAs/towns and the population

size recorded in each of them. For 2011, maximum

number of UAs/towns (160) have reported a population

size in the range 10,000-19,999 and a population of

less than 4,999 is recorded in minimum number of

UAs/towns (10).

3.4.1 Top and bottom five Municipalities by persons having population equal to or greater than one lakh in Madhya Pradesh

As shown in Statement 3.10 the top ranking municipalities in Madhya Pradesh, with regard

to population size, include Morena with a population of 200,506 persons followed by Bhind

(197,332), Guna (180,978), Shivpuri (179,972) and Vidisha (155,959).

The municipalities registering the lowest population figures include Nagda with 100,036

persons followed by Datia (100,466), Seoni (102,377), Betul (103,341) and Khargone (106,452)

in ascending order.

3.5 RANKING OF STATES/UNION TERRITORIES BY PERCENTAGE OF URBAN POPULATION As per the provisional figures of Census 2011, Statement 3.11 depicts the percentage share

of urban population of each state to the aggregate national urban population. Maharashtra is

in first position with 13.5 percent followed by Uttar Pradesh (11.8%) and Tamil Nadu (9.3%).

The States/UTs which have reported the lowest figures in this category include Sikkim (0%),

Andaman & Nicobar Islands (0%) and Lakshadweep (0%) in terms of absolute urban population.

Madhya Pradesh is in the eighth position with an urban population percentage share of 5.3

percent.

A comparison of the percentage share of urban population in the district to the total urban

population of the state is done in Statement 3.12. The percentage share of the districts

indicates that Indore is in first place by recording 12.1 percent followed by Bhopal (9.5%) in

second position and Jabalpur (7.2%) which is ranked third. The bottom three districts which

record the lowest percentage share of urban population include Jhabua (0.5%) which is ranked

48, Alirajpur (0.3%) at rank 49 and Dindori (0.2%) which has secured the last rank.

Statement 3.13 gives an overview of the ranking of the urban population in percentage which

is seen in each district of the state. The top three districts remained the same across 2001 and

2011, namely, Bhopal (rank 1), Indore (rank 2) and Gwalior (rank 3). On the other hand, the

bottom three districts for 2011 include Sidhi (rank 48), Alirajpur (rank 49) and Dindori (rank 50)

where the ranks have again remained unchanged since 2001.

3.5.1 Population of UAs/Towns by size class in Madhya Pradesh

The highest population comprising of 6,237,780 males and 5,680,694 females is recorded in

Class-I towns, which correspond to a population size in the range 100,000 and above as shown

in Statement 3.14. As per 2011 figures, for all six category of towns in the state, an aggregate

population of 20,059,666 persons is observed which can be segregated into 10,470,511

males and 9,589,155 females in comparison to the 2001 figures which recorded an aggregate

population of 15,967,145 comprising 8,412,559 males and 7,554,586 females.

3.5.2 Percentage share of population in total population of UAs having population equal to or greater than one lakh in Madhya Pradesh

Statement 3.15 captures the urban agglomerates of the state which have recorded a total

population of more than 1,00,000 persons. The statement lists the proportion of urban

population of the urban agglomerate in comparison to the total urban population of the

district. The highest figure is recorded in Bhopal (U.A.) of Bhopal district where the proportion

of urban population of the urban agglomerate to that of the total urban population of Bhopal

district stands at 98.4 percent. In second place is Indore (U.A.) with a proportion share of 89.4

percent followed by Jabalpur (U.A.) which has registered a figure of 88.1 percent. Itarsi (U.A.)

in Hoshangabad district is in last position since the proportion of urban population in the urban

agglomerate to the total urban population of Hoshangabad district is 29.4 percent. Among the

urban agglomerates reporting lower figures are seen Chhatarpur (U.A.) with a proportion of 37

percent and Chhindwara (U.A.) which has registered a figure of 37.6 percent.

corporations and municipalities of the state where a population of 1,00,000 or more persons

is recorded. The proportion share of the urban population of the municipal corporation or

municipality to the total urban population of the district can be studied from the statement

below. Higher percentage are seen in Singrauli district where Singrauli (M.Corp) has recorded

an urban population of 97.1 percent followed by Bhopal district where Bhopal (M.Corp) has

reported 93.8 percent and Katni district where Murwara (M.Corp) has reported 84.2 percent.

Percentage figures on the bottom are observed in Ujjain district where Nagda (M) has recorded

12.8 percent urban population followed by Chhindwara district where Chhindwara (M)

reported 27.4 percent and Hoshangabad district where Hoshangabad (M) has recorded an

urban population of 30.3 percent.
